The article deals with the management of the basic elements of safety management system (SMS), due to a radical change in industrial relations and the creation of "non-punitive" production environment, and determination of the attitude to the experts in the course of their erroneous actions, as well as the introduction of a system of voluntary notification of personnel about dangerous factors (risk factors), mistakes and incidents. The basis for the creation of reliable functioning of SMS is the formation of modern professional and corporate culture in the airline, enterprise, aviation administration and more. An important part of it is a positive safety culture, which in the aggregate should allow us to reach an acceptable level of safety flight. [ABSTRACT FROM AUTHOR]

The article deals with the analysis of world standards of risk management. It is determined that due to the similarity of the nature of the risks, the relevance of their reduction to the minimum possible level has increased. The creation of the latest methodology for controlling the level of flight safety, for providing and supporting decision-making by the human operator, provides for the critical elements of the ATM system to control the level of risk. Safety management - is the main managerial function, which should be considered at a level that is at least adequate in importance to other functions of any airline, whose implementation should be based on a balanced allocation of resources to production tasks and means of protection, to contribute to the establishment of security space. When considering aspects of FS adopted the postulate that absolute, security does not exist. The essence of the postulate is that after the adoption of protective measures residual risk always remains, which is considered as a measure of probability, as well as the severity of harm to the safe functioning of the system and the environment. Damage - is defined as physical damage or harm associated with the deterioration of a person's health or vital functions, which reduces his or her ability to function normally in terms of physiology. Damage can be caused both directly, and indirectly and qualitatively classified by levels as catastrophic, critical, marginal, insignificant. [ABSTRACT FROM AUTHOR]

Considering statistics for the last decade on accident/incident of a question of providing guaranteed flight safety level is the most relevant as shortcomings and problems of functioning aviation activity are explained by lack of generaltheoretical basis and the standard scientifically based approaches to safety management system which development has to be guided upon the demand of ICAO which defines that any region should not have accident/incident frequency level more than twice exceeds universal. These are the following main areas: introduction of an acceptable level of flight safety in the state; mandatory procedures for the development and implementation of safety management system; obligatory procedures for ensuring direct management of the level of the flight safety within acceptable or established level of the enterprise (continuous monitoring and regular assessment of the flight safety, corrective actions required to maintain the agreed flight safety indicators and monitoring, flight information analysis, risk management, etc.) [1,2]. Purpose of methodology consists in association in the only complex of tasks of assessment, providing and verification of safety aviation activities as complex hierarchical structure with independent critical elements and also hardware, program, network and ergatic komponen which are both means, and subject to safety. The realization of ensuring the guaranteed result consists in realization of management processes so that not to allow transition of infrastructure or its systems to potentially dangerous state and to provide blocking (exception) of the corresponding technical object in case of threat of transition or upon transition to a dangerous state and minimization of consequences of such transition. The analysis carried out, as well as the systematisation and generalisation of flight safety problems, has allowed us to propose a model for a flight safety management system and to define directions for priority research. To solve flight safety problems, it is suggested to use the integrated methods of flight safety management on the basis of basic and partial criteria totality, where it is possible to take into account simultaneously the probabilistic indices of the system and informative indices, which are connected by means of using neural networks.
