Evidence‐based knowledge has been a critical element for designing effective investments into agricultural transformation, particularly in recent years. Now, however, climate change alters the nature of the knowledge and supporting evidence needed. That leads to the main question we address in this article – how climate change affects the evidence needed to support agricultural transformation. We look at the issue through the lens of the multilateral development banks, and in particular the International Fund for Agricultural Development (IFAD). We suggest three major approaches to addressing the shortfalls in the current evidence base: (1) better synthesis of information that is currently available to increase its utility in designing new investments, (2) improving the information we gather to better provide the evidence base on why and how transformative changes occur, and (3) much greater attention to mechanisms to help bridge the research/policy divide. Food systems must serve different societal, public health and individual nutrition, and environmental objectives and therefore face numerous challenges. Considering the integrated performances of food systems, this paper highlights five fundamental paradigm shifts that are required to overcome trade-offs and build synergies between health and nutrition, inclusive livelihoods, environmental sustainability and food system resilience. We focus on the challenges to raise policy ambitions, to harmonize production and consumption goals, to improve connectivity between them, to strengthen food system performance and to anchor the governance of food systems in inclusive policies and participatory institutions. Climate change is imposing a transformative process on agricultural and food systems, threatening the livelihoods of people dependent upon them which includes a large share of the world's poor people. Transformative adaptation that addresses the risks and vulnerabilities to livelihoods that climate change imposes is essential for effective and inclusive transformation of food systems. Financing that is adequate, accessible and appropriate is essential to realizing these objectives. Multilateral Development Banks (MDBs) are already playing an important role in financing transformative adaptation in the agri-food sector and are well-placed to address some of the existing shortcomings. Expanding public sector climate finance and incentivizing private sector investments is needed to attain adequate levels of financing. Reconsidering the rules and procedures for obtaining public sector finance and the capacity to utilize already existent administrative structures, as well as better targeting of activities and communities is important for accessibility. Appropriate finance requires use of mechanisms that address characteristics of the investment, including riskiness, delayed returns, high social values and new and unproven activities. Utilizing blended finance integrated with development finance can generate financing appropriate to the investment needs. This paper aims at identifying whether and how sustainable land management practices and livelihood diversification strategies have contributed to moderating the impacts of the El Niño-related drought in Zambia. This is done using a specifically designed survey called the El Niño Impact Assessment Survey, which is combined with the Rural Agricultural Livelihoods Surveys, as well as high resolution rainfall data at the ward level over 34 years. This unique panel data set allows us to control for the time-invariant unobserved heterogeneity to understand the impacts of shocks like El Niño, which are expected to become more frequent and severe as a result of climate change. We find that maize yields were substantially reduced and that household incomes were only partially protected from the shock thanks to diversification strategies. Mechanical erosion control measures and livestock diversification emerge as the only strategies that provided yield and income benefits under weather shock. [ABSTRACT FROM AUTHOR]

Climate change is posing an increasingly severe challenge to agricultural livelihoods due to increased frequency and intensity of extreme weather events. Livelihood diversification can play an important role in decreasing food insecurity and vulnerability under these challenges. This paper contributes to the literature on livelihood diversification and vulnerability under climate change to assess the role of diversification as part of a Climate-Smart Agriculture strategy by analysing the determinants of diversification, income and poverty in Zambia using panel data. Climate-smart agriculture (CSA) aims at enhancing the capacity of farming systems to sustainably support food security in the context of climatic changes (CC). Questions arise about the profitability of alternative farming options and their cost-effectiveness in mitigating CC. A large dataset has been built through household surveys, key informant interviews and focus group discussions conducted in different agro ecological zones of Malawi. Farmers adopt a wide combination of sustainable land management (SLM) practices, earning often higher yields, profits and returns to labor than under conventional farming. Differences are more significant in dry areas indicating potential for CC adaptation. However, this may come at excessive costs in terms of capital and labor. Negative marginal abatement costs for most SLM options show synergies between increased farm incomes and CC mitigation. Costeffectiveness of agriculture management practices is proposed as policy decision criterion to prioritize CSA interventions on the basis of economic efficiency in greenhouse gases abatement. This article examines the challenges of linking smallholders to high-value food markets by looking at the experience of the Plataformas programme in the Ecuadorian Sierra. Multiple evaluation methods are employed to ensure identification of program impact. The findings suggest that the programme successfully improved the welfare of beneficiary farmers, as measured by yields and gross margins. These benefits are achieved through improving the efficiency of agricultural production and through selling at higher prices. No significant secondary health or environmental effects were found. Evaluating agricultural programmes requires considering not only the programmes' influence on input and output indicators, but also considering the relationship between these indicators as embodied in the production technology. This article examines the impact on production of an intervention in the Ecuadorian Sierra designed to improve returns to potato production through training and through linking smallholders to high-value markets. Critical to identifying the impact of the programme is the careful construction of a counterfactual and meticulous data collection. To assess the impact of the programme on production, a weighted estimation, where weights are constructed through propensity score matching, is employed to estimate a production function within a damage abatement framework. The function incorporates a series of interaction terms to assess the impact of the programme on the production technology. The findings provide evidence that the programme enhances yields both through a general shift in technology as well as increased input use. Adoption rates of improved or modern varieties (MV) of sorghum in eastern Ethiopia are generally low. Although these MV may represent an effective means of coping with droughts, given their early maturing traits, landraces could prove to be more drought-tolerant and better adapted to marginal production conditions. Whether MV adoption is a risk reducing technology is very much an empirical question which this article investigates using a unique dataset from eastern Ethiopia in a year of extreme weather conditions. Results show that risk-factors coupled with access to markets and social capital drive farmers' decisions to adopt MVs. On the one hand, it appears that farmers use MVs to mitigate moderate risks. On the other hand, farmers who have been most vulnerable to extreme weather events are less likely to use MVs suggesting that MV adoption does not necessarily represent an effective means of coping with drought. Finally, findings show that MV growers are more likely to be affected by sorghum failure once controlling for exogenous production factors. [ABSTRACT FROM AUTHOR]
