To evaluate how Advanced Placement (AP) courses affect college-going, we randomly assigned the offer of enrollment into an AP science course to over 1,800 students in twenty-three schools that had not previously offered the course. We find no AP course effects on students' college entrance exam scores (SAT/ACT). As expected, AP course-takers are substantially more likely to take the AP exam than their control group counterparts. At the same time, treatment group students opt out of the exam at very high rates and most do not earn a passing score on the AP exam. Though less precisely estimated, the results also suggest that taking the AP course increases students' aspirations to attend higher-quality colleges but does not lead to enrollment in such institutions.

We offer the first model of the components inherent in a well-implemented AP science course and the first evaluation of AP implementation with a focus on public schools newly offering the inquiry-based version of AP Biology and Chemistry courses. We find that these frontier schools were able to implement most, but not all, of the key components of an AP science course.

We describe the conceptualization, design, development, validation, and testing of a summative instrument that measures high school students' ability to analyze and evaluate data, construct scientific explanations, and formulate scientific arguments in biology and chemistry disciplinary contexts. Data from 1,405 students were analyzed to evaluate the properties of the instrument. Student measurement separation reliability was 0.71 with items showing satisfactory fit to the Partial Credit Model. The use of the Evidence-Centered Design framework during the design and development process provided a strong foundation for the validity argument. Additional evidence for validation were also gathered. The strengths of the instrument lie in its relatively brief time for administration and a unique approach that integrates science practice and disciplinary knowledge, while simultaneously seeking to decouple their measurement. This research models how to design assessments that align to the National Research Council's framework and informs the design of Next Generation Science Standards-aligned assessments.

University administrators often strive for racial, socioeconomic, and geographic diversity in their student populations. Today, administrators face a new demographic challenge as women increasingly outnumber men in applications, enrollments, and graduation rates. This article discusses the causes and potential consequences of the growing gender imbalance and the legality of admissions policies that attempt to restore balance by giving preference to males. Using multiple analytic approaches, we test whether a public institution with increasing female enrollments responded by giving preferences in admissions to males. We conclude with insights for administrators and researchers.

Many English Language Learners (ELLs) migrate to the United States at older ages and administrators must choose a grade in which to place these new entrants as soon as they register for school. In this study, I estimate the effect of grade placement on the short-term academic performance of ELLs who enroll in the Miami-Dade County Public School system between the ages of 7 and 12 using a district policy that determines grade placement decisions for newcomers by their birthdate relative to September 1. The results suggest some benefits to being placed in the lower of the two grades for students' achievement in mathematics, but no signs of benefits on other academic outcomes, including reading achievement, grade promotion, and exit from ELL status.

This article uses Florida administrative data to evaluate the role that public high schools play in the growing female advantage in college enrollment. We first show evidence of gender sorting across public high schools that is beyond what one would observe if students were randomly assigned to their schools. Using regression and decomposition techniques, we then find that across-school gender sorting explains 12% and 16% of females' higher rates of enrollment among Hispanic and Black students, respectively. This relatively large contribution of high schools to gender disparities in college enrollment among Black and Hispanic students has implications for educators at all levels.

This article documents evidence of nonrandom gender sorting across K-12 schools in the United States. The sorting exists among coed schools and at all grade levels, and it is highest in the secondary school grades. We observe some gender sorting across school sectors and types: for instance, males are slightly underrepresented in private schools and charter schools and are substantially overrepresented in irregular public schools, a large share of which educates students with special needs and juvenile justice involvement. Gender sorting within sectors and types is also quite prevalent and appears to be highest within the private schools (where single-sex schools are more common) and irregular public schools. We find that gender sorting is higher in counties that have higher shares of enrollment in private and nonregular public schools. This sorting occurs even though parents have similar stated preferences for school attributes for their sons and daughters. (Contains 5 tables, 1 figure, and 12 notes.)

Using restricted-access data from one of the largest urban public university systems in the United States--where many undocumented students are eligible for in-state tuition--we review the literature on undocumented college students in the United States and provide a comparison of the performance of undocumented students to that of U.S. citizens and other legal migrants. Overall, undocumented students perform well in the short-term, earning higher grades and higher rates of course and associate degree completion than their U.S. citizen counterparts. But undocumented students are less likely to earn their bachelor's degrees within four years. This finding suggests that, despite their earlier college successes and their access to in-state tuition rates, at some point after enrollment, undocumented students experience higher costs to completing their bachelor's degrees than they had anticipated upon enrollment. We offer a number of policy considerations for university officials and policy makers who aim to help undocumented college students succeed in postsecondary institutions.

Using panel data from a census of public school students in the state of Florida, the authors examine the associations between students' high school course-taking in various subjects and their 10th-grade test scores, high school graduation, entry into postsecondary institutions, and postsecondary performance. The authors use propensity score matching (based on 8th-grade test scores, other student characteristics, and school effects) within groups of students matched on the composition of the students' course-taking in other subjects to estimate the differences in outcomes for students who take rigorous courses in a variety of subjects. The authors find substantial significant differences in outcomes for those who take rigorous courses, and these estimated effects are often larger for disadvantaged youth and students attending disadvantaged schools. This article examines the factors that determine a high school's probability of offering Advanced Placement (AP) and International Baccalaureate (IB) courses. The likelihood that a school offers advanced courses, and the number of sections that it offers, is largely driven by having a critical mass of students who enter high school with eighth-grade test scores that are far above average. The number and qualifications of the instructional staff, in contrast, play a very small role. The results suggest that the willingness of schools to offer advanced courses is driven by real, perceived, or created student demand and that there may be few resource constraints that prevent schools from supplying advanced courses. This article offers new directions in measuring racial isolation in schools. The most widely used measurement approach is to examine the mean on the distribution of school percentage non-White across non-White students (the isolation rate) or the percentage of non-White students in schools with large shares of non-Whites (e.g., 90% or more) at a single point in time. Using data on New York City public school students, I discuss the complexity that is revealed when school officials and researchers consider the following three dimensions of racial isolation: between classrooms, over time, and among non-White students. The authors use a rich data set on New York City public elementary schools to explore how changes in immigrant representation have played out at the school level, providing a set of stylistic facts about the magnitude and nature of demographic changes in urban schools. They find that while the city experienced an overall increase in its immigrant representation over the 5 years studied, its elementary schools did not. Although the average school experienced little change during this period, a significant minority of schools saw sizable shifts. The change does not mirror the White flight and "tipping" associated with desegregation but rather suggests a tendency to stabilize, with declines in immigrant enrollments concentrated in schools with larger immigrant populations at the outset. The authors also find that changes in the immigrant shares influence the composition of the school's students, and that overall school demographic changes do not mirror grade-level changes within schools. We use panel data on Florida high school students to examine race, poverty, and gender disparities in advanced course-taking. While white students are more likely to take advanced courses than black and Hispanic students, these disparities are eliminated when we condition on observable pre-high school characteristics. In fact, black and Hispanic students are more likely than observably similar white students to take advanced courses. Controlling for students' pre-high school characteristics substantially reduces poverty gaps, modestly reduces Asian-white gaps, and makes little dent in female-male gaps. Black and Hispanic students attend high schools that increase their likelihood of taking advanced courses relative to observably similar white students; this advantage is largely driven by minorities disproportionately attending magnet schools. Finally, recent federal and state efforts aimed at increasing access to advanced courses to poor and minority students appear to have succeeded in raising the share of students who take advanced courses from 2003 to 2006. However, secular trends (or spillovers of the policies to non-poor, non-minority students) have spurred faster growth for other students, contributing to widening demographic gaps in these years. Despite increased requirements for high school graduation, almost one-third of the nation's college freshmen are unprepared for college-level math. The need for remediation is particularly high among students who are low income, Hispanic, and black. Female students are also less likely than males to be ready for college-level math. This article estimates how much of these gaps are determined by the courses that students take while in high school. Using data on students in Florida public postsecondary institutions, we find that differences among college-going students in the highest math course taken explain 28-35 percent of black, Hispanic, and poverty gaps in readiness and over three-quarters of the Asian advantage. Courses fail to explain gender gaps in readiness. Low-income, black, and Asian students also receive lower returns to math courses, suggesting differential educational quality. This analysis is valuable to policy makers and educators seeking to reduce disparities in college readiness.

This article examines ethnic segregation, defined as segregation among racial groups as well as between native-born and immigrant students, across elementary school classrooms in New York City. Specifically, the study compares patterns in within-school segregation across ethnic groups, grades, boroughs, and years. Current levels of within-school segregation are also compared to levels of across-school segregation and to levels of segregation that result from three simulations where students are assigned to their classrooms: (a) randomly, (b) to achieve complete ethnic segregation, and (c) according to their prior year test scores. Results indicate that racial segregation across schools is far greater than racial segregation within schools, however the segregation of immigrants within-schools is equal to the segregation of immigrants across schools. Within-school segregation cannot be entirely attributed to random processes or to the use of ability grouping practices, particularly in the case of black and Hispanic segregation. Finally, segregation within-schools varies considerably across the five boroughs and declined during the second half of the 1990s. (Contains 9 tables, 1 figure, and 19 notes.)

Foster children face many obstacles to academic achievement. In addition to low educational achievement, they may have high rates of school mobility and experience long delays when transferring schools. Sources of these transfers and delays include numerous residential movements and lack of coordination between child welfare and school professionals. Potential solutions include reduced residential mobility, integrated child welfare and educational databases, and better school-child welfare communication. (SM)

Project Confirm aims to address the problem of foster children ending up in detention because of police and probation officers' difficulty in locating guardians to appear on behalf of arrested children. Project Confirm locates juveniles' caseworkers and informs them of their legal responsibilities. The program reached most of its implementation objectives in the first year of operation. (KK)
