Temporary migrant workers constitute an important component, not only of the United States economy, but of many developed economies around the world. The working conditions of these workers are often difficult, and their political and legal rights often highly curtailed. Much of the scholarship on temporary migrant workers has understandably focused on the poor working conditions and limited rights that they are afforded. This Article asks a different question, namely how might the relegation of certain kinds of work to temporary migrant workers affect the bonds and grounds of citizenship in the countries that utilize these regimes of temporary migrant work? It argues that regimes of temporary work are problematic for the countries and its citizens that rely on them, because reliance by a political community on temporary migrant workers is potentially detrimental to the political health of a nation, to democracy, and to the bonds of citizenship. Although peri-urban vegetable production is increasingly recognized for its capacity to strengthen the resilience of the urban food system, urban expansion in most Sub-Saharan African (SSA) countries seems to pose a threat for its continuity. Thus, this article reviews the existing literature on the relationships between urbanisation and sustainability of peri-urban vegetable farms in SSA. To contribute to the understanding on how peri-urban vegetable farming can be sustained in a context of rapid urbanization in SSA, the article emphasizes the need to analyze peri-urban areas by their characteristics and argues for a conceptualization of agricultural sustainability that encompasses economic, ecological, social and land tenure dimensions. As a result, given the growing market demands, peri-urban vegetable production has ample opportunities to be sustainable and even grow; but in a context of unplanned urban expansion in poor Sub-Saharan African countries, this optimistic view should not be exaggerated. The article ends by underscoring some useful insights on policies to be taken at farm, regional, and national levels to preserve and integrate peri-urban vegetable production in the urban development process and related intervention programmes. This paper seeks to move beyond what Martin and Ruhs described as the numbers versus rights equation in temporary labour migration programs. We do this by examining the ideology of temporary labour migration. This ideology has three key elements: temporariness, labour markets and rights. The paper describes how these concepts obscure key features of temporary labour migration programs. The argument is developed by examining points of contrast between current programs in place in the USA, Canada, Australia and the UK. Human rights law has begun to address the inequalities and exclusions that structure the domain of domestic work. The "everyday" of exclusions from employment law and social security, and precarious migration status, had, until recently, attracted only limited attention. This article examines the reforms introduced in the Overseas Domestic Workers (ODW) visa regime in the United Kingdom. The move towards a more precarious migration status for migrant domestic workers marks a rejection of the reforms secured through sustained political activism. INTRODUCTION The desire to be great, to make a lasting mark, is as old as civilization itself. Today, it is no longer measured exclusively by the size of a nation's [...], The desire to be great, to make a lasting mark, is as old as civilization itself. Today, it is no longer measured exclusively by the size of a polity's armed forces, the height of its pyramids, the luxury of its palaces, or even the wealth of its natural resources. Governments in high-income countries and emerging economies alike have come to subscribe to the view that in order to secure a position in the pantheon of excellence, it is the ability to draw human capital, to become an "IQ magnet," that counts. Across the globe, countries are vying to outbid one another in an effort to attract highly-skilled migrants, aggressively recruiting those at the top of the talent pyramid who possess what we might call super talent. This spiraling race for talent is one of the most significant developments in recalibrating international migration and mobility in today's globalizing world. Yet it has received only scant attention in academic circles despite its growing prominence in the real world of law and policy-making. In this article, we begin to close the gap. Our discussion highlights the increasingly common practice of governments "picking winners" through fast-tracked, strategic grants of citizenship for those with exceptional skills and extraordinary talent, while at the same time holding other categories of "standard" immigration applicants (those entering on the basis of family reunification, humanitarian reasons, and so on) to ever stricter admission and permission-to-stay requirements. We chart and explain these developments before turning to identify the core ethical and legal challenges they raise. The discussion concludes by exploring whether, and if so, how, these striking developments may transform the concepts of citizenship and migration in the twenty-first century.
