Based on unique firm-level microdata, this study adopts the conditional logit model to empirically evaluate the impact of the environmental tax on the siting of foreign-invested manufacturing enterprises. We also explore the trade-offs of the environmental tax by assessing its economic costs and benefits. This study finds that the environmental tax has a statistically significant and negative impact on the siting of foreign-invested enterprises, as verified by a series of robustness checks. This result implies a trade-off of the environmental tax, reducing pollutant emissions at the expense of damaging economic growth. Heterogeneous analysis finds that the siting is remarkably more sensitive for foreign-invested enterprises that are sole-venture, in high-polluting industries, small-scale, or hosted by developing countries. The other trade-off is outlined: although the environmental tax reduces the number of newly registered foreign-invested enterprises, it brings some economic benefits by making the structure of foreign investment cleaner and more advanced. The environmental protection target responsibility system and the appraisal system is a major measure in our country’s environmental protection system. The existing ecological environmental assessment forms are diverse, various, but lack of overall planning, ecological environment quality guidance is not prominent. There are problems such as immature evaluation mechanism and incomplete design of indicator design system. This research system evaluates the assessment system in the existing environmental protection system, accelerates the overall integration, takes the environmental performance as the basic direction, takes the environmental quality goal improvement as the main line, formulates and implements a set of environmental quality target assessment index system with scientific, incentive, pertinence and maneuverability, conforms to the national conditions of our country, scientifically evaluates the effect of environmental management, and realizes the index management of environmental protection.

The per capita CO2 emissions (PCCE) of many developing countries like China have been rising faster than total CO2 emissions, and display spatial divergence. Such temporal growth and spatial divergence will have a significant influence on efforts to mitigate CO2 emissions. Given the research gap on the impact of the structural transition in population on PCCE, we constructed an econometric model using the dynamic panel method. The results reveal that the population structural transition has a significant nonlinear impact on PCCE, as the rate of population growth in China decelerates. Both demographic ageing and urban-rural migration have a stronger impact on PCCE than other factors. This effect, however, decreases beyond a certain threshold. An increase in the number of households due to urbanization and family downsizing has resulted in a positive effect on PCCE, without a threshold turning point. The research also finds that an increased share of the service sector in employment can reduce PCCE only if the sector employs more than 31.56% of the total employed population. Overall, these findings indicate that policymakers should pay attention to the prominence of the demographic structural transition for effective climate policy. Key policy insights Policymakers should address rising per capita carbon emissions (PCCE) and their spatial divergence in future climate policies, not just total CO2 emissions. The transitioning demographics of ageing and urbanization in China show a nonlinear, inverted U-shaped effect on PCCE instead of a continuously positive effect. Based on the nonlinear effect of employment structure on PCCE, policymakers should focus on the relationship between the structural transition of the economy and PCCE in future climate mitigation policies. Governmental intervention is essential to combat environmental pollution, a phenomenon classically explained as market failure, while market-based environmental policy instruments have provided cost-effective alternatives. By examining five pilot air pollution (sulfur dioxide) and water pollution (chemical oxygen demand) trading schemes in China through a market-based theoretical framework and extensive empirical analysis, this research analyzes where a state-market boundary is defined, whether the market is performing effectively, and, critically, what leads to underperformance. Constrained by policy design, policy conflicts, and excessive state intervention, the market has not played an effective and ‘decisive’ role, resulting in low market thickness for participants and transactions, market congestion on prices, and inadequate market safety for genuine emissions trading. Better emissions trading for conventional pollutants and CO2requires better market-oriented rules, improved policy coordination, and stronger implementation while minimizing state intervention. Eco-compensation for watershed services (EWS), or the more general payments for ecosystem services, is an incentive-based environmental policy instrument. With official documents and first-hand data from fieldwork, we analyze China’s 17 EWS pilot schemes across 16 provinces. Major environmental crises in China can partly be caused by the inadequate incentives for local governments to forcefully implement the environmental laws and policies. EWS schemes in China mainly target local governments in upstream and downstream watersheds, rather than the private entities in normal applications elsewhere, to provide economic incentives and to encourage their enforcement activities. In recent years, China has experienced rapid economic development and thousands of people escaped from poverty. However, this high-speed development has also led to increased pressure on the environment. Although the Chinese government has focused on solving environmental problems for the past few decades, it appears to have had little effect. Environmental performance evaluation (EPE) is a quantifiable environmental management tool that can evaluate environmental protection effects and provide guidance to improve government efficiency. We use EPE to evaluate China’s environmental performance at the provincial level between 2006 and 2011. In this study, the theme framework and driver force-pressure-state-impact-response (DPSIR) framework models are used to build the composite index (CI) for environmental performance. This index includes 39 indicators in four categories that were selected based on data that can be acquired from China’s Statistical Bureau. The results indicate that the environmental performance index (EPI) of 30 provincial administrative regions (PARs) from 2006 to 2011 ranges from 44.12 (Shanxi, 2006) to 80.87 (Beijing, 2010), from poor to good, respectively. To help develop more effective policies to improve China’s regional environmental performance, cluster analysis (CLA) is applied to divide the 30 PARs into 3 sub-regions. Recommendations for improving the environmental performance of different sub-regions are made to help guide the Chinese government to adjust environmental governance approaches to local conditions. To mitigate serious air pollution, the State Council of China promulgated the Air Pollution Prevention and Control Action Plan in 2013. To verify the feasibility and validity of industrial energy-saving and emission-reduction policies in the action plan, we conducted a cost–benefit analysis of implementing these policies in 31 provinces for the period of 2013 to 2017. We also completed a scenario analysis in this study to assess the cost-effectiveness of different measures within the energy-saving and the emission-reduction policies individually. The data were derived from field surveys, statistical yearbooks, government documents, and published literatures. The results show that total cost and total benefit are 118.39 and 748.15 billion Yuan, respectively, and the estimated benefit–cost ratio is 6.32 in the S3 scenario. For all the scenarios, these policies are cost-effective and the eastern region has higher satisfactory values. Furthermore, the end-of-pipe scenario has greater emission reduction potential than energy-saving scenario. We also found that gross domestic product and population are significantly correlated with the benefit–cost ratio value through the regression analysis of selected possible influencing factors. The sensitivity analysis demonstrates that benefit–cost ratio value is more sensitive to unit emission-reduction cost, unit subsidy, growth rate of gross domestic product, and discount rate among all the parameters. Compared with other provinces, the benefit–cost ratios of Beijing and Tianjin are more sensitive to changes of unit subsidy than unit emission-reduction cost.
