Gelişmiş ülkelerde son dönemlerde gözlemlenen önemli gelişmelerden biri, suç oranlarındaki düşüşlerdir. Özellikle 1960’lı yıllardan itibaren gelişmiş bazı batı ülkelerinde suç oranları giderek artmaya başlamış ve 1990’lı yılların başında en yüksek değere ulaşmıştır. Ancak bu dönemden sonra suç oranları giderek düşmeye başlamıştır. Öyle ki ABD’de aynı yıllarda kasten öldürme suç oranları 1991 - 2001 yılları arasında %43 düşüşle en düşük seviyelerine inmiştir. Aynı dönemde şiddet suçlarında %34 ve mala yönelik suçlarda da %29 düşüş gerçekleşmiştir. 1990 - 2005 yıllarını kapsayan 53 gelişmiş ve gelişmekte olan ülkelerde kasten öldürme suçu üzerine yapılan bir çalışmada da çoğu ülkede bu suç türünde düşüşlerin yaşandığı gözlemlenmiştir. Suç oranlarında meydana gelen düşüşler sadece şiddet suçları ile sınırlı kalmamıştır. Bu makale ABD ve gelişmiş bazı batı ülkelerinde 1990’lı yıllardan itibaren suç oranlarında meydana gelen dramatik düşüşlere ve bunun sosyo-ekonomik, demografik, kültürel ve hukuksal nedenlerine odaklanmaktadır. Bu çalışmada faktörlerden hangilerinin suç oranlarındaki düşüşü daha iyi açıklayabildiği, ABD ve bazı batı ülkelerindeki suç oranlarının düşmesinde etkili olduğu varsayılan faktörlerin ne düzeyde bir benzerlik veya farklılık oluşturduğu hususu irdelenecektir., Recently, one of the most significant changes in developed countries has been the decrease in crime rates. The era following the 1960s particularly witnessed an increase in crime rates in developed western countries, and these rates attained their peaks in several countries around the early and mid-1990s. However, following this period, incidents of crime began declining gradually. Furthermore, USA experienced a 43% decline in homicide rates between 1991- 2001. During this period, the overall incidents of violent and property crimes decreased by 34% and 29%, respectively. In a study conducted on murder trends in 53 developed and developing countries spanning the years 1990–2005, a decrease in homicide rates was noted in most of the countries that had been studied. Undoubtedly, this decline is not limited to violent crimes. This article focuses on the significant decline in crime rates in developed western countries—especially in the USA and European countries—since the 1990s and elucidates the socio-economic, demographic, cultural, and legal causes of such a decline. The current study seeks to determine which of these factors are the primary causes of a decline in crime rates and the extent to which the factors considered effective in lowering the crime rates in the United States and other western countries are similar or different.

- Abstract
It is important to understand and contribute to the solution of the problem of substance use and addiction due to its wide individual and social consequences. In this article, demographic characteristics and substance use habits of drug addicts are discussed. The sample of the study consists of volunteers who struggle to get rid of their addiction through faith-based programs. The article evaluates the findings of an applied study using qualitative and quantitative methods. The results show that substance use usually begins in the adolescence period, in the twenties, the concerns and efforts to combat addiction are the most intense, and the social environment is an important factor in starting, continuing and quitting substance use. It is also reflected in the results that exposure to violence / abuse increases the risk of substance use and that substance use habits are accompanied by many risky behaviors, varying / multiple substance use is common among the participants and fear is an important factor in substance use. This research focuses on the impact of climate change on rural areas. In relation to this fundamental issue, the research examines the responses of those residing in rural areas to climate change. The study is based on the evaluation of the findings obtained from 60 questionnaires applied to the central village headmen of Elazig province by simple random method. In the study, it was determined that climate change in rural areas has serious adverse effects on the agriculture and livestock sector. It has been determined that the settlers tend to migrate rather than to have alternative orientations in the face of serious negative effects created by climate change in the agriculture and livestock sector. For this reason, it is possible to define the attitude of individuals residing in rural areas towards climate change as having an "escape and submissive" character. Based on the findings of this research, it is emphasized that some studies should be carried out in order to create capacity for the negative effects / consequences of climate change in rural areas and to raise awareness and awareness about alternative searches. It is thought that developing and implementing informative programs for those residing in rural areas, especially in the areas of water use, water management and orientation to alternative economic fields, and popularizing successful role model applications in the fields of entrepreneurship will yield positive results. As a result, it is possible to argue that preventing the declining population in rural areas and preventing migration in connection with the problems caused by climate change will depend significantly on the condition of rebuilding capacity to be created with alternative orientations in the agriculture and livestock sector. - Abstract
With this research, it is aimed to develop a valid and reliable "Domestic Violence Scale for Secondary School Students" which measures the domestic violence experienced by secondary school students. Following the scale development process, literature review was conducted first. A material pool was created from theoretical information in the literature and the opinions of the experts in the field were taken and the scale items were passed through the eye. A scale consisting of 29 items, finalized for preliminary application A total of 450 students were enrolled in the high school in Bağlar district of Diyarbakır province. Statistical analyzes of the obtained data were performed. Reliability analysis and internal exploratory and confirmatory factor analysis for internal consistency were conducted for validity and reliability analyzes. A substance with a low factor load was removed from the scale. The results obtained from the analysis of the scale were found to be in accordance with the acceptable criteria and at the appropriate level. According to the results of the analysis on the validity and reliability of the scale, it can be said that the data collection tool made valid and reliable measurements. Thus, a final scale consisting of three dimensions (physical, verbal and economic) and a total of 28 items was obtained. [ABSTRACT FROM AUTHOR]

- Abstract
The subject of this study is the role of faith-based approach in the fight against crime and addiction. The aim of the study is to investigate the effect of faith-based approaches to the prevention of drug addiction. In the research it was dealt with the case of Kardelen Rehabilitation Center which is serving within a religious group (It refers to the community known as Menzil) in Adıyaman province. Interviews were conducted face-to-face with the individuals who have admitted voluntarily to the center and remaining as a boarder at the center. As a qualitative study, in this research it is tried to understand what kind of program the addicts were subject to in getting rid of addiction and the effect of the religious motivation and activities in the abandonment of substance abuse. In the study the results obtained are that religious motivation, the presence of religious peers and circles, affirmation by the society and the construction of a new identity based on a religious basis are effective in the termination of substance abuse. - Abstract
This study deals with the approaches of temporary village guards who served in the Eastern and Southeastern Anatolia Region on the Kurdish Question and PKK (Kurdistan Workers' Party). Whether or not the village guards consider the PKK as an actor in solving the Kurdish problem and to what extent their approach on the issue looks like or differs from those of the State and PKK are the main problematics of the study. In the study it has been found that the village guards identified the Kurdish question on the basis of "education in mother tongue", stated (% 68) that PKK is a terrorist organization used by external forces and hence it could not be addressed in connection with the Kurdish question. It has been found that some village guards (% 20.4) had supportive and legitimising approaches to the PKK organization. It is remarkable that some of the village guards who were positive about the PKK organization approved the democratic autonomy model. The main theme featured by the village guards who accepted the existence of the Kurdish question was that the problem could not be solved by means of violence. [ABSTRACT FROM AUTHOR]

9. THE ASPECT OF POVERTY IN BROKEN FAMILIES: A CASE OF ELAZIG.

This study aims to address the ways poor families break up, how they fall into poverty and how they try to get rid of it. Furthermore, livelihood strategies of the female householders are examined too. This research shedding light on the poverty of broken families was conducted in 195 households in the province of Elazig. A questionnaire consisting of 77 questions was applied to women who headed the households. The findings achieved in the research are that female householders can not adequately benefit from job opportunities, they have to work hard labor at low wages, they experience greater social exclusion and poverty as a result of family breakdown. Child labor has been observed to be relatively common in broken families. The rate of receiving alimony and pension have been found to be extremely low. With regard to livelihood strategies, it has been appeared that they have not long-term plans and develop daily strategies. Moreover, it has been seen that the social state mentality developed in recent years alleviates to some degree the poverty of the poor broken families. [ABSTRACT FROM AUTHOR]

The topic of this study is people who committed the crime of burglary. The goal of the research is to determine the profiles of people who committed the crime of burglary and to present some factors that affect the emergence of individuals' criminal tendencies. The research was carried out on 50 criminals in Diyarbakır closed prison because of the crime of burglary. The research is based on the interpretation of data and findings obtained from the survey forms conducted on the prisoners in scope of the study and detailed interviews that were held with them. The obtained findings show that some effects, such as having low socioeconomic position, existence of some family problems, working on streets at early ages, contacting with children on streets that commit crime and have delinquent actions, existence of the potential of associating with criminals, using drugs, leaving school and imitating older criminals, are effective in individuals' becoming criminals. This research deals with the situations of criminality of the children who work and partly live in the streets. The aim of this research is to examine the socio-demographic, economic and cultural structures of the children who dwell in the streets and to find out the process which makes them tended to crimes. For this reason in this research the subject is focused on the structure of working and dwelling in the streets which make the individual tended to crimes. In the scope of the research there are 30 children who committed crimes. In this research it has been established by some findings that the children who work in the streets committed mostly the crime of robbery, had families with problems, gained some habits like using drugs or the other matters which make them addicted and had criminal equals.
