Higher Education Institutions (HEIs) play a crucial role in knowledge society by providing and disseminating knowledge. In this regard, academics have been encouraged to collaborate with society, leading to the emergence of new modes of knowledge production. Several institutional and individual factors have been identified as determinants of the academic engagement. Hence, using data from a survey delivered to a representative sample of Portuguese academics, this paper analyses the influence of different modes of knowledge production, institutional diversity and individual characteristics on distinct dimensions of academic engagement (Formal Research Collaboration; Informal Dissemination of Knowledge; Commercialization of Knowledge; and Teaching-related Activities and Supervision of Students). We propose as research hypotheses the existence of an influence of individual academics' values, identity and types of knowledge on the engagement with society, addressing them using a linear regression. Results suggest the influence of CUDOS, (i.e. communalism, disinterestedness and organized scepticism) and PLACE, (i.e. proprietary, local, authority, commissioned and expert) on academic engagement, although this influence differs according to distinct dimensions. The findings also reveal differences according to the type of institutional affiliation. Moreover, the study confirms the relevance of individual characteristics in explaining different forms of academic engagement, such as gender, discipline and seniority. Since the results do not align entirely with the theory, this paper may be of particular relevance to launch a discussion around the type of engagement higher education institutions intend to promote and how far their own characteristics and those of their academics may influence such engagement.

This article presents a set of performance indicators based on the Portuguese case for managing the performance of research and cultural creation activities and their impact on the regional context in polytechnic higher education institutions. Five theoretical dimensions have been proposed and empirically validated to frame the diversity of these activities and, for each one of them, a set of performance indicators (which total 29) was defined. The Delphi technique was applied to reach consensus among specialists (polytechnic higher education institutions' presidents) on the performance indicators; two rounds of the technique application have led to a final set of indicators (comprising 23 indicators). The final set of performance indicators emerged as valid to actually be used by polytechnic higher education institutions, not only as a self-instrument to assess and improve their performance, but also as a management tool allowing the institutions to establish goals, define their own profile and the strategies to achieve it.

In many countries, quality assurance systems rely on study programme accreditation. As with all quality assurance mechanisms, accreditation should also be continuously improved in order to maintain its relevance as a promoter of study programme quality. A way to move accreditation forward is by taking into account academics' views, interests and needs about the process, since their support for it is paramount for its success and effectiveness. This paper analyses Portuguese academics' knowledge and views on accreditation with the aim of understanding if the process is being supported and is on the right route for being effective. It is based on the analysis of 1484 academics' answers to a questionnaire distributed in 16 higher education institutions. This analysis reveals a moderately positive attitude of academics towards accreditation, reflected in an only moderate knowledge of the process as well as in a mild agreement with its characteristics and implementation features. This suggests that there is room for improvement to bring this quality assurance mechanism closer to academics' expectations and needs and therefore to improve accreditation's effectiveness.

Urban resilience and water resilience are both increasingly relying on urban non-potable water reuse under the context of the Climate Emergency, but sound risk assessment is lacking. Compared to the state of art, the proposed framework for health risk assessment and management of urban non-potable water reuse includes (i) an additional step for establishing the context and (ii) the risk identification step being extended to introduce a description of the activities from which the hazard exposure scenarios may be built. This novel scenario-building process allows for a clear and comprehensive risk description, assessment, and treatment. The model of risk management is structured around three primary components: the decision-makers, i.e., the municipal services and the population at risk (users and workers); data elements relevant for the risk management process (reclaimed water quality, hazards, hazardous events, sites where exposure can happen, exposure routes, and activities developed by the population at risk and their vulnerabilities); and the links between the decision-makers and these elements and between the elements themselves. Its application in a representative case study shows that the framework comprehensively guides decision-making and communication to relevant stakeholders. Despite relatively recent, higher education has evolved into a consolidated field of study. This paper examines how this field evolved in Portugal. The goal was to understand when it first appeared, how it evolved over time, which scientific areas was it associated with, and what have been its main objects of study. Tight's classification of objects of study was used to inspire content analysis, which was used to systematise information on doctoral theses in higher education held or recognised in Portugal between 1970 and 2019. Descriptive statistics completed this analysis in accordance with the study objectives. The study findings reveal that the number of theses on higher education-related themes or subthemes has increased over time, particularly in the last decade. Two major clusters of objects of study were also identified, one more relevant, focusing on Teaching and Learning and Students and the other, less representative, focusing on System Policies, Quality, Institutional Management, and Academics. Moreover, findings suggest that research in higher education in Portugal is focused on the 'usual' scientific areas, namely social sciences, and education. Despite some limitations, the study adds significantly to the understanding of higher education as a field of study, opening-up new avenues for future research. [ABSTRACT FROM AUTHOR]

Over the past decades a continuous trend of expansion has led to the emergence of massified higher education systems that have tried to accommodate a growing diversity of students and demands through diverse institutional profiles and program supply. Recent studies have also pointed out to a growing diversity in the transitions and integration of those expanded cohorts of graduates in the labour market. Hence, it is relevant to assess to what extent the growing institutional and programme diversification may be associated with different profiles of graduates and the multidimensional set of acquired competencies throughout higher education. In this paper are analysed graduates' perceptions about the competencies acquired through HE "vis-à-vis" those required by the labour market and search for differences in those perceptions according to type of institution (public and private, university and vocational) and type of degree. The analysis is based on the Portuguese experience that combines high labour market benefits for graduates with a rapid process of massification.

This article aims to discuss stakeholders' influence on higher education institutions' (HEIs) internationalization, through an analysis of the relationships established between stakeholders' importance and the institutions' rationales for internationalization, the strategies developed for internationalization, and the benefits from internationalization. Data for this study were collected in 80 Portuguese, Dutch, and Brazilian HEIs, using a questionnaire adapted from the 2nd and 3rd International Survey of Internationalization of the International Association of Universities. The results obtained from a descriptive-correlational treatment of the data allowed developing and proposing a typology for stakeholders' classification and a model for their influence on internationalization.

Climate change has emerged as a global challenge, with consequences for the environment and societies. To mitigate its impacts, reclaimed water (RW) offers potential by reducing water withdrawal and minimizing pollution discharges in the environment. Safe RW requires disinfection and a sound management of chlorine residuals throughout the RW distribution systems (RWDSs). This study focuses on implementing and calibrating a chlorine decay model using EPANET-MSX in a real RWDS, incorporating both bulk and wall decays. The bulk decay accounts for reactions of monochloramine formation, auto-decomposition, and depletion by a parallel second-order mechanism where monochloramine reacts both with fast and slow organic matter reactive fractions. Two wall decays were considered in the RWDS, one in the tank, modeled through an overall wall decay constant, and one in the pipes, modeled through a wall decay constant. Field experiments were conducted to calibrate the complete model. This model was used as a support tool to diagnose the RWDS status condition and cleaning needs, and to manage its operation. Through simulated scenarios considering monochloramine wall decays similar to those observed in drinking water distribution systems, the model allowed predicting adequate chlorine dosing in summer and winter scenarios, so as to guarantee monochloramine concentrations between 1 mg/L and 5 mg/L through the network. Public water supply, urban wastewater and stormwater management, and urban waste management are structural public services, essential to well-being, public health, and the safety of populations as well as to economic activities and environmental protection. These services must be guided by principles of universal access, continuity and quality of service, and efficiency and fairness of applied tariffs. The main concern of the regulation of these services is the protection of the interests of the users through the promotion of the quality of the service provided by the water utilities and the guarantee of balance in the practiced tariffs, materialized in the principles of universality, equity, reliability, and cost-efficiency. The quality of the urban water services has been assessed by ERSAR (the Portuguese regulator) since 2004, when the first generation of the assessment system was developed, and has undergone three periodical critical revisions. The fourth generation, developed in 2021, entered in force in 2022. This paper presents the fourth generation of ERSAR's system for assessing the quality of urban water services in Continental Portugal, focusing on the path followed and addressing the experience of its application over almost two decades, the lessons learned, and the new challenges for the water sector. The governance of higher education has been changing across Europe, most notably in response to the reform agenda that has been pervading many higher education systems. This wave of reforms has given enhanced visibility to external stakeholders, which has been often received with contrasting views. Some regarded it as a factor that would undermine institutions' mission, while others viewed it as a rhetorical change, which would hardly have an impact on institutional life. In this paper, we analyse the introduction of external stakeholders in governance and quality assessment processes by looking at the Portuguese experience, and more specifically at their contribution to the implementation of internal quality assurance systems. We use empirical data collected from four higher education institutions under the framework of the IBAR project, subsumed in the form of barriers to and good practices for the implementation of policies and procedures for quality assurance. The results suggest that although the presence of external stakeholders has become more visible, it is yet to be fully reflected in the way institutions are governed or the way in which they manage their internal quality assurance processes and mechanisms.

This article analyses the impacts of the Portuguese quality assurance system on academic cultures, using the Cultural Theory proposed by Douglas (1970, 1982) and developed by Thompson, Ellis and Wildavsky (1990) as an explanatory framework for Portuguese academics' preference formation in relation to quality assessment. The Portuguese higher education system has been undergoing a change of paradigm by moving from traditional collegial system to a legal framework influenced by New Public Management. The former institutional context, where academic collegiality was the basis of democratic decision, promoted the egalitarian way of life, where the group dimension is stronger. However, recent legislation has promoted two different logics. On the one hand it has decreased the influence of the group dimension by favouring individualistic values and beliefs. On the other, it has reinforced the grid dimension through greater centralisation of power and separation of roles of universities and polytechnics, thus promoting the hierarchic way of life. The new legislation framework has produced changes that have strongly modified traditional governance structures and mechanisms and are likely to affect academics' perceptions of quality assurance processes and impacts as much as they influence the development of beliefs and values.

By leveraging performance assessment systems (PASs) and incorporating targeted strategies, utilities can enhance the overall effectiveness, reliability, efficiency, and environmental performance of their wastewater treatment facilities. This work presents the results obtained from a comprehensive analysis of treatment reliability and energy performance of three wastewater treatment plants (WWTPs). The results allowed identifying, for each WWTP, improvement needs related to the aeration energy requirements, as well as to determine the effluent concentration targets required to achieve higher reliability levels while potentially reducing running costs. By analysing reliability combined with energy efficiency, this methodology allowed identifying the WWTPs' performance-limiting stages or dysfunctions that affect both effectiveness and efficiency, to estimate the investment needs and prioritize the rehabilitation or even retrofitting of facilities' assets. Background and Purpose – In this study we investigate determinants of customers’ quality perceptions in service processes which involve customer participation and customer to customer interaction (CCI). Building on existing multidimensional approaches to service quality we explore relevant quality aspects for related to the performance customer participation and CCI.

Wastewater treatment plants (WWTPs) are facing challenges concerning the service's effectiveness and reliability, as well as the efficiency and sustainability of resource utilization, where energy represents one of the higher costs in activated sludge (AS) treatment. This paper presents the latest developments in the new energy performance indices (PXs) we have been developing for benchmarking, i.e., assessing and improving the performance of this widely used treatment. PXs compare the energy consumption with the energy requirements for the carbon and nitrogen removals needed for the plant's compliance with the discharge consents (the closer they are, the better the performance). PXs are computed by applying to the state variables a performance function that is defined by the reference values for excellent, acceptable, and unsatisfactory performance. This paper shows the rationale for selecting the state variables for the AS energy performance and the comprehensive derivation of the equations to determine the reference values for energy consumption, which incorporate the effect of key parameters (flows, concentrations, and operating conditions). Reference values for the operating conditions affecting the energy performance are also proposed. A sensitivity analysis identified the key parameters for improving the aeration performance: α, F, and SOTE for air diffusers, and α and N0 for mechanical aerators. Fourteen Portuguese urban WWTPs (very diverse in size and inflows) were analyzed, and aeration (0.08–1.03 kWh/m3) represented 25–80% of total energy consumption (0.23–1.30 kWh/m3). The reference values for excellent performance were 0.23–0.39 kWh/m3 (P25–P75) for AS systems with air diffusers and 0.33–0.80 kWh/m3 for those with mechanical aerators. A comprehensive application in one WWTP (16–18 d solids retention time) showed the system's ability at identifying which operating conditions to adjust (to F/M ratio lower than 0.09 d−1 and decreasing aeration during the low season) to improve the energy performance/savings while maintaining the treatment's effectiveness and reliability.
