A study showed that 75 superintendents in 37 counties of Washington State were against interdistrict school choice. Most of them represented small districts, and feared choice would lead to a decline in district enrollment. Moreover, proximity to a large district could result in district consolidation and enrollment loss. However, superintendents of larger districts with higher dropout rates and at risk students felt that a school choice would decrease the dropout rate.

Public school funding in Arkansas has had many difficulties. Legislative reforms have been commonplace in the state, since the 1960's, and continue to today. In January of 1996, the two most recent Acts, 916 and 917, were enacted by the state. This action created a new funding formula for all of Arkansas Public Schools. This study investigated the perceptions of superintendents throughout the state concerning the 'new funding formula' in comparison to the 'old funding formula.' The topics of interest to this study were: millage; equity; understandability; and complexity between the old and new formulas. From 312 surveys sent to all superintendents in the state, 160 surveys were returned. A survey of 197 school superintendents regarding their view on shortage of school principals and issues on their recruitment and retention is presented. Findings show that superintendents underestimate candidate principals, that compensation remains a factor to attracting principals and that rural schools are disadvantaged as compared to urban ones.

This article examines responses from a survey of school principals and superintendents regarding their opinions on educational leadership and managing educational reform. Topics include how educational change can be hampered by bureaucracy and teacher tenure.
