This paper develops a novel approach called Outcome Trajectory Evaluation (OTE) in response to the long-causal-chain problem confronting the evaluation of research for development (R4D) projects. OTE strives to tackle four issues resulting from the common practice of evaluating R4D projects based on theory of change developed at the start. The approach was developed iteratively while conducting four evaluations of policy-related outcomes claimed by the CGIAR, a global R4D organization. The first step is to use a middle-range theory (MRT), based on "grand" social science theory, to help delineate and understand the trajectory that generated the set of outcomes being evaluated. The second step is to then identify project contribution to that trajectory. Other types of theory-driven evaluation are single step: they model how projects achieve outcomes without first considering the overarching causal mechanism--the outcome trajectory--from which the outcomes emerged. The use of an MRT allowed us to accrue learning from one evaluation to the next.

Crop breeding programs must accelerate crop improvement, spur widespread adoption of new varieties and increase variety turnover they are to meet the diverse needs of their clients. More comprehensive quantitative approaches are needed to better inform breeding programs about the preferred traits among farmers and other actors. However, the ability of current breeding programs to meet the demands of their clients is limited by the lack of insights about value chain actor preference for individual or packages of traits. Ranking traits based on monetary incentives, rather than subjective values, represents a more comprehensive, consistent, and quantitative approach to inform breeding programs. We conducted a large pilot in Uganda to assess the implementation of a novel approach to trait ranking, using a uniquely large sample of diverse sweetpotato value chain actors. We found meaningful differences in trait ranking and heterogeneity among different actors using this approach. We also show our approach’s effectiveness at uncovering unmet demand for root quality traits and at characterizing the substantial trait demand heterogeneity among value chain players. Implementing this approach more broadly for sweetpotato and other crops would increase the effectiveness of breeding programs to improve food security in developing countries.

The CGIAR Research Program (CRP) on Roots, Tubers and Bananas (RTB) includes vegetatively propagated staple crops linked by common breeding, seed, and postharvest issues, and by the frequency with which women are involved in their production and use. RTB crops are the backbone of food security across the humid tropics in sub-Saharan Africa (SSA) and in more localized areas of Asia and Latin America. Around 300 million poor people in developing countries currently depend on RTB value chains for food security, nutrition and income. Climate change poses challenges which could undo progress in poverty reduction and markedly increase food insecurity. This article examines planning and research for climate resilience across RTB crops, with a particular focus on the contrasting potato and sweet potato cases in SSA. A six-step framework for climatesmart breeding is proposed: (1) downscaling climate change models and crop modeling; (2) identifying and understanding key climate change responsive traits; (3) breeding and varietal selection; (4) phenotyping and genomic research to accelerate gains; (5) developing management options for climate-smart varieties; and (6) deployment (seed systems). In summary, climate-smart breeding means we need to do what we already do but faster, better, and smarter.

Multi-stakeholder platforms have become mainstream in projects, programmes and policy interventions aiming to improve innovation and livelihoods systems, i.e. research for development interventions in low- and middle-income contexts. However, the evidence for multi-stakeholder platforms' contribution to the performance of research for development interventions and their added value is not compelling. This paper focuses on stakeholder participation as one of the channels for multi-stakeholder platforms' contribution to the performance of research for development interventions, i.e. stakeholder participation. It uses a quantitative approach and utilizes descriptive statistics and ARIMA models. It shows that, in three Ugandan multi-stakeholder platform cases studied, participation increased both in nominal and in unique terms. Moreover, participation was rather cyclical and fluctuated during the implementation of the research for development interventions. The study also shows that, in addition to locational and intervention factors such as type of the area along a rural-urban gradient targeted by the intervention and human resources provided for multi-stakeholder platform implementation, temporal elements such as phases of research for development intervention objectives and the innovation development process play significant roles in influencing participation. The study concludes that contribution of multi-stakeholder platforms to the performance of research for development projects, programs, policies and other initiatives is constrained by locational and temporal context and conditional on the participation requirements of the objectives pursued by research for development intervention.

Systems approaches are widely promoted for inclusive innovation, but their use and results are seldom evaluated. We assessed applications of the Participatory Market Chain Approach (PMCA), which combines elements of innovation system and value chain approaches, in eight cases in Africa, Asia, Europe, and Latin America. We found that the PMCA performed best where the policy environment favoured value chain development, the chain offered significant potential for value addition, and the PMCA was implemented with high fidelity to its basic principles, and as part of a larger development effort. Facilitation was crucial for developing locally appropriate implementation procedures and engaging smallholders, commercial entrepreneurs, researchers, and other service providers throughout the PMCA application. By focusing on commercial innovation, the PMCA offered a strategic entry point for stimulating more systemic innovation. We conclude with six lessons on (1) how commercial innovation can trigger broader innovation; (2) the need to engage commercial entrepreneurs in innovation processes; (3) the importance of committed, motivated and capable facilitators; (4) the advantage of embedding the PMCA in a broader development effort; (5) how systems approaches can help R&D organizations respond better to market demands; and (6) the contributions of systems approaches to innovation capacity. Horizontal evaluation combines self-assessment and external evaluation by peers. Papa Andina, a regional network that works to reduce rural poverty in the Andean region by fostering innovation in potato production and marketing, has used horizontal evaluations to improve the work of local project teams and to share knowledge within the network. In a horizontal evaluation workshop, a project team and peers from other organizations independently assess the strengths and weaknesses of a research and development (R&D) approach being developed and then compare the assessments. Project team members formulate recommendations for improving the R&D approach, and peers consider ways to apply it back home. Practical results of horizontal evaluation have included strengthening the R&D approaches being developed, experimenting with their use at new sites, improvements in other areas of work, and strengthened interpersonal relations among network members. Influencing policy is an important scaling mechanism. However, if a program is to plausibly claim that it has or can influence policy, it needs to explain how. This is not straightforward because of the complex nature of policy change. Scholars suggest the use of theory to help answer the 'how' question. In this article, we show how, in practice, a middle-range policy change theory—Kingdon's Policy Window theory—helped us model the workings of four outcome trajectories that produced agricultural policy outcomes in four cases. By providing a common framework, the middle-range theory helped accumulate learning from one evaluation to the next, generating specific and generalizable insights in the process. Accumulation learning in this way can help organizations become more convincing in the proposals they write to donors, more accountable and better able to identify and deliver on their goals. Breeding in the CGIAR Research Program on Roots, Tubers and Bananas (RTB) targets highly diverse biotic and abiotic constraints, whilst meeting complex end-user quality preferences to improve livelihoods of beneficiaries in developing countries. Achieving breeding targets and increasing the rate of genetic gains for these vegetatively propagated crops, with long breeding cycles, and genomes with high heterozygosity and different ploidy levels, is challenging. Cheaper sequencing opens possibilities to apply genomics tools for complex traits, such as yield, climate resilience, and quality traits. Therefore, across the RTB program, genomic resources and approaches, including sequenced draft genomes, SNP discovery, quantitative trait loci (QTL) mapping, genome-wide association studies (GWAS), and genomic selection (GS), are at different stages of development and implementation. For some crops, marker-assisted selection (MAS) is being implemented, and GS has passed the proof-of-concept stage. Depending on the traits being selected for using prediction models, breeding schemes will most likely have to incorporate both GS and phenotyping for other traits into the workflows leading to varietal development.

Unlike peasants in many other parts of the Amazon, those settling on much of the frontier in Santa Cruz, Bolivia, have shown little tendency to be displaced by large farmers. This article attempts to identify the reasons for the persistence of peasant settlement. These include ambiguities in state support for the large farmer, the lack of dynamism of commercial agriculture, different spatial patterns of expansion of peasant and commercial farming, the occupation of land by peasant farmers in legally recognised agrarian unions and the Andeanisation of the frontier with the extension of a distinctive social and economic space originating in highland Bolivia into the lowland environment. The recent shift towards agricultural innovation systems recognises that agricultural development is complex and must involve multiple actors. This makes innovation through a project framework inherently challenging. This article draws lessons from a project that fostered post-harvest innovations in Uganda. First, a two-stage design allowed scoping out business cases with partners to identify potential innovations. Second, stakeholders used the Participatory Market Chain Approach (PMCA) to flexibly develop the innovations. Third, flexible funding made it possible to seize new opportunities along the way. Summary: This review of the literature on varietal change in sub‐Saharan Africa looks in detail at adoption of new varieties of bananas in Uganda, cassava in Nigeria, potato in Kenya, sweetpotato in Uganda and yams in Côte d'Ivoire. The review explored three hypotheses about drivers of varietal change. There was a strong confirmation for the hypothesis that insufficient priority given to consumer‐preferred traits by breeding programmes contributes to the limited uptake of modern varieties (MVs) and low varietal turnover. Lack of evidence meant the second hypothesis of insufficient attention to understanding and responding to gender differences in consumer preferences for quality and post‐harvest traits was unresolved. The evidence on the third hypothesis about the informal seed system contributing to slow uptake of MVs was mixed. In some cases, the informal system has contributed to rapid uptake of MVs, but often it appears to be a barrier with inconsistent varietal naming a major challenge. [ABSTRACT FROM AUTHOR]

Seed systems research is central to achieving the United Nations Sustainable Development Goals. Improved varieties with promise for ending hunger, improving nutrition, and increasing livelihood security may be released, but how do they reach and benefit different types of farmers? Without widespread adoption the genetic gains achieved with improved crop varieties can never be actualized. Progress has been made toward demand responsive breeding, however the draft CGIAR 2030 Research and Innovation Strategy fails to recognize the complexity of seed systems and thus presents a narrow vision for the future of seed systems research. This points to the lack of evidence-based dialogue between seed systems researchers and breeders. This perspective paper presents findings from an interdisciplinary group of more than 50 CGIAR scientists who used a suite of seed systems tools to identify four knowledge gaps and associated insights from work on the seed systems for vegetatively propagated crops (VPCs), focusing on bananas (especially cooking bananas and plantains), cassava, potato, sweetpotato, and yam. We discuss the implications for thinking about and intervening in seed systems using a combined biophysical and socioeconomic perspective and how this can contribute to increased varietal adoption and benefits to farmers. The tools merit wider use, not only for the seed systems of VPCs, but for the seed of crops facing similar adoption challenges. We argue for deeper collaboration between seed systems researchers, breeders and national seed system stakeholders to address these and other knowledge gaps and generate the evidence and innovations needed to break through the 40% adoption ceiling for modern varieties, and ensure good quality seed once the new varieties have been adopted. Until recently, there has been little commercial sale of vegetatively propagated crop seed, except for potatoes (Solanum tuberosum). This is especially true in developing countries. However, a formal, commercial seed sector for cassava (Manihot esculenta) is emerging in Nigeria. In 2016, a project, Building an Economically Sustainable Integrated Cassava Seed System in Nigeria (BASICS), started to encourage village farmers to certify and sell cassava seed. A questionnaire survey of 30 cassava entrepreneurs across Nigeria in 2019 included some of those village-based growers as well as larger producers, including some who certified their planting material. In the long run, if there is a consistent demand for certified cassava seed, medium-sized producers may be able to satisfy some of that demand, especially if they have continued programmatic support; otherwise, these budding seed entrepreneurs may close down. Vegetatively propagated crop (VPC) seed tends to remain true to varietal type but is bulky, often carries disease, and is slow to produce. So VPC seed needs to be handled differently than that of other crops, e.g., it tends to be sourced locally, often must be fresh, and it is less often sold on the market. Hence, a framework was adapted to describe and support interventions in such seed systems. The framework was used with 13 case studies to understand VPC seed systems for roots, tubers, and bananas, including differing roles and sometimes conflicting goals of stakeholders, and to identify potential coordination breakdowns when actors fail to develop a shared understanding and vision. In this article, we review those case studies. The framework is a critical tool to (a) document VPC seed systems and build evidence; (b) diagnose and treat coordination breakdown and (c) guide decision-makers and donors on the design of more sustainable seed system interventions for VPCs. This article examines the challenges of linking smallholders to high-value food markets by looking at the experience of the Plataformas programme in the Ecuadorian Sierra. Multiple evaluation methods are employed to ensure identification of program impact. The findings suggest that the programme successfully improved the welfare of beneficiary farmers, as measured by yields and gross margins. These benefits are achieved through improving the efficiency of agricultural production and through selling at higher prices. No significant secondary health or environmental effects were found. Value chains linked to urban markets and agro-industry present new opportunities for adding value and raising rural incomes. Small farmers, who produce small volumes, struggle to enter these markets. A lack of trust among value chain actors increases transaction costs and short-circuits innovation. This paper explores how multi-stakeholder platforms have been used to address these problems in potato-based value chains in Bolivia, Peru and Ecuador. It uses the Institutional Analysis and Development (IAD) framework to understand how platforms work. Differences in characteristics of the value chains, the participating actors and institutional arrangements have led to the emergence of two types of platforms. The first type brings traders, processors, supermarkets and others together with farmer associations and research and development (R&D) organizations to foster the development of new market opportunities through commercial, institutional and technological innovation. The second type is structured around geographically delimited supply areas, meshing farmers and service providers to address market governance issues in assuring volumes, meeting quality and timeliness constraints and empowering farmers. Evidence from these cases indicates that platforms that bring stakeholders together around value chains can result in new products, processes, norms and behaviours that benefit poor farmers, which could not have been achieved otherwise. Papa Andina began as a regional research program focusing on the Andean potato sectors of Bolivia, Ecuador and Peru, but later shifted its focus to facilitating pro-poor innovation. To accomplish this shift, a number of approaches were developed to foster innovation, by facilitating mutual learning and collective action among individuals and groups with differing, often conflicting, interests. This paper explains why and how Papa Andina shifted its focus from conducting research to facilitating innovation, and describes two approaches that Papa Andina developed to facilitate mutual learning and innovation: the ‘participatory market chain approach’ and ‘horizontal evaluation’. Differing local circumstances and beliefs shaped the work of local teams, and rivalry among the teams stimulated creativity and innovation. Participatory evaluations helped individuals recognize and appreciate differences and build shared knowledge across the teams. After describing the case, the paper discusses the implications for knowledge management and innovation theory, and for the potential use of Papa Andina's approaches in other settings. The Participatory Market Chain Approach (PMCA) was developed originally to foster pro-poor innovation in potato market chains in the Andean highlands of South America. After promising results in Peru and Bolivia, two questions emerged: (1) Could the PMCA be successfully used to stimulate innovation outside the Andes and in other commodity chains? (2) What would it take to successfully introduce and apply the PMCA in a new setting? The first test application of the approach outside of the Andes was in Uganda. This paper outlines how the PMCA was developed in the Andes and its main features. It then describes the strategies used to introduce the PMCA to Uganda and some of the results to date. The Ugandan experience indicates that the PMCA can, in fact, stimulate technological and institutional innovation in locally relevant agricultural commodity chains in Africa. Since the PMCA requires researchers and development professionals to work in new ways with diverse stakeholders, including not only small farmers but also market agents and policy makers, its successful introduction requires an intensive capacity-development process that fosters the development of social networks, changes in attitudes, and the acquisition of social as well as technical knowledge and skills. SUMMARYScores of assessments of the impacts of agricultural research have been carried out over the years. However, few appear to have been used to improve decision making and the effectiveness of research programmes. The Institutional Learning and Change (ILAC) Initiative emerged within the Consultative Group on International Agricultural Research (CGIAR), with the goal of strengthening learning from experience and using lessons to improve pro-poor innovation. For three years in Bolivia (2002-2005) the INNOVA Project finished researching several technologies for sustainable agriculture, started by earlier DFID-funded projects. Before INNOVA started critics suggested that these technologies should be discarded in favour of a demand survey. Instead, INNOVA kept the existing technologies, but judged the demand for them with several methods (CIAL, sondeo technology fair, and others). INNOVA found that there was demand for some of the technologies, but that a survey would have missed much of the demand, which is implicit. That is, people are not initially aware of all their problems or of all the possible solutions. Over the years, farmers made more specific, sophisticated demands on the technologies, which evolved as a result. Demand and supply of farm technology are like two sides of an unfolding conversation. The Village Administrations (VAs) created by the Tanzanian state in the 1970s have been regarded as new state apparatuses intended to facilitate control over a recalcitrant peasantry. Field research in Dodoma revealed two kinds of factions competing for their control: Christians, who co-operated with higher level state apparatuses in establishing working institutional structures, and Traditionalists, who sought to reconstruct the VA as an entity performing predominantly ritual functions and, by tactful non-compliance, to insulate households from the demands of the state. If the VA is to be regarded as a state apparatus then it must be recognised that it has substantial autonomy, conditioned by its internal constitution as a political field. [ABSTRACT FROM AUTHOR]
