This study drew on Chilean teacher survey responses from TALIS 2018 data on teacher motivation in order to examine the extent to which these data reveal different motivational profiles among Chilean teachers. Also, it explores the influence of those profiles on quality teachers' instruction. As a conceptual scaffold, this article uses Agency Theory and Public Service Motivation theory to conceptualize and explore the data. Using latent classes analysis, multivariate regressions with survey methods, results showed three different motivational profiles: utility-laden, modal, and socially-laden. From these profiles, modal teachers seem to produce better teaching quality compared with the others profiles. These results suggest that the teachers' profiles are more diverse when it comes to work motivation and teaching quality than what it is described in the literature. These findings give interesting insights for policymakers and school leaders to better understand the teaching workforce and think in diverse governance and teacher management tools. It also opens a set of interesting questions about how to motivate the teacher workforce in Chile.

During the first decade of the 21st century, Latin America experienced an intense economic growth that increased access in the school system. In this context, the paper analyzes four different programs from Bolivia (Intercultural Community Indigenous Universities), Brazil (Quotas´ Law), Chile (Follow up and Effective Access to Higher Education Program) and Ecuador (Scholarship Program based on Quotas) aimed at improving the participation of marginalized students in the university from three different perspectives. First, conceptually, the paper analyzes the governance of these programs in terms of what are the institutional arrangements that define who is responsible for solving this source of inequality in higher education. Second, the study looks at the concepts of equality, fairness, merit, need and diversity behind the different initiatives presented, using the social justice debate. Thirdly, the paper uses the framework of analysis of different types of access programs to study the scope, components and arrangements of the policies. The results show a high level of heterogeneity in the characteristics and focuses of the programs, which allows to deepen the discussion on the role of access to higher education in the region.

The COVID-19 pandemic is pushing the world into a devastating economic and social scenario. The consequences of this crisis largely impact children and teenagers, both now and in the future. School closures have particularly affected vulnerable children, deepening the effects of their unequal socio-economic circumstances. In this context, the actions governments are taking to protect their citizens' right to education will be crucial to reducing or exacerbating inequality in the long term. The authors of this article analyse the case of Chile, one of the most successful countries in Latin America regarding educational achievement and enrolment, as well as the most segregated educational system among member countries of the Organisation for Economic Co-operation and Development (OECD). How is the right to education being guaranteed for all during the COVID-19 pandemic? Are the measures taken by the Ministry of Education mitigating or intensifying long-term inequalities? Based on the "4-A scheme" described by Katarina Tomasevski, which conceptualises national governments' obligations to guarantee the right to education, the authors examine the normative basis of Chile's market-oriented educational system (1980-2013) as well as the latest educational reform (2014-2017), which aimed to promote the right to quality education, and critically analyse the measures adopted by the Chilean Ministry of Education in response to the pandemic. The authors conclude that Chile is facing a major challenge to ensure the right to education for all. A new social contract is required to reduce structural inequalities, and to avoid a potential setback in human rights.

The gender gap in mathematics outcomes, where women are most affected, is well documented internationally and is particularly high in Chilean secondary education. This study explores the educational inclusion of girls in mathematics classrooms. The coding of videos from 79 school lessons, involving 2,295 students, allowed us to compare how and how much teachers interact with male and female students, analyse the moderating effect of academic achievement in these interactions and explore the differences among classrooms with regard to the inclusion of girls. Teacher-student interaction networks were represented via sociograms and modelled with multilevel Poisson regression. We found that girls interact less frequently with their mathematics teachers in interactions of diverse content, and this is the case in interactions initiated by the teacher as well as those initiated by the student. Academic achievement moderates these differences only in pedagogical interactions initiated by students. There is also significant variation in the inclusion of girls among classrooms, which is not consistently explained by the gender of the teacher or the gender composition of the class. The endorsement of anti-corruption norms is a normative assumption in legal systems with freedom of information acts, where citizens are expected to act as monitors of the public service. Tolerance of corruption counteracts this assumption. We studied tolerance of corruption among 8th graders from Latin-American samples of the International Civic and Citizenship Study 2009. We proposed a model where associations between students' socioeconomic status (SES) and tolerance of corruption are explained by civic knowledge, authoritarianism and open classroom discussion. This model accounted for 36-43% of the variance within schools, and 87-96% of the variance between schools, across six countries. The socioeconomic gap in tolerance of corruption was mainly present between schools. In addition, students with higher civic knowledge were less tolerant of corruption, partially explained by authoritarianism, while open classroom discussion also had indirect associations with tolerance of corruption.

The aim of this study is to understand the strengths and weaknesses of schools and provide inputs to better inform both research and public policies. To address this aim, 258 low-achieving Chilean primary schools and their 1,266 teachers were analysed. On the basis of a multilevel latent class analysis, we found four profiles of teaching practices. The proportion of teachers in the high-quality teacher category is unexpectedly high (38.37%), followed by the low-quality (25.61%), content-oriented (18.91%), and climate-oriented (17.12%) categories. Finally, several school-level variables were tested to explore the link between school practices and teaching quality categories. The results show that the quality of the school's teaching practices related to their support for behavioural issues is associated with the probability of teachers belonging to the low-quality or climate-oriented categories. These findings can be valuable for policymaking, as they call for the development of strategies that strengthen teachers' capacities within schools. [ABSTRACT FROM AUTHOR]

This study estimates the effect of between-class ability grouping on Chilean secondary students' academic achievement. We rely on a structural feature of the school system: A considerable number of students who complete primary school must change schools to start their secondary education. Cardinality matching was performed to account for confounding variables. Sensitivity analysis was performed to address the fact that differences in unobserved variables could bias our findings. Results show that attending a school that groups students by ability causes a reduction in the average scores obtained in 10th grade of 0.07 SD for reading and 0.08 SD for mathematics. Students matched by their observed covariates could differ in their odds of attending a school with or without ability grouping by 15% for mathematics and 10% for reading, without altering our conclusions. A common criticisms of school choice programs is that, instead of improving student achievement, they would increase school segregation. Parents may use different criteria to choose a school, such as proximity, school quality, or the school's ethnic/racial composition. As a result, the system would be segregated based on the parent's preferences. This research examines the school preferences of indigenous parents and whether ethnic discrimination influences their decision-making process. Longitudinal national-level data from Chile were analyzed using OLS with fixed effects. The results show that indigenous students, particularly those who have suffered ethnic discrimination in middle school, prefer high schools with a higher percentage of indigenous students. Furthermore, it was found that the level of acts of discrimination occurring in middle schools increases as the percentage of indigenous students rises. However, when the proportion of indigenous and non-indigenous students is similar, indigenous students are less likely to face discrimination. [ABSTRACT FROM AUTHOR]

The authors investigated to what extent teachers' practices and school characteristics can influence students' civic knowledge, civic attitudes, and future participation in Chile, Colombia, and Mexico and how this can be related to their specific curricular structures and educational content. It uses data from the International Civic and Citizenship Education Study. The results show that in Chile, Colombia, and Mexico, teacher practices and attitudes relate to the civic outcomes. Although teachers' practices and attitudes significantly predict students' civic knowledge, this relationship does not seem relevant for students' expected participation and students' attitudes toward diversity. Still, the democratic environment of the school is a relevant variable in the case of expected participation of students and their attitudes toward diversity, which shows a possible indirect influence of teachers through the school environment. The results are discussed in relation to the civic education curriculum in place in the countries analyzed.

Despite consensus that school absenteeism has negative consequences for children's life outcomes, until recently, little was known about the prevalence of absenteeism or its potential to moderate the impacts of school-based interventions. This study provides evidence from a randomized experiment of a preschool intervention involving 1,876 children in 64 schools in Chile that chronic absenteeism develops in preschool and is predicted by multiple risk factors for poor academic achievement. We find moreover that individual children's likelihood of absenteeism moderated the intervention's impact on children's language and literacy outcomes such that there were positive impacts of the intervention only for children with the lowest likelihood of absenteeism. Experimental evaluations of school-based interventions that do not take absenteeism into account may thus mask heterogeneous effects. In the context of policy pushes to expand early education and preschool access in the United States and globally, these moderation analyses may prove essential for appropriately interpreting the results of experimental studies of school-based interventions.

We assessed impacts on classroom quality and on 5 child language and behavioral outcomes of a 2-year teacher professional-development program for publicly funded prekindergarten and kindergarten in Chile. This cluster-randomized trial included 64 schools (child N = 1,876). The program incorporated workshops and in-classroom coaching. We found moderate to large positive impacts on observed emotional and instructional support as well as classroom organization in prekindergarten classrooms after 1 year of the program. After 2 years of the program, moderate positive impacts were observed on emotional support and classroom organization. No significant program impacts on child outcomes were detected at posttest (1 marginal effect, an increase in a composite of self-regulation and low problem behaviors, was observed). Professional development for preschool teachers in Chile can improve classroom quality. More intensive curricular approaches are needed for these improvements to translate into effects on children.

Quality of teacher-child interactions is central to prekindergarten children's learning. In the United States, the quality of teacher-child interactions is commonly assessed using the teaching through interactions conceptual framework and an associated observational tool, the Classroom Assessment Scoring System (CLASS). This study examined: (a) whether there was evidence supporting three distinctive domains of teacher-child interactions in Chile (construct validity) and (b) whether these domains predicted end-of-prekindergarten language, academic, and executive function skills in Chile (predictive validity). The sample consisted of 91 Chilean prekindergarten classrooms (1,868 four-year-old children). The findings support both construct and predictive validity of the teaching through interactions conceptual framework as assessed by the CLASS in Chile. Implications for cross-country comparison of quality of teacher-child interactions in prekindergarten classrooms are discussed.

Using both quantitative and qualitative analyses, we examine the role of a college access intervention in the enrollment and persistence outcomes of low-income students in Chile modeled partially after a Texas admissions program. We find that, although students from the program have a mean cumulative GPA significantly lower than that of their peers who entered college through the regular admissions system, most program students nevertheless meet the institution's academic requirements. Qualitative evidence collected through student interviews presents some of the personal challenges and struggles that these students face when making the transition from high school to university while also highlighting the role of the program in student decisions to persist in college through the end of the first year.

The purpose of this study is to inform public policies aimed at improving parental school-choice processes. The study estimates both the utility obtained by parents from different school attributes and the effective utility obtained with the actual school choice made by parents. The difference between both types of utilities provides a panorama on how market imperfections affect the general equilibrium of the education market. The results show that parents have different preference functions depending on their socioeconomic level. Nevertheless, regardless of the socioeconomic level, in all preference functions teacher performance remains highly significant. The findings suggest that even if parents would want the schools that serve their children to fulfill a series of academic criteria, they cannot use academic attributes when choosing a school for their children. This seems to be the result of either lack of information or because there is no quality alternative available to them.

Citizenship education of children and young people presents challenges for both educational and political systems globally. The current political and social crisis has led the discussion on citizenship as situated in cultural and historic contexts. Therefore, citizenship can be defined in different ways. Furthermore, citizenship can be developed in different spaces, and studied from the standpoint of its role and the topics it encompasses. This article aims at reflecting on the field of citizenship and education using a wide perspective. For this reason, it advances on a multidimensional map on the traits related to citizenship and the challenges that citizens face on the 21st century. Starting from the notions of Nation-State, of political systems (even those different from Western democracies), and the concept citizenship in a global context we explore different spaces for citizenship socialization (families, schools, local communities, peers, among others. We also consider the normative, attitudinal, and active roles that mark both citizenship and citizenship education, as well as a sample of the myriad of topics that fit within the study of citizenship education currently in the world. Through this mapping of dimensions, roles and topics we propose some challenges for this research field, and we delve into the specific contribution of each one of the seven articles included in this special issue. Finally, and as a conclusion, we delineate some of the research challenges for the future agenda to expand the studies of citizenship beyond the liberal democracy conceptions, allowing to study other forms of political organization, understanding their historical and cultural roots, and the way in which citizenship is built from childhood onwards. This article analyses the role of school in different forms of expected political participation of 8th grade students in Chile. The massive students' public demonstrations in Chile in the last ten years and the low rate of young voters' turnout in elections have raised the question about young people's preparation to participate as citizens in society. The results show that students' civic and political background has the greatest influence in political participation, while the influence of school is mainly related to school governance and teacher practices. The objective of this article is to describe the magnitude, the levels of recurrence, and the characteristics of the practices of segregation or grouping by ability that occur in the Chilean school system. Through quantitative analysis, three types of grouping are identified: a) at the beginning of the school year, b) the reorganization of students, and c) the non-random distribution of new students. The results suggest that grouping by ability is the most frequent during the final years of compulsory education, especially in the first and third years of secondary school or in the final years of secondary school. This paper analyzes the segregation within schools in Chile, looking at the related institutional factors and the effect that this process has on students' academic performance. To analyze the relationship between institutional factors and within-school segregation, it uses a logistic regression, controlling for a set of school characteristics. This analysis finds that within-school segregation is related to institutional factors such as school size and the characteristics of their students. To determine the effects of within-school segregation on academic performance, a multilevel regression model is used, organized in three levels: school, classroom and student. The results show that within-school segregation has negative consequences on educational quality, efficiency and equity, since internal segregation reduces the average educational outcomes of the schools and mostly affects students of middle groups within the school in both academic achievement and socioeconomic terms. This article describes the configuration of academic heterogeneity in Chilean secondary schools, with special emphasis on understanding the processes of ability grouping and their relationship with the academic progress of students (schooling paths). The results show that the secondary schools analyzed--those that start at 9th grade and have two or more classrooms in this grade--use multiple ways to organize academic heterogeneity, starting with initial grouping at the beginning of secondary education and continuing throughout all the grades of this educational level, especially for low achieving and low socioeconomic status students. This reveals that schools implement a range of mechanisms to manage academic diversity throughout the entire secondary education, which is complemented by decisions and dynamics of school choice, also impacting on shaping the academic heterogeneity within schools. The quality of preschool education depends on the performance of teachers and students within the classroom. This research focuses on describing preschool teachers performance in a sample of public schools that offer pre-k and kinder teaching to vulnerable populations in both the Metropolitan and VI Regions of Chile (n=118). The analysis uses the Classroom Assessment Scoring System (CLASS) in its pre-k version in order to verify whether the underlying structure of teacher practices in Chile is similar to that found in the US--the country where the CLASS was created. Furthermore, the paper analyzes the performance patterns of preschool teachers in the sample, detailing strengths and weaknesses. Results show that preschool teacher performance reaches medium levels in the CLASS domains of emotional support and classroom organization, and low levels in instructional support. This pattern of performance is similar to those found in the US and Finland. Finally, preschool teacher performance shows high heterogeneity, and it was possible to identify four different groups of teachers, according to their pattern of performance, that may require professional development programs specifically adapted to their needs. Evaluation designs for social programs are developed assuming minimal or no disruption from external shocks, such as natural disasters. This is because extremely rare shocks may not make it worthwhile to account for them in the design. Among extreme shocks is the 2010 Chile earthquake. Un Buen Comienzo (UBC), an ongoing early childhood program in Chile, was directly affected by the earthquake. This article discusses (a) the factors the UBC team considered for deciding whether to put on hold or continue implementation and data collection for this experimental study; and (b) how the team reached consensus on those decisions. A lesson learned is that the use of an experimental design for UBC insured that the evaluation’s internal validity was not compromised by the earthquake’s consequences, although cohort comparisons were compromised. Other lessons can be transferred to other contexts where external shocks affect an ongoing experimental or quasi-experimental impact evaluation. [ABSTRACT FROM AUTHOR]
