Abstract

A general conceptual framework for the management of marine protected areas (MPAs) was developed. The driver-pressure-state-impacts-response (DPSIR) framework was used to determine the elements affecting MPAs. The developed evaluation framework helped to select an appropriate suite of indicators to support an ecosystem approach, an assessment of the MPAs functioning and policy decisions. Gaps derived from the management and policy responses in the MPAs were also outlined. It was concluded that the DPSIR framework can help to simplify the complexity of MPA management. This document is a tool for policy makers, scientists and general public on the relevance of indicators to monitor changes and MPAs management.

It relies on a broad socio-economic field survey covering 12 case studies in southern Europe, and focusing on two major uses of MPA ecosystem services: fishing and scuba-diving. The impact of these uses on the local economic system is expressed in terms of incomes and jobs, and the methodology relies on a distinction between users transforming ecosystem services into commodities, and users consuming ecosystem services for recreational purposes. Assessment results show a variety of situations, from MPAs where commercial fishing is the major economic stake, to MPAs where recreational activities have a dominant economic role. However, available information concerning the number of recreational users and visitors, on one side, and the number and characteristics of commercial fishing boats, on the other side, suggest that the second situation is more representative of the area under study than the former one. Due to the lack of baseline, the question of sorting out the “reserve effect” from the “site effect” is addressed with the help of survey results concerning perceptions and attitudes of users. As regards divers and diving operators, answers to the survey suggest that the reserve effect plays an important role in the attractiveness of the area. Results are not so clear in the case of fishers, an ambiguity reflecting the uncertainty of the spill-over effects expected from marine reserves on fishing grounds, The research presented in this paper was developed as a part of the research project "European Marine Protected Areas as Tools for fisheries Management and Conservation" (EMPAFISH SSP8-006539) supported by the Commission of the European Communities within the 6th Framework Programme

Abstract

Marine reserves are widely used throughout the world to prevent overfishing and conserve biodiversity, but uncertainties remain about their optimal design. The effects of marine reserves are heterogeneous. Despite theoretical findings, empirical studies have previously found no effect of size on the effectiveness of marine reserves in protecting commercial fish stocks. Using 58 datasets from 19 European marine reserves, we show that reserve size and age do matter: Increasing the size of the no-take zone increases the density of commercial fishes within the reserve compared with outside; whereas the size of the buffer zone has the opposite effect. Moreover, positive effects of marine reserve on commercial fish species and species richness are linked to the time elapsed since the establishment of the protection scheme. The reserve size-dependency of the response to protection has strong implications for the spatial management of coastal areas because marine reserves are used for spatial zoning. Abstract

Este artículo contiene 11 páginas, 4 figuras, 1 tabla., A mass mortality event is devastating the populations of the endemic bivalve Pinna nobilis in the Mediterranean Sea from early autumn 2016. A newly described Haplosporidian endoparasite (Haplosporidium pinnae) is the most probable cause of this ecological catastrophe placing one of the largest bivalves of the world on the brink of extinction. As a pivotal step towards Pinna nobilis conservation, this contribution combines scientists and citizens’ data to address the fast- and vastdispersion and prevalence outbreaks of the pathogen. Therefore, the potential role of currents on parasite expansion was addressed by means of drift simulations of virtual particles in a high-resolution regional currents model. A generalized additive model was implemented to test if environmental factors could modulate the infection of Pinna nobilis populations. The results strongly suggest that the parasite has probably dispersed regionally by surface currents, and that the disease expression seems to be closely related to temperatures above 13.5 °C and to a salinity range between 36.5–39.7 psu. The most likely spread of the disease along the Mediterranean basin associated with scattered survival spots and very few survivors (potentially resistant individuals), point to a challenging scenario for conservation of the emblematic Pinna nobilis, which will require fast and strategic management measures and should make use of the essential role citizen science projects can play., This study was financed by the special action project “NACRAS – Evaluación de la magnitud de un evento de mortalidad combinando censos científicos ampliados con observaciones de ciencia ciudadana” cofunded by the Regional Government and Direcció General d’Innovació i Recerca of the Balearic Islands and the European Social Fund 2014–2020. Abstract

Este artículo contiene 9 páginas, 6 figuras, 1 tabla., Marine protected areas (MPAs) are key tools to mitigate human impacts in coastal environments, promoting sustainable activities to conserve biodiversity. The designation of MPAs alone may not result in the lessening of some human threats, which is highly dependent on management goals and the related specific regulations that are adopted. Here, we develop and operationalize a local threat assessment framework. We develop indices to quantify the effectiveness of MPAs (or individual zones within MPAs in the case of multiple-use MPAs) in reducing anthropogenic extractive and non-extractive threats operating at local scale, focusing specifically on threats that can be managed through MPAs. We apply this framework in 15 Mediterranean MPAs to assess their threat reduction capacity. We show that fully protected areas effectively eliminate extractive activities, whereas the intensity of artisanal and recreational fishing within partially protected areas, paradoxically, is higher than that found outside MPAs, questioning their ability at reaching conservation targets. In addition, both fully and partially protected areas attract non-extractive activities that are potential threats. Overall, only three of the 15 MPAs had lower intensities for the entire set of eight threats considered, in respect to adjacent control unprotected areas. Abstract

International audience; The Landing Obligation (LO) represents a fundamental change in European Union fisheries policy and it has a particularly significant bearing on the activities of Europe’s fishing industry. This chapter provides an account of European fishing industry engagement with the discard issue prior to the LO and industry attitudes towards the LO. A discussion about discard management in Europe follows. The fishing industry had a consistent approach to discard management in the run-up to the LO enactment: they favoured fishery-specific discard reduction plans and were unanimously opposed to an outright ‘discard ban’. Canvassing fishers’ opinions from the North Sea (Denmark, France), Eastern and Western Mediterranean (Greece, Spain and France), the Celtic Sea (France, the UK and Ireland), Western English Channel (France) and the Azores between 2015 and 2018 reveals a consistent negative attitude towards the LO. We found that choke species are the main concern outside the Mediterranean Sea while in the Mediterranean region, the cost of disposal and the creation of a black market for juvenile fish are seen as the main negatives. Fishers recognise the necessity of reducing discards although zero discard fisheries are not seen as attainable. They favour a combination of selectivity improvements and spatial management as the best discard reduction measures. New measures to deal with intractable choke species problems are being sought by industry and Member State groups but the European Commission want existing measures to be utilised first. We discuss some potential consequences of negative stakeholders’ attitudes towards this key element of EU fisheries management policy. These include control and compliance challenges, associated business reputation problems for the industry, a longer LO implementation timescale, and deterioration in the quality of scientific data about discards.
