This paper examines patterns in recently published research addressing Indigenous capacity for collaborative natural resource development in Canada’s forestry, energy, and mining sectors. As Indigenous involvement in natural resource development increases, so too does the body of associated scholarship. We gathered information on several core metrics (year of publication, authorship, and gender, author affiliation, journal titles, citation counts and impacts factors, and keywords) to analyze research output, trends, and gaps. Our bibliometric analysis of 49 articles from peer-reviewed journals confirms that Indigenous natural resource development and capacity research has steadily increased over the past decade in terms of the number and range of papers, authors, institutions, and cases examined. Research output peaked in 2013 and 2015. Authorship is distributed evenly between male and female lead researchers, with teams located across southern Canada, with highest concentrations in urban population centers of British Columbia, Manitoba, and Ontario. In contrast, the research sites are located in more northern, rural, and remote locations. That communities and projects under study are not currently matched with sites of research capacity raises questions about capacity building and the nature of research “on” versus “with” Indigenous peoples. Policies and programs designed to enhance Indigenous involvement and capacity must address these asymmetries in order to be representative, effective, and responsive to current Indigenous priorities. Background: Research into the effectiveness of antenatal education classes is crucial for Indigenous Peoples from Aotearoa New Zealand, Australia, Canada and the United States who experience poorer maternal and infant health outcomes compared to non-Indigenous populations. Our systematic review questions were intended to determine the extent of Indigenous Peoples prioritisation and involvement in antenatal education classes, and to understand the experience of Indigenous Peoples from these countries in antenatal education classes. Methods: Using a standardised protocol, we systematically searched five electronic databases for primary research papers on antenatal education classes within the four countries noted and identified 17 papers that met the criteria. We undertook a qualitative meta-synthesis using a socio-critical lens. Results: Systematic review of the academic literature demonstrates that Indigenous Peoples of Aotearoa New Zealand, Australia, Canada and the United States are not prioritised in antenatal education classes with only two of 17 studies identifying Indigenous participants. Within these two studies, Indigenous Peoples were underrepresented. As a result of poor engagement and low participation numbers of Indigenous Peoples in these antenatal education classes, it was not possible to understand the experiences of Indigenous Peoples. Conclusion: Given that Indigenous Peoples were absent from the majority of studies examined in this review, it is clear little consideration is afforded to the antenatal health needs and aspirations of Indigenous Peoples of Aotearoa New Zealand, Australia, Canada and the United States. To address the stark antenatal health inequities of Indigenous Peoples, targeted Indigenous interventions that consider culture, language, and wider aspects of holistic health must be privileged. Ethical research practice within community-based research involves many dimensions, including a commitment to return results to participants in a timely and accessible fashion. Often, current Indigenous community-based research is driven by a partnership model; however, dissemination of findings may not always follow this approach. As a result, products may not be as useful to participants who were motivated to be involved in the research process. We conducted a seven-week workshop on three occasions with different First Nations and Metis women and girls (age 8-12) in Winnipeg, Manitoba. The workshop explored participants' perspectives around health, safety, and family wellbeing using a strength-based, participatory approach. Participants noted that a key challenge they face when interacting with researchers, policy makers, and program staff is the lack of tailored dissemination materials. Returning results in a format that meets the expressed desire of participants is an ethical necessity to ensure that research is not perpetuating past colonial practices. Doing so quickly and with meaningful content requires careful execution and consideration, especially when working within intergenerational contexts. After more than a century of enumerating Aboriginality as a form of ethnic ancestry, in 1986 Statistics Canada added an Aboriginal ‘self-identification’ question to the census, effectively creating two populations: one based on ‘Aboriginal ancestry’, the other on ‘Aboriginal identity’. This paper argues that the legitimacy of the new Aboriginal ‘identity’ population stems not from its ability to measure Aboriginal identity more accurately than previous enumerative strategies, but from the fact that its ‘self-identification’ categories better produce the kind of data used by officials to implementdevelopment-basedpolicies in their attempts to improve Aboriginal quality of life in Canada. Using interviews from Aboriginal census field agents, the paper explores how and why such policy classifications have come to be so deeply misrecognized as exhaustive or acontextual categories of identity and the kinds of Aboriginal sociality they potentially foreclose upon in doing so. Background: Cultural competency is often promoted as a strategy to address health inequities; however, there is little evidence linking cultural competency with improved patient outcomes. This article describes the characteristics of recent educational interventions designed to improve cultural competency in healthcare workers for First Nations peoples of Australia, New Zealand, Canada and the USA. Methods: In total, 13 electronic databases and 14 websites for the period from January 2015 to May 2021 were searched. Information on the characteristics and methodological quality of included studies was extracted using standardised assessment tools. Results: Thirteen published evaluations were identified; 10 for Australian Aboriginal and Torres Strait Islander peoples. The main positive outcomes reported were improvements in health professionals' attitudes and knowledge, and improved confidence in working with First Nations patients. The methodological quality of evaluations and the reporting of methodological criteria were moderate. Conclusions: Cultural competency education programs can improve knowledge, attitudes and confidence of healthcare workers to improve the health of First Nations peoples. Providing culturally safe health care should be routine practice, particularly in places where there are concentrations of First Nations peoples, yet there is relatively little research in this area. There remains limited evidence of the effectiveness of cultural education programs alone on community or patient outcomes. Cultural competency is often promoted as a strategy to address health inequities, although evidence linking cultural competency to patient outcomes is scarce. We conducted a narrative review of the recent literature on cultural education programs and found 13 published evaluations, mainly reporting improvements in health professionals' attitudes and knowledge, and improved confidence in working with First Nations patients. Aboriginal perspectives on experiences in sport in Canada are largely missing from the existing body of literature on sociocultural aspects of sport, but this is especially the case in terms of Aboriginal people from the Maritimes region of Canada. Such an absence impedes our understanding of sport as an important cultural institution that can be used to normalize certain social practices, as well as challenge them. In this paper, we aim to contribute to the body of knowledge on Aboriginal sport by examining the lived experiences of nine elite Aboriginal athletes from the Maritimes, specifically those who won a Tom Longboat Award, through a postcolonial lens. In doing so, we reveal some of the nuanced power relationships that shaped their involvement in organized, competitive sport – distinctions that are not often addressed in the scholarly literature and thus limit our understanding of the complex and sometimes difficult realities of Aboriginal sport development in Canada. The participants’ stories tell us a great deal about the recipients as individuals, about Aboriginal peoples’ involvement in contemporary sport, and how the ways in which they negotiated difference within sport marked their lives. Background: Aboriginal children experience challenges to their health and well-being, yet also have unique strengths. It has been difficult to accurately assess their health outcomes due to the lack of culturally relevant measures. The Aboriginal Children's Health and Well-Being Measure (ACHWM) was developed to address this gap. This paper describes the validity of the new measure.Methods: We recruited First Nations children from one First Nation reserve in Canada. Participants were asked to complete the ACHWM independently using a computer tablet. Participants also completed the PedsQL. The ACHWM total score and 4 Quadrant scores were expected to have a moderate correlation of between 0.4 and 0.6 with the parallel PedsQL total score, domains (scale scores), and summary scores.Results: Paired ACHWM and PedsQL scores were available for 48 participants. They had a mean age of 14.6 (range of 7 to 19) years and 60.4 % were girls. The Pearson's correlation between the total ACHWM score and a total PedsQL aggregate score was 0.52 (p = 0.0001). The correlations with the Physical Health Summary Scores and the Psychosocial Health Summary Scores were slightly lower range (r = 0.35 p = 0.016; and r = 0.51 p = 0.0002 respectively) and approached the expected range. The ACHWM Quadrant scores were moderately correlated with the parallel PedsQL domains ranging from r = 0.45 to r = 0.64 (p ≤ 0.001). The Spiritual Quadrant of the ACHWM did not have a parallel domain in the PedsQL.Conclusions: These results establish the validity of the ACHWM. The children gave this measure an Ojibway name, Aaniish Naa Gegii, meaning "how are you?". This paper examines how modern urban Indigeneity is influencing the integration of immigrant newcomers in Western settler cities. Using a case study of Ka Ni Kanichihk Inc. (KNK), an Indigenous organisation in the city of Winnipeg, Canada, this research contributes to the emerging framework of intercultural urbanism. Indigenous peoples and newcomers are living side-by-side in many neighbourhoods, with common histories of colonialism, racism and socioeconomic challenges. Interviews with staff and focus groups with Indigenous and newcomer participants of KNK programmes indicated that they are beginning their co-existence, mostly in inner-city neighbourhoods, with low levels of interaction, mutual misunderstanding, misperceptions, segregation and tension among youth in high schools. Through the initiatives of KNK and partner organisations, cross-cultural understanding and relationships are being built, overcoming social distance. There is great potential for building intercultural relationships among Indigenous peoples and immigrant newcomers as a means of decolonising Western cities. [ABSTRACT FROM PUBLISHER]

This paper reviews contemporary concepts and practices in Indigenous governance. The purpose is threefold: to outline trends in and ways forward for Indigenous governance; to identify some common yet problematic approaches to Indigenous self-determination; and to discuss the different ways that Indigenous self-determination is defined. The progressive approaches First Nations, Métis, and Inuit communities use to address health and wellness concerns are rarely written about or acknowledged in a positive manner. This paper speaks to a concept introduced through the Canadian Aboriginal Aids Network (CAAN) entitled “wise practices”. CAAN saw a wise practices model as more useful and inclusive of Aboriginal community practice and knowledge exchange than the current “best practice” model. In addition, wise practices acknowledge and express the notion of “Changing the Face of Aboriginal Canada”, a metaphor frequently used by the senior author of this paper, as a long overdue vehicle for lifting up the collective morale of Aboriginal peoples in Canada. Indigenous peoples worldwide have long articulated an inherent wisdom in developing recovery processes. This natural wisdom has been chronically dismissed and underutilized as a framework for re-building a healthy social construct and worldview. The social and emotional utility of constructing and implementing a “wise practices” healing model based on what are commonly referred to as the Seven Sacred Values, has great potential for addressing violence, mental illness and addictions in Aboriginal communities and can better serve health promotion alongside the western model of “best practices.” A wise practices model becomes another, deeply humane way, of expressing and operationalizing the traditional knowledge base of Aboriginal Canada and returns a sense of self-efficacy and social strength to Aboriginal communities. There is an emerging body of theoretical, historical and design research that examines the ways in which race and cultural identity are understood to be produced and represented in the landscape. Yet, there remains a dearth of research examining both the historic and contemporary effects of race upon the development of school geographies. This paper has two broad purposes. It highlights the experiential aspects of racialized geographies within schools and, at the same time, it grapples with the processes that maintain or challenge the spatial conditions for the construction of whiteness. Drawing upon in-depth case study research this paper highlights the experiences of Aboriginal students and staff at four different schools, with a particular focus on cross-cultural schools, in Manitoba, Canada.What is needed is a concept of landscape that helps point the way to those interventions that can bring about much greater social justice. Background: In Canada, there is a growing need to develop community-based, culturally appropriate palliative care for Indigenous people living in First Nations communities. The public health approach to palliative care, which emphasizes community-based initiatives, is especially relevant in First Nations communities because care is grounded in their distinct social and cultural context. Central to the public health approach are educational strategies that strengthen communities' capacity to care for their vulnerable members as they die. This paper presents community-based research conducted with First Nations communities in Canada that aimed to assess and address local palliative care educational needs to improve community capacity in palliative care.Methods: Participatory action research (PAR) was conducted with four First Nations communities in Canada over a six-year period (2010-2016). The research occurred in three phases. Phase 1: focus groups, interviews and surveys were employed to assess community specific needs and resources. Phase 2: recommendations were developed to guide the PAR process. Phase 3: educational resources were created to address the identified educational needs. These resources were implemented incrementally over 4 years. Ongoing process evaluation was employed, and revisions were made as required.Results: Educational needs were identified for patients, families, community members and internal and external health care providers. A wide and comprehensive range of educational resources were created to address those needs. Those culturally appropriate educational resources are available in a very accessible and useable workbook format and are available for use by other Indigenous people and communities.Conclusions: This research provides an example of the public health approach and offers implementation strategies around palliative care education. This paper contributes to the international literature on the public health approach to palliative care by presenting a case study from Canada that includes: conducting a culturally appropriate assessment of educational needs, creating recommendations, facilitating development and implementation of educational resources in the community to improve community capacity in palliative care. Research finds that non-indigenous peoples often hold negative racial attitudes towards indigenous peoples. Contact theory suggests that interpersonal contact can positively influence majority group members' attitudes regarding minority group members, raising the question of whether indigenous population growth in cities will alter non-indigenous peoples' attitudes. Using original 2014 survey data, this paper examines the relationship between interpersonal contact and racial attitudes in Canadian prairie cities. The analysis finds that while personal ties to aboriginal peoples are correlated with lower new and old-fashioned racism scores, general contact with aboriginal peoples only correlates with old-fashioned racism scores. As such, growing urban indigenous populations -- and thus increased aboriginal-non-aboriginal general contact -- alone should not be expected to result in positive racial attitudes. This research advances understanding of contact theory by considering how education interacts with interpersonal contact, and informs on-going dialogue about current racial relations between non-indigenous and indigenous peoples in Canadian prairie cities. Using Canada’s National Film Board (NFB) as a case study, this paper highlights a paradigm shift in media policy away from supporting diverse content in favor of new digital formats. Historically the NFB has supported Aboriginal media production as a hallmark of the institution’s founding commitment to representing Canada’s people and culture. However, in recent years the institution has shifted its focus to digital technologies and interactive productions. This research is rooted in both a quantitative and qualitative examination of NFB official reports and related press coverage. Background: During the first wave of the H1N1 influenza pandemic in 2009, Aboriginal populations in Canada experienced disproportionate rates of infection, particularly in the province of Manitoba. To protect those thought to be most at-risk, health authorities in Manitoba listed all Aboriginal people, including Metis, among those able to receive priority access to the novel vaccine when it first became available. Currently, no studies exist that have investigated the attitudes, influences, and vaccine behaviors among Aboriginal communities in Canada. This paper is the first to systematically connect vaccine behavior with the attitudes and beliefs that influenced Metis study participants' H1N1 vaccine decision-making. Methods: Researchers held focus groups (n = 17) with Metis participants in urban, rural, and remote locations of Manitoba following the conclusion of the H1N1 pandemic. Participants were asked about their vaccination decisions and about the factors that influenced their decisions. Following data collection, responses were coded into the broad categories of a social-ecological model, nuanced by categories stemming from earlier research. Responses were then quantified to show the most influential factors in positively or negatively affecting the vaccine decision. Results: Media reporting, the influence of peer groups, and prioritization all had positive and negative influential effects on decision making. Whether vaccinated or not, the most negatively influential factors cited by participants were a lack of knowledge about the vaccine and the pandemic as well as concerns about vaccine safety. Risk of contracting H1N1 influenza was the biggest factor in positively influencing a vaccine decision, which in many cases trumped any co-existing negative influencers. Conclusions: Metis experiences of colonialism in Canada deeply affected their perceptions of the vaccine and pandemic, a context that health systems need to take into account when planning response activities in the future. Participants felt under-informed about most aspects of the vaccine and the pandemic, and many vaccine related misconceptions and fears existed. Recommendations include leveraging doctor-patient interactions as a site for sharing vaccine-related knowledge, as well as targeted, culturally-appropriate, and empowering public information strategies to supply reliable vaccine and pandemic information to potentially at-risk Aboriginal populations. The current paper reviews research that has explored the intergenerational effects of the Indian Residential School (IRS) system in Canada, in which Aboriginal children were forced to live at schools where various forms of neglect and abuse were common. Intergenerational IRS trauma continues to undermine the well-being of today's Aboriginal population, and having a familial history of IRS attendance has also been linked with more frequent contemporary stressor experiences and relatively greater effects of stressors on well-being. It is also suggested that familial IRS attendance across several generations within a family appears to have cumulative effects. Together, these findings provide empirical support for the concept of historical trauma, which takes the perspective that the consequences of numerous and sustained attacks against a group may accumulate over generations and interact with proximal stressors to undermine collective well-being. As much as historical trauma might be linked to pathology, it is not possible to go back in time to assess how previous traumas endured by Aboriginal peoples might be related to subsequent responses to IRS trauma. Nonetheless, the currently available research demonstrating the intergenerational effects of IRSs provides support for the enduring negative consequences of these experiences and the role of historical trauma in contributing to present day disparities in well-being. Great Bear Lake, Northwest Territories, Canada supports important sport and aboriginal-subsistence fisheries and is among the last remaining pristine great lakes of the world. The lake's unique ecology is characterized by a harsh subarctic climate, low productivity and species diversity, and high intraspecific diversity of lake trout. These aspects in combination with geographical remoteness present special challenges to the management of two exceptionally different fisheries. The history of its management has not been well documented or reviewed; therefore, our objectives in this paper were to summarize the history and status of Great Bear Lake's fisheries and their management, and to identify gaps in knowledge, future challenges, and actions required to meet those challenges. Prior to 1970, management goals for the lake had not been established formally, and harvest numbers and biological characteristics of fish were unknown. To reduce data gaps, creel surveys, gillnet assessments, fish tagging, and subsistence monitoring were implemented. During the 1980s, Canada established the management goal of conserving a high quality sport fishery, while protecting aboriginal access to the subsistence fishery. On the basis of assessment data, lodge harvest quotas, lodge guest capacity limits, individual angler harvest limits, and angler licensing were among the management actions taken to achieve that goal. Since 2005, decision making has been guided by the 'water heart,' a management plan for Great Bear Lake. Management has since evolved into a complex co-management system among aboriginal, territorial, and federal governments. Changes in regulations, sport trophy and tourism industries, subsistence resource use, and social and cultural norms and practices contributed to changes in the Great Bear Lake fishery and its management. In the future, anthropogenic and climate change are the two main challenges facing co-management of the lake's resources. We recommend the adoption of an ecosystem approach to management, establishment of a fishery technical committee, reformulation of the current plan, explicit commitment to evaluation, conducting community-based monitoring, and development and use of a joint strategic plan among co-managers to describe how to interact and implement the Great Bear Lake management plan. Abstract: Objective: This paper builds upon the analyses presented in two companion papers (Fluke et al., 2010; Fallon et al., 2013) using data from the 1998 and 2003 cycles of the Canadian Incidence Study of Reported Child Abuse and Neglect (CIS-1998 and CIS-2003) to examine the influence of clinical and organizational characteristics on the decision to place a child in out-of-home care at the conclusion of a child maltreatment investigation. This paper explores various model specifications to explain the effect of an agency-level factor, proportion of Aboriginal reports, which emerged as a stable and significant factor through the two data collection cycles. It addresses the issue of data comparability between the two cycles and explores various re-specifications and descriptive analyses of reported models to evaluate their solidity with regards to the sampling schemes and the precise contribution of a multi-level specification. Methods: The decision to place a child in out-of-home care was examined using data from the CIS-2003. This child welfare dataset collected information about the results of nearly 12,000 child maltreatment investigations as well as a description of the characteristics of the workers and organization responsible for conducting those investigations. Multi-level statistical models were developed using MPlus software, which can accommodate dichotomous outcome variables and are more reflective of decision-making in child welfare. The models are thus multi-level binary logistic regressions. Results: Final models revealed that two agency-level variables, ‘Education degree of majority of workers’ and ‘Degree of centralization in the agency’ clarify the nature of the effect of ‘Proportion of Aboriginal reports’, a stable, key second level predictor of the placement decision. The comparability of the effect of this agency-level variable across the 1998 and 2003 cycles becomes further evident through this analysis. By using a unified database including both cycles and various specifications of models, the comparability was found to be robust, in addition to clarifying the precise contribution of a multi-level specification. Conclusions: This third paper in a series establishes the ‘Proportion of Aboriginal reports’ received by the child welfare agency as an important agency level predictor associated with a child''s likelihood of being placed in the Canadian child protection system. While the more complex models give support to the notion that unequal resources subtend those results, more analyses are needed to confirm this hypothesis. Unequal resources for agencies with larger Aboriginal caseloads may explain the persistence of the results. Objective To characterize the first-wave epidemiologic features of influenza-like illness (ILI) associated with the novel pandemic A/H1N1 [A(H1N1)pdm09] virus. Methods We used generalized linear mixed models (GLMM) to assess risk factors and non-parametric and/or parametric distributions to estimate attack rates, secondary attack rates (SAR), duration of illness, and serial interval during a laboratory-confirmed community outbreak of A(H1N1)pdm09 clustered around on-reserve residents and households of an elementary school in rural British Columbia, Canada, in late April/early May 2009. ILI details were collected as part of outbreak investigation by community telephone survey in early June 2009. Results Overall, 92/408 (23%) of participants developed ILI and 36/408 (9%) experienced medically attended ILI (MAILI). The overall SAR in households was 22%: highest among participants 1-4 years of age (yoa) (50%) followed by <1 yoa (38%), 5-8 yoa (20%), 10-19 yoa (13%), 20-49 yoa (20%), and 50-64 yoa (0%). The median serial interval was estimated at 3·5 days (95% CI: 2·1-5·1). In multivariable GLMM analysis, having a chronic condition (OR: 2·58; 95% CI: 1·1-6·04), younger age [1-8 yoa: OR: 4·63; 95% CI: 2·25-9·52; 9-19 yoa: OR: 1·95; 95% CI: 0·97-3·9 (referent: ≥20 yoa)] and receipt of 2008-2009 influenza vaccine (OR: 2·68; 95% CI: 1·37-5·25) were associated with increased risk of ILI. Median duration of illness was 9 days, longer among those with chronic conditions (21 days). Median time to seeking care after developing illness was 4·5 days. On-reserve participants had higher chronic conditions, household density, ILI, MAILI, and SAR. Conclusions During a community outbreak of A(H1N1)pdm09-related illness, we identified substantial clinical ILI attack rates exceeding 20% with secondary household attack rates as high as 50% in young children. Enhancing health literacy can empower individuals and communities to take control over their health as well as improve safety and quality in healthcare. However, Indigenous health studies have repeatedly suggested that conceptualisations of health literacy are confined to Western knowledge, paradigms, and practices. The exploratory qualitative research design selected for this study used an inductive content analysis approach and systematic iterative analysis. Publicly available health literacy-related policy and practice documents originating from Australia, Canada, and New Zealand were analysed to explore the extent to which and the ways in which Indigenous knowledges are recognised, acknowledged, and promoted. Findings suggest that active promotion of Indigenous-specific health knowledges and approaches is limited and guidance to support recognition of such knowledges in practice is rare. Given that health services play a pivotal role in enhancing health literacy, policies and guidelines need to ensure that health services appropriately address and increase awareness of the diverse strengths and needs of Indigenous Peoples. The provision of constructive support, resources, and training opportunities is essential for Indigenous knowledges to be recognised and promoted within health services. Objectives. In a 2-part series, the current literature with respect to adherence to tuberculosis care among Canadian Aboriginal populations is reviewed. In the current paper, which comprises part 1 of this review, adherence is defined, and methods of measurement, issues of responsibility and potential barriers to adherence are explored. Study design. Literature review. Methods. A systematic search and analytic review of relevant studies was undertaken, including an online search of electronic databases (PubMed, PsychINFO, MEDLINE, Native Health Database, Scopus, Social Science Citation Index) and publications by governmental and non-governmental agencies. Results. Poor adherence to therapy for TB disease is the most common cause of initial treatment failure and of disease relapse worldwide. Adherence to care for TB disease is necessary for the health of both the affected individual and society as a whole. Adherence is a task-specific behaviour that is not inherent to ethnic identity. The term applies only when common agreement over a care plan has been reached between patient and provider. The International Standards for Tuberculosis Care and the Patients Charter outline the responsibilities for adherence on the part of both patients and providers. For Canadian Aboriginals, barriers to adherence may derive from a complex interaction between the health system, personal factors and social factors, which may include dysfunctional acute and public health systems, dissonant (between health care provider and patient) belief systems, concurrent co-morbidities and life stressors, poverty and social stigma. Conclusions. Adherence is a task-specific behaviour, not a personality trait. It is influenced by the interaction of systemic, personal and societal factors. In the last two decades, Indigenous lobbies have pointed a harsh finger at the endemic overrepresentation of Indigenous individuals in prisons in Canada and abroad. In reaction to such a condemnatory critique, correctional authorities in Canada have sought to ‘aboriginalize’ prisons. This paper addresses some of the prison's adaptation schemes to shed light on three contradictory logics of risk-based management: (1) high-risk aboriginal offenders have little access to risk-reducing programmes; (2) aboriginality undergoes an ontological mutation that occurs during the process of risk assessment; and (3) aboriginal correctional staff play a contradictory role in the (re)production of ‘aboriginal risk’. The paper considers the virtualization of sovereignty today in the context of the Arctic debates. These are debates in which various parties, including the Government of Canada, First Nations groups, Inuit, international organizations, scholars, policy-makers and others, use the term sovereignty in diverse and at times divisive ways. We investigate several of the epistemological and ontological stakes of these discussions. We draw attention to the ways in which sovereignty as an abstract concept is actualized in the course of social and political disputes in the North in the twenty-first century. Objectives. Reports on child health in Canada often refer to the disproportionate burden of poor health experienced by Aboriginal children and youth, yet little national data are available. This paper describes the health of First Nations and Inuit children and youth based on the First Nations and Inuit Regional Health Survey (FNIRHS). Study design. The FNIRHS combines data from 9 regional surveys conducted in 1996-1997 in Aboriginal reserve communities in all provinces. The target population consisted of all onreserve communities. All households or a random sample of households or adults (depending on province) were selected based on their population representation. Methods. One child was randomly selected from each participating household, except in Ontario and Nova Scotia, where children were randomly selected based upon their population representation. Alberta did not include the section on children's health in their regional survey. Results. Approximately 84% of adults, who were proxy respondents for their child, rated their children's health as very good or excellent. The most frequently reported conditions were ear problems (15%), followed by allergies (13%) and asthma (12%). Broken bones or fractures were the most frequently reported injuries (13%). Respondents reported that 17% of children had behavioural or emotional problems. Overall, 76% of children were reported to get along with the family "very well" or "quite well." Conclusions. While most respondents rated their child's health as very good or excellent, injuries, emotional and behavioural problems, respiratory conditions and ear problems were reported among many Aboriginal children. Issues such as substance abuse, exposure to violence and academic performance were not addressed in the 10 core survey questions. In the context of missionary endeavours of the early nineteenth century there were considerable similarities in the religious and education blueprints for providing the “blessings of civilisation” to the young native “heathen” child in various parts of the British Empire. The three case studies presented illustrate a relatively undocumented aspect of missionary work concerning the adaptation of new European ideas for schooling very young children in so-called infant schools. The comparative focus on the shared aspects of their colonial experience is illuminating of both the pervasiveness of missionary endeavours and the diversity of contexts to which those ideals were applied. This paper provides an overview of the context of new ideas for educating young children in Europe alongside the focus of British missionary endeavour towards its expanding colonial empire in the early years of the nineteenth century. Short illustrative case studies are presented in relation to the missionary infant schools in British India, Canada and New Zealand, all established in parallel during the 1820s-1840s. The characteristic of all infant schools, whether amongst the poor in Britain or the heathen in its colonies, was to create an ordered environment apart from the perceived disorder of the child's home, and the focus was to produce an educable and orderly child. BACKGROUND: Current rates of Aboriginal youth suicide suggest that an epidemiologic review is needed to understand the impact of culture, community, and environment specific to suicide within this population. PURPOSE: This paper aims to (a) examine the literature on the incidence of suicide with special attention to that of adolescents in Aboriginal communities in Canada, (b) review factors hypothesized to place Aboriginals at risk, and (c) explore research directions that would contribute to our understanding of an Aboriginal perspective of suicide. In recent years, there has been a movement towards more grassroots-modelled collaborative planning approaches in Northern Canada. These approaches have frequently been directed at heightening the relevance of social policy, particularly within the context of Northern and Aboriginal self-determination. This paper acknowledges the potential of fledgling governance directives aimed at Northern empowerment. However, it argues that these directives require a more precise focus on place conceptualisation to ensure context sensitivities are appropriately addressed. Informed by the experiences of Northern practitioners, the paper suggests that Nunavut is well-situated to embrace a democratic planning mandate centred on place conceptualisation. Aristotle's doctrine on causation identifies four distinct types of cause: formal, efficient, material, and final. Science is said to have differentiated itself from philosophy by concentrating solely on efficient causes. Nonetheless, when applied to narratives of causation, Aristotle's doctrine provides a useful heuristic to explore the issues such as Aboriginal and biomedical perceptions of causal factors for non-insulin dependent diabetes mellitus (NIDDM) on Manitoulin Island, Ontario. This paper also outlines two divergent causal stories for NIDDM and the associated moral positions regarding the 'righteous' pursuit of health. Biomedical narratives emphasize the role of lifestyle factors, particularly the impact of obesity, in causation. In the case of diabetes, the moral course of action is pursued through lifestyle choices. In contrast, Aboriginal narratives emphasize the role of genetics in causation. These narratives describe diabetes as collectively affecting Aboriginal people - thus identifying Aboriginal people as different. Aboriginal frameworks for health venture beyond the 'efficient' cause of biomedicine and thus the moral pursuit of health within this framework involves returning to an initial state of health and purity through traditional knowledge. Aims and objectives: To explore the use of Indigenous philosophies and ways of knowing as a means to critique, understand and improve the care of Indigenous infants and families in the neonatal intensive care unit (NICU). Background: The ability of health professionals to provide culturally safe and equitable care to Indigenous infants and their families can affect infant development and long‐term health outcomes. Research suggests that family involvement in care benefits both the infant and their family, but there is limited research that addresses the experience of Indigenous families in the NICU and advances understanding of how nurses involve Indigenous families in their infants' care. Design: A discursive, critical review will be presented to outline the assumptions of Indigenous philosophies and to explore how the consideration and implementation of Indigenous ways of knowing can improve the nursing care of Indigenous infants and their families in the NICU. Method: First, our subjective positioning as Indigenous nurses and as health researchers is described. Second, our understanding of Indigenous philosophical frameworks and how these approaches fit in the context of the philosophy of science is defined. Third, the key elements of an Indigenous philosophical paradigm are described. Fourth, an application of Indigenous paradigms to supporting the care of Indigenous infants and families in the NICU context is made. Conclusions: An Indigenous philosophical approach to nursing is ideal for understanding and improving the experiences of Indigenous infants and families in the NICU. This approach allows nurses to critically analyse the history and legacy of colonialism and its impact on the health and wellbeing of Indigenous peoples. By prioritising the voices and concerns of Indigenous families in the clinical setting and in nursing research, nurses can better understand the experiences of these families in the NICU and use strengths‐based approaches to facilitate family involvement in care. Relevance to clinical practice: The application of Indigenous philosophies in the nursing context can be used to inform the care of Indigenous infants and families in the NICU. Potential benefits include improved therapeutic relationships between nurses and Indigenous families, and increased uptake of parent‐led interventions in nursing practice, which may lead to improved health outcomes for Indigenous infants in the NICU and throughout their subsequent development. Background: There are emerging opportunities to improve the health of Aboriginal children and youth. The Aboriginal Children's Health and Well-being Measure (ACHWM) was developed to enable Aboriginal communities to obtain group-level data from the perspectives of their children 8 to 18 years of age. The survey was developed in collaboration with children, based on the Medicine Wheel framework. The purpose of this study was to ensure that children and youth interpreted the ACHWM questions consistently and accurately and to establish the face validity of the survey. Methods: Children and parents/caregivers from the Wikwemikong Unceded Indian Reserve (Canada) participated in a detailed interview process as they completed the ACHWM, in 2012. Each participant worked through their thought process verbally, to enable the interviewer to identify questions that were misinterpreted or inconsistently interpreted. Questions were revised based on feedback from the participants, and reviewed with new participants until a stable version was established. The resulting version was reviewed by health care providers and community members to further ensure cultural relevance and face validity within the community. Results: A total of 18 interviews, with 9 children and 9 caregivers, were required to achieve a stable version of the survey. The children ranged in age from 8 to 18 years. Revisions were required for 19 questions. Most of these revisions were minor linguistic changes. In addition, 6 questions were deleted due to consistent problems and 4 questions were created to address gaps identified during the process. Community members confirmed the appropriateness of the measure for their community and communicated their pride in their youth's role in the development of this survey. Conclusions: The result was a 58-question version of the ACHWM that was consistently interpreted and culturally appropriate, and had face validity confirmed by experts from the community, children and their parents/caregivers. There is a dearth of literature available on traditional Aboriginal child rearing. This review paper explores Aboriginal child rearing to determine if traditional practices are still in use, how these may differ from mainstream child rearing and may have been modified by mainstream influences and colonialism. Traditional Aboriginal parenting is discussed in the context of colonialism and historic trauma, with a focus on child autonomy, extended family, fatherhood, attachment, developmental milestones, discipline, language, and ceremony and spirituality. This review was completed using the ancestral method i.e. using the reference list of articles to find other relevant articles and more structured literature searches. In light of the high number of Aboriginal children in foster care, this research may serve to highlight the role that historical issues and misinterpretation of traditional child rearing practices play in the apprehension of Aboriginal children. Intergenerational trauma (IGT) explains why populations subjected to long-term, mass trauma show a higher prevalence of disease even several generations after the original events. Residential schools and other legacies of colonization continue to impact Aboriginal populations, who have higher rates of mental health concerns. Poor maternal mental health during pregnancy can have serious health consequences for the mother, the baby, and the whole family; these include impacting the cognitive, emotional and behavioural development of children and youth. This paper has the following objectives: 1) To define intergenerational trauma and contextualize it in understanding the mental health of pregnant and parenting Aboriginal women; 2) To summarize individual-level and population-level approaches to promoting mental health, and examine their congruence with the needs of Aboriginal populations; 3) To discuss the importance of targeting IGT in both individual-level and population-level interventions for pregnant Aboriginal women. Various scholars have suggested that healing from IGT is best achieved through a combination of mainstream psychotherapies and culturally-entrenched healing practices, conducted in culturally safe settings. Pregnancy has been argued to be a particularly meaningful intervention point to break the cycle of IGT transmission. Given the importance of pregnant women's mental health to both maternal and child health outcomes, including mental health trajectories for children and youth, it is clear that interventions, programs and services for pregnant Aboriginal women need to be designed to explicitly facilitate healing from IGT. Background: Indigenous peoples in developed countries have reduced life expectancies, particularly from chronic diseases. The lack of access to and take up of palliative care services of Indigenous peoples is an ongoing concern. Objectives: To examine and learn from published studies on provision of culturally safe palliative care service delivery to Indigenous people in Australia, New Zealand (NZ), Canada and the United States of America (USA); and to compare Indigenous peoples' preferences, needs, opportunities and barriers to palliative care. Methods: A comprehensive search of multiple databases was undertaken. Articles were included if they were published in English from 2000 onwards and related to palliative care service delivery for Indigenous populations; papers could use quantitative or qualitative approaches. Common themes were identified using thematic synthesis. Studies were evaluated using Daly's hierarchy of evidence-for-practice in qualitative research. Results: Of 522 articles screened, 39 were eligible for inclusion. Despite diversity in Indigenous peoples' experiences across countries, some commonalities were noted in the preferences for palliative care of Indigenous people: to die close to or at home; involvement of family; and the integration of cultural practices. Barriers identified included inaccessibility, affordability, lack of awareness of services, perceptions of palliative care, and inappropriate services. Identified models attempted to address these gaps by adopting the following strategies: community engagement and ownership; flexibility in approach; continuing education and training; a whole-of-service approach; and local partnerships among multiple agencies. Better engagement with Indigenous clients, an increase in number of palliative care patients, improved outcomes, and understanding about palliative care by patients and their families were identified as positive achievements. Conclusions: The results provide a comprehensive overview of identified effective practices with regards to palliative care delivered to Indigenous populations to guide future program developments in this field. Abstract: Objective: Fluke et al. (2010) analyzed Canadian Incidence Study on Reported Child Abuse and Neglect (CIS) data collected in 1998 to explore the influence of clinical and organizational characteristics on the decision to place Aboriginal children in an out-of-home placement at the conclusion of a child maltreatment investigation. This study explores this same question using CIS data collected in 2003 which included a larger sample of Aboriginal children and First Nations child and family service agencies. Methods: The decision to place a child in an out-of-home placement was examined using data from the Canadian Incidence Study of Reported Child Abuse and Neglect-2003 and a reanalysis of CIS-1998 data (Fluke et al., 2010). The CIS-2003 dataset includes information on nearly 12,000 child maltreatment investigations from the time of report to case disposition. The CIS-2003 also captures information on the characteristics of investigating workers and the child welfare organizations for which they work. Multi-level statistical models were developed to analyze the influence of clinical and organizational variables using MPlus software. MPlus allows the use of dichotomous outcome variables, which are more reflective of decision-making in child welfare and facilitates the specific case of the logistic link function for binary outcome variables under maximum likelihood estimation. Results: Final models revealed the proportion of investigations conducted by the child welfare agency involving Aboriginal children was a key single agency level predictor of the placement decision. Specifically, the higher the proportion of investigations of Aboriginal children, the more likely placement was to occur. Contrary to the findings in the first paper (Fluke et al., 2010), individual Aboriginal status also remained significant in the final model at the first level. Conclusions: Further analysis needs to be conducted to further understand individual and organizational level variables that may influence decisions regarding placement of Aboriginal children. There is also a need for research that is sensitive to differences among, and between, Métis, First Nations and Inuit communities. Employment income of Aboriginal Canadians is analysed with the objective of assessing the impact of a broader definition of capital to include the human capital component of health status and social capital on income level. The dataset of the 2006 Aboriginal Peoples Survey is examined using an IV ordered probit model to analyse the factors affecting employment income. The results suggest that social capital and human capital, measured by education and health status, among other socio-demographic factors, influence the level of employment income among Aboriginal Canadians. A First Nations housing initiative in Alberta, Canada--the "Millennium Housing Project"--is examined using a retrospective case study approach. This article intends to build on the already established linkage between institutional and culture theory perspectives by examining this real world example. The initiative involved cooperation between a construction company in Alberta and an Aboriginal (Métis Nation) community, resulting in institutional isomorphic processes that were generated through the experience, understanding and acceptance on individual and organizational levels of each stakeholder. The major example used to depict this isomorphism is with regard to the difference in the perception and importance of time as it relates to the different cultures in this "blended" industry setting. Details are provided to describe how organizational actions and context influenced cultural shifting of both parties, which assisted in dealing with project challenges. The article thus provides a model for the construction industry and Aboriginal government, serves to offer practical support to existing theoretical linkages, and acts as a call for future work regarding isomorphic-related opportunity, as well as Aboriginal-related impacts. Abstract: Climate change has been identified as potentially the biggest health threat of the 21st century. Canada in general has a well developed public health system and low burden of health which will moderate vulnerability. However, there is significant heterogeneity in health outcomes, and health inequality is particularly pronounced among Aboriginal Canadians. Intervention is needed to prevent, prepare for, and manage climate change effects on Aboriginal health but is constrained by a limited understanding of vulnerability and its determinants. Despite limited research on climate change and Aboriginal health, however, there is a well established literature on Aboriginal health outcomes, determinants, and trends in Canada; characteristics that will determine vulnerability to climate change. In this paper we systematically review this literature, using a vulnerability framework to identify the broad level factors constraining adaptive capacity and increasing sensitivity to climate change. Determinants identified include: poverty, technological capacity constraints, socio-political values and inequality, institutional capacity challenges, and information deficit. The magnitude and nature of these determinants will be distributed unevenly within and between Aboriginal populations necessitating place-based and regional level studies to examine how these broad factors will affect vulnerability at lower levels. The study also supports the need for collaboration across all sectors and levels of government, open and meaningful dialogue between policy makers, scientists, health professionals, and Aboriginal communities, and capacity building at a local level, to plan for climate change. Ultimately, however, efforts to reduce the vulnerability of Aboriginal Canadians to climate change and intervene to prevent, reduce, and manage climate-sensitive health outcomes, will fail unless the broader determinants of socio-economic and health inequality are addressed. This is a summary report of the Aboriginal content of the Language and Culture theme at the Canadian Public Health Association's Second Canadian Conference on Literacy and Health. Our key premise is that Indigenous conceptualizations of literacy need to build on Indigenous understandings and perspectives. We support this premise through a review of the relevant literature in the disciplines of Aboriginal literacy, Indigenous education, health literacy, health promotion, and knowledge translation and our synthesis of the presentations, workshops, and discussions at the meeting. Key emergent themes include: the unique and culturally determined ways in which Aboriginal peoples and their languages conceptualize learning, education, and health; and the recognition that self-determination of language and learning are human rights. Aboriginal concepts of and approaches to literacy naturally link to and overlap with Aboriginal concepts of and approaches to health. The paper includes an overview of gaps in the field and an example of the way that research and practice can be brought together in the context of one First Nations community. [ABSTRACT FROM AUTHOR]

The number of Aboriginal people in Canadian cities is rising, presenting opportunities for economic and cultural growth in urban Canada. There are many problems facing Aboriginal people as they establish themselves in cities. They are the most poorly housed social group in many cities. Individual and systemic racism persists in the housing sector, and Aboriginal people have specific housing needs and aspirations. This paper argues that planners in every sector and jurisdiction that have a role in housing programming should practice some basic principles of Aboriginal engagement when drafting new urban low-cost housing policy. Aboriginal people should be involved in every stage of program design, delivery, and evaluation. Proper engagement should occur to make mainstream programs more sensitive to the needs and aspirations of Aboriginal people and specific housing strategies should be facilitated for this group to take account of the legitimate Aboriginal desire for self-determination in urban programming.
