Europe accounts for 51% of international tourist arrivals and the tourism industry provides about 10% of workplaces in Europe. Tourism will be impacted by climate change in a diverse number of ways. At the same time, tourism is also a significant contributor of greenhouse gas emissions. The aim of this article is, therefore, to provide an assessment of climate and carbon risks for the European tourism industry based on a systematic literature review. Climate risk is the dominant category with 313 papers (74%), while 110 papers (26%) were on carbon risks. The following gaps were identified: geographical gaps, especially in countries of the former Soviet Union and former Yugoslavia; a lack of coherent studies on national tourism's and its sub-sectors' emissions; research addressing how climate policies might affect tourism demand; assessments of the integrated carbon and climate risks; lack of evidence on the link between tourism climate indicators and tourism demand; lack of climate change and tourism studies addressing policy and institutional tools for adaptation and implementation of adaptation measures in destinations; and research on rising sea levels and coastal erosion and its impacts on tourism destinations and demand. Is heat becoming a major threat to cities? Following the heat wave in Europe in 2003, which is estimated to have caused the deaths of 70,000 people, municipal authorities began to develop adaptation and mitigation plans and programs. Legal obligations to consider climate change within various development projects have been defined, e.g. by the latest amendment of the EU EIA (Environmental Impact Assessment) Directive (2014/52/EU) and the Federal Building Code (BauGB §1a (5)). However, urban heat hazards have not yet received as much attention as, for example, carbon dioxide emissions as drivers of global warming. Dense urban structures, high buildings, dark surfaces, and high population densities trigger urban heat effects. With about 3/4 of Europeans living in cities, measures to reduce heat-related impacts are needed. This paper evaluates how German cities have implemented measures towards climate change adaptation. The results show that 24 out of 30 cities have developed mitigation and/or adaptation plans, with a majority focusing on mitigating 2, indicating less awareness of urban heat hazards. Moreover, we found elaborate and comprehensive examples which might serve as blue-prints for adaptation strategies. Based on the inhomogeneous scope of the different plans and programs, there remains a need for guidance and more knowledge exchange among the cities on mitigation/adaptation options and preferably information on their effectiveness, to further assist cities in tackling heat stress. Cities are gaining prominence committing to respond to the threat of climate change, e.g., by developing local climate plans or strategies. However, little is known regarding the approaches and processes of plan development and implementation, or the success and effectiveness of proposed measures. Mainstreaming is regarded as one approach associated with (implementation) success, but the extent of integration of local climate policies and plans in ongoing sectoral and/or development planning is unclear. This paper analyses 885 cities across the 28 European countries to create a first reference baseline on the degree of climate mainstreaming in local climate plans. This will help to compare the benefits of mainstreaming versus dedicated climate plans, looking at policy effectiveness and ultimately delivery of much needed climate change efforts at the city level. All core cities of the European Urban Audit sample were analyzed, and their local climate plans classified as dedicated or mainstreamed in other local policy initiatives. It was found that the degree of mainstreaming is low for mitigation (9% of reviewed cities; 12% of the identified plans) and somewhat higher for adaptation (10% of cities; 29% of plans). In particular horizontal mainstreaming is a major effort for local authorities; an effort that does not necessarily pay off in terms of success of action implementation. This study concludes that climate change issues in local municipalities are best tackled by either, developing a dedicated local climate plan in parallel to a mainstreamed plan or by subsequently developing first the dedicated and later a mainstreaming plan (joint or subsequent "dual track approach"). Cities that currently provide dedicated local climate plans (66% of cities for mitigation; 26% of cities for adaptation) may follow-up with a mainstreaming approach. This promises effective implementation of tangible climate actions as well as subsequent diffusion of climate issues into other local sector policies. Globally, efforts are underway to reduce anthropogenic greenhouse gas emissions and to adapt to climate change impacts at the local level. However, there is a poor understanding of the relationship between city strategies on climate change mitigation and adaptation and the relevant policies at national and European level. This paper describes a comparative study and evaluation of cross-national policy. It reports the findings of studying the climate change strategies or plans from 200 European cities from Austria, Belgium, Estonia, Finland, France, Germany, Ireland, Italy, Netherlands, Spain and the United Kingdom. The study highlights the shared responsibility of global, European, national, regional and city policies. An interpretation and illustration of the influences from international and national networks and policy makers in stimulating the development of local strategies and actions is proposed. It was found that there is no archetypical way of planning for climate change, and multiple interests and motivations are inevitable. Our research warrants the need for a multi-scale approach to climate policy in the future, mainly ensuring sufficient capacity and resource to enable local authorities to plan and respond to their specific climate change agenda for maximising the management potentials for translating environmental challenges into opportunities. This paper reviews the knowledge on effects of climate change on agricultural productivity in Europe and the consequences for policy and research. Warming is expected to lead to a northward expansion of suitable cropping areas and a reduction of the growing period of determinate crops (e.g. cereals), but an increase for indeterminate crops (e.g. root crops). Increasing atmospheric CO2 concentrations will directly enhance plant productivity and also increase resource use efficiencies.In northern areas climate change may produce positive effects on agriculture through introduction of new crop species and varieties, higher crop production and expansion of suitable areas for crop cultivation. Disadvantages may be an increase in the need for plant protection, the risk of nutrient leaching and the turnover of soil organic matter. In southern areas the disadvantages will predominate. The possible increase in water shortage and extreme weather events may cause lower harvestable yields, higher yield variability and a reduction in suitable areas for traditional crops. These effects may reinforce the current trends of intensification of agriculture in northern and western Europe and extensification in the Mediterranean and southeastern parts of Europe.Policy will have to support the adaptation of European agriculture to climate change by encouraging the flexibility of land use, crop production, farming systems etc. In doing so, it is necessary to consider the multifunctional role of agriculture, and to strike a variable balance between economic, environmental and social functions in different European regions. Policy will also need to be concerned with agricultural strategies to mitigate climate change through a reduction in emissions of methane and nitrous oxide, an increase in carbon sequestration in agricultural soils and the growing of energy crops to substitute fossil energy use. The policies to support adaptation and mitigation to climate change will need to be linked closely to the development of agri-environmental schemes in the European Union Common Agricultural Policy.Research will have further to deal with the effect on secondary factors of agricultural production, on the quality of crop and animal production, of changes in frequency of isolated and extreme weather events on agricultural production, and the interaction with the surrounding natural ecosystems. There is also a need to study combined effects of adaptation and mitigation strategies, and include assessments of the consequences on current efforts in agricultural policy to develop a sustainable agriculture that also preserves environmental and social values in the rural society. The complex challenges arising from climate change that exceeds the +2 °C target (termed 'high-end climate change') in Europe require new integrative responses to support transformations to a more sustainable future. We present a novel methodology that combines transition management and high-end climate and socioeconomic change scenarios to identify pathways and move Europe closer to sustainability. Eighteen pathways have been co-created with stakeholders through a participatory process. The pathways support Europe in moving towards a desirable future vision, through top-down and bottom-up actions that lower greenhouse gas emissions, reduce impacts of and vulnerabilities to climate and socioeconomic changes and enhance well-being. Analysis shows that the pathways that are robust to future scenario uncertainty are those that shift Europe towards sustainable lifestyles, support and strengthen good governance for sustainability and promote adaptive resource management for water, agriculture and energy. The methodology can support the design of the urgent actions needed to meet the requirements of the Paris Agreement and to transform Europe, in preparation for an uncertain future. Climate change affects social systems and economic productivity with direct and indirect outcomes. Comparable indicators for the EU 27 are required to identify the local systems affected by the variability in the climate. The EU 27 integration requires a common policy to collect information in the lower territorial unit to assess local productions and to plan adaptation and mitigation options. However, due to different cultural and economic backgrounds, identifying the main socio-economic sectors at the local level for related climate change effects is a difficult exercise. Many social systems in Europe are, in fact, locally based (e.g. certain agriculture productions and tourism across the alpine arch and Mediterranean area are affected by the climate change, and climate change affects these sectors differently from one context to another). The increasing interconnectedness of the world that characterizes the process of globalization compels us to interlink local, national, and transnational phenomena, such as environmental risks, in both journalistic and academic discourse. Among environmental risks of global scope climate change is probably the one receiving the most attention at present, not least in the media. Globalization notwithstanding, national media are still dominated by a national logic in the presentation of news, and tensions arise between this media logic and the transnational character of environmental risks that call for a collective responsibility transcending the borders of the nation-states. This article presents results from studies of the construction of global climate change in three Swedish newspapers. It discusses the media's attribution of responsibility for collective action along an axis ranging from local to national to transnational, and highlights the media's reluctance to display any kind of scientific uncertainty that would undermine the demand for collective action. The results underline the media's responsiveness to the political setting in which they operate and the growing relevance of the transnational political realm of Europe for the construction of news frames on global climate change in European national media.
