Climate change impacts in one country can lead to impacts in distant locations, for example, via internationally traded crops. Previous work has highlighted a need to include cross-border climate change impacts in climate risk assessments, to describe the exposure and transmission of cross-border climate risk across actors, and understand options for managing this risk. In a case study of the Brazil-Europe soy supply chain, this paper aims to explore how stakeholders perceive past and future shocks, how climate change impacts affect stakeholders differently, and how they might respond. Soy is a key internationally traded commodity and Europe relies on imports for the majority of its soy consumption, used widely in livestock feed. Via 96 semi-structured expert interviews, we found different stakeholder groups are vulnerable to different types of weather shocks, experience different price and supply consequences, and have different capacities to respond. While some responses can reduce risk of impacts across the supply chain (e.g. new soy cultivars, improving transport infrastructure), we also identified examples where responses exacerbate risk for other stakeholders (e.g. export bans, changing demand). A holistic cross-border approach to analysing risk in the soy supply chain can help avoid maladaptation and offer opportunities for more collaborative adaptation. [ABSTRACT FROM AUTHOR]

Cities are gaining prominence committing to respond to the threat of climate change, e.g., by developing local climate plans or strategies. However, little is known regarding the approaches and processes of plan development and implementation, or the success and effectiveness of proposed measures. Mainstreaming is regarded as one approach associated with (implementation) success, but the extent of integration of local climate policies and plans in ongoing sectoral and/or development planning is unclear. This paper analyses 885 cities across the 28 European countries to create a first reference baseline on the degree of climate mainstreaming in local climate plans. This will help to compare the benefits of mainstreaming versus dedicated climate plans, looking at policy effectiveness and ultimately delivery of much needed climate change efforts at the city level. All core cities of the European Urban Audit sample were analyzed, and their local climate plans classified as dedicated or mainstreamed in other local policy initiatives. It was found that the degree of mainstreaming is low for mitigation (9% of reviewed cities; 12% of the identified plans) and somewhat higher for adaptation (10% of cities; 29% of plans). In particular horizontal mainstreaming is a major effort for local authorities; an effort that does not necessarily pay off in terms of success of action implementation. This study concludes that climate change issues in local municipalities are best tackled by either, developing a dedicated local climate plan in parallel to a mainstreamed plan or by subsequently developing first the dedicated and later a mainstreaming plan (joint or subsequent "dual track approach"). Cities that currently provide dedicated local climate plans (66% of cities for mitigation; 26% of cities for adaptation) may follow-up with a mainstreaming approach. This promises effective implementation of tangible climate actions as well as subsequent diffusion of climate issues into other local sector policies. The Mediterranean basin is the richest biodiversity region in Europe and a global hotspot of biological diversity. In spite of that, anthropogenic climate change is one of the most serious concerns for nature conservation in this region. One of the climatic threats is represented by shifts of the Mediterranean climate and expansion of the arid climate. In this paper, we present an assessment of changes in the spatial range of the Mediterranean climate in Europe and the conversion into arid climate under different greenhouse gas forcings, namely RCP4.5 and RCP8.5. We used 11 simulations in two future 30-year periods of state-of-the-art regional climate models from EURO-CORDEX. Our results indicate that by the end of the century under RCP8.5 the present Mediterranean climate zone is projected to contract by 16%, i.e. an area (~ 157,000 km2) equivalent to half the size of Italy. This compares with the less severe scenario RCP4.5 that projected only a 3% reduction. In addition, the Mediterranean climate zone is projected to expand to other zones by an area equivalent to 24 and 50% of its present extent under RCP4.5 and RCP8.5, respectively. Our study indicates that expansion of the arid zone is almost always the cause for contraction of the Mediterranean zone. Under RCP8.5 the arid zone is projected to increase by more than twice its present extent, equivalent to three times the size of Greece. Results of this study are useful for identifying (1) priority zones for biodiversity conservation, i.e. stable Mediterranean climate zones, (2) zones requiring assisted adaptation, such as establishment of new protected areas, implementation of buffer zones around protected areas and creating ecological corridors connecting stable Mediterranean zones. Adverse health effects from extreme heat remain a major risk, especially in a changing climate. Several European countries have implemented heat health action plans (HHAPs) to prevent ill health and excess mortality from heat. This paper assesses the state of implementation of HHAPs in the WHO European Region and discusses barriers and successes since the early 2000s. The results are based on a web-based survey among 53 member states on the current national and federal HHAPs in place. Guided by the eight core elements of HHAPs as outlined by the WHO Regional Office for Europe guidance from 2008, we analyzed which elements were fully or partially implemented and which areas of improvement countries identified. HHAP adaptations to account for COVID-19 were sought via literature search and expert consultations. 27 member states provided information, of which 17 countries reported having a HHAP. Five out of eight core elements, namely agreement on a lead body, accurate and timely alert systems, heat-related health information plans, strategies to reduce health exposure, and care for vulnerable groups, were at least partially implemented in all 17 plans. Alert systems were implemented most often at 94%. The least often implemented items were real-time surveillance, long-term urban planning, and preparedness of health and social systems. Five countries had published COVID-19 guidance online. Our findings suggest a progressive improvement in the development and rollout of HHAPs overall and awareness of vulnerable population groups in WHO/Europe, while integration of HHAPs into long-term climate change and health planning remains a challenge. Globally, efforts are underway to reduce anthropogenic greenhouse gas emissions and to adapt to climate change impacts at the local level. However, there is a poor understanding of the relationship between city strategies on climate change mitigation and adaptation and the relevant policies at national and European level. This paper describes a comparative study and evaluation of cross-national policy. It reports the findings of studying the climate change strategies or plans from 200 European cities from Austria, Belgium, Estonia, Finland, France, Germany, Ireland, Italy, Netherlands, Spain and the United Kingdom. The study highlights the shared responsibility of global, European, national, regional and city policies. An interpretation and illustration of the influences from international and national networks and policy makers in stimulating the development of local strategies and actions is proposed. It was found that there is no archetypical way of planning for climate change, and multiple interests and motivations are inevitable. Our research warrants the need for a multi-scale approach to climate policy in the future, mainly ensuring sufficient capacity and resource to enable local authorities to plan and respond to their specific climate change agenda for maximising the management potentials for translating environmental challenges into opportunities. Global climate change will affect road networks during this century. The effects will be different in various parts of the world due to differences in local climate change and in the structure and properties of roads. In this paper, climate change projections are presented for climate variables that are most likely to affect the long-term performance of road networks in Europe. We apply four regional climate simulations up to the year 2100 using two plausible future emission scenarios. The results show that the changing climate will require significant adaptation measures in the near future in order to maintain the operability of the European road network. Climate change is already being felt in Europe, unequivocally affecting the regions' geo-structures. Concern over this is rising, as reflected in the increasing number of studies on the subject. However, the majority of these studies focused only on slopes and on a limited geographical scope. In this paper, we attempted to provide a broader picture of potential climate change impacts on the geo-structures in Europe by gathering the collective view of geo-engineers and geo-scientists in several countries, and by considering different geo-structure types. We also investigated how geo-structural concerns are being addressed in national adaptation plans. We found that specific provisions for geo-structural adaptation are generally lacking and mainly come in the form of strategies for specific problems. In this regard, two common strategies are hazard/risk assessment and monitoring, which are mainly implemented in relation to slope stability. We recommend that in future steps, other geo-structures are likewise given attention, particularly those assessed as also potentially significantly affected by climate change. This paper reviews the knowledge on effects of climate change on agricultural productivity in Europe and the consequences for policy and research. Warming is expected to lead to a northward expansion of suitable cropping areas and a reduction of the growing period of determinate crops (e.g. cereals), but an increase for indeterminate crops (e.g. root crops). Increasing atmospheric CO2 concentrations will directly enhance plant productivity and also increase resource use efficiencies.In northern areas climate change may produce positive effects on agriculture through introduction of new crop species and varieties, higher crop production and expansion of suitable areas for crop cultivation. Disadvantages may be an increase in the need for plant protection, the risk of nutrient leaching and the turnover of soil organic matter. In southern areas the disadvantages will predominate. The possible increase in water shortage and extreme weather events may cause lower harvestable yields, higher yield variability and a reduction in suitable areas for traditional crops. These effects may reinforce the current trends of intensification of agriculture in northern and western Europe and extensification in the Mediterranean and southeastern parts of Europe.Policy will have to support the adaptation of European agriculture to climate change by encouraging the flexibility of land use, crop production, farming systems etc. In doing so, it is necessary to consider the multifunctional role of agriculture, and to strike a variable balance between economic, environmental and social functions in different European regions. Policy will also need to be concerned with agricultural strategies to mitigate climate change through a reduction in emissions of methane and nitrous oxide, an increase in carbon sequestration in agricultural soils and the growing of energy crops to substitute fossil energy use. The policies to support adaptation and mitigation to climate change will need to be linked closely to the development of agri-environmental schemes in the European Union Common Agricultural Policy.Research will have further to deal with the effect on secondary factors of agricultural production, on the quality of crop and animal production, of changes in frequency of isolated and extreme weather events on agricultural production, and the interaction with the surrounding natural ecosystems. There is also a need to study combined effects of adaptation and mitigation strategies, and include assessments of the consequences on current efforts in agricultural policy to develop a sustainable agriculture that also preserves environmental and social values in the rural society.
