Riparian communities in developing countries such as Bangladesh, whose livelihoods depend especially on fisheries and other subsistence activities, are under considerable pressure due to climate change. Therefore, there is a need to better understand how the dynamics of riparian communities are influenced by climate change and how its impacts can be assessed. Using Bangladesh as an example, this paper describes the various climate stressors affecting riparian communities and their socio‐economic impacts, and it outlines some measures needed to increase their resilience to a changing climate. The results show that riparian communities are not only quite vulnerable to the impacts of climate change but also have a rather low level of resilience. This challenge can, at least in part, be attributed to their fragile living conditions, which intensify the socio‐economic impacts of extreme events. One lesson from the paper is that handling climate‐induced risks in riparian communities requires implementing strategic measures to improve local climate and livelihood resilience, such as effective public health infrastructure and a resilient built environment. This paper explores the close interaction between environmental hazards and non-environmental factors inducing people to leave their areas of origin, augmented by the struggles they face and their urban survival strategies. Focusing on Aila-induced migrants in a slum in Khulna city, the study questions the conventional notion that environmental hazards singularly propel coastal inhabitants' migration. Instead, it asserts that migration results from a convergence of multi-causal factors, notably, the interplay between environmental hazards, socio-political and economic vulnerabilities, and proximity to ecologically fragile regions. Initially driven by subsistence needs, migration has transformed into something greater for many marginalized individuals. These migrants develop strong bonds with specific locations and location-specific networks, which facilitate their transition to urban life and allow them to mitigate the challenges associated with urban living. In Bangladesh, fishing communities are one of the most climate-vulnerable groups, though they play an important role in economic development. The main objective of this study was to identify vulnerability by exploring exposure (i.e., lack of regulating services or household capitals), susceptibility (i.e., lack of access to provisioning services), and lack of resilience (i.e., lack of alternative livelihoods and capacity) and to explore adaptation options, and challenges to understand risk governance. The study considered 45 published research articles for analysis following Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) guidelines. Keywords were used in combinations (e.g., fishing communities and Bangladesh) to identify and screen published articles. Articles published in English focusing on vulnerability and/or risk governance, published between 2011 and 2022, featuring original empirical data or a comprehensive systematic review, and published in peer-reviewed journals were included. Articles were excluded if vulnerability and risk governance were evaluated but did not fit or match the definition used in this study. The study found frequent disasters and ocean warming caused different stresses, such as reduced fish catch and income, and resulted in an increased risk of fisheries conflict. Moreover, fishing communities have limited access to properties, modern fishing equipment, financial institutions, and fisher-centered organizations. Adaptation strategies include ecosystem-based (e.g., plantation, payment for ecosystem services) and non-ecosystem-based (e.g., temporary migration, getting help from neighbors) approaches. To boost fish production, the Government of Bangladesh instituted fishing restrictions and social safety net programs (e.g., distributing rice during the fishing restrictions); both initiatives were helpful. However, the conservation policies are not being implemented properly, and there is no particular social welfare, such as banking systems, and low- or no-interest loans being provided that may support fishers to buy fishing equipment or generate alternative income sources. Considering the previous evidence of risks, this paper recommends that fisheries conservation policies be implemented properly, and fishing communities be provided with insurance services and no- or low-interest loans. The purpose of this paper is to explore the process of disaster adaptive housing upgrading in informal settlements from social vulnerability perspective. It examines the mode and extent of disaster adaptive upgrading in two South Asian cities—Khulna, Bangladesh and Kathmandu, Nepal. With an exploratory qualitative research approach, it focuses on built-environmental adaptation at household and community levels. Empirical findings reveal that, the apparently vulnerable communities have intrinsic adaptive capacities of upgrading their housing conditions with minimal cost and maximum efficiency. These capacities are shaped by the community's collectivism and mutual help that enable them to survive despite the lack of development induced climatic and non-climatic urban problems. In the process of self-help upgrading, the status of tenure security and scope of alternative livelihood and finance are found to be the most crucial factors shaping the households' perception of vulnerability and the extent of their involvement in adaptation practices. The research outcomes shed light on the issues surrounding vulnerability and adaptive capacity of the informal settlements and recommend policy implications towards strengthening community-led upgrading in an informed manner. This study has been conducted to identify vulnerabilities and effects of climate change on women in 12 unions in Shyamnagar upazila in the Satkhira district in the Southwestern Coastal Region of Bangladesh (SWCRB). Climate vulnerability and gender inequality may increase due to climate change. Women may, thus, face specific conditions of vulnerability in society and daily livelihood. This paper focuses on investigating factors that influence women's vulnerability from climate change, their adaptations, and the importance of women empowerment to reduce their inequality in SWCRB. This study also emphasizes gender inequality caused by climate change, and looks at accommodations for women to reduce hostile influences of climate change. From the 9 unions in SWCRB, a total of 320 household respondents were randomly selected to complete a questionnaire. The results of the statistical analysis showed that most of the survey's perimeter has significant. Interviews, case studies, focus group discussions, workshops, and key informant interviews were also conducted from 12 unions, and it was found that climate change impacts men and women differently, with women being more vulnerable than men. Through case study this paper investigated the main factors influencing the vulnerability of women. In terms of empowerment women may also be well positioned to lead adaptation efforts alongside men, as this analysis represent that gender inequalities are leading by social norms. Women being more vulnerable both in short-term i.e., major natural disasters, cyclones, flood, and long-term i.e., sea level rise, salinity intrusion in water and soil, land erosion, droughts, climatic events, as they enhance gender inequalities. Further, gender inequality is seen in illiteracy, food shortages and poor health conditions, traditional norms, religious taboos, and patriarchy. Moreover, gender-based economic opportunities, women's mobility, and income are changing, while household authority relations and gender-based socio-economic, cultural, and institutional constraints remain. This study examines the increased vulnerability of women in SWCRB to climate change, which can be mitigated through women empowerment; female involvement with environmentally friendly stoves, rural electrification and renewable energy development, microfinancing, and nakshikantha. Internal migration presents many challenges for governmental coordination due to the extensive and immediate action required to address this problem. However, it also poses opportunities regarding education, employment and living conditions, if the government creates pull factors to distribute migration away from primary to secondary cities. This process will require a rights-based approach, whereby the rights of internal migrants are mainstreamed in government planning to enable sustainable migration to Bangladesh's secondary cities. In this paper, the current international human rights and internal migration laws will be analysed, alongside the domestic laws and policies relevant to internal migration in Bangladesh. In doing so, this paper will explore how government policy and action can employ a rights-based approach to incorporate internal migration within the government's overarching development framework. Interest in examining climate change adaptation has arisen in many disciplines in the past two decades; however to date, sociologists have given only sparse attention to the issue. This is both a missed opportunity for sociologists and a detriment to the study of adaptation. In this paper, we set out the following research agenda: bringing core concerns of sociology into the critically important conversation of how society will respond to climate change. We identify five broad themes in which sociologists can begin their work on adaptation: (1) structures and resource access, (2) social cohesion and future planning, (3) constraints of social stratifications, (4) power and agency in decision‐making, and (5) justice in process and outcomes. After summarizing existing sociological work on adaptation and detailing our research agenda, we draw examples from our own work in Bangladesh to illustrate how this agenda might be taken up. In doing so, we point to several places where sociological insights come into play in questions related to development, organizations, expertise, migration, gender, and labor. We believe a robust sociological analysis can produce a clarified, reparative, and just conceptualization of adaptation that will contribute to the growing global discourse on the topic. The north-western part of Bangladesh especially the Barind region is considered as a drought-prone area. The objective of this paper is to find out the adaptation measures practised by farmers to cope with climate change and agricultural drought in two drought-prone villages of the north-western Bangladesh. The primary data for this study were collected from a structured questionnaire survey conducted on 130 households selected from 192 through simple random sampling. The present study finds that agriculture of this area is recurrently disrupted by frequent drought events. Moreover, the climate change will increase both frequency and magnitude of extreme drought events in this region. This paper identifies that the impacts of drought on agriculture are difficulties in irrigation, disruption in cropping pattern, depletion of ground water table, problem in fish cultivation and so on. On the other hand, analyses unveil that respondents practised a range of adjustment strategies to combat adverse impacts of drought such as adoptions of drought-tolerant crop varieties, rainwater harvesting, mango and jujube intercropping with rice, kitchen gardening, weed control and reducing water loss, constructing water control structures, irrigation and cultivation of fast-growing fish species. Therefore, the present study recommends proper drought early warning system, reserving surface water, managing supplemental irrigation, tree plantation, re-excavation of canals and traditional ponds, credit support to the farmers, preparedness and awareness rising to ensure the future sustainable agricultural development in the study areas. Community-based adaptation (CBA) has gained traction in the management of climate risks within developing societies, due to its capacity to include local knowledge and build the adaptive capacities of vulnerable groups and communities. Yet little is known about what happens when such projects are implemented on the ground. This paper presents the results of a research project that sought to understand local perceptions and responses to planned CBA interventions in rural coastal communities in Bangladesh. Based on a qualitative approach, this paper presents the dominant narratives within local communities about the NGO-initiated CBA project. Findings highlight there is a deep disconnection between the objectives of CBA interventions and the perceptions of local communities about the project. Such a difference in perceptions meant that project participants prioritized personal gains over the creation of collective capacities to adapt to climate change. Adaptation is an essential part of climate change policy. In areas where impacts are likely to be severe, migration is considered to be an adaptation option. In Bangladesh coastal areas migration due to climate change is contingent on people's freedom of choice at individual and household level. Following Amartya Sen's capability approach, we argue that there should be a line drawn between migrations by free choice versus forced migration. Sen's capability approach focuses on the importance of people's freedom of choice to act, and the ability to achieve what they consider valuable in their life. In this paper, we use an extensive empirical work engaging 22 focus groups discussions (8–12 individuals in each group) and 14 Key Informants Interviews in South-West Bangladesh to elicit how freedom of choice changes with the economic class and social status of an individual. Using these data we apply Sen's capability approach to understand the role of the freedom of choice when considering migration as an adaptation option. Coastal agriculture and livelihoods worldwide are highly vulnerable to changing climates, and Bangladesh is no exception due to its geophysical location. This paper examines rice farmers' vulnerability, adaptation strategies, and adaptation barriers to managing climate change impacts in the coastal region of Bangladesh. Survey data were collected from 220 randomly selected rice farmers located across two coastal districts of Bangladesh. A multinomial logit model was applied to analyze determinants of adaptation strategies of rice farmers. The results reveal that flood is the main risk to vulnerability, followed by cyclones and storms surges and saline intrusion. The main adaptation strategies are cultivating flood and salinity tolerant rice varieties, direct seeding of rice, supplementary irrigation, cultivation of non-rice crops that have shorter growth duration, and rearing of livestock, poultry, and duck. The econometric analysis shows that factors such as household head's education, household income, farm size, access to information, and extension services significantly influence the choice of adaptation strategies of the rice farmers. We recommend to increase investment in research, training of farmers, and targeted extension services to disseminate climate-smart technologies and information for minimising vulnerability of the farmers. The paper conceptualises the process of voluntary relocation undertaken by rural farmers to informal settlements in coastal cities. These are journeys that occur without formal institutional support, utilising migrants' own agency. Learning from these community‐driven relocations has merit in rethinking climate change adaptation at the regional level. In this paper we present stories of 17 families who have progressively relocated to the fringes of Khulna city in southwestern Bangladesh. We observe three key attributes: first, relocations are slow, neither singular nor immediately completed, but rather take months of careful back and forth journeys of family members between their places of origin and destination. Second, relocations rely on small networks of relatives and acquaintances at the destination. Third, relocations are built on shared responsibilities distributed among a range of actors in places of origin and destination. We conclude that these slow, small and shared relocations are likely to be realised as forms of ongoing adaptation by rural farmers if their aspirational mobilities, social relations and supports are maintained at a regional scale. This kind of migration as adaptation may bring about just outcomes for those displaced without necessarily promoting rigid planning interventions that tend to fix resettlement solutions in place and time. Purpose: This paper aims to deal with international marketing of products, analyzing how adaptation/standardization and network development are achieved when marketing products in Bangladesh. Design/methodology/approach: By applying a qualitative method, the study was conducted at four multinationals, British American Tobacco, Perfetti Van Melle, Tetrapak and Reckitt Benckiser, operating in Bangladesh. Data were collected through semistructured interviews, direct observation and official documents. The analysis was conducted through construction of themes that were identified from the data set. Findings: The study demonstrates that business relationships related to a local market should be adapted to customer preferences. The research suggests that a balanced combination of product quality and development of new, innovative products adapted to the needs of the market and the customers establishes trust and networks. Cultural and market context were found to influence multinational companies (MNCs)s to standardize the quality of the products and adapt marketing mix components to the needs of consumers. Research limitations/implications: The paper contributes to international marketing literature with a model of product marketing based on context, trust, networks and adaptation/standardization. The model introduces the cultural dimension of femininity/ masculinity and the innovation of products and market structure. The study is limited to one emerging market. Further studies should explore other emerging market economies and MNCs. Practical implications: The results suggest that to meet the challenges of emerging market economies and achieve success, managers should take people and market needs into consideration. Purpose The purpose of this paper is to focus on the local-level initiatives through coastal afforestation, the natural and socio-economic context of the study area (Hatiya Upazila of Noakhali District, Bangladesh) and the adaptation and DRR strategies generated through coastal afforestation in coastal Bangladesh.Design/methodology/approach Field observations, focus group discussions (FGDs), semi-structured interviews, and transects were accomplished in both the dry and wet season. Spatial database generated and land use mapping integrated social and technical investigation. Five FDG sessions with participants from different livelihood options (fishermen, farmers and social representatives) were organised and, on average, 15~18 participants participated in each participatory session.Findings Mangrove plantation can be used to access new land and create alternative livelihoods, which are important for local community adaptation and to reduce disaster risks. Mangrove plantations provide chances for new land management options to be developed for use in Bangladesh.Research limitations/implications This study was conducted only at the south-central coastal district of Bangladesh. Data collection to summarise all the socio-economic issues is limited.Practical implications This paper can be used for the integration of geospatial and social research techniques to understand the community approach to fight against climate change-induced impacts.Originality/value The research is solely conducted by the authors. In this paper, we present the results of a systematic literature review of climate change vulnerability-related research conducted in Bangladesh between 1994 and 2017 in order to identify trends and knowledge gaps. Our results identify interesting evolutions in the temporal and spatial scales of study and the nature of spatial and thematic associations, suggesting important knowledge gaps in the existing literature that likely limit understandings of scale-sensitive climate change impacts. We also observed a temporal mismatch between the published studies and policy-making processes focused on adaptation and mitigation and a bias towards the economic aspects of climate change, with less focus on social and environmental issues. Thematically, the climate change-related scholarship in Bangladesh would benefit from more integrative, cross-theme, and transdisciplinary studies, potentially drawing on the different theoretical constructs of vulnerability and adaptation. Such studies will be needed to better support evidence-based public policy and also to more accurately reflect the diversity of knowledge gaps and challenges concerning climatic stresses in Bangladesh at different scales and in different contexts. After reviewing relevant climate impact assessment guidelines derived from those of the United States Country Study Program (USCSP), the Intergovernmental Panel on Climate Change (IPCC) and UNEP, the author adopted a set of impact assessment steps towards a methodological procedure for assessing vulnerability and adaptation (V and A) in a Bangladesh coastal cyclone-prone area. This paper classifies and prioritizes the intensity of V and A issues through weighting index values of two recent cyclones: 'Sidr' in 2007 and 'Aila' in 2009. The paper reports an evaluation of the effectiveness of fish polyculture as an adaptation strategy against environmental change in the southwest coastal region of Bangladesh. The research applies descriptive statistics, Cobb–Douglas production function model, and priority index. Simple random and convenient sampling techniques have been used to select sample and study area, respectively. The study shows that fish polyculture is economically viable and profitable. Besides, pond size, labour, and fertiliser have a significantly positive association (p < 0.05) with fish production. Delta communities worldwide are facing a multitude of challenges in their life and livelihood. In many developing countries, improving the quality of life and livelihood is a key challenge. While development is a central goal of delta planning in such countries, the effectiveness of planning is challenged by uncertain changes in climate and socio-economy. Bangladesh (one of the countries) is moving towards the adaptive delta management approach to deal with such uncertainties. Historical examples illustrate that Community Livelihood Adaptation (CLA) can critically influence the effectiveness of a policy strategy. Therefore, there is a clear need to explore CLA under uncertainty. For that purpose, this paper develops and applies a conceptual model-based approach combining the mental model and scenarios techniques. Our approach starts by using a participatory process to elicit mental models a farmers' community uses when considering adaptation decisions; we capture these in the form of a cognitive map, and this map can serve as a conceptual model for analyzing livelihood adaptation decision-making in a future-oriented scenario analysis. To illustrate the approach, a case study of cropping decision-making of farmers community at a polder location under the saline condition in the southwest of Bangladesh has been elaborated. Results show that the approach is useful in structuring the cognitive and qualitative nature of complex decision-making process, and helps in understanding the dynamic interactions of farmers' adaptation decisions with other actors, their environmental attributes, and market traits. This paper considers how to make pro-poor climate change adaptation more effective in the city of Chittagong. Drawing on discussions with residents in informal settlements and interviews with staff from government agencies, NGOs and donors, it shows the lack of connection between the formal institutional structure for disaster preparedness and the groups most at risk from extreme weather disasters and their community level actions. There is no clear definition of roles among local government agencies with regard to climate change adaptation. Although there is a donor-funded programme to reduce poverty and disaster risks, this is not being implemented in the settlements most at risk from landslides. Neither are there any measures underway to address the needs of the residents in these high risk settlements, in part because of the financial weakness of local government. Nor is there much support for this from national government – since national climate change adaptation policy does not consider urban adaptation and strengthening urban government capacity to reduce the vulnerability of the extreme poor as a priority. This paper explores the shaping of Bangladesh's southern coastal region, often framed as the most climate vulnerable place in the world, as a zone of climate crisis. As rising waters threaten communities inhabiting the low‐lying coastal islands scattered across the deltaic plain, many within the government and donor community have identified shrimp aquaculture as a principal adaptation strategy. Shrimp aquaculture is integral to the dynamics of what I call anticipatory ruination, a discursive and material process of social and ecological destruction in anticipation of real or perceived threats. I elaborate anticipatory ruination as a process that both responds to and produces Bangladesh's climate crisis. I use this concept to explore not only the dynamics taking place in Bangladesh's delta region, but also the ways in which climate crisis is constituted more broadly. [ABSTRACT FROM AUTHOR]

Coastal Bangladesh is experiencing the effects of weather and climate-related stressors. The paper reports on the ways in which members of nine occupational groups in two coastal villages in South-west Bangladesh understand and respond differentially to recent changes in local weather and weather-related events and processes. Their understanding is grounded in local experiences and varied livelihood options, which are a complex interaction between people's social and spatial locations and local weather and non-weather events and processes. Their priorities are to protect livelihoods through resilience-building actions, which address proximate causes of vulnerability (improving coastal embankments, rehabilitating and strengthening homesteads, protecting agricultural land). Government support is limited to traditional development interventions that assist some more than others and often disconnected from local people's priorities. Most adaptation actions are practical measures within the prevailing politico-legal order. This paper examines the effectiveness of crab culture as an adaptation strategy against salinity intrusion in the south-west region of Bangladesh. The research uses descriptive statistics, such as mean, standard deviation, benefit-cost analysis, Cobb-Douglas production function, and total barrier index to show the socio-demographic information of the respondents and profitability, efficiency, and returns to scale along with barriers to crab culture. Simple random sampling has been used to select the sample from the study area. The result from benefit-cost analysis shows that crab production is economically viable and profitable. The estimated results from the Cobb-Douglas production function model indicate the positive influence of crab feed and crab seed on total yield of crab production. There are increasing returns to scale in crab production system where there is still scope to increase productivity of crab production. A few barriers to crab production have been identified. This paper reviews recent literature on flood research in Bangladesh, focusing on the nation's vulnerability to climate change and its ability to adapt. This review reveals that the literature on community-based vulnerability and adaptation, and their processes and assessments in response to hazards under climate change regimes are inadequate, apart from a recent focus on assessment of the vulnerability of rural communities, their ability to adapt their farming methods, or the economic consequences of failure to adapt in response to extreme flood events, e.g. Younus (2012a,b); Younus and Harvey (2013, 2014). This paper argues that an integrated assessment of rural vulnerability and community-based adaptation is needed in order to ensure sustainable changes in response to future climate change regimes in Bangladesh. Research into the climate change and migration nexus has often focussed solely on how people move in response to the impacts of variability and change in climate. This notion often ignores the nature of migration as a tried and tested livelihood choice amid a variety of socio-economic and environmental opportunities and limitations. This paper closely looks at the behavioural aspects of migration decision-making in Bangladesh in the context of changes in its economy, and, increasingly, exposure to the impacts of climate variability and change. We find that villagers in areas particularly affected by increasing climatic stresses and shocks are diversifying their traditional livelihood strategies by migrating. Environmental factors, including climatic stresses and shocks, often make such shifts even more necessary. Although the migrants' primary motivation is better income, in effect, migration becomes an effective form of adaptation. Based on a qualitative study in three geographically distinct places of Bangladesh, we propose that migration is a socially acceptable behaviour that occurs in the context of perceived environmental change and climate variability. Migration decisions are mediated by a set of 'behavioural factors' that assesses the efficacy of different responses to opportunities and challenges, their socio-cultural acceptance and the ability to respond successfully. Climate change is affecting fishing communities across Bangladesh. While work has been undertaken to investigate the nature of these impacts, understanding how fishers perceive climate change at a local level, especially within developing countries, is crucial. This paper presents the results of a three-year study of the contextual determinants and dimensions of artisanal fishing community perceptions about climate change in coastal Bangladesh. Results of this study indicate that geographic characteristics, socio-economic status, worldviews, tradition, observations and disaster experiences are important determinants for shaping fishers’ perceptions about climate change. Fishers also demonstrate a long-standing tradition of risk adaptation strategies, but do not link them to climate change. Solar-powered irrigation system, a low-cost option, ensures varieties of co-benefits both in the domains of climate mitigation and adaptation, and thus has been incorporated as a part of climate project. However, its co-benefits in climate adaptation have not been sufficiently explored, which may result in a lack of insights about co-benefits and prevent wider roll-out and scaling-up. This paper aims at exploring co-benefits of solar-powered irrigation, an adaptation measure, taking a project in a drought-prone area of the northwest part of Bangladesh as a case. Using both interviews and focused group discussion, this research finds that besides generating co-benefits in climate mitigation, there are substantial adaptation co-benefits in various forms including vulnerability reduction and enhancement of resilience. However, many of the co-benefits in climate adaptation are indirect and less visible and realizable in the long-term, such as informal social group formation, improved financial strength, and employment opportunity. After decades of presuming that climate adaptation is a private good benefitting only those receiving resources to reduce individual climate risks, respondents in a survey experiment among the climate-vulnerable in Bangladesh chose less-particularistic adaptation projects than "electoral connection" disaster relief theories predict and more "short-sighted" projects than international diplomats anticipate. This article reports on the experiment, which asked a representative national sample of Bangladeshis whether they favor spending funds on short-term particularistic solutions (disaster relief stockpiles), medium-term inclusionary and non-excludable solutions (ocean embankments), or long-term, public goods solutions (the development of flood-resistant rice seeds). More respondents chose "middle ground" embankment spending, and a statistically significant change in respondent propensities was tied to their lived experience with climate vulnerability rather than electoral incentives. This paper examines patterns of adaptive behaviour in low-income settlements(1) in Khulna, Bangladesh’s third largest city. It contrasts the adaptive behaviours of “squatter” households who “own” their land with those of tenants who rent dwellings from private landlords, and finds significant differences between the adaptive behaviours of owners and renters. This is important, as most knowledge about low-income settlements in Bangladesh originates from “owned” settlements – often called “public settlements”, as the land is officially public land. But the future growth of low-income settlements in the country is likely to be increasingly on private land, with rented dwellings. Policy lessons generated from settlements with “squatters” may be inappropriate for the next generation of “slums” that will house millions of rural migrants and people displaced by climate change. The conclusions argue that agencies seeking to assist low-income households in Bangladesh will need to craft different strategies for settlements according to different types of land tenure. Climate change effects cause major socioeconomic challenges for marginalized groups, particularly women, in Bangladesh. Specifically, drought increases resource scarcity, causing social problems that impact women, which can be described as the gendered sociocultural construction of vulnerabilities. Given this constructed dimension of gender-based vulnerability, this paper explores the effects of drought on marginalized women in one local case study, namely Badlagaree village in Gaibandha district, Bangladesh. To examine this linkage, we collected qualitative primary data using ethnographic research methods, primarily focus group discussions. Findings show that gender-based vulnerability is increasing due to growing drought effects, including agricultural production loss. Marginalized women, because of their gender identity, encounter these drought effects through unemployment, food insecurity, illiteracy, early marriage, dowry costs and violence. While further national-scale research is required, this paper argues that in order to overcome such gender-based vulnerability, current development policies, social programs, and adaptation strategies should better recognize such social dynamics. Further, a gender-specific understanding requires incorporation into adaptation policies through greater collaborative governance as an important prerequisite for sustainability. • There is a desire for more collaborative and adaptive processes in freshwater pollution management in Dhaka. • Overlapping jurisdictional claims and mandates in Dhaka make concerted action difficult. • Water sector actors feel pressure to make progress on water pollution management. • Time constraints and difficulties in collaboration further exacerbate existing pressure. This paper critically assesses the capacity of water sector actors in Dhaka to further support more collaborative and adaptive approaches to emerging freshwater pollution management challenges. Socio-economic, demographic and environmental changes (e.g., flooding) pose substantial and shifting barriers to effective freshwater pollution management in Dhaka, with direct implications for population health. We draw on the insights from 25 semi-structured interviews with government, non-government, industry and academic key informants to: (1) examine current levels of engagement and collaboration among key stakeholders in the freshwater pollution management context; (2) assess the subsequent capacity of those actors to adapt to challenging conditions and to improve water pollution management; and (3) consider the opportunities to enhance current institutional arrangements in ways that build linkages among key stakeholders across levels and sectors. Our research highlights a general interest among participants for more collaborative and adaptive processes in freshwater pollution management in Dhaka. However, findings also highlight the pressure water sector actors feel about the time required to make progress on water pollution management challenges, and the concern that collaboration will exacerbate those challenges. Furthermore, our findings show the overlapping jurisdictional claims and mandates in Dhaka that make concerted action difficult, and that ultimately undermine clarity for collaborative and adaptive action. Bangladesh is extensively cited as one of the countries most at risk of the adverse effects of climate change. The coastal zone of this country is extremely vulnerable as people of these areas live in a highly dynamic estuarine setting and often face various climatic hazards. Against this backdrop, effective 'governance' is often cited as the key to properly implementing climate actions to build resilience. This study attempts to identify the governance dimensions of coastal community resilience and analyze the deficiencies that hamper their capacity to enhance resilience in the face of climate change. The findings of the study revealed some governance constraints in building community resilience to climate change. The study specifically identified that the resilience dimension is absent in the existing climate policy. In addition, the impact of weak institutions, corruption, accountability, and transparency challenges create obstacles to enhancing community resilience. Most importantly, coastal people still tend to lack a voice and representation in decision-making. The main objective of this research is to understand fishers' perceptions of climate change and to identify factors that influence their expectations concerning adapting to change. Two coastal communities at Salimpur on the Sitakunda coast and Sarikait in Sandwip Island were selected as a case study to analyse fishers' perceptions of climate change in southeastern Bangladesh. This research involved a questionnaire survey to interview 135 male fishers in two areas, who are professional fishers. Exploratory factor analysis and a binary logistic regression were adopted for empirical analysis. From the fishers surveyed, 84% opined that they might adapt and continue the fishing profession in response to climate change. The results suggested that fishers, although they have experienced formal and institutional barriers to adaptation in response to climate change and pursued alternative livelihoods as adaptation strategies, may continue to a fishing profession in the future. On the contrary, the fishers who have generated a high fishing income and experienced extreme climate events may not continue to a fishing profession. Fishers also cited climatic factors along with non-climatic factors (fishing ban, no return on investment, low supply of caught fish) as the reasons hindering their adaptation strategies in response to climate change. This paper presents the results of a systematic literature review of climate change adaptation and resilience in coastal agriculture in Bangladesh. It explores the existing adaptation measures against climatic stresses. It investigates the extent of resilience-building by the use of these adaptation measures and identifies major challenges that hinder the adaptation process within the country. The review was conducted by following the systematic methods of the protocol of Preferred Items for Systematic Review Recommendations (PRISMA) to comprehensively synthesize, evaluate and track scientific literature on climate-resilient agriculture in coastal Bangladesh. It considered peer-reviewed English language articles from the databases Scopus, Web of Science and Science Direct between the years 2000 and 2018. A total of 54 articles were selected following the four major steps of a systematic review, i.e., identification, screening, eligibility and inclusion. Adaptation measures identified in the review were grouped into different themes: Agricultural adaptation, alternative livelihoods, infrastructure development, technological advancement, ecosystem management and policy development. The review revealed that within the adaptation and resilience literature for coastal Bangladesh, maladaptation, gender imbalance and the notable absence of studies of island communities were gaps that require future research. The close linkages between climate change adaptation and development have led to calls for addressing the two issues in an integrated way. ‘Mainstreaming' climate information, policies and measures into ongoing development planning and decision-making has been proposed as one solution, making a more sustainable, effective and efficient use of resources than designing and managing climate policies separately from ongoing activities. But what does mainstreaming look like in practice? This paper reviews the process of mainstreaming in Bangladesh, one of the countries that has made significant progress on adaptation planning and mainstreaming. The paper begins by making the case for mainstreaming, by exploring linkages and trade-offs between adaptation and development and reviewing the literature on mainstreaming. Second, it considers how to implement mainstreaming in practice, reviewing an existing four-step framework. Examining this framework against the plethora of mainstreaming experiences in Bangladesh, the paper considers how the framework can be used as a tool to review progress on mainstreaming in Bangladesh. The paper concludes that while the framework is useful for consideringsomeof the preconditions necessary for mainstreaming, experiences in Bangladesh reflect a much more complex patchwork of processes and stakeholders that need to be taken into consideration in further research. This paper offers an economic evaluation of the floating garden as a means of adapting to climate change in Bangladesh. The study showed that the monthly income of some farmers using such gardens increased from US$12.02 to US$48.08. These folk farmers lacked alternative work especially during the monsoon period. The floating garden uses available natural resources, adjusts to wet conditions and helps the flood-prone people to earn a living, and can be an adaptive response to frequent disaster events in Bangladesh. Abstract: Issues related to sustainable urbanisation are best addressed when coordinated within a strategic framework and facilitated by a system of policy formulation that combines local opinions with scientific insights. This implies that planning for sustainable urbanisation has the potential to minimise climate change threats. While there is a pressing need for this potential to be realised globally, the current level of success in fast growing cities of the developing world is very limited. An approach to overcome this limitation has recently been successful in Dhaka, one of the fastest growing global megacities. It involved the identification of a strategic framework for the city. This framework was then combined with a locally-informed model of sustainable urbanisation to produce the Dhaka Metropolitan Development Planning Support System (DMDPSS). This paper discusses the climate change adaptation and mitigation issues that can be addressed through such a method in Dhaka, using a scenario-based approach. Two alternative development options (constrained and unconstrained) are constructed and analysed. A common set of indicators are used: first to evaluate which alternative is more sustainable; and then the mitigation and adaptation issues addressed. Results show that the ‘constrained’ scenario, which includes a series of development limitations, is both more sustainable and can address more mitigation and adaptation issues than the other alternative. The scenario analysis, however, is only a part of the strategic framework needed for Dhaka. Indeed other factors, such as dissemination of facts and issues, and the ease and equity of communication in the community, are critical both for progress towards sustainability and to enhance community resilience to climate change. The paper concludes that the optimum combination of adaptation and mitigation measures can be identified in fast growing cities by using systems, such as the DMDPSS, based on the core principles of sustainable development. This study focuses on investigating the impact of climate change on the availability of safe drinking water and human health in the Southwest Coastal Region of Bangladesh (SWCRB). Additionally, it explores local adaptation approaches aimed at addressing these challenges. The research employed a combination of qualitative and quantitative methods to gather data. Qualitative data were collected through various means such as case studies, workshops, focus group discussions (FGDs), interviews, and key informant interviews (KIIs). The study specifically collected qualitative data from 12 unions in the Shyamnagar Upazila. On the other hand, through the quantitative method, we collected respondents' answers through a closed-ended questionnaire survey from 320 respondents from nine unions in the first phase of this study. In the next phase, we also collected data from the three most vulnerable unions of Shyamnagar Upazila, namely Poddo Pukur, Gabura, and Burigoalini, where 1579 respondents answered questions regarding safe drinking water and health conditions due to climate change. The findings of the study indicate that local communities in the region acknowledge the significant impact of sea-level rise (SLR) on freshwater sources and overall well-being, primarily due to increased salinity. Over 70% of the respondents identified gastrointestinal issues, hypertension, diarrhea, malnutrition, and skin diseases as major waterborne health risks arising from salinity and lack of access to safe water. Among the vulnerable groups, women and children were found to be particularly susceptible to waterborne diseases related to salinity. While the study highlights the presence of certain adaptation measures against health-related problems, such as community clinics and health centers at the upazila level, as well as seeking healthcare from local and paramedical doctors, it notes that these measures are insufficient. In terms of safe drinking water, communities have adopted various adaptation strategies, including pond excavation to remove saline water (partially making it potable), implementing pond sand filters, rainwater harvesting, and obtaining potable water from alternative sources. Bangladesh is very vulnerable to the impacts of climate change, and adaptation is emerging as a key policy response. Place based programs that build adaptive capacity are needed. This paper explores the effectiveness of formal institutions in climate change adaptation for agriculture from the perspectives of farmers and institutional communities of practice within two drought-prone areas in Bangladesh. Our findings show that formal institutions via their communities of practice play an important role in building place based capacity for mitigation and adaptation strategies in agriculture. Over-emphasis on technology, lack of acknowledgement of cultural factors and a failure of institutional communities of practice to mediate and create linkages with informal institutional communities of practice remain barriers. We argue that in order for formal institutions to play an ongoing and crucial role in building adaptive agriculture in Bangladesh, they must incorporate cultural mechanisms and build partnerships with more community based informal institutions. Climate change's impact on crop production is a global concern. A better understanding of farmers' perceptions of climate change and adaptation strategies will benefit farmers and policymakers in outlining an effective adaptation mechanism to climate change. Therefore, this study assessed wheat farmers' perceptions of climate change, identified major adaptation strategies, factors influencing adaptations, and barriers to effective adaptation by surveying 160 wheat farmers in northwest Bangladesh. The results revealed that farmers experienced more frequent droughts due to higher temperatures, decreased and irregular precipitation, reduced ground and surface water availability, and shorter winter seasons over the last two decades. Key adaptation strategies identified were more irrigation, switching to other crops, and changing fertilizer and insecticide usage. Multinomial logit model results indicate that farming experience, access to climate information and extension services, access to subsidies, farm size, family size, and electricity for irrigation were the significant factors influencing farmers' adaptation decisions. Limited access to climate information, inadequate knowledge of appropriate adaptation measures, and low price of wheat represented major adaptation barriers. The study recommends strengthening agricultural research and extension services to farmers, including education and training, to develop effective adaptation strategies to climate change. Global climate change is anticipated to intensify the vulnerability of Bangladesh (a low-lying country formed by the alluvial plain of the Ganges-Brahmaputra river systems) to floods and waterlogging, and therefore, the country needs to be equipped with adequate adaptation strategies, particularly those based on traditional knowledge and locally available materials. In this paper, we present a systematic and in-depth review of existing literature to examine the possibilities of indigenous floating agriculture as a technique for climate change adaptation and sustainable community development in Bangladesh. Our review indicates that the indigenous floating agriculture holds enough potential to help farming communities in the flood prone regions of Bangladesh to sustain lives and livelihoods during floods and long-term waterlogged conditions. This technique has a unique quality of providing a wide range of agricultural, environmental, economic, social and cultural benefits, which ultimately render it as an environmentally sound, economically feasible, and socially viable practice. Case studies on a number of promotional and experimental floating agriculture projects in different regions of Bangladesh revealed that the floating agriculture greatly supported farming communities to adapt to adverse waterlogged conditions by allowing vegetable production for daily consumption, income generation, community mobilization, and by increasing land-holding capacity. Along with providing food and nutrition security, this technique also strengthened the community capacity to grow and sustain agricultural practices in the subsequent floods and waterlogging conditions. Although this technique has a number of sustainability challenges as highlighted in this study, many of these are possible to overcome through proper planning and long-term management initiatives. We recommend policy implications and future research needs that could be effectively utilized to render this technique as a suitable tool for climate change adaptation and sustainable community development in Bangladesh. Recent research on gendered access to credit shows that while women borrowers bear the liability of rural credit programs, the proceeds are often directly invested by their male partners. This paper examines loan access and flood adaptation-related investment activities among char female borrowers. Primary data from a survey of female respondents in 129 households and qualitative data from 6 key informant interviews, 3 focus group discussions, and 18 in-depth interviews reveal that women have limited control over loan investment activities. Men's financial control undermines positive social externalities of women's adaptive capacity from loan use, and loans exacerbate households' gender-related tensions. Although loans foster women's capacity for collective action and flood adaptation, the nexus of gender and microcredit access between partners determines women's access to and use of credit. Further research should investigate how institutions can increase equitable access to loans to improve both men and women's adaptive capacity to natural hazards. [ABSTRACT FROM AUTHOR]

Bangladesh is highly vulnerable to climate change (CC) and consequent agricultural productivity repercussions. This study aimed at exploring the difference in farmers' perceptions of CC impacts on crop production and variation in adaptation measures across the Ganges' Tidal Floodplain (GTF) region. To unlock the local level contextspecific nature of adaptation, the study area covered two distinct zones of the GTF: interior zone, surrounded by the Sundarbans mangrove forest, and exterior zone being more exposed to the Bay of Bengal. An analysis of the differences in empirical climate parameter trends and farmers' adaptations to adjust to these changes in the two sample study areas (one from each zone) was conducted. In the exterior zone (Patuakhali), delayed monsoon and increasing intensity of post-monsoon rainfall coupled with poor water drainage resulted in delayed winter vegetable production and late harvest of rainy season rice (aman), eventually leading to a loss of winter rice season (boro). Rainfall in the interior zone (Satkhira) was found erratic and unevenly distributed causing unexpected loss of harvest. Farmers in both areas reported a high impact of CC on crop production. Farmers reported optimisation of fertiliser and pesticide use and planting date adjustment as the most practiced adaptations in both areas. Other preferred adaptation options were rice-fish farming in Satkhira and growing of high-value cash crops in Patuakhali. In terms of weighted average index scoring, Satkhira farmers on average had medium adaptation scores, while most of Patuakhali farmers had medium to low adaptation scores. Living in the same agroecological zone, the difference in farmers' perceptions, climate variability, and adaptation practices call for context- and location-specific adaptation planning and policy. Climate change-induced sea-level rise, salinity intrusion, sudden water surge, natural calamities, etc. affect the fish biodiversity, food security, and coastal livelihoods that highlight the necessities of developing climate-resilient strategies e.g. adaptive aquaculture techniques. Cage culture of salinity-tolerant fish may be an adaptation strategy to compensate for the losses of freshwater fish production by climate change in coastal areas. Therefore, a 120-day long field experiment was conducted to evaluate the cage culture potentiality of Mystus gulio in the coastal region of Bangladesh. Three treatments at the stocking density of 90 (T1), 135 (T2), and 180 (T3)/m2 were stocked in nine cages (1.115 m2). Significantly (p<0.05) higher growth performance and feed utilization were recorded in T1 followed by T2 and T3. In return, considering overall growth, survival, production, coast-benefit analysis, T2 was found more profitable followed by T3 and T1. This result revealed that the culture of M. gulio in floating net cages might be a potential climate-adaptive aquaculture technique in the coastal region. However, further research works are necessary for optimizing stocking density, nutrition, social acceptance, etc. before conclude it as a viable climate-resilient adaptive aquaculture practice. This paper draws on recent theory and empirical research to explore how mobility is and might be employed by populations vulnerable to the impacts of climate change. It examines case studies in Bangladesh and Kiribati to illustrate the implications of differential processes of change, types of mobility, challenges and responses in low-elevation coastal zones. Throughout, a household-level analysis yields a complex picture of how (im)mobility interacts with vulnerability to environmental change. A resilience approach is subsequently adopted to argue that an understanding of socio-ecological systems offers a useful means of apprehending and exploring the complexity inherent in the climate change–mobility nexus. The Mekong delta in Vietnam and the Ganges/Brahmaputra River delta in Bangladesh are likely to be two of the deltas worst affected by climate change in the course of the 21st century. Due to sea level rise, and if significant adaptation measures are not taken, large areas of these low-lying coastlines could eventually become submerged. This paper will explore some of the consequences that climate change and sea level rise can have on maritime baselines and deltaic areas, according to publicized charts by the States involved and to the United Nations Convention on the Law of the Sea (UNCLOS). The study will argue that although great changes are likely to take place at the geographical level, due to the complex geomorphological nature of deltas and how they will be affected by sea level rise, these will not necessarily translate into changes in maritime baselines and the classification of these areas according to UNCLOS. Furthermore, other forms of adaptation to sea level rise, such as the construction of coastal defences, could turn the Mekong and Ganges/Brahmaputra River deltas into “polders”, with similar characteristics and problems as the Netherlands nowadays. Bangladesh is particularly vulnerable to the impacts of climate change such as flooding, cyclones and drought. Women in Bangladesh are disproportionately affected by these impacts due to the nature of their livelihoods, their social obligations and confines, and their unique nutritional and health requirements, particularly during pregnancy and breastfeeding. Climate change policy in Bangladesh seeks to replicate adaptation policies under the United Nations Framework Convention on Climate Change. This paper will briefly review the policy response to climate change in Bangladesh. As climate adaptation requires a multi-sectoral response, relevant policy concerned with climate, adaptation, poverty, gender and health will be studied. This assessment will determine whether gender issues related to adaptation are addressed in key policy pieces in Bangladesh. Key interventions related to climate change will also be assessed to determine whether gender is integrated in operational activity. Finally, the role of women in the development of adaptation policy will be assessed by outlining their participation in adaptation discourse. Findings indicate that gender-sensitive policies are quite limited. Policies may acknowledge the particular vulnerabilities of women, but operational planning to address these is absent. Whilst some operational responses superficially acknowledge vulnerability and may include women in planning processes, few address the unique impacts of climate change on women. There are two principal strategies for managing climate change risks: mitigation and adaptation. Until recently, mitigation and adaptation have been considered separately in both climate change science and policy. Mitigation has been treated as an issue for developed countries, which hold the greatest responsibility for climate change, while adaptation is seen as a priority for the South, where mitigative capacity is low and vulnerability is high. This conceptual divide has hindered progress against the achievement of the fundamental sustainable development challenges of climate change. Recent attention to exploring the synergies between mitigation and adaptation suggests that an integrated approach could go some way to bridging the gap between the development and adaptation priorities of the South and the need to achieve global engagement in mitigation. These issues are explored through a case study analysis of climate change policy and practice in Bangladesh. Using the example of waste-to-compost projects, a mitigation-adaptation-development nexus is demonstrated, as projects contribute to mitigation through reducing methane emissions; adaptation through soil improvement in drought-prone areas; and sustainable development, because poverty is exacerbated when climate change reduces the flows of ecosystem services. Further, linking adaptation to mitigation makes mitigation action more relevant to policymakers in Bangladesh, increasing engagement in the international climate change agenda in preparation for a post-Kyoto global strategy. This case study strengthens the argument that while combining mitigation and adaptation is not a magic bullet for climate policy, synergies, particularly at the project level, can contribute to the sustainable development goals of climate change and are worth exploring. This paper explores the relationship between environmental change and development through a vulnerability study of a rural village in southwest Bangladesh. Villagers deal with a variety of pressing stresses, and climate change is not considered separately, if at all. Environmental, political and economic conditions and adjustments in resource use systems, particularly shrimp farming, have changed livelihood opportunities and increased the vulnerabilities of poor villagers to future environmental changes, including climate change. Practical adaptation strategies to reduce vulnerabilities to climate-related stresses reflect the dynamics of people's livelihoods and address the conditions they currently face. In this case, planned adaptations were mainstreamed in the sense that they contributed to the livelihoods of people and made some improvement in their capacity to deal with changes in climate, and they were undertaken via established non-government institutions.
