Climate change impacts in one country can lead to impacts in distant locations, for example, via internationally traded crops. Previous work has highlighted a need to include cross-border climate change impacts in climate risk assessments, to describe the exposure and transmission of cross-border climate risk across actors, and understand options for managing this risk. In a case study of the Brazil-Europe soy supply chain, this paper aims to explore how stakeholders perceive past and future shocks, how climate change impacts affect stakeholders differently, and how they might respond. Soy is a key internationally traded commodity and Europe relies on imports for the majority of its soy consumption, used widely in livestock feed. Via 96 semi-structured expert interviews, we found different stakeholder groups are vulnerable to different types of weather shocks, experience different price and supply consequences, and have different capacities to respond. While some responses can reduce risk of impacts across the supply chain (e.g. new soy cultivars, improving transport infrastructure), we also identified examples where responses exacerbate risk for other stakeholders (e.g. export bans, changing demand). A holistic cross-border approach to analysing risk in the soy supply chain can help avoid maladaptation and offer opportunities for more collaborative adaptation. [ABSTRACT FROM AUTHOR]

Cities are gaining prominence committing to respond to the threat of climate change, e.g., by developing local climate plans or strategies. However, little is known regarding the approaches and processes of plan development and implementation, or the success and effectiveness of proposed measures. Mainstreaming is regarded as one approach associated with (implementation) success, but the extent of integration of local climate policies and plans in ongoing sectoral and/or development planning is unclear. This paper analyses 885 cities across the 28 European countries to create a first reference baseline on the degree of climate mainstreaming in local climate plans. This will help to compare the benefits of mainstreaming versus dedicated climate plans, looking at policy effectiveness and ultimately delivery of much needed climate change efforts at the city level. All core cities of the European Urban Audit sample were analyzed, and their local climate plans classified as dedicated or mainstreamed in other local policy initiatives. It was found that the degree of mainstreaming is low for mitigation (9% of reviewed cities; 12% of the identified plans) and somewhat higher for adaptation (10% of cities; 29% of plans). In particular horizontal mainstreaming is a major effort for local authorities; an effort that does not necessarily pay off in terms of success of action implementation. This study concludes that climate change issues in local municipalities are best tackled by either, developing a dedicated local climate plan in parallel to a mainstreamed plan or by subsequently developing first the dedicated and later a mainstreaming plan (joint or subsequent "dual track approach"). Cities that currently provide dedicated local climate plans (66% of cities for mitigation; 26% of cities for adaptation) may follow-up with a mainstreaming approach. This promises effective implementation of tangible climate actions as well as subsequent diffusion of climate issues into other local sector policies. The Mediterranean basin is the richest biodiversity region in Europe and a global hotspot of biological diversity. In spite of that, anthropogenic climate change is one of the most serious concerns for nature conservation in this region. One of the climatic threats is represented by shifts of the Mediterranean climate and expansion of the arid climate. In this paper, we present an assessment of changes in the spatial range of the Mediterranean climate in Europe and the conversion into arid climate under different greenhouse gas forcings, namely RCP4.5 and RCP8.5. We used 11 simulations in two future 30-year periods of state-of-the-art regional climate models from EURO-CORDEX. Our results indicate that by the end of the century under RCP8.5 the present Mediterranean climate zone is projected to contract by 16%, i.e. an area (~ 157,000 km2) equivalent to half the size of Italy. This compares with the less severe scenario RCP4.5 that projected only a 3% reduction. In addition, the Mediterranean climate zone is projected to expand to other zones by an area equivalent to 24 and 50% of its present extent under RCP4.5 and RCP8.5, respectively. Our study indicates that expansion of the arid zone is almost always the cause for contraction of the Mediterranean zone. Under RCP8.5 the arid zone is projected to increase by more than twice its present extent, equivalent to three times the size of Greece. Results of this study are useful for identifying (1) priority zones for biodiversity conservation, i.e. stable Mediterranean climate zones, (2) zones requiring assisted adaptation, such as establishment of new protected areas, implementation of buffer zones around protected areas and creating ecological corridors connecting stable Mediterranean zones. Adverse health effects from extreme heat remain a major risk, especially in a changing climate. Several European countries have implemented heat health action plans (HHAPs) to prevent ill health and excess mortality from heat. This paper assesses the state of implementation of HHAPs in the WHO European Region and discusses barriers and successes since the early 2000s. The results are based on a web-based survey among 53 member states on the current national and federal HHAPs in place. Guided by the eight core elements of HHAPs as outlined by the WHO Regional Office for Europe guidance from 2008, we analyzed which elements were fully or partially implemented and which areas of improvement countries identified. HHAP adaptations to account for COVID-19 were sought via literature search and expert consultations. 27 member states provided information, of which 17 countries reported having a HHAP. Five out of eight core elements, namely agreement on a lead body, accurate and timely alert systems, heat-related health information plans, strategies to reduce health exposure, and care for vulnerable groups, were at least partially implemented in all 17 plans. Alert systems were implemented most often at 94%. The least often implemented items were real-time surveillance, long-term urban planning, and preparedness of health and social systems. Five countries had published COVID-19 guidance online. Our findings suggest a progressive improvement in the development and rollout of HHAPs overall and awareness of vulnerable population groups in WHO/Europe, while integration of HHAPs into long-term climate change and health planning remains a challenge. The websites marketing is becoming an important tool both for multinationals and SMEs, in their effort to internationalizing their business. This study focuses on the international opportunities that are present within the European markets. The paper aims at identifying the degree of websites marketing standardization vs. adaptation, as a marketing tool for cosmetic products. Moreover, the study examines in a comparative manner the standardization strategy of multinationals and small and medium enterprises (SMEs), leaders in European markets, for different cosmetic cathegories. The evaluation of online advertising standardization is based on the modified Model for Testing Advertising Standardization, developed by Whitelock and Chung. The web sites degree of localizations are analyzed based upon 98 criteria, as resulted from an adapted methodology of ProfNet Institut fur Internet Marketing, Munster (Germany). The sample includes the 101 leaders from European markets. The research outcomes reflect a standardized websites marketing policy for SMEs and localized for multinationals. Also, for perfumes, dental care products and toiletry, European cosmetic leaders implement standardized websites marketing policies and balanced for the other cosmetics categories. Globally, efforts are underway to reduce anthropogenic greenhouse gas emissions and to adapt to climate change impacts at the local level. However, there is a poor understanding of the relationship between city strategies on climate change mitigation and adaptation and the relevant policies at national and European level. This paper describes a comparative study and evaluation of cross-national policy. It reports the findings of studying the climate change strategies or plans from 200 European cities from Austria, Belgium, Estonia, Finland, France, Germany, Ireland, Italy, Netherlands, Spain and the United Kingdom. The study highlights the shared responsibility of global, European, national, regional and city policies. An interpretation and illustration of the influences from international and national networks and policy makers in stimulating the development of local strategies and actions is proposed. It was found that there is no archetypical way of planning for climate change, and multiple interests and motivations are inevitable. Our research warrants the need for a multi-scale approach to climate policy in the future, mainly ensuring sufficient capacity and resource to enable local authorities to plan and respond to their specific climate change agenda for maximising the management potentials for translating environmental challenges into opportunities. Global climate change will affect road networks during this century. The effects will be different in various parts of the world due to differences in local climate change and in the structure and properties of roads. In this paper, climate change projections are presented for climate variables that are most likely to affect the long-term performance of road networks in Europe. We apply four regional climate simulations up to the year 2100 using two plausible future emission scenarios. The results show that the changing climate will require significant adaptation measures in the near future in order to maintain the operability of the European road network. In the last decade many papers have explored the challenges of defining and framing urban resilience. Academic literature has recently emphasised how urban resilience differs from urban sustainability, while urban policy agendas use these terms almost interchangeably. This paper explores European academics' and city practitioners' perspectives around urban resilience meanings and principles. It aims to enhance the understanding of the concept's evolution and to discuss the gap between theory and implementation. To do so, we conducted a survey among around 100 junior and senior European scholars from different fields and interviewed 24 city practitioners. Both academics' and practitioners' perspectives have aligned with the latest conceptualisations of urban resilience. The respondents endorsed transformative and "bouncing forward" approaches, emphasizing that nowadays challenges stand within reconciling and combining transformation and resistance to change resilience perspectives. The more engineering, robustness and safety driven ones seem to be left behind. However, inconsistencies emerged when addressing implementation and resilience characteristics: interviews' responses showed how practices are still driven through robustness and safety-driven measures. This article focuses on change in higher education in response to environmental pressures, more specifically pressures coming from European integration initiatives with respect to higher education, e.g. the Bologna Process. Significant research attention has so far been focused on the supposed impact of European initiatives on higher education systems and organizations. However, while many of such studies would claim that what they focus on is 'Europeanization of higher education', few of them provide a clear definition of the concept of Europeanization and an explicit and elaborate theoretical approach. Therefore, the aims of this paper are: (1) to provide a clarification of the concept of 'Europeanization of higher education', and (2) to provide a systematized and robust analytical framework able to account for identified patterns of change. The article builds on the conceptualization and operationalization of the process of Europeanization developed in international relations and comparative studies literature, using two strands of neo-institutionalism: Europeanization through an external incentives perspective based on rationalist institutionalism and Europeanization through a social learning perspective based on sociological institutionalism. Exploration of the explanatory potential of the two Europeanization perspectives focuses on changes in approaches to quality assurance in European countries. An assessment of said explanatory potential, as well as a discussion about the analytical challenges related to using these two Europeanization perspectives is provided in the conclusion. Climate change is already being felt in Europe, unequivocally affecting the regions' geo-structures. Concern over this is rising, as reflected in the increasing number of studies on the subject. However, the majority of these studies focused only on slopes and on a limited geographical scope. In this paper, we attempted to provide a broader picture of potential climate change impacts on the geo-structures in Europe by gathering the collective view of geo-engineers and geo-scientists in several countries, and by considering different geo-structure types. We also investigated how geo-structural concerns are being addressed in national adaptation plans. We found that specific provisions for geo-structural adaptation are generally lacking and mainly come in the form of strategies for specific problems. In this regard, two common strategies are hazard/risk assessment and monitoring, which are mainly implemented in relation to slope stability. We recommend that in future steps, other geo-structures are likewise given attention, particularly those assessed as also potentially significantly affected by climate change. In this paper, we provide an analysis of the deployment of labour market and career guidance as an instrument of liberal governmental rationality, and hence as a key tool for shaping attitudes suitable for the labour market. We characterize such processes and their effects on both those in receipt of guidance and those delivering it, on the basis of a three-year study in France, Slovenia, Spain and the UK. This leads us to put forward the problematic character of the notion of ‘conduct of conduct’, especially owing to the conflation implied between adaptation to governmental ends and freedom. We suggest that Max Weber’s categories for depicting active adaptation in bureaucratic capitalism provide a more grounded grasp of the processes involved, and that the radical distinction he establishes between adaptation and the possibility of conduct may provide a new basis for conceptualizing resistance to liberal governmental rationality. Background To further improve the standard of care provided to psoriasis patients in Europe, the European Dermatology Forum and the European Academy of Dermatology and Venereology have initiated a project to develop common European psoriasis guidelines. Objective This paper aims to assess the methodological quality and suitability of evidence-based psoriasis guidelines as a base of common European treatment guidelines. Methods A systematic literature search of the National Guidelines Clearinghouse, MEDLINE, EMBASE and GIN database for evidence-based psoriasis treatment guidelines published between 2001 and 2007 was performed and the AGREE instrument was used to assess the methodological quality. Results Out of 166 hits, we identified three evidence-based guidelines. A Dutch guideline that includes systemic treatments and photo(chemo)therapy, a British guideline that includes biologics only, and a German guideline that includes systemic therapy, photo(chemo)therapy and topical therapy. For the majority of the 23 AGREE items assessed, all three guidelines rated high (3–4/4). The highest score was obtained by the British guidelines with 75 points out of 92, followed by the German guidelines with 74 points and the Dutch guidelines with 73 points. All guidelines showed weaknesses in the field of ‘applicability’. Conclusion The three guidelines that could be included rated high enough to be considered ‘strongly recommended’ and were included to serve as a basis for the new common European guidelines. The paper explores the adaptation experiences of East Asian masters students in the UK in dealing with western academic norms of critical thinking and debate. Through in-depth interviewing, students' perceptions of their learning experiences were explored, and stages in this adaptation process were identified, with various entry and exit routes. It was found that the majority of the students opt for a 'middle way' which synergizes their own cultural approach to critical thinking with those aspects of western-style critical thinking and debate that are culturally acceptable to them. This paper reviews the knowledge on effects of climate change on agricultural productivity in Europe and the consequences for policy and research. Warming is expected to lead to a northward expansion of suitable cropping areas and a reduction of the growing period of determinate crops (e.g. cereals), but an increase for indeterminate crops (e.g. root crops). Increasing atmospheric CO2 concentrations will directly enhance plant productivity and also increase resource use efficiencies.In northern areas climate change may produce positive effects on agriculture through introduction of new crop species and varieties, higher crop production and expansion of suitable areas for crop cultivation. Disadvantages may be an increase in the need for plant protection, the risk of nutrient leaching and the turnover of soil organic matter. In southern areas the disadvantages will predominate. The possible increase in water shortage and extreme weather events may cause lower harvestable yields, higher yield variability and a reduction in suitable areas for traditional crops. These effects may reinforce the current trends of intensification of agriculture in northern and western Europe and extensification in the Mediterranean and southeastern parts of Europe.Policy will have to support the adaptation of European agriculture to climate change by encouraging the flexibility of land use, crop production, farming systems etc. In doing so, it is necessary to consider the multifunctional role of agriculture, and to strike a variable balance between economic, environmental and social functions in different European regions. Policy will also need to be concerned with agricultural strategies to mitigate climate change through a reduction in emissions of methane and nitrous oxide, an increase in carbon sequestration in agricultural soils and the growing of energy crops to substitute fossil energy use. The policies to support adaptation and mitigation to climate change will need to be linked closely to the development of agri-environmental schemes in the European Union Common Agricultural Policy.Research will have further to deal with the effect on secondary factors of agricultural production, on the quality of crop and animal production, of changes in frequency of isolated and extreme weather events on agricultural production, and the interaction with the surrounding natural ecosystems. There is also a need to study combined effects of adaptation and mitigation strategies, and include assessments of the consequences on current efforts in agricultural policy to develop a sustainable agriculture that also preserves environmental and social values in the rural society. Resilience is the ability to deal with shocks and stresses, including the unknown and previously unimaginable, such as the Covid-19 crisis. This paper assesses (i) how different farming systems were exposed to the crisis, (ii) which resilience capacities were revealed and (iii) how resilience was enabled or constrained by the farming systems' social and institutional environment. The 11 farming systems included have been analysed since 2017. This allows a comparison of pre-Covid-19 findings and the Covid-19 crisis. Pre-Covid findings are from the SURE-Farm systematic sustainability and resilience assessment. For Covid-19 a special data collection was carried out during the early stage of lockdowns. Our case studies found limited impact of Covid-19 on the production and delivery of food and other agricultural products. This was due to either little exposure or the agile activation of robustness capacities of the farming systems in combination with an enabling institutional environment. Revealed capacities were mainly based on already existing connectedness among farmers and more broadly in value chains. Across cases, the experience of the crisis triggered reflexivity about the operation of the farming systems. Recurring topics were the need for shorter chains, more fairness towards farmers, and less dependence on migrant workers. However, actors in the farming systems and the enabling environment generally focused on the immediate issues and gave little real consideration to long-term implications and challenges. Hence, adaptive or transformative capacities were much less on display than coping capacities. The comparison with pre-Covid findings mostly showed similarities. If challenges, such as shortage of labour, already loomed before, they persisted during the crisis. Furthermore, the eminent role of resilience attributes was confirmed. In cases with high connectedness and diversity we found that these system characteristics contributed significantly to dealing with the crisis. Also the focus on coping capacities was already visible before the crisis. We are not sure yet whether the focus on short-term robustness just reflects the higher visibility and urgency of shocks compared to slow processes that undermine or threaten important system functions, or whether they betray an imbalance in resilience capacities at the expense of adaptability and transformability. Our analysis indicates that if transformations are required, e.g. to respond to concerns about transnational value chains and future pandemics from zoonosis, the transformative capacity of many farming systems needs to be actively enhanced through an enabling environment.
