The low-lying Vietnamese Mekong Delta (VMD) is a key agricultural production landscape increasingly threatened by anthropogenic stresses and climate change. Among the different threats, droughts caused by extreme events, climate change and upstream developments, affect the delta the most. This paper explores the relationship between the intensity, duration, and frequency of meteorological droughts and hydrological droughts using a range of indices. We used monthly rainfall and stream flow data for the period 1992–2021 to calculate the Standardized Precipitation Index (SPI), the Reconnaissance Drought Index (RDI), and the streamflow drought Index (SDI) for different time intervals. We found no observed time lag, and a strong correlation coefficient between upstream hydrological and downstream meteorological drought events assessed over long-term scales (i.e., 12-months). This is true for all downstream sites, except Ben Tre City. Hydrological drought events onset lagged 5–6-, 6-, and 3–4-month behind meteorological droughts at mid- and shorter assessment time scales (9-, 6-, 3-month). The average correlation coefficients between hydrological indices and meteorological indices at 9–3-month time scales ranged from moderate to weak. These findings shed light and advance the understanding of the progression of meteorological to hydrological droughts in the VMD. Our results aid the regional understanding of drought onset and the causative mechanisms at work, which is important for both medium- and long-term drought forecasting and adaptation planning. The paper aims to identify major strategies applied by small-scale farm households to adapt to climate change and determine factors that affect their choice of adaptation strategies. A logistic regression model and a multivariate probit model were applied to a set of primary data collected from a survey of 290 farm households in two mountainous provinces of Northeastern Vietnam. Results show that farm households combined various strategies in response to the impacts of climate hazards. Changes in farm activities and livelihood diversification were the two most widely used adaptation strategies. Farm households' choice of adaptation strategies was influenced by a set of complex factors related to demographic characteristics, economic well-being, access to resources, and perception. Age and farming experience negatively affected farm households' adaptation. Meanwhile, access to resources, savings, extension services, membership of associations, access to information, and perception had a significantly positive effect on the adoption of adaptation strategies. Social-economic barriers restricted female-headed and ethnic minority households from taking up adaptation measures that required new technologies, updated knowledge, or resources. It is essential to issue policies and implement projects to enhance adaptive capacity and facilitating the adaptation process for farm households in mountainous areas, taking into account the barriers and disadvantages of female and ethnic minority farmers. Increasingly the environment, and climate risks in particular, are influencing migration and planned resettlement in Vietnam, raising the spectre of increased displacement in a country already confronting serious challenges around sustainable land and water use as well as urbanisation. Planned resettlement has emerged as part of a suite of measures being pursued as part of disaster risk reduction and climate change adaptation strategies. This paper provides an historical, political, legal and environmental overview of resettlement in Vietnam identifying key challenges for framing resettlement as climate change adaptation. The paper outlines the scale of past resettlement in Vietnam, identifying the drivers and implications for vulnerability. Detailed case studies of resettlement are reviewed. Through this review, the paper reflects on the growing threat of climate change and the likelihood of increased displacement associated with worsening climate risks to identify some critical considerations for planned resettlement in climate change adaptation planning. This paper deals with coping and adaptation processes to natural hazards and (potential) climate change impacts. Selected response measures to natural hazards are critically reviewed with respect to the actual and potential consequences that these measures might imply for additional adaptation needs and changes within social-ecological systems. In this context, the author introduces the concept of first- and second-order adaptation processes in order to underline the cascade process that adaptation implies, the potentials for failure, and the limits of adaptation. Important aspects of first- and second-order adaptation processes as well as the issue of the limits of adaptation are illustrated based on observations and empirical work conducted in Vietnam. In its final part, the paper discusses the findings in light of selected theoretical approaches that might help to understand how stabilization and destabilization processes are influenced or even triggered by adaptation measures. Connections to place and relations between people are being radically reconfigured in response to climate risks. Climate change is likely to increase the scale of displacement in the Asia Pacific region, leading to intensified patterns of migration as well as resettlement. These two processes, though differing in terms of individual agency and the role of the state, are likely to further exacerbate pressure on urban areas. As the limits to adaptation in risky places are reached, people are increasingly pursuing migration as a way of coping. This strategy demonstrates people's agency to respond to risks and opportunities. Resettlement, in contrast, tends to undermine people's agency. This risk response is increasingly being implemented by states as part of climate change adaptation plans, yet, it often results in the creation of new vulnerabilities for those forcibly resettled. Through a focus on the 'climate hotspot' of the Mekong Delta, Vietnam, this paper explores how communities and governments might anticipate and resolve some of the humanitarian, livelihood and ecological challenges associated with resettlement in an increasingly resource-constrained and risky climate future. The concept of just resilience is proposed as a lens through which the consequences of resettlement for people's connections to place, each other and familiar ways of life can be understood. It is argued that a focus on just resilience reveals opportunities and threats to procedural, distributive and recognition elements of justice associated with adapting to climate change. This qualitative study conducts three in-depth interviews with language educators representing the Faculties of Chinese, English, and Russian Linguistics at a university in Vietnam. The research aims to explore their experiences and perspectives amid the rapid digital transformation catalyzed by the post COVID-19 pandemic, with a particular focus on their adaptation to online assessment. Utilizing a semi-structured interview format with open-ended questions, the study comprehensively examines various aspects of online assessment techniques, the challenges faced during the pandemic, and the future implications of blended learning in higher education. The findings highlight the remarkable adaptability and resilience of language educators in responding to the multifaceted challenges. Despite the abrupt shift to online assessment methods, these educators effectively embraced innovative approaches, reflecting their commitment to upholding academic standards amidst adversity. The research underscores the critical importance of higher education institutions prioritizing investments in the professional development of educators and equipping students with essential digital skills. Beyond preserving the educational advancements made during the pandemic, it positions higher education for a future in which technology drives profound transformations in learning and assessment methodologies. In essence, this study offers valuable insights into the adaptability and resilience of language educators, illuminating the path forward for higher education in an increasingly digital landscape. • State-led resettlement is increasingly justified on environmental grounds. • A mixed-methods approach captures people's lived experience after resettlement. • Structural and proximate forces shape people's livelihoods after resettlement. • Inequalities are apparent in the way many are not able to recover and adapt in-place. • Increased out-migration after resettlement represents a form of double displacement. Migration is an expression of shifting human-environment relations in response to changing risks and opportunities. Under modernist development regimes, the perceived environmental qualities of a locality have been used to justify state-led initiatives to encourage people to settle in particular places, in order to exploit favourable conditions and resources. In more recent decades, as the environmental consequences of modernist development intensify, environmental risks increasingly form part of the justification for state-led resettlement schemes to protect people or, purportedly, to protect the environment from people. The success of such resettlement schemes, in terms of contributing to improved livelihood outcomes for affected people, is greatly undermined however by the lack of large-scale support required to recover livelihoods. This paper looks at the complex relations between environmental change, resettlement and migration. It is based on research of two resettlement schemes in the Mekong Delta, Vietnam undertaken in the 2000s, that sought to reduce people's exposure to environment risks. Subsequent environmental deterioration in the resettlement areas, together with key agrarian changes, has undermined the capacity of people to recover from the disruption of resettlement and adapt their livelihoods to new risks and opportunities, resulting in increased outmigration. We argue that whilst large-scale, state-led resettlement schemes are often designed in response to life-threatening risks, without supporting the capacity of people to adapt to the everyday risks of deteriorating environmental conditions, reduced access to resources and limited employment opportunities, then livelihood precarity will persist resulting in a kind of double displacement. As such the increased out-migration from resettlement sites should not be seen as indicative of new adaptation pathways but, due to the largely involuntary nature of such migration, it should rather be understood as an expression of the limits of adaptation in the new localities. The underestimation of the level of support required for people to recover and adapt following resettlement reflects the technocratic way in which resettlement is approached and the failure to appreciate the scale of disruption associated with the cumulative and combined effect of slow-onset environmental deterioration. Extreme climate events challenge the livelihoods of shrimp farmers worldwide. A comprehensive analysis of farmers' choices of adaptive measures is essential for developing approaches that can lessen the effects of these climate risks. This study presents the determinants that influence the choice of adaptive measures in response to two climate risks, drought, and irregular weather, using a survey of 437 shrimp farmers in the Vietnamese Mekong region and applying a multinomial logit model. Five adaptation choices identified include changing feeding schedules/stocking densities, changing water exchange schedules, water conservation, water treatments, and early harvesting. The results revealed that education, training, extension services, credit access, farm size, pond numbers, and the farmers' perception of drought and irregular weather are the main factors influencing farmers' choices of adaptive measures. Intensive and extensive farmers chose different adaptations to climate risks, with the former applying a variety of measures while the latter chose to change water exchange schedules. Vietnam is currently undergoing a rapid economic and social transition involving the dismantling of the co-operative system and the official embracing of a market economy. The paper uses an institutional approach to examine adaptation to such changes in two coastal communes in mangrove forest areas. Having provided the historical and policy context of reforms which have taken place in Vietnam in the area of resource management, the paper goes on to discuss changes currently taking place in access to resources. The complexity of property rights regimes are then examined in the light of such changes, with particular focus on the effects of privatisation and the increased effects of integration with external markets. Using livelihood diversification as a key concept for understanding local adaptation to such changes, the paper concludes with discussion of the socially differentiated impacts of the process and the implications for future livelihoods. The capacity to anticipate and respond to climate change can critically shape vulnerability, influencing whether a country experiences harm from exposure to stresses or is able to cope, adapt and realize sustainable outcomes. This paper presents the results of a study that evaluates capacity in relation to the health and water sectors in Vietnam. The study presents informants’ views on the adequacy of financial resources, understanding of vulnerability and adaptation, training needs, information requirements and levels of cooperation as well as their priorities to address adaptation. The perceptions of respondents on challenges and obstacles faced in developing adaptation strategies are also examined. Training on vulnerability and increasing funds for adaptation were reported as the top priorities, indicating that the inadequacy of human and financial resources is the most significant challenge to effective adaptation in the study context. Difficult and weak cooperation was also widely considered to be a barrier. The paper concludes that there are significant interconnected constraints on adaptive capacity in Vietnam that are further exacerbated by governance issues, such as inadequate cooperation and transparency in sharing information and data. Background: Over the past 5 years, the number of Vietnamese migrant workers in Japan has grown rapidly to become the largest group of migrant workers in the country. They hold various statuses of residence and are subjected to multifactorial stressors. Aims: The current study's aim is to investigate the association between psychological distress experienced by Vietnamese workers and their work environment. Another aim is to discuss issues involving migrant workers by comparing the characteristics of workers in the major statuses of residence. Methods: The study applied a cross-sectional design, and included a nationwide self-administered online questionnaire that was conducted in Vietnamese in 2022. The questionnaire included the Kessler Psychological Distress Scale (K10), workplace interpersonal factors as well as factors related to work and health. A multiple logistic regression analysis was conducted to investigate factors associated with psychological distress. Results: Of 933 Vietnamese workers, 37% were grouped as distressed under the K10 cutoff. Fewer opportunities to speak with Japanese co-workers, lower welfare and workload ratings, and the visa statuses including 'Technical Intern Training' were significantly associated with psychological distress. Unexpectedly, those in 'Engineer/Specialist in Humanities/International Services (ESI)' category who are deemed to hold better conditions demonstrated the highest amounts of distress. Conclusion: Outside of unsatisfactory working environments, differing situations depending on status of residence could produce various sources of distress. The difficult aspects of Japan's distinct culture seem to contribute to their distress, especially for those who have more interactions with Japanese co-workers. A push for a multicultural society, where migrant workers can pursue proactive life designs of their own choosing, is warranted. [ABSTRACT FROM AUTHOR]

Although tree-based farming systems are often assumed to be 'resilient' or 'climate-smart' options, adoption is limited. It could be that the sensitivity of individual tree species to extreme weather events is poorly documented or new systems include unfamiliar species and technologies. This paper reports on initial results of an evaluation of farmers' experiences with trees and crops for responding to major climatic exposures in 21 villages in northern and north-central Viet Nam. Our study assessed the suitability and roles of trees by analyzing data gathered through focus group discussions, workshops and a survey of 661 households. The results showed that a majority of households were exposed annually to what they perceived as natural hazards. Experiences with using trees for coping and adaptation depended on household income status, awareness and policies. In particular, farms with trees had shorter recovery time after most types of natural disasters, except for cold spells, demonstrating economic and environmental buffers. Many leaders were unfamiliar with agroforestry and mainly looking for economies of scale, hence oriented to land use rather than landscape planning. This indicates disconnects between farmers' needs and policymakers' priorities with respect to climate change adaptation strategies. Existing agroforestry systems reflected a transition from indigenous or current farming systems via changing to either new species or technologies rather than changing both at the same time. Southeast Asian countries are confronting climate variability, challenging agricultural sustainability and rural livelihoods. However, little research effort has been devoted to exploring how farmers in those countries perceive climate variability and how the perceptions link to adaptive responses. This paper deploys information from three focus group discussions with 30 male farmers; and six in-depth interviews with one female and five male agricultural officers in the Mekong Delta, Vietnam. Recorded 34-year meteorological data in the delta from 1978 to 2011 is also incorporated to demonstrate the actual climate variability of the region. We find that farmers are becoming increasingly conscious of local climate variability issues. However, they have limited understanding of the importance of adaptation to their livelihoods. They also have limited knowledge of where and who to contact for appropriate climate change adaptation information. No opinions about the link between global warming and local climate variability and change were observed. Casual observation via public media and personal experience dominated farmers' sources of information. Barriers to farmers' adaptation are not exclusively restricted to socio-economic factors and resource constraints; e.g. land tenure, technical knowledge, market, social relationship, credit, information, health care, and demographics. Maladaptation, habit, and the perception of the importance of climate variability and adaptation are found as additional constraints. Observed differences in farmers' and agricultural officers' perspectives regarding barriers to farmers' adaptation suggest important policy implications. [ABSTRACT FROM AUTHOR]

This article asks through what processes and for which interests the emerging Vietnamese climate change strategy is being designed, and if, ultimately, it is likely or not to be effective in the face of the looming threat. Through a review of an emerging body of literature and field observations, the paper finds the strategy partial and problematic in several ways. Its technocratic process prevents a pluralist representation of interests, obfuscating and perpetuating sectorial ones, at the expense of a more transparent and democratic resource allocation. The strategy therefore reflects and reinforces existing power relations in both politics and production. It feeds into a business-as-usual complacency, protecting national and international interests vested in unchallenged continuity, even when considering post-carbon technological fixes, which largely serve to expand capital accumulation opportunities. The article concludes that the national climate change strategy provides an illusion of intervention and security, but largely fails to identify and mitigate the underlying causes of climate change, or to lay the ground for a robust mid- and long-term adaptation strategy that can cope with yet unknown levels of climatic and other structural changes. In the billion-dollar global illegal wildlife trade, rosewoods have been the world's most trafficked wild product since 2005. Dalbergia cochinchinensis and Dalbergia oliveri are the most sought-after rosewoods in the Greater Mekong Subregion. They are exposed to significant genetic risks and the lack of knowledge on their adaptability limits the effectiveness of conservation efforts. Here, we present genome assemblies and range-wide genomic scans of adaptive variation, together with predictions of genomic offset to climate change. Adaptive genomic variation was differentially associated with temperature and precipitation-related variables between the species, although their natural ranges overlap. The findings are consistent with differences in pioneering ability and in drought tolerance. We predict their genomic offsets will increase over time and with increasing carbon emission pathway but at a faster pace in D. cochinchinensis than in D. oliveri. These results and the distinct gene--environment association in the eastern coastal edge of Vietnam suggest species-specific conservation actions: germplasm representation across the range in D. cochinchinensis and focused on hotspots of genomic offset in D. oliveri. We translated our genomic models into a seed source matching application, seedeR, to rapidly inform restoration efforts. Our ecological genomic research uncovering contrasting selection forces acting in sympatric rosewoods is of relevance to conserving tropical trees globally and combating risks from climate change. This study presents a seven-step approach to identify and support local climate change (CC) responses in agriculture. The following seven steps comprise this approach: 1. Analyse past trends on the climatic factors and model the future trends. 2. Simulate the possible impacts of CC on the selected system(s) or product(s). 3. Present and discuss the predicted impacts with the local stakeholders. 4. Identify and rank CC responses together with the local stakeholders. 5. Elaborate plans to develop and test the highest ranked response(s). 6. Evaluate the results of the tests and recommend implementation or changes. 7. Report the results to the involved authorities and suggest ways to implement the responses and/or advise new tests if the first ones were not able to sufficiently deal with the impacts. Six pilot studies in Vietnam were funded through two projects led by Wageningen University & Research. The first addressed several production systems in one southern province, and the second in three more northern districts, each with different problems. This paper reflects and communicates the seven-step approach in order to make local CC responses accessible to the larger rural development communities. Shrimp aquaculture is among the most vital sectors in the Mekong Delta of Vietnam regarding economic well-being, social aspects, and food security beyond the country boundary. Nevertheless, this sector has faced emerging challenges from increased climate variability during recent decades, negatively influencing its outcomes. This paper utilized farm-level data surveyed in 2019 to investigate the mechanisms behind households' decisions to adopt three primary climate change adaptation practices: upgrading pond dikes, lining ponds with plastic sheets, and having settling ponds. This study demonstrates the effects of adopting these strategies on shrimp farming performance. An endogenous switching regression model was employed to deal with potential selection bias and heterogeneity in the decision to adopt or not. We find that the adoption of upgrading pond dikes and having a settling pond result in higher productivity in shrimp farming, and both adopters and non-adopters of these strategies would benefit from the adaptation. As well, education of the farm operators and farmers' belief on changes in climatic conditions and their impacts on shrimp farming are the main drivers behind the adoption behavior. To support equitable adaptation planning, quantitative assessments should consider the fairness of the distribution of outcomes to different people. What constitutes a fair distribution, however, is a normative question. In this study, we explore the use of different moral principles drawn from theories of distributive justice to evaluate fairness. We use adaptation planning in Vietnam Mekong Delta as a case study. We evaluate the preference ranking of six alternative policies for seven moral principles across an ensemble of scenarios. Under the baseline scenario, each principle yields distinctive preference rankings, though most principles identify the same policy as the most preferred one. Across the ensemble of scenarios, the commonly used utilitarian principle yields the most stable ranking, while rankings from other principles are more sensitive to uncertainty. The sufficientarian and the envy-free principles yield the most distinctive ranking of policies, with a median ranking correlation of only 0.07 across all scenarios. Finally, we identify scenarios under which using these two principles results in reversed policy preference rankings. Our study highlights the importance of considering multiple moral principles in evaluating the fairness of adaptation policies, as this would reduce the possibility of maladaptation. This study investigates farmers' perception of and adaptation to climate change in Thai Nguyen province in the Northeast region of Vietnam. Using a structured survey questionnaire, personal interviews were conducted with 534 farmers in the study province. A multivariate probit model was utilized to examine factors affecting farmers' choices of adaptation to climate change. The results show that climate change has threatened farmers' livelihood and agricultural cultivation. Gender, education, farming experience, land, perceived temperature, perceived precipitation, income source, climate information, agricultural training, membership and credit access significantly affect farmers' choices of different adaptation methods. The results suggest that government should integrate climate change adaptation activities into local development plans. In addition, climate information, agricultural training, and community-based networks should be made available and accessible to all farmers. [ABSTRACT FROM AUTHOR]

Climate change adaptation indicators have played a critical role in the increased understanding of potential climate change impacts. In this research, 6 climate change adaptation indicators were identified for Can Tho City in the Mekong Delta of Vietnam: (1) Rice production from wastewater during winter-spring crop; (2) % of irrigation water demand satisfied by treated wastewater; (3) % of nutrient demand satisfied by treated wastewater; (4) % remaining flow downstream of Can Tho in the Hau River; (5) environmental benefits; and (6) total investment cost for wastewater treatment. These indices were selected to assess various options/strategies for wastewater management and reuse in Can Tho City as a means to improve the City's resilience to climate change. From an environmental perspective, this study shows the benefits for Can Tho City to set up a strategy to treat and reuse wastewater from catfish farming as the priority among four assessed scenarios with different climate change impact factors. It is concluded that adaptation can be assessed by the indicators because they can define whether adaptation policies and measures are implemented and whether vulnerability is reduced through effective actions. Abstract: This paper examines the livelihood outcomes and adaptation strategies of households who have been involuntarily resettled from the project area of the Son La Hydropower Project in Vietnam to a remote mountain location with an intense scarcity of resources. We collected household data using a double recall, referring to the situation before and after resettlement, and for both the resettled and host households. The results show that resettled households lost income mainly because of a loss in crop output. In response, they tried to intensify crop production by using more fertilizers. The distribution of their farm output and income became less equal after resettlement although land had been distributed equally to all households. The host households had a greater number of opportunities to adapt and increased the cropping frequency of rice, intensified mineral fertilizer use and intensified livestock production, and as a result, their farm output and incomes increased. The livelihood adaptation of both the host and resettled households was strongly conditioned by a lack of available livelihood assets in this remote mountain location; it is therefore questionable whether households will be able to maintain their livelihood outcomes in the long run. Abstract: This paper presents an approach to quantifying current and future city-wide flood risks to Ho Chi Minh City. Here urban planning scenarios linking urban development and climate change explore the main driving forces of future risk. According to the redefined role of urban environmental planning in times of climate change, spatial planning needs to go beyond traditional planning approaches to bring together, draw upon and integrate individual policies for urban adaptation strategies for land-use planning. Our initial research results highlight that the spatiotemporal processes of urban development, together with climate change, are the central driving forces for climate-related impacts. The influence of planned urban developments to the year 2025 on future flood risk is seen to be significantly greater than that of projected sea-level rise to the year 2100. These results aid local decision making in an effort to better understand the nature of future climate change risks to the city and to identify the main driver of urban exposure. Climate change has adversely affected the agricultural activities of farmers in the mountainous regions of Vietnam. This research investigates ethnic minority farmers' perceptions and use of local knowledge to adapt to climate change. Data were collected from 362 farmers through surveys, key informant interviews and focus group discussions. The binary logit model was employed to examine factors influencing farmers' perceptions of climate change. The results indicate that farmers have been aware of overall changes in climate—particularly the weather becoming hotter over the last 20 years. Commune locations, education levels, forest area, income, credit, information from smartphones, forest year and attending climate change/natural disaster reduction training were factors that significantly affected farmers' perceptions of climate change. Our findings suggest that policymakers should consider farmers' perceptions and local knowledge when designing and formulating mitigation policies. [ABSTRACT FROM AUTHOR]

Background: Vietnam possesses a vast diversity of rice landraces due to its geographical situation, latitudinal range, and a variety of ecosystems. This genetic diversity constitutes a highly valuable resource at a time when the highest rice production areas in the low-lying Mekong and Red River Deltas are enduring increasing threats from climate changes, particularly in rainfall and temperature patterns. Results: We analysed 672 Vietnamese rice genomes, 616 newly sequenced, that encompass the range of rice varieties grown in the diverse ecosystems found throughout Vietnam. We described four Japonica and five Indica subpopulations within Vietnam likely adapted to the region of origin. We compared the population structure and genetic diversity of these Vietnamese rice genomes to the 3000 genomes of Asian cultivated rice. The named Indica-5 (I5) subpopulation was expanded in Vietnam and contained lowland Indica accessions, which had very low shared ancestry with accessions from any other subpopulation and were previously overlooked as admixtures. We scored phenotypic measurements for nineteen traits and identified 453 unique genotype-phenotype significant associations comprising twenty-one QTLs (quantitative trait loci). The strongest associations were observed for grain size traits, while weaker associations were observed for a range of characteristics, including panicle length, heading date and leaf width. Conclusions: We showed how the rice diversity within Vietnam relates to the wider Asian rice diversity by using a number of approaches to provide a clear picture of the novel diversity present within Vietnam, mainly around the Indica-5 subpopulation. Our results highlight differences in genome composition and trait associations among traditional Vietnamese rice accessions, which are likely the product of adaption to multiple environmental conditions and regional preferences in a very diverse country. The need for explicitly considering equity in climate change adaptation planning is increasingly being recognized. However, evaluations of adaptation often adopt an aggregated perspective, while disaggregation of results is important to learn about who benefits when and where. A typical example is adaptation of rice agriculture in the Vietnam Mekong Delta (VMD). Efforts focused on flood protection have mainly benefitted large‐scale farmers while harming small‐scale farmers. To investigate the distributional consequences of adaptation policies in the VMD, we assess both aggregate total output and equity indicators, as well as disaggregated impacts in terms of district‐level farming profitability. Doing so requires an adequate representation of the multisectoral dynamics between the human and biophysical systems which influence farming profitability. We develop a spatially explicit integrated assessment model that couples inundation, sedimentation, soil fertility and nutrient dynamics, and behavioral land‐use change and farming profitability calculation. We find that inter‐district inequality responds in a non‐linear way to climatic and socio‐economic changes and choices of adaptation policies. The patterns of who wins and who loses could change substantially when a different policy is implemented or if a slightly different uncertain future materializes. We also find that there is no simple ranking of alternative adaptation policies, so one should make trade‐offs based on agreed preferences. Accounting for equity implies exploring the distribution of outcomes over different groups over a range of uncertain futures. Only by accounting for multisectoral dynamics can planners anticipate the equity consequences of adaptation and prepare additional measures to aid the worse‐off actors. Plain Language Summary: Adaptation planning should strive for not only maximizing welfare outcomes, but also ensuring equitable outcomes among affected people. Supporting equitable adaptation planning requires looking beyond only at aggregated indicators. In this study, we evaluate the distributional outcomes of alternative adaptation policies under various scenarios to the profitability of rice farming in the Vietnam Mekong Delta. To do this, we have to explicitly account for multisectoral dynamics surrounding the agriculture sector. This is because adaptation policies and uncertain factors target different parts of the systems and interact in a non‐linear way. Hence, if we zoom in to just one sector (e.g., flood impacts to farmer's profitability), we would overlook the inherent interconnectedness between the different sectors in the system. We therefore develop an integrated assessment model encompassing multiple sectors, including inundation and sedimentation dynamics, soil fertility and nutrient dynamics, and behavioral land‐use change and farming profitability. Using this model, we find that even a slight change in uncertain scenarios or implemented adaptation policies could lead to distinctive inequality patterns between farmers across the 23 districts. Our study suggests that to support an equitable adaptation planning, one must incorporate the complex multisectoral dynamics that give shape to inequalities. Understanding household's decision making in agricultural production to natural hazards is significant for policymakers and extension organizations in supporting farmers to optimize adaptive strategies, there are, however, still limited empirical researches that emphasize the determinants affecting the choice of measures in the process of adaptation. This paper explores the decision-making process of rural households in adapting to flash floods and landslides (FF&LS) by conducting a household survey on 405 purposively selected households in Yen Bai province, one of the poorest mountainous regions in Vietnam. Based on the multi-portfolio framework, the study assumes that farmers have multiple choice of adaptation strategies simultaneously and these adaptation measures are correlative. Multivariate Probit models were used to figure out the household decision making process in adapting to FF&LS. Survey results showed that changing cropping patterns, crop variegation, diversifying types of crop varieties, as well as managing and implementing crop protection (soil and plant) are the primary adaptation measures applied by local farmers. Furthermore, lack of money, inadequate support from local government, shortage of machinery and technical equipment, as well as insufficient knowledge about FF&LS were listed as major constraints in the study area. The MVP analysis indicated that all farmers' perception, socio-economic, farming features, and institutional conditions strongly influence the farmers' adaptation decisions regarding FF&LS. Purpose: This study analyses climate change vulnerability and adaptation in a northern province in Vietnam from the gender perspective. Design/methodology/approach: A survey questionnaire was used to collect data for the study. The Livelihood Vulnerability Index (LVI) was calculated for 134 female and 239 male-headed households. Descriptive statistics were synthesized to investigate climate change adaptation from the gender perspective. Findings: The results show that the LVI of female-headed households is higher than male-headed households, but the variation is negligible. In addition, female and male farmers in the study area use different methods to adapt to climate change. Female farmers have critically contributed to the family workforce and climate change adaptation. Nevertheless, female farmers have less accessibility to agricultural services such as training and credit. Research limitations/implications: The study suggests that gendered interventions for improvement of livelihood to adapt to climate change should be developed for each aspect of the livelihood. Furthermore, enhancement of services for women and recognition of women's roles in responding to climate change would contribute to more active adaptation to climate change. Originality/value: Studies on climate change from the gender perspective in Vietnam have been conducted on a limited scale. Particularly, there are very limited studies on climate change in association with gender issue in North Vietnam. The potential of reef‐building corals to adapt to increasing sea‐surface temperatures is often debated but has rarely been comprehensively modeled on a region‐wide scale. We used individual‐based simulations to model adaptation to warming in a coral metapopulation comprising 680 reefs and representing the whole of the Central Indo‐West Pacific. Encouragingly, some reefs—most notably Vietnam, Japan, Taiwan, New Caledonia and the southern half of the Great Barrier Reef—exhibited high capacity for adaptation and, in our model, maintained coral cover even under a rapid "business‐as‐usual" warming scenario throughout the modeled period (200 years). Higher resilience of these reefs was observed under all tested parameter settings except the models prohibiting selection and/or migration during warming. At the same time, the majority of reefs in the region tended to collapse within the first 100 years of warming. The adaptive potential (odds of maintaining high coral cover) of a given reef could be predicted based on two metrics: the reef's present‐day temperature, and the proportion of recruits immigrating from warmer locations. The latter metric explains the most variation in adaptive potential, and significantly correlates with actual coral cover changes observed throughout the region between the 1970s and the early 2000s. The crop simulation model Decision Support System for Agrotechnology Transfer (DSSAT) was applied over the Mekong River Delta (MRD), Southern Vietnam, to assess future (2020–2050) impacts of climate change on rice production. The DSSAT model was driven using observed station data and projected climate data derived through the dynamical downscaling of three global climate models (GCMs) using the Weather Research and Forecasting (WRF) model. The WRF model was simulated at a spatial resolution of 30 km over the study region, and the large-scale driving fields for future climates were taken from the Coupled Model Inter-Comparison Project Phase 3 (CMIP3) global models ECHAM5, CCSM3, and MIROC5 under the A2 emission scenario. Rice growth during two main seasons, namely, the winter-spring (winter) and summer-autumn (summer), were selected to quantify impacts under both irrigated and rain-fed rice cultivation. The results from this climate-crop study suggest that under rain-fed conditions, winter rice yield was likely to experience nearly 24% reduction while summer rice yield was projected to decrease by about 49%. Without irrigation, the annual rice yield was projected to decrease by about 36.5%, and under irrigated conditions, climate change is likely to reduce annual irrigated rice yields by about 1.78%. Winter rice yield was likely to decrease by 4.7% while summer rice yield was projected to marginally increase by about 0.68%. Increasing temperatures and seasonal variations of precipitation are likely to significantly reduce rice yields under rain-fed condition. In addition, (1) a decrease (increase) in the number of rainy days during the dry (wet) season and (2) positive effects of elevated CO2 for rain-fed rice growth under each of the three WRF model realizations would markedly influence rice yields. With Vietnam being one of the largest exporters of rice, these findings have serious implications for the local agricultural sector. This also serves an early warning for the policymakers and stakeholders for effective planning of not only crop production but also water resource management. Polyonyx socialis sp. n. from the South China Sea of Vietnam is described. The new species was collected in a previous study that compared the vertebrate and invertebrate symbiont communities living in the tubes of two syntopic species of the polychaete genus Chaetopterus. Polyonyx socialis sp. n. inhabits the tubes of the smaller polychaete species as a heterosexual pair, and frequently shares the cavity of the host's tube with a larger porcellanid, P. heok, also present as a male-female pair, and with a species of trinchesiid nudibranch. Less frequently, the new species shares its host with a heterosexual pair of a larger species of pinnotherid crab. Polyonyx socialis sp. n. belongs to the P. sinensis group, a world-wide distributed morphological line within the heterogeneous genus Polyonyx. Most species in this group are obligate commensals of chaetopterid polychaetes. The crabs have a transversally cylindrical habitus, which enables them to move laterally along the worm tubes with ease. Polyonyx socialis sp. n. is a relatively small species that lives attached to the inner walls of the polychaete tube. The small size and flattened chelipeds and walking legs of the new species confers it an advantage to cohabiting the same worm tube with larger decapod species occupying most of the tube's cavity. This study uses the propensity score matching approach to empirically analyze farmers' preference for adaptation to climate change in rice production and the impact of adaptation response on their livelihood, more specifically on household income. Observational data were obtained from interviews with 80 Soc Trang rice farmers in the Mekong Delta, Vietnam. The findings indicate that 74% of farmers typically decided to adapt their rice farming to climate change with respect to salinity intrusion while 26% of farmers did not. The choice of adaptation response is significantly influenced by education, social norm, location at district level and micro-level (e.g. access to water sources). Furthermore, the study demonstrates that adaptation response to climate change at the farm level has a positive impact on household income. Specifically, farmers who have adapted their rice farming to salinity intrusion have a higher annual income (about 34 million Vietnamese Dong) than those who have not adapted. [ABSTRACT FROM AUTHOR]

In Vietnam, commercial disinfectants containing quaternary ammonium compounds (QACs) are commonly used in pig and poultry farms to maintain hygiene during production. We hypothesized that sustained exposure to sub-bactericidal concentrations of QAC-based disinfectants may result in increased levels of antimicrobial resistance (AMR) among Enterobacteriacea due to the increase of efflux pump expression. To test this hypothesis we exposed six antimicrobial-susceptible Escherichia coli (E. coli) and six antimicrobial-susceptible non-typhoidal Salmonella (NTS) isolates to increasing concentrations of a commonly used commercial disinfectant containing a mix of benzalkonium chloride and glutaraldehyde. Over the 12-day experiment, strains exhibited a significant change in their minimum inhibitory concentration (MIC) of the disinfectant product (mean increase of 31% (SD ± 40)) (p = 0.02, paired Wilcoxon test). Increases in MIC for the disinfectant product were strongly correlated with increases in MIC (or decreases in inhibition zone) for all antimicrobials (Pearson's correlation coefficient 0.71-0.83, all p < 0.01). The greatest increases in MIC (or decreases in inhibition zone) were observed for ampicillin, tetracycline, ciprofloxacin, and chloramphenicol, and the smallest for gentamicin, trimethoprim/sulphamethoxazole. The treatment of 155 representative E. coli isolates from farmed and wild animals in the Mekong Delta (Vietnam) with phenyl-arginine beta-naphthylamide (PAßN), a generic efflux pump inhibitor, resulted in reductions in the prevalence of AMR ranging from 0.7% to 3.3% in these organisms, indicating a small contribution of efflux pumps on the observed prevalence of AMR on farms. These results suggest that the mass usage of commercial disinfectants, many of which contain QACs, is potentially a contributing factor on the generation and maintenance of AMR in animal production in Vietnam. Forests play a major role in both climate change mitigation and adaptation, but few policies, if any, integrate these two aspects. Using Indonesia and Vietnam as case studies, we identify challenges at the national level but opportunities at the local level. Although both countries demonstrate political commitment to integrating adaptation and mitigation in their development plans, guidelines for policy and planning treat the two approaches separately. The main challenges identified are lack of knowledge, lack of political will, lack of financial incentives, and fragmentation of mandates and tasks of different government agencies. In contrast, at the local level, integration of mitigation and adaptation is facilitated by subnational autonomy, where mitigation projects might have adaptation co-benefits, and vice versa. Our results also show that many actors have a dual mandate that could bridge adaptation and mitigation if appropriate political and financial incentives are put in place. Successful integration of mitigation and adaptation policies would not only remove contradictions between policies, but also encourage governments that are designing domestic policies to exploit the potential for positive spillovers and realize the benefits of both approaches. We assessed the potential impact of climate change on the yield of rainfed rice in the lower Mekong Basin and evaluated some adaptation options, using a crop growth simulation model. Future climate projections are based on IPCC SRES A2 and B2 scenarios as simulated by ECHAM4 global climate model downscaled for the Mekong Basin using the PRECIS system. We divided the basin into 14 agro-climatic zones and selected a sub-catchment within each zone for the model and assessed the impact for the period of 2010-2030 and 2030-2050. In general, the results suggest that yield of rainfed rice may increase significantly in the upper part of the basin in Laos and Thailand and may decrease in the lower part of the basin in Cambodia and Vietnam. The increase is higher during 2030-2050 compared to the period of 2010-2030 for A2 scenario. For B2 scenario, yield increase is higher during 2010-2030. The impact is mainly due to the change in rainfall and CO concentration in the atmosphere. We have tested widely used adaptation options such as changing planting date, supplementary irrigation, and reduction in fertility stress and found that negative impact on yield can be offset and net increase in yield can be achieved. Rural-urban migration continues to grow in many developing countries including Vietnam. The experience of stress and coping associated with this process may vary for people from different circumstances. However, there has been little research on migrants to date. This study adopts a qualitative approach to research on unregistered, male, migrant freelance labourers in urban Vietnam and to explore factors contributing to stress and coping among this population. The study revealed an array of stressors related to migrants' life experiences in urban space, including physical, financial and social factors. Coping was diverse, including problem-focused coping (PFC) and emotion-focused coping (EFC), pro-social and anti-social, active and passive. Less active and anti-social coping appeared common. Together, weak social network and lack of support from formal systems placed coping and adaptation in a cyclic relationship. This study employed the propensity score matching approach to empirically assess the effects of climate smart agriculture participation and climate change adaptation response on the technical efficiency of rice production. Observational data were collected from in-depth interviews with 352 rice farm households in the Mekong Delta, Vietnam. The findings indicate that 71% of local farmers adapted their rice farming to climate change related to salinity intrusion and drought, while 29% of farmers did not. Additionally, only twenty-two rice farmers were typically chosen as participants in the climate smart agriculture pilot program by local government and institutions. The choices for adaptation response and climate smart agriculture participation are significantly influenced by agricultural extension services, belief in climate change, the area of farming land, as well as geographical locations (e.g., province and access to water sources). The results also reveal that climate change adaptation response, including climate smart agriculture participation, played a crucial role in improving technical efficiency of rice production by 13%–14% compared to no adaptation response. Regarding the individual effect of climate smart agriculture participation, participants could achieve higher technical efficiency by 5%–8% compared to non-participants. [ABSTRACT FROM AUTHOR]
