Adaptation to impacts of climate change is a key pillar of climate change policy, and local governments have historically played a major role in the design and implementation of these policies. An array of political, economic, institutional, social, and individual factors influence adaptation policy instrument choice. At the local government level, these choices also reflect inter-governmental dynamics that can constrain or support local efforts. We analyze eight hypothesized drivers of local adaptation policy instrument choice using fractional regression analysis and multilevel modelling. Local governments are pursuing diverse adaptation policy implementation styles that are associated with different levels of internal capacity, local political economies and problem perception. Dependence on national governments, the presence or absence of national adaptation mandates, national decision-making traditions, and national adaptation policy approaches may also influence local policy instrument choices. Climate change presents substantial risks to the health of Indigenous peoples. Research is needed to inform health policy and practice for managing risks, with community based adaptation (CBA) emerging as one approach to conducting research to support such efforts. Few, if any, studies however, have critically examined the application of CBA in a health or Indigenous peoples context. We examine the strengths, challenges, and opportunities of health-related CBA research in Indigenous community settings, drawing on the experiences of the multi-nation interdisciplinary Indigenous Health Adaptation to Climate Change (IHACC) project. Data collection was guided by a framework developed to evaluate CBA projects. Semi-structured interviews (n = 114) and focus groups (n = 23, 177 participants) were conducted with faculty-based researchers, institutional partners, community members, students, and trainees involved in the IHACC project in Canada, Uganda, and Peru. Results illustrate the importance of CBA in co-generating knowledge on climate-health vulnerability and adaptation options, capacity building, and informing decision choices. There are also significant challenges of conducting CBA which can have unintended negative consequences, with results emphasizing the importance of managing the tension between health research and tangible and immediate benefits; developing a working architecture for collective impact, including team building, identification of common goals, and meaningful engagement of knowledge users; and the need to continuously monitor and evaluate progress. The Paris Agreement takes a significant step forward in strengthening the adaptation pillar of global climate policy. By widening the normative framing around adaptation, calling for stronger adaptation commitments from states, being explicit about the multilevel nature of adaptation governance, and outlining stronger transparency mechanisms for assessing adaptation progress, the Agreement is a milestone in ongoing efforts to make adaptation an equal priority with mitigation. Significant work remains to be done, however, to clarify how the long-term goal for adaptation set out in Article 7 will be meaningfully realized. The challenge for Parties in implementing the Paris Agreement will be to establish credible commitments from state and non-state actors with regard to adaptation planning, implementation, and financing. Cities globally face significant risks from climate change, and are taking an increasingly active role in formulating and implementing climate change adaptation policy. However, there are few, if any, global assessments of adaptation taking place across cities. This study develops and applies a framework to track urban climate change adaptation policy using municipal adaptation reporting. From 401 local governments globally in urban areas with >1 m people, we find that only 61 cities (15%) report any adaptation initiatives, and 73 cities (18%) report on planning towards adaptation policy. We classified cities based on their adaptation reporting as extensive adaptors, moderate adaptors, early stage adaptors, and non-reporting . With few exceptions, extensive adaptors are large cities located in high-income countries in North America, Europe, and Oceania, and are adapting to a variety of expected impacts. Moderate adaptors usually address general disaster risk reduction rather than specific impacts, and are located in a mix of developed and developing countries. Early stage adaptors exhibit evidence of planning for adaptation, but do not report any initiatives. Our findings suggest that urban adaptation is in the early stages, but there are still substantive examples of governments taking leadership regardless of wealth levels and institutional barriers. Background: Climate change is among the major challenges for health this century, and adaptation to manage adverse health outcomes will be unavoidable. The risks in Ontario - Canada's most populous province - include increasing temperatures, more frequent and intense extreme weather events, and alterations to precipitation regimes. Socio-economic-demographic patterns could magnify the implications climate change has for Ontario, including the presence of rapidly growing vulnerable populations, exacerbation of warming trends by heat-islands in large urban areas, and connectedness to global transportation networks. This study examines climate change adaptation in the public health sector in Ontario using information from interviews with government officials. Methods: Fifty-three semi-structured interviews were conducted, four with provincial and federal health officials and 49 with actors in public health and health relevant sectors at the municipal level. We identify adaptation efforts, barriers and opportunities for current and future intervention. Results: Results indicate recognition that climate change will affect the health of Ontarians. Health officials are concerned about how a changing climate could exacerbate existing health issues or create new health burdens, specifically extreme heat (71%), severe weather (68%) and poor air-quality (57%). Adaptation is currently taking the form of mainstreaming climate change into existing public health programs. While adaptive progress has relied on local leadership, federal support, political will, and inter-agency efforts, a lack of resources constrains the sustainability of long-term adaptation programs and the acquisition of data necessary to support effective policies. Conclusions: This study provides a snapshot of climate change adaptation and needs in the public health sector in Ontario. Public health departments will need to capitalize on opportunities to integrate climate change into policies and programs, while higher levels of government must improve efforts to support local adaptation and provide the capacity through which local adaptation can succeed. Abstract: Climate change has been identified as potentially the biggest health threat of the 21st century. Canada in general has a well developed public health system and low burden of health which will moderate vulnerability. However, there is significant heterogeneity in health outcomes, and health inequality is particularly pronounced among Aboriginal Canadians. Intervention is needed to prevent, prepare for, and manage climate change effects on Aboriginal health but is constrained by a limited understanding of vulnerability and its determinants. Despite limited research on climate change and Aboriginal health, however, there is a well established literature on Aboriginal health outcomes, determinants, and trends in Canada; characteristics that will determine vulnerability to climate change. In this paper we systematically review this literature, using a vulnerability framework to identify the broad level factors constraining adaptive capacity and increasing sensitivity to climate change. Determinants identified include: poverty, technological capacity constraints, socio-political values and inequality, institutional capacity challenges, and information deficit. The magnitude and nature of these determinants will be distributed unevenly within and between Aboriginal populations necessitating place-based and regional level studies to examine how these broad factors will affect vulnerability at lower levels. The study also supports the need for collaboration across all sectors and levels of government, open and meaningful dialogue between policy makers, scientists, health professionals, and Aboriginal communities, and capacity building at a local level, to plan for climate change. Ultimately, however, efforts to reduce the vulnerability of Aboriginal Canadians to climate change and intervene to prevent, reduce, and manage climate-sensitive health outcomes, will fail unless the broader determinants of socio-economic and health inequality are addressed. In recent years it has become clear that climate change is an inevitable process. In Sub-Saharan Africa, the expectation is that climate change will have an especially negative impact, not only a result of projected warming and rainfall deficits, but also because of the vulnerability of the population. The impact upon food security will be of great significance, and may be defined as being composed of three components: availability, access, and utilization. To further investigate the link, a systematic literature review was done of the peer-reviewed literature related to climate change and food security, employing the realist review method. Analysis of the literature found consistent predictions of decreased crop productivity, land degradation, high market prices, negative impacts on livelihoods, and increased malnutrition. Adaptation strategies were heavily discussed as a means of mitigating a situation of severe food insecurity across the entire region. This is linked to issues of development, whereby adaptation is essential to counteract the negative impacts and improve the potential of the population to undergo development processes. Findings additionally revealed a gap in the literature about how nutrition will be affected, which is of importance given the links between poor nutrition and lack of productivity. Abstract Local public health authorities often lack the capacity to adapt to climate change, despite being on the 'front lines' of climate impacts. Upper-level governments are well positioned to create an enabling environment for adaptation and build local public health authorities' capacity, yet adaptation literature has not specified how upper-level governments can build local-level adaptive capacity. In this paper we examine how federal and regional governments can contribute to enabling and supporting public health adaptation to climate change at the local level in federal systems. We outline the local level's self-assessed adaptive capacity for public health adaptation in Canadian and German comparative case studies, in terms of funding, knowledge and skills, organizations, and prioritization, drawing upon 30 semi-structured interviews. Based on interviewees' recommendations and complemented by scientific literature, we develop a set of practical measures that could enable or support local-level public health adaptation. We find that adaptive capacity varies widely between local public health authorities, but most report having insufficient funding and staff for adaptation activities. We propose 10 specific measures upper-level governments can take to build local public health authorities' capacity for adaptation, under the interrelated target areas of: building financial capital; developing and disseminating usable knowledge; collaborating and coordinating for shared knowledge; and claiming leadership. Federal and regional governments have an important role to play in enabling local-level public health adaptation, and have many instruments available to them to fulfill that role. Selecting and implementing measures to enable local public health authorities' adaptive capacity will require tailoring to, and consideration, of the local context and needs.
