Purpose: This study investigates how enhancing information and communication technology (ICT) affects female economic participation in sub-Saharan African nations. Design/methodology/approach: Three female economic participation indicators are used, namely female labour force participation, female unemployment and female employment rates. The engaged ICT variables are fixed broadband subscriptions, mobile phone penetration and Internet penetration. The Generalized Method of Moments is used for the empirical analysis. Findings: The following main findings are established: First, there is a (1) negative net effect in the relevance of fixed broadband subscriptions in female labour force participation and female unemployment and (2) positive net effects from the importance of fixed broadband subscriptions on the female employment rate. Secondly, an extended analysis is used to establish thresholds at which the undesirable net negative effect on female labour force participation can be avoided. From the corresponding findings, a fixed broadband subscription rate of 9.187 per 100 people is necessary to completely dampen the established net negative effect. Hence, the established threshold is the critical mass necessary for the enhancement of fixed broadband subscriptions to induce an overall positive net effect on the female labour force participation rate. Originality/value: This study complements the extant literature by assessing how increasing penetration levels of ICT affect female economic inclusion and by extension, thresholds necessary for the promotion of ICT to increase female economic inclusion. Motivated by the difficulty of ensuring gender equality and the chaotic state of democracy, we analyze the effects of gender political inclusion and democracy on environmental policy performance. The study uses a panel of 45 African countries over the period 2012–2018 and employs the method of moments by quantile regression. The results show that gender political inclusion and democracy positively affect environmental performance in all quantiles. These positive effects tend to be stronger at higher quantiles. The magnitude is larger for gender political inclusion. When performance is decomposed into the sub‐indices of environmental health and ecosystem vitality, positive effects of gender political inclusion and democracy are observed in all quantiles. Corruption remains a major challenge to sustainable economic growth, good governance, peace, and stability in both developed and developing countries. However, in developing countries, and particularly in Africa, hunger is another big challenge to inclusive economic development. To date, no empirical study has examined the effects of different types of corruption on hunger. Using three types of corruption (executive, legislative, and judicial corruption dynamics) and a panel of 45 African countries, this study contributes to the literature on the effects of corruption by examining, as a first attempt, the impact of types of corruption on hunger. We address the weak time-variance of our main regressors by using the most recent sequential linear panel dynamic estimator. The results show that countries with higher levels of executive, legislative, and judicial corruption are associated with a higher level of hunger. Moreover, the results show that executive corruption is the most disastrous for hunger in Africa, followed by legislative corruption. Our results remain valid even after using alternative measures of the key variables (hunger and corruption) and after controlling for the dynamic endogeneity using the generalized method of moments. Further analysis provides strong evidence that the political distribution of power across social groups mitigates the effect of corruption on hunger. [ABSTRACT FROM AUTHOR]

Purpose: The study assesses the non-linear nexus between fixed broadband and economic growth. The study focuses on data from 33 African countries for the period 2010 to 2020. Design/methodology/approach: The empirical evidence is based on unit root tests, panel smooth transition regression and the generalized method of moments. Findings: The following findings are established in this study. (1) The proportion of the population with access to electricity above and below which the relationship between fixed broadband and economic growth changes in sign is about 60%. (2) Below this threshold, each 1% increase in fixed broadband subscriptions induces a decline in economic growth of about 2.58%. Above the threshold, economic growth would increase by 2.43% when fixed broadband subscriptions increase by 1%. Sensitivity analyses and generalized method of moments (GMM) estimation show that these results are robust. Practical implications: Due to the coronavirus disease (COVID-19) pandemic, which requires countries to take adequate measures to curb the spread of the pandemic, especially by means of virtual economic activities, any national policy aiming at improving the access of populations to high levels of fixed broadband services should be preceded by the implementation of an electrification program for at least 60% of the total population. Otherwise, providing a good quality internet connection for the benefit of the population would not produce the expected effects on economic growth and would, therefore, be counterproductive. This study explores whether female economic inclusion enhances tax performance in a sample of 48 countries in Sub-Saharan Africa from 2000 to 2018. The study's empirical evidence is based on the generalized method of moments in order to account for endogeneity concerns. Three tax performance measurements are used, notably, total taxes revenue excluding social contributions, reported tax revenue derived from natural resources sources, and total non-resource tax revenue. Three female inclusion indicators are used, namely, female employment in industry, female labour force participation, and female employment. The following empirical evidences are documented; (i) There is a negative net effect from the enhancement of female employment in the industry on the total tax revenue. (ii) There is a positive net effect of female employment in the industry on the non-resource taxes. An extended threshold analysis is performed to establish the critical masses that could further influence tax performance positively. The following thresholds are established. (i) a minimum of 15.35 "employment in industry, female (% of female employment)" for the total tax revenue and (ii) a maximum of 23.75 "employment in industry, female (% of female employment)" for the non-resource tax revenue. These critical masses are crucial for sustainable development because, below or beyond these thresholds, policymakers should complement the female economic inclusion with other economic measures designed to improve tax performance in Sub-Saharan Africa. This research establishes inequality critical masses that should not be exceeded in order for financial access to promote gender parity inclusive education. The focus is on 42 countries in Sub-Saharan Africa and the data is for the period 2004–2014. The estimation approach is the Generalized Method of Moments. When remittances are involved in the conditioning information set: (i) the Palma ratio should not exceed 6.000 in order for financial access to promote gender parity inclusive "primary and secondary education" and (ii) the Atkinson index should not exceed 0.695 in order for financial access to promote inclusive tertiary education. However, when the internet is involved in the conditioning information set, it is established that in order for financial access to promote inclusive primary and secondary education, the: (i) Gini coefficient should not exceed 0.571; (ii) Atkinson index should not be above 0.750 and (iii) Palma ratio should be maintained below 8.000. Irrespective of variable in the conditioning information set, what is apparent is that inequality decreases the incidence of financial access on inclusive education. Hence, a common policy measure is to reduce inequality in order to promote inclusive education using the financial access mechanism. Inequality and gender economic exclusion are major policy concerns facing sub-Saharan Africa in the post-2015 development agenda. This paper identifies 'thresholds' of inequality that should not be exceeded if governance is to promote gender economic participation. The research focuses on 42 countries in sub-Saharan Africa using annual data from 2004 to 2014. The empirical work utilises the Generalized Method of Moments. The following findings are established. First, inequality (i.e. the Gini coefficient) levels that completely nullify the positive effect of governance on female labour force participation are 0.708 for political stability, 0.601 for voice & accountability, 0.588 for government effectiveness, 0.631 for regulatory quality, 0.612 for the rule of law, and 0.550 for corruption-control. Second, inequality thresholds at which female unemployment can no longer be mitigated by governance channels include: 0.561 for political stability and 0.465 for the rule of law. Third, inequality levels that completely dampen the positive impact of governance on female employment are 0.608 for political stability, 0.580 for voice & accountability, 0.581 for government effectiveness, and 0.557 for the rule of law. This article contributes to the attendant literature by bundling governance dynamics and focusing on foreign aid instability instead of foreign aid. We assess the role of foreign aid instability on governance dynamics in 53 African countries for the period 1996‐2010. An autoregressive endogeneity‐robust generalized method of moments is employed. Instabilities are measured in terms of variance of the errors and standard deviations. Three main aid indicators are used, namely: total aid, aid from multilateral donors, and bilateral aid. Principal component analysis is used to bundle governance indicators, namely: political governance (voice and accountability and political stability/no violence), economic governance (regulation quality and government effectiveness), institutional governance (rule of law and corruption control), and general governance (political, economic, and institutional governance). Our findings show that foreign aid instability increases governance standards, especially political and general governance. Policy implications are discussed. Motivated by sustainable development challenges in sub‐Saharan Africa, this study assesses the comparative persistence of environmental unsustainability in a sample of 44 countries in the subregion for the period 2000–2012. The empirical evidence is based on Generalized Method of Moments. Of the six hypotheses tested, it is not feasible to assess the hypothesis on resource‐wealth because of issues in the degrees of freedom. For the remaining hypotheses, the following findings are established. (i) Hypothesis 1 postulating that middle‐income countries have a lower level of persistence in carbon dioxide (CO2) emissions is valid for CO2 per‐capita emissions, CO2 emissions from electricity and heat production and CO2 emissions from liquid fuel consumption. (ii) Hypothesis 2 that countries on the edge of French civil law is valid for CO2 emissions from liquid fuel consumption and CO2 intensity, but not for CO2 per‐capita emissions. (iii) Hypothesis 3 on the postulation that politically unstable countries reflect more persistence is valid for CO2 per‐capita emissions. (iv) Hypothesis 5 on the propensity for landlocked countries to be associated with more persistence in CO2 emissions is valid for CO2 per‐capita emissions but not for CO2 emissions from liquid fuel consumption. (v) Hypothesis 6 maintaining that Christianity‐dominated countries are more environmentally friendly with regard to CO2 emissions is valid for CO2 per‐capita emissions but not for CO2 emissions from liquid fuel consumption and CO2 intensity. Purpose This study aims to assess the effect of globalisation on governance in 51 African countries for the period 1996-2011.Design/methodology/approach Ten bundled and unbundled governance indicators and four globalisation variables are used. The empirical evidence is based on Generalised Method of Moments.Findings Firstly, on political governance, while only social globalisation improves political stability, only economic globalisation does not increase voice and accountability and political governance. Secondly, with regard to economic governance: only economic globalisation significantly promotes regulation quality; social globalisation and general globalisation significantly advance government effectiveness; and economic globalisation and general globalisation significantly promote economic governance. Thirdly, with respect to institutional governance, while only social globalisation improves corruption-control, the effects of globalisation dynamics on the rule of law and institutional governance are not significant. Fourthly, the impacts of social globalisation and general globalisation are positive on general governance.Practical implications It follows that political governance is driven by voice and accountability compared to political stability; economic governance is promoted by both regulation quality and government effectiveness from specific globalisation angles; and globalisation does not improve institutional governance for the most part.Originality/value Governance variables are bundled and unbundled to reflect evolving conceptions and definitions of governance. This study extents the literature on responses to a recent World Bank report on the African poverty tragedy by assessing the effect of globalisation on inclusive human development in 51 African countries for the period 1996-2011. Political, economic, social and general globalisation variables are used. The empirical evidence is based on Generalised Method of Moments (GMM) and Instrumental Quantile Regressions (IQR). While estimated coefficients are not significant in GMM results, for IQR, globalisation positively affects inclusive human development and the favourable effect is higher in countries with high initial levels of inclusive development. This study investigates the effect information sharing has on financial sector development in 53 African countries for the period 2004 to 2011. Information sharing is measured with private credit bureaus and public credit registries. Hitherto unexplored dimensions of financial sector development are employed, namely: financial sector dynamics of formalization, informalization, and non-formalization. The empirical evidence is based on Ordinary Least Squares (OLS) and Generalized Method of Moments (GMM). The following findings are established. Information-sharing bureaus increase (reduce) formal (informal/non-formal) financial sector development. In order to ensure that information-sharing bureaus improve (decrease) formal (informal/non-formal) financial development, public credit registries should have between 45.45 and 50% coverage while private credit bureaus should have at least 26.25% coverage. Summary This study assesses the mobile phone in the diffusion of knowledge for better governance in Sub-Saharan Africa from 2000 to 2012. For this purpose we employ Generalised Method of Moments with forward orthogonal deviations. The empirical evidence is based on three complementary knowledge diffusion variables (innovation, internet penetration and educational quality) and 10 governance indicators that are bundled and unbundled. The following are the main findings. First , there is an unconditional positive effect of mobile phone penetration on good governance. Second , the net effects on political, economic, and institutional governances that are associated with the interaction of the mobile phone with knowledge diffusion variables are positive for the most part. Third , countries with low levels of governance are catching-up their counterparts with higher levels of governance. The above findings are broadly consistent with theoretical underpinnings on the relevance of mobile phones in mitigating bad governance in Africa. The evidence of some insignificant net effects and decreasing marginal impacts may be an indication that the mobile phone could also be employed to decrease government quality. Overall, this study has established net positive effects for the most part. Five rationales could elicit the positive net effects on good governance from the interaction between mobile phones and knowledge diffusion, among others, the knowledge variables enhance: reach, access, adoption, cost-effectiveness, and interaction. In a nut shell, the positive net effects are apparent because the knowledge diffusion variables complement mobile phones in reducing information asymmetry and monopoly that create conducive conditions for bad governance. This study assesses the relevance of mobile phone technology in complementing gender inclusive education (i.e. primary, secondary and tertiary) to promote public accountability (i.e. involving horizontal, vertical and diagonal accountability dynamics). The study utilizes the generalized method of moments (GMM) technique to establish the empirical evidence based on 48 Sub-Saharan African countries for the period 2005–2018. The following findings are documented from the linkages between mobile phone technology, inclusive education and public accountability. First, the interactions between mobile phone technology and inclusive education promote public accountability. Second, with regard to net effects, while unexpected negative signs are established, the corresponding positive interactive effects indicate that enhancing the penetration of mobile phone technology beyond some critical thresholds ensures positive net effects.
