The balance between agricultural development and maintenance of agro-ecological environment becomes a huge challenge because of global climate changes. Existing literature on the low-carbon pilot policy proposed by the government of China and whether the problems of agricultural development and agricultural environmental protection can be solved or not have not been reviewed. This paper analyzes the impact of low-carbon pilot policies on agricultural eco-efficiency by using SARAR model based on the data of 281 cities in China. Results show the spatial spillover effects between low-carbon pilot policies and agricultural eco-efficiency. The implementation of low-carbon pilot policy can improve agricultural eco-efficiency. Although restrained by agricultural economic development, this policy has disequilibrium effect on agricultural eco-efficiency, has a relatively large impact on agricultural eco-efficiency in western China and other poor areas, and promotes the reduction of agricultural carbon emission. The effect of the implementation of low-carbon pilot policy is affected by the initial agricultural economic development and urban economic conditions. We elaborate on the features of the impact of smart farms (technologies), used for the improvement of product quality, on the UN SDGs that are connected with food security and sustainable development of the agrarian sector. The presented specifics of the implementation of smart technologies are considered in the context of the creation of farms, which structure and organisation are based on innovative digital, genetic and process solutions (experience of China) and in the context of the use of certain optimisation solutions (experience of other leading countries in the sphere of agriculture). We show the necessity to solve the problems of product quality through the implementation of technologies that can oppose climate change and are aimed at environmental protection. The methods used in this work include the method of complex analysis, statistical method and method of classification. The scientific novelty of this research lies in the identification of the modern characteristics of the influence of smart farms (technologies), used for the increase in product quality, on the social and economic Sustainable Development Goals. Risk assessment of drought disaster is necessary for the sustained agriculture development under the background of global climate change, and, meanwhile, it is an urgent scientific issue needed to be solved in agricultural risk assessment discipline. In this paper, collecting the areas covered by drought disasters, areas affected by drought disasters, areas with no harvest by drought disasters, areas planted, and yield per unit area data, agricultural drought disasters losses of the southern five provinces in China were calculated. The best probability density function was obtained according to the goodness of fit test results. Then, the value at risk (VaR) from financial market risk research method was used to the effective measure of agricultural drought risk. The results show that, in southern five provinces of our research region, risk of agricultural drought disaster in Yunnan and Guizhou is greater than other three provinces. In the scenario of 50 years and 100 years for a return, the crop loss caused by drought will reach 13.6% and 17.4% in Yunnan province, and the crop loss will be more serious in Guizhou province and be up to 15.3% and 18.1%. This study, based on environmental archaeological studies focused on Qin'an County and Li County in Gansu Province, China, shows that during 8-7.3 ka BP few cultivated crop seeds were found. After 6.4 ka BP, during the Banpo period, many crop seeds appeared, indicating the development of agriculture. Millet agriculture in this area appeared and flourished a little later than in the Central Plain of China. Climate change is an important factor that influenced the development of agriculture in this area. The rapid expansion of agriculture during late Yangshao and Changshan benefited from the humid and warm climate in the mid-Holocene, especially the emergence of rice. After 4 ka BP, climate became drier, and agriculture began to decline. So Siwa Culture is characterized by pastoral economy, until the Eastern Zhou period, agriculture began to recover, when wheat and barley appeared in Li County, indicating diversification of agriculture of this time.
