The interplay of climate change, upstream hydropower development, and local water engineering interventions for agricultural production contributes substantially to the transformation of waterscapes and water scarcity in the Vietnamese Mekong Delta. This paper aims to examine how these dynamics are linked to the paradigm shift in water management in An Giang and Ben Tre, the two ecologically distinct provinces that face serious water scarcity in the delta. We used the adaptive management concept to examine how state-led policy directions from food security towards water security enable change in water management that gives priority to water retention. While policy learning is evident, questions remain about how this ad-hoc solution could help address the presently acute water scarcity and water security over the long term. The paper advocates achieving water security should focus not only on diplomatic interventions into upstream climate-development complexities but also local water-livelihood politics. Conventional state policies for intensive agricultural production in the Vietnamese Mekong Delta (VMD) prescribe the expansion of large-scale water engineering infrastructure. In the upper part of the VMD, compounding environmental challenges presented by climate change, hydropower development upstream, and localised development policies have added greater pressures to rural societies, demanding various governance approaches to deal with change. So far, considerable attention has been devoted to policy narratives of how the bureaucratic approach shapes flood management delta-wide, but little is known about the relevant shift towards adaptive governance at the local level. The analysis presented here is based on qualitative data gathered from fieldworks and desk reviews and argues that the North Vam Nao scheme is an exemplary case for policy transformation in the VMD. A hybrid governance paradigm that is characterised by the participatory and hierarchical approaches allows for the shared learning and interactions of knowledge vertically and horizontally among stakeholders. The study presents nuanced implications of the approach in incorporating both 'integrative' and 'adaptive' components into a long-term water governance strategy, which would serve as a two-pronged contribution to effectively manage environmental uncertainties facing the VMD. Water-management practices in the Vietnamese Mekong Delta have predominantly focused on structural development (e.g., dykes) to support rice-based agricultural production. Given the existing conventional approach, however, many of these efforts have been rendered ineffective. This study adopts the policy transfer concept to investigate how the participatory approach is introduced into the local institutional system, and how it shapes the construction, operation and management of the North Vam Nao scheme. Results suggest that this allowed stakeholders to engage collaboratively in these processes. Abstract Flood management and adaptation are important elements in sustaining farming production in the Vietnamese Mekong Delta (VMD). While over the past decades hydraulic development introduced by the central government has substantially benefited the rural economy, it has simultaneously caused multiple barriers to rural adaptation. We investigate the relational practices (i.e., learning interactions) taking place within and across the flood management and adaptation boundaries from the perspective of social learning. We explore whether and how adaptive knowledge (i.e., experimental and experiential knowledge) derived from farmers' everyday adaptation practices contributes to local flood management and adaptation policies in the selected areas. We collected data through nine focus groups with farmers and thirty-three interviews with government officials, environmental scientists, and farmers. Qualitative analysis suggests that such processes are largely shaped by the institutional context where the boundary is embedded. This study found that while the highly bureaucratic operation of flood management creates constraints for feedback, the more informal arrangements set in place at the local level provide flexible platforms conducive to open communication, collaborative learning, and exchange of knowledge among the different actors. This study highlights the pivotal role of shadow systems that provide space for establishing and maintaining informal interactions and relationships between social actors (e.g., interactions between farmers and extension officials) in stimulating and influencing, from the bottom-up, the emergence of adaptive knowledge about flood management and adaptation in a local context.
