Background: The Ayeyarwady Basin in Myanmar, a critical economic zone, faces severe ecological degradation due to unsustainable agricultural practices. These practices pose significant threats to human health and marine biodiversity. Environmental threats persist despite the Myanmar government's efforts to implement biodiversity protection policies. This research explores the limited compliance with environmental protection policies among farmers in the Ayeyarwady Basin and its implications for sustainable agricultural practices and ecological conservation., Methods: This research employs an exploratory phenomenological approach, utilizing semi-structured, in-depth interviews with government officials and farmers (N = 30). The data collected were subjected to thematic analysis using Atlas 23., Results: Preliminary findings reveal a gap in farmers' awareness and understanding of these policies, hindered by insufficient financing, poor communication infrastructure, and uncoordinated policy monitoring. These factors and existing unrest contribute to a top-down policy approach that neglects frontline stakeholders. The study suggests the need for clear stakeholder roles, adequate policy financing, and diverse communication strategies to effectively implement environmental policies and protect human and marine life., Conclusions: Environmental policy shortcomings in Myanmar are attributable to governmental oversight and insufficient stakeholder engagement. Growing public awareness of the negative effects of pesticides on the environment, ecosystems, and human health has led governments to set targets for reducing pesticide risk. Switzerland introduced in 2023 two new policy measures to reduce pesticide risk by 50 % by 2027: (1) voluntary direct payment programs supporting pesticide-reduced and pesticide-free but non-organic cropping systems for most crops on arable land, and (2) restrictions of harmful pesticides for farmers managing under Swiss cross-compliance standards. This study aims to (1) develop a method to assess pesticide risk on a national scale and (2) carry out an ex-ante impact assessment to predict whether these policies can effectively reduce pesticide risks in Switzerland. Therefore, we introduced crop-specific pesticide quantities and pesticide risk scores into a sample of 1907 bio-economic farm optimization models. The models were used to predict farmers' adoption decisions regarding voluntary direct payment programs from 2019 to 2030. By combining the bio-economic farm optimization models with an agent-based modeling approach, we assessed the evolution of pesticide-related risks at the national level. Simulations for pesticide risk from 2019 to 2022 reflected the observed pesticide risk monitored by the Swiss government. In surface waters and semi-natural habitats, achieving the target depends on reducing pyrethroids, a class of insecticides with high-risk potential. Further, we highlight significant uncertainty in projecting the risk potential for surface waters and semi-natural habitats due to uncertainty about the amounts of pyrethroid used for different crops. Pesticides are critical for protecting agricultural crops, but the off-site transport of these materials via spray drift and runoff poses risks to surface waters and aquatic life. California's Central Coast region is a major agricultural hub in the United States characterized by year-round production and intensive use of pesticides and other chemical inputs. As a result, the quality of many waterbodies in the region has been degraded. A recent regulatory program enacted by the Central Coast Regional Water Quality Control Board set new pesticide limits for waterways and imposed enhanced enforcement mechanisms to help ensure that water quality targets are met by specific dates. This regulatory program, however, does not mandate specific changes to pest management programs. In this study, we evaluate the economic, environmental, and pest management impacts of adopting two alternative pest management programs with reduced risks to surface water: 1) replacing currently used insecticide active ingredients (AIs) that pose the greatest risk to surface water with lower-risk alternatives and 2) converting conventional arthropod pest management programs to organic ones. We utilize pesticide use and toxicity data from California's Department of Pesticide Regulation to develop our baseline and two alternative scenarios. We focus on three crop groups (cole crops, lettuce and strawberry) due to their economic importance to the Central Coast and use of high-risk AIs. For Scenario 1, we estimate that implementing the alternative program in the years 2017-2019 would have reduced annual net returns on average by $90.26 - $190.54/ha, depending on the crop. Increased material costs accounted for the greatest share of this effect (71.9%-95.6%). In contrast, Scenario 2 would have reduced annual net returns on average by $5,628.12 - $18,708.28/ha during the study period, with yield loss accounting for the greatest share (92.8-97.9%). Both alternative programs would have reduced the associated toxic units by at least 98.1% compared to the baseline scenario. Historical evidence shows that environmental issues have been secondary to United States' agricultural policy since the first farm bill in 1933. The farm sector has undergone massive changes in technology and farming practices, but the environmental problems it causes have remained ancillary to productivist goals. Agri-environmental policy has continued to rely on subsidies and voluntary farmer participation, while combining environmental objectives with price and income support aims. The faith of agri-environmental programs is largely determined by what is desirable for safety net purposes, and in times of high crop and livestock prices and increased environmental pressures conservation is particularly underfunded. Additionally, monitoring and program assessment are poorly structured. This is particularly concerning today given the threats of climate change and agriculture's contribution to it. A major rethinking of these taxpayer-funded programs is necessary to improve their effectiveness. Rural residential environment governance (RRE), as the first tough battle of China's rural revitalization strategy, relies on farmers' participation since farmers are the main laborers, builders, and administrators in environmental governance. However, lackluster farmers' enthusiasm and initiative have hindered RRE initiatives, prompting this paper. Based on the survey data of 1804 farmers in China, this paper, from the perspective of mobilization governance, empirically analyzes the impact of informal village institutions, the cadre-mass relationship, and their interaction on farmers' participation in RRE governance through the entropy method, ols, and quantile regression model. The empirical results indicate that informal institutions promoted farmers' participation through three mechanisms, with disciplinary supervision impact being the most significant and value-oriented next, but transmission internalization doesn't work as well as it should. Meanwhile, for farmers with varying degrees of participation, there is a general difference in the governance effect of informal institutions. Furthermore, the close cadre-mass relationship significantly strengthened disciplinary supervision and transmission internalization effects to mobilize farmers' participation. Therefore, the village committee should implement diverse informal institutions based on the actual situation of their village. Moreover, it is necessary to shape a close cadre-mass relationship to improve the accuracy of institutions' implementation.

Agriculture is particularly essential in the equilibrium between man and nature because of its intimate contact with nature. So the cornerstone for the sustainable development of the human economy and society is the sustainable development of agriculture. When it comes to global trade, agricultural trade has always been in a very special position. The basic situation of agriculture involves food safety, environmental protection, Chinese politics, and many other issues. In order to overcome the problems of overlapping, repetitive, and too many indicators in the evaluation method of agricultural environmental sustainable development and unfavorable for practical operation, this paper proposes an ecological footprint model based on emergy. The model can effectively evaluate the ability of sustainable development of agricultural environment and solve the problem that traditional evaluation methods cannot comprehensively evaluate. This makes agricultural development sustainable and is conducive to the liberalization of international agricultural trade. The experimental results of this paper show that from 2014 to 2018, the degree of damage to the agricultural environment has increased from 21% to 45%, which has led to a decline in the quality of agricultural products, and the output and sales are not as good as before. It can be seen that only by ensuring the sustainable development of the agricultural environment can we ensure the smooth progress of the international agricultural trade liberalization and make China's economy flourish., Competing Interests: These are no potential competing interests in our paper. Agri-environmental policies in Europe are failing to sufficiently address ongoing environmental degradation, biodiversity decline, climate impacts, and societal demands for sustainability. To reverse this, policymakers, practitioners, and farmers need better guidance on which specific agricultural practice/s should be promoted and how to adapt current practices to reach the desired objectives. Here we use social valuation tools to elucidate the relationship between agricultural practices and the provision of key ecosystem services in mountains, including maintenance of scenery from agricultural landscapes, conservation of biodiversity, regulation of climate change through carbon sequestration, production of local quality products, maintenance of soil fertility, and prevention of forest wildfires. We use as case studies two contrasting but representative mountain agroecosystems in the Mediterranean and Nordic regions of Europe. We analyze the best agricultural practices in both agroecosystems to reach the targeted environmental outcomes under three plausible policy scenarios. We find significant differences in the average contribution of agricultural practices to ecosystem services provision, which suggest the need for regionalizing the research efforts and, consequently, the design of agri-environmental policies. However, we also identify practices for ecosystem service delivery across policy scenarios and agroecosystems. Among these, grazing and silviculture practices such as extending the grazing period, grazing in semi-natural habitats, grazing in remote and abandoned areas, adapting stocking rate to the carrying capacity, and moving flocks seasonally, stand out for their relevance in all policy scenarios. These results highlight the potential of adequate grazing and silviculture practices to deliver bundles of ecosystem services. The progress of agricultural green technology is an important means and fundamental way to achieve high-quality development of agriculture. The current study takes the panel data of 31 provinces in China from 1998 to 2018 and uses the Epsilon Based Measure-Global Malmquist-Luenberger (EBM-GML) model to measure China's agricultural green technological progress (AGTP) and discusses its dynamic evolution characteristics in the spatiotemporal dimensions. Finally, we analyze the spatial spillover effects of AGTP by the spatial Dubin model. The results show that China's AGTP showed a trend of first rising and then falling, and the average value is 1.0525. AGTP has obvious regional unbalanced development, and the regional differences are expanding. It shows that AGTP between adjacent areas is closely linked. The Moran's I index shows that AGTP has a significant positive spatial correlation. The local Moran's I index shows that AGTP is concentrated in Northwest, Northeast, and North China, and green technological is degraded in East and South China. From the spatial spillover effects of AGTP, the level of agricultural economic development, real GDP per capita, and urbanization have significantly promoted AGTP in the local and neighboring areas, while the agricultural internal structure and the level of labor inhibit AGTP in the local and neighboring areas. In addition, the administrative environmental policy (ENVP) and the economic environmental policy (ECOP) have negative impacts in neighboring areas, while the policy has negative spillover effects and positive spillover effects in the local area, respectively. Therefore, we should adhere to the concept of green development, pay attention to the regional exchange of green technology, concentrate policies on low-low concentration areas, and increase the follow-up tracking and supervision mechanism of the policy design and implementation process., (© 2022. This paper offers an evaluation index system of agricultural green development level based on the Rural Vitalization Strategy. The evaluation index system includes four dimensions: agricultural development, ecological resource protection, environment-friendly, and industrial extension and integration. Then, the paper calculates the level of agricultural green development in the three provinces of Northeast China using the entropy-gray correlation method from 2009 to 2019. The calculation results show that between 2009 and 2019, the level of agricultural green development in the three northeastern provinces of China fluctuates and increases, and there is some variation between them: in terms of the overall level of agricultural green development Heilongjiang Province > Liaoning Province > Jilin Province, in terms of the average change speed of agricultural green development level, Heilongjiang Province > Liaoning Province > Jilin Province; in terms of each dimension, the average level of correlation degree of agricultural development dimension is Liaoning Province > Heilongjiang Province > Jilin Province, the average level of correlation degree of ecological resource protection dimension is Heilongjiang Province > Jilin Province > Liaoning Province, the average level of correlation degree of environment-friendly dimension is Heilongjiang Province > Jilin Province > Liaoning Province, and the average level of correlation degree of industrial extension and integration is Liaoning Province > Heilongjiang Province > Jilin Province. Finally, the basis of the calculation results, combined with the actual situation of agricultural development in the three provinces, the countermeasures, and suggestions for promoting the green development of agriculture are put forward. This paper explores the effects of environmental regulation ( ER ) and rural residents' health investment (RRHI) on agricultural eco-efficiency ( AEE ) to provide a reference for the Chinese Government and other developing countries for implementing environmental regulation policies and to provide new paths to further improve green development in agriculture. Using the panel data of 31 Chinese provinces from 2009-2018, the Super-SBM model was used to measure AEE . The role of ER on AEE was analyzed based on panel two-way fixed effects with endogeneity treatment and a robustness test, and this mediating effect analysis was conducted to analyze the role of RRHI in ER and AEE , examining the extent of the effect of ER on AEE in three regions of China-eastern, central and western-using a heterogeneity analysis. The results of the study show that: (1) from a national perspective, ER has a significant positive impact on AEE , showing that ER is effective at this stage; (2) when RRHI is used as a mediating variable, the rising ER 's intensity can promote AEE by increasing RRHI; and (3) the results of the heterogeneity analysis show that ER has the greatest impact on AEE in the economically developed eastern region; the western region with a weaker level of economic development is in second place. However, ER has a negative impact on AEE in the central region with a medium level of economic development. Thus, the impact of ER on AEE will show great differences depending on the stage of economic development.

The agri-food sector is under increased pressure from consumers to improve on the sustainability of production processes. Policies that incentivise farmers to improve environmental performance, such as agri-environment schemes (AES), are increasingly important. Understanding the choice to participate in these programmes aids policymakers in designing schemes that meet participation and environmental goals. While a number of studies have investigated the decision using cross-sectional data on one or multiple locations, very few have used longitudinal data to investigate the impact of institutional changes over time. Using Ireland as a case study, this paper uses a nationally representative panel of data spanning 23 years to model the impact of scheme and policy changes on the type of farms participating in AES. This paper argues that environmental issues surrounding intensive farms (such as the loss of nutrients and sediment to water and greenhouse gas emissions) are not being optimally addressed in scheme design and further development of such programmes is needed to reduce negative environmental impacts., (Copyright © 2021 The Authors. In the European Union (EU) context, regulatory instruments and incentive schemes targeting individual farms remain the main policy instruments implemented to control diffuse pollution from agriculture. Yet, collective approaches to policy implementation have been recently developing. This article aims at assessing the potential for hybrid policy instruments relying on collective action among farmers to limit diffuse nitrate pollution from agriculture. Transaction cost economics are used to assess the potential advantages of collective action as a complement to regulatory and incentive policy tools. The conditions under which such hybrid forms of governance may be successful are identified using the Social-Ecological System (SES) framework. A review of empirical studies documenting cases of collective action for policy implementation in the EU context serves as a basis for the identification of the factors likely to affect the potential of collective approaches for water quality management in agriculture. The analysis relies more particularly on two cases: the Environmental Cooperatives in the Netherlands and the "Ferti-Mieux" operations in France. The results suggest that collective action is a relevant tool to consider for improving the effectiveness and cost-effectiveness of policies targeting diffuse pollution from agriculture. In particular, relying on farmers' cooperation for policy implementation may be associated with advantages in terms of transaction costs. Based on the panel data of 63 counties of Zhejiang Province from 2003 to 2017, this paper studied the total-factor substitution efficiency of chemical fertilizer input and its spatial-temporal evolution by using the Super-efficiency DEA(Data Envelopment Analysis) model, locational Gini coefficient and Theil index. And the driving factors of the total-factor substitution efficiency of chemical fertilizer input were analyzed by constructing the Panel Tobit model. The results showed that: the comprehensive efficiency of total-factor substitution for chemical fertilizer input in Zhejiang Province is low, and technical efficiency is the main drive for promoting comprehensive efficiency; Gini coefficient is below the warning line of 0.4, and the difference of substitution efficiency, relatively small, mainly comes from the contribution within the region, and the difference ratio of contribution by the Southwestern Zhejiang is rapidly increasing. In detail, financial investment in agriculture serve as the greatest the driving force, and government chemical fertilizer input subsidies have a significantly negative effect. This study explores the determinants of intention and behavior towards environmentally friendly agricultural (EFA) food in China. We conduct the influencing factor model on behavioral intention and behavior toward EFA food by extending TPB model with the theory of public environmental policy and perceived value and trust. The empirical analysis revealed that public environmental policy and subjective norm positively affect behavioral intention and behavior for purchasing EFA food. However, trust and attitude have no significant effect on the intention of purchasing EFA food. Subjective norm and perceived behavioral control have a significant effect on intentions toward purchasing EFA food. And the effect of intentions on behavior towards purchasing environmentally friendly agricultural food is significant and positive. Moreover, we have found that female consumers may consume more of environmentally friendly agricultural food compared with males, and the consumption of EFA food was significantly different across different level of income.

In recent years, excessive application and loss of pesticides have caused great risks to the aquatic systems, but the spatio-temporal variability in the ecological risk that agricultural pesticides pose to aquatic systems has not been explored at the national scale. In this study, an integrated assessment framework was proposed for the potential ecological risk of surface water caused by agricultural pesticide loss. The spatio-temporal variability in the potential ecological risk caused by agricultural pesticide runoff was evaluated. Based on the results, the total pesticide emissions increased from 165.47 tons in 2004 to 179.77 tons in 2017. Among the three pesticide types, insecticide had the largest application, but its runoff was estimated as the lowest. High-risk areas of insecticide runoff were concentrated in the east, south and central part of China, while the central region of China was identified as a hotspot due to the high and the ever-increasing ecological risk. Water eutrophication caused by agricultural production has become one of the most important factors that impede sustainable rural environmental governance in China. As a result, the Chinese central and local governments want to reduce the use of nitrogen and phosphorus fertilizer and gain socioeconomical profit simultaneously by promoting crayfish and rice integrated system (CRIS) in the rural areas with abundant water resources. In this article, we investigated whether CRIS in Qianjiang, Hubei, the origin place of the system in China, contributes to fulfilling the governments' expectations. We found that CRIS efficaciously cuts the fertilizer rate in rice production and boosts farmers' incomes because crayfish has a demand for water quality and holds a large internal market requirement. However, higher profit encourages farmers to expand crayfish production and thus discourages the initiatives in rice production. The area of the ditch for crayfish production expands ceaselessly and exceeds the limit of regulation of CRIS. As a result, the CRIS in the areas has emerged as a practice of aquaculture but in farmland. This is a regulatory gap. The input-output analysis of CRIS by material balance method can also reveal that excessive feed for crayfish has become a new source of agricultural pollution. Beyond that, due to the changed irrigation system and increased water exchange frequency of CRIS, the pollution has transformed from passive distribution to active, which will increase the risk of water eutrophication on a large area.

As surface water becomes scarcer and precipitation more variable in a warmer climate, reliance on groundwater reserves for agricultural use is expected to increase. Where efforts to achieve sustainable groundwater management require reductions in aggregate extraction, some of these reductions will entail a decline in agricultural production. However, the degree to which water conservation and other environmental priorities conflict with agricultural production depends, in part, on the spatial configuration of land-use decisions. We explore how to spatially configure groundwater recharge projects to achieve groundwater recharge targets and preserve ecologically important habitat at the least cost. We conduct a field-level analysis for all fields in Kern County, California, the largest crop-producing county in California (and the United States). Results demonstrate that fields selected for cost-effective land retirement can achieve groundwater recharge targets and simultaneously contribute to biodiversity goals via endangered species habitat conservation. However, increasing the amount of habitat conserved raises costs significantly. We discuss conservation actions, economic incentives, and policies that can be leveraged to meet regional biodiversity goals while preserving the economic vitality of agricultural communities. As a matter of policy, minimizing human health and environmental risks associated with pesticide use is a major challenge but necessary for improving agricultural sustainability. Efficient and effective policies that encourage the use of less risky pesticides, such as pesticide taxes, necessitate a precise and realistic quantification of potential adverse effects. Various indicators are currently utilized in policies and they focus mainly on a purely quantitative dimension of the pesticides used, which can lead potentially to unfavorable outcomes of pesticide policies. A unique dataset applied to pesticide use by Swiss farmers in winter wheat and potato production, demonstrates that on average the two most important quantitative indicators show a significant correlation with pesticide risks as expressed by the Danish Load Indicator. However, they have almost no explanatory power for extreme risks (e.g. most intensive use patterns for pesticides with unfavorable toxicity profiles). Results remain stable over a range of aggregation levels, from application- to farm-level indicators of pesticide use. These findings render the commonly used, quantitative indicators ineffective to reduce potential environmental and human health risks of pesticides and, in the worst case, lead to misinformed market-based pesticide policies consequential to National Action Plans., (Copyright © 2018 Elsevier B.V. RECOTOX is a cross-cutting initiative promoting an integrated research to respond to the challenges of monitoring, understanding, and mitigating environmental and health impacts of pesticides in agroecosystems. The added value of RECOTOX is to develop a common culture around spatial ecotoxicology including the whole chain of pressure-exposure-impact, while strengthening an integrated network of in natura specifically equipped sites. In particular, it promotes transversal approaches at relevant socioecological system scales, to capitalize knowledge, expertise, and ongoing research in ecotoxicology and, to a lesser extent, environmental toxicology. Thus, it will open existing research infrastructures in environmental sciences to research programs in ecotoxicology of pesticides.

Water management is a controversial environmental policy issue, due to the heterogeneity of interests associated with a shared resource and the increasing level of conflict among water uses and users. Nowadays, there is a cumulative interest in enhancing multi-stakeholder decision-making processes, overtaking binding mercantile business, in water management domain. This requires the development of dynamic decision-aiding tools able to integrate the different problem frames held by the decision makers, to clarify the differences, to support the creation of collaborative decision-making processes and to provide shared platforms of interactions. In literature, these issues are faced by concepts such as Ostrom's action arena and Ostanello-Tsoukiàs' interaction space (IS). The analysis of the interactions structure and of the different problem framing involved are fundamental premises for a successful debate for the management of a common-pool resource. Specifically, the present paper suggests a dynamic evolution of the IS, highlighting its criticalities. It develops an alternative perspective on the problem, using a System Dynamics Model (SDM), exploring how different actions can influence the decision-making processes of various stakeholders involved in the IS. In this study, the Natura 2000 nature protection network of the European Union is assessed in the context of soil quality management. We explore the hypothesis that the soil quality of croplands and grasslands - as indicated by soil organic carbon and phosphorus levels - is better in terms of environmental parameters within the Natura 2000 network than outside it. The soil organic carbon and phosphorus content of 479 cropland and 450 grassland sites within Natura 2000 were compared with their nearest neighbours outside the network. The comparisons were repeated for pairs of both cropland and grassland sites by soil texture groups. The study revealed that organic carbon content was significantly higher in Natura 2000 sites than in non-protected areas for both croplands and grasslands. For croplands, this was true only for those with signs of ploughing, whereas for croplands without signs of ploughing there were no significant differences between Natura 2000 and non-protected areas. Areas with sand and loamy sand soils had significantly higher soil organic carbon content within the Natura 2000 network than outside it, for both croplands and grasslands. This was the only texture class that showed a significant difference in the case of croplands, whereas three further texture groups had higher soil organic carbon content in Natura 2000 grassland sites than on grassland sites outside this network. There was no significant difference in soil phosphorus content between areas within the Natura 2000 network and non-protected areas, except for grasslands with light textured soils, where soil phosphorus levels were significantly lower within Natura 2000 sites than outside them. The results suggest that the management of croplands and grasslands of Natura 2000 sites tends to perform better than that of adjacent areas with similar land cover in terms of soil carbon conservation. The difference is more evident for sites with certain soil characteristics. On the other hand, the nutrient input - as determined by phosphorus levels - of Natura 2000 croplands and grasslands generally does not appear to be less intensive than that of surrounding areas outside the network., (Copyright © 2018. An assessment of potential risks of pesticides on wildlife is required during the process of product registration within Europe because of the importance of agricultural landscapes as wildlife habitats. Despite their peculiarity and their specific role as artificial wetlands, rice paddies are to date pooled with cereals in guidance documents on how to conduct risk assessments for birds and mammals in Europe. Hence, the focal species currently considered in risk assessments for rice paddies are those known from cereal fields and can therefore be expected to differ significantly from the species actually occurring in the wet environments of rice paddies. We present results of a comprehensive review on bird and mammal species regularly occurring in rice paddies during a time of potential pesticide exposure to identify appropriate focal species candidates for ecotoxicological pesticide risk assessment according to the European Food Safety Authority (EFSA). In addition, we present data on rice cultivation areas and agricultural practices in Europe to give background information supporting the species selection process. Our literature search identified a general scarcity of relevant data, particularly for mammals, which highlights the need for crop-specific focal species studies. However, our results clearly indicate that the relevant bird and mammal species in rice fields indeed differ strongly from the focal species used for the cereal risk assessment. They can thus be used as a baseline for more realistic wildlife risk assessments specific to rice and the development of a revised guidance document to bridge the gap for regulatory decision makers. Sustainably feeding a growing population is a grand challenge, and one that is particularly difficult in regions that are dominated by smallholder farming. Despite local successes, mobilizing vast smallholder communities with science- and evidence-based management practices to simultaneously address production and pollution problems has been infeasible. Here we report the outcome of concerted efforts in engaging millions of Chinese smallholder farmers to adopt enhanced management practices for greater yield and environmental performance. First, we conducted field trials across China's major agroecological zones to develop locally applicable recommendations using a comprehensive decision-support program. Engaging farmers to adopt those recommendations involved the collaboration of a core network of 1,152 researchers with numerous extension agents and agribusiness personnel. From 2005 to 2015, about 20.9 million farmers in 452 counties adopted enhanced management practices in fields with a total of 37.7 million cumulative hectares over the years. Average yields (maize, rice and wheat) increased by 10.8-11.5%, generating a net grain output of 33 million tonnes (Mt). At the same time, application of nitrogen decreased by 14.7-18.1%, saving 1.2 Mt of nitrogen fertilizers. The increased grain output and decreased nitrogen fertilizer use were equivalent to US$12.2 billion. Estimated reactive nitrogen losses averaged 4.5-4.7 kg nitrogen per Megagram (Mg) with the intervention compared to 6.0-6.4 kg nitrogen per Mg without. Greenhouse gas emissions were 328 kg, 812 kg and 434 kg CO 2 equivalent per Mg of maize, rice and wheat produced, respectively, compared to 422 kg, 941 kg and 549 kg CO 2 equivalent per Mg without the intervention. On the basis of a large-scale survey (8.6 million farmer participants) and scenario analyses, we further demonstrate the potential impacts of implementing the enhanced management practices on China's food security and sustainability outlook.

Water resources are essential for agricultural production in the grain-producing region of China, and water shortage could significantly affect the production and international trade of agricultural products. China is placing effort in new policies to effectively respond to changes in water resources due to changes in land use/land cover as well as climatic variations. This research investigates the changes in land, water, and the awareness of farmer vis-à-vis the implementation of water-saving policies in Zhangye City, an experimental site for pilot programs of water resources management in China. This research indicates that the water saved through water-saving programs and changes in cropping structure (2.2 × 10 8  m 3  a -1 ) is perhaps lower than the newly increased water withdrawal through corporate-led land reclamation (3.7 × 10 8  m 3  a -1 ). Most critically, the groundwater withdrawal has increased. In addition, our survey suggests that local government is facing a dilemma of water conservation and agricultural development. Therefore, the enforcement of the ban on farmland reclamation and irrigation water quotas in our study area is revealed to be relatively loose. In this vein, the engagement of local stakeholders in water governance is essential for the future sustainable management of water resources.

Clearing wild forests to grow food, fibre, and fuel products can deliver large financial gains. However, the benefits that people obtain from forests-known as ecosystem services-are rarely considered in economic calculations, partly because there are few markets onto which they can be traded. In some regions, the benefits delivered by nature might be more economically valuable. A new study maps where it is profitable to replace tropical forests with cropland and how this might change under future agricultural production and carbon prices. The findings address a major applied challenge by helping to identify sites where forest conservation can be economically viable.

Since China has undergone a series of economic reforms and implemented opening up policies, its farming systems have significantly changed and have dramatically influenced the society, economy, and environment of China. To assess the comprehensive impacts of these changes on food security and environmental sustainability, and establish effective and environment-friendly subsidy policies, this research constructed an agent-based model (ABM). Daligang Town, which is located in the two-season rice region of Southern China, was selected as the case study site. Four different policy scenarios, i.e., "sharply increasing" (SI), "no-increase" (NI), "adjusted-method" (AM), and "trend" (TD) scenarios were investigated from 2015 to 2029. The validation result shows that the relative prediction errors between the simulated and actual values annually ranged from -20 to 20%, indicating the reliability of the proposed model. The scenario analysis revealed that the four scenarios generated different variations in cropping systems, rice yield, and fertilizer and pesticide inputs when the purchase price of rice and the non-agricultural income were assumed to increase annually by 0.1 RMB per kg and 10% per person, respectively. Among the four different policy scenarios in Daligang, the TD scenario was considered the best, because it had a relatively high rice yield, fairly minimal use of fertilizers and pesticides, and a lower level of subsidy. Despite its limitations, ABM could be considered a useful tool in analyzing, exploring, and discussing the comprehensive effects of the changes in farming system on food security and environmental sustainability.

The present work examines the intertemporal causal relationship between environmental damage from carbon emissions released by agriculture per 1000 ha of utilized agriculture area and economic performance in the sector of agriculture as described by net value added per capita. The autoregressive distributed lag bounds testing approach is employed to examine this linkage, for three new entrant EU countries, namely, Bulgaria, Czech Republic, and Hungary. The environmental Kuznets hypothesis is confirmed in the long run for Bulgaria and Czech Republic while in the short run is validated only for the case of Czech Republic. The results indicate that the adoption of environment-friendly farming practices and crops' selection does not secure simultaneous high economic and environmental performance at least in the short run for our sample countries and also in the long run for Hungary necessitating the modification of the agro-environmental measures adopted to make those two targets complementary and not mutually exclusive for a farmer.

Non-point source pollution is a cause of major concern within the European Union. This is reflected in increasing public and political focus on a more sustainable use of pesticides, as well as a reduction in diffuse pollution. Climate change will likely to lead to an even more intensive use of pesticides in the future, affecting agriculture in many ways. At the same time, the Water Framework Directive (WFD) and associated EU policies called for a "good" ecological and chemical status to be achieved for water bodies by the end of 2015, currently delayed to 2021-2027 due to a lack of efficiency in policies and timescale of resilience for hydrosystems, especially groundwater systems. Water managers need appropriate and user-friendly tools to design agro-environmental policies. These tools should help them to evaluate the potential impacts of mitigation measures on water resources, more clearly define protected areas, and more efficiently distribute financial incentives to farmers who agree to implement alternative practices. At present, a number of reports point out that water managers do not use appropriate information from monitoring or models to make decisions and set environmental action plans. In this paper, we propose an integrated and collaborative approach to analyzing changes in land use, farming systems, and practices and to assess their effects on agricultural pressure and pesticide transfers to waters. The integrated modeling of agricultural scenario (IMAS) framework draws on a range of data and expert knowledge available within areas where a pesticide action plan can be defined to restore the water quality, French "Grenelle law" catchment areas, French Water Development and Management Plan areas, etc. A so-called "reference scenario" represents the actual soil occupation and pesticide-spraying practices used in both conventional and organic farming. A number of alternative scenarios are then defined in cooperation with stakeholders, including socio-economic conditions for developing alternative agricultural systems or targeting mitigation measures. Our integrated assessment of these scenarios combines the calculation of spatialized environmental indicators with integrated bio-economic modeling. The latter is achieved by a combined use of Soil and Water Assessment Tool (SWAT) modeling with our own purpose-built land use generator module (Generator of Land Use version 2 (GenLU2)) and an economic model developed using General Algebraic Modeling System (GAMS) for cost-effectiveness assessment. This integrated approach is applied to two embedded catchment areas (total area of 360,000 ha) within the Charente river basin (SW France). Our results show that it is possible to differentiate scenarios based on their effectiveness, represented by either evolution of pressure (agro-environmental indicators) or transport into waters (pesticide concentrations). By analyzing the implementation costs borne by farmers, it is possible to identify the most cost-effective scenarios at sub-basin and other aggregated levels (WFD hydrological entities, sensitive areas). Relevant results and indicators are fed into a specifically designed database. Data warehousing is used to provide analyses and outputs at all thematic, temporal, or spatial aggregated levels, defined by the stakeholders (type of crops, herbicides, WFD areas, years), using Spatial On-Line Analytical Processing (SOLAP) tools. The aim of this approach is to allow public policy makers to make more informed and reasoned decisions when managing sensitive areas and/or implementing mitigation measures.

In the Horizon 2020 work programme 2016-17 it is stated that in 2010, 71% of European farm managers were operating on the basis of practical experience only. Education levels greatly vary depending on country, farm managers' age and gender, or farm structures, and this can hamper innovation. Transition towards a more sustainable agriculture requires a renewal and strengthening of the technical skills of all the actors involved and - as a consequence - of the educational system. The EU Directive on the sustainable use of pesticides (EU, 128/2009/EC) requires European Member States to develop training activities targeting occupational exposure to pesticides. The objective of this study is to develop new training tools for operators, addressing the new legal requirements and taking into account what is already available. For this reason, the outcomes of different European and national research projects developed by the Opera Research Centre were used, involving stakeholders in the decision making process, but also considering the real behaviours and perceptions of the final users. As a result, an e-learning tool able to build personalized training programmes, by collecting and integrating existing training material on Plant Protection Products use was developed, together with an e-learning course, with the aim to help operators, advisors and distributors to get prepared for their national certificate test. This work highlights the opportunity to create long-term added value through enhanced collaboration between educators and researchers, and identifies a common set of priorities that has to be taken into account in order to nudge the changes required to achieve a more sustainable use of pesticide and, more in general, sustainable development., (Copyright © 2016 Elsevier B.V. When designing and implementing agri-environmental policies to reduce nutrient loss, action programmes may falsely address areas where the nutrient issue from agricultural activity is not currently important and is not likely to become so in the future (a false positive), or may fail to address areas where the agricultural nutrient issue is currently important or may likely become so in the future (a false negative). Based on a case study of the Louros watershed in Greece, this work identifies database and modelling sources of false positives and negatives and proposes a decision making process aimed at minimizing the possibility of committing such errors. The baseline is well simulated and shows that the Louro's watershed falls behind a Good Environmental Status, at least marginally. Simulated mitigation measures show that the river's status can be upgraded to "Good", at least as concerns nitrates and ammonium. Simulated climate change does not seem to exert an important positive or negative effect. Land use changes forecasting considerably less cultivated area have a significant effect on Total Phosphorous but not on nitrates or ammonium concentrations. The non-linearity between nutrient disposition (inputs) and nutrient concentration in downstream water bodies (output) and the many factors that affect the nutrient disposition-transportation-concentration chain, highlights the importance of simulating the effects of mitigation actions and of future climate and land use changes before adopting and establishing agri-environmental measures., (Copyright © 2016 Elsevier B.V. Rapid population growth and consumption of goods and services imply that demand for energy and resources increases continuously. Energy consumption linked to non-renewable resources contributes to greenhouse gas emissions and enhances resource depletion. In this context, the use of agricultural solid residues such as rice husk, coffee husk, wheat straw, sugar cane bagasse, among others, has been widely studied as an alternative energy source in order to decrease the use of fossil fuels. However, rice husk is among those agricultural residues that are least used to obtain energy in developing countries. Approximately 134 million tonnes of rice husk are produced annually in the world, of which over 90% are burned in open air or discharged into rivers and oceans in order to dispose of them. This review examines the energetic potential of agricultural residues, focused on rice husk. The review describes direct combustion and fast pyrolysis technologies to transform rice husk into energy considering its physical and chemical properties. Targeting agri-environmental measures (AEM) improves their effectiveness in the delivery of public goods, provided the necessary coordination with other incentives. In less favoured areas (LFA) measures focusing on the conservation of extensive farming contribute to sustainable land management in these areas. In this paper we investigate the implementation of a possible AEM supporting the improvement of permanent pastures coordinated with the extensive livestock and single farm payments actually in place. Through applying a spatially-explicit mixed integer optimisation model we simulate future land use scenarios for two less favoured areas in Portugal (Centro and Alentejo) considering two policy scenarios: a 'targeted AEM', and a 'non-targeted AEM'. We then compare the results with a 'basic policy' option (reflecting a situation without AEM). This is done with regard to landscape-scale effects on the reduction of fire hazard and erosion risk, as well as effects on farm income. The results show that an AEM for permanent pastures would be more cost-effective for erosion and fire hazard mitigation if implemented within a spatially targeted framework. However when cost-effectiveness is assessed with other indicators (e.g. net farm income and share of grazing livestock) 'non-targeted AEM' implementation delivers the best outcome in Alentejo. In Centro the implementation of an AEM involves important losses of income compared to the 'basic policy'. 'Targeted AEM' tends to favour farms in very marginal conditions, i.e. targeting is demonstrated to perform best in landscapes where spatial heterogeneity is higher. The results also show the risk of farm abandonment in the two studied less favoured areas: in all three scenarios more than 30% of arable land is deemed to be abandoned., (Copyright © 2016 Elsevier Ltd. Finding land use strategies that merge land-based climate change mitigation measures and adaptation strategies is still an open issue in climate discourse. This article explores synergies and trade-offs between REDD+, a scheme that focuses mainly on mitigation through forest conservation, with "Climate Smart Agriculture", an approach that emphasizes adaptive agriculture. We introduce a framework for ex-ante assessment of the impact of land management policies and interventions and for quantifying their impacts on land-based mitigation and adaptation goals. The framework includes a companion modelling (ComMod) process informed by interviews with policymakers, local experts and local farmers. The ComMod process consists of a Role-Playing Game with local farmers and an Agent Based Model. The game provided a participatory means to develop policy and climate change scenarios. These scenarios were then used as inputs to the Agent Based Model, a spatially explicit model to simulate landscape dynamics and the associated carbon emissions over decades. We applied the framework using as case study a community in central Vietnam, characterized by deforestation for subsistence agriculture and cultivation of acacias as a cash crop. The main findings show that the framework is useful in guiding consideration of local stakeholders' goals, needs and constraints. Additionally the framework provided beneficial information to policymakers, pointing to ways that policies might be re-designed to make them better tailored to local circumstances and therefore more effective in addressing synergistically climate change mitigation and adaptation objectives., (Copyright © 2015 Elsevier Ltd. The environmental significance of soil bound pesticide residues (SBPR) is potentially large because approximately one third of the applied mass of the pesticides in agriculture ends up as SBPR. At EU level, there is little regulatory guidance available on the environmental risk assessment of SBPR in spite of some 50 years of SBPR research. This lack of guidance is partially caused by the fact that the current definitions of SBPR are founded on non-extractability in soil in the laboratory whereas for the environmental risk assessment not the soil in the laboratory but the soil in the field is the system of interest. Therefore a definition of SBPR is proposed that is based on the field soil: a molecule (further called 'the mother molecule') is soil bound if a relevant part of this molecule has become part of the solid phase in the soil and if this relevant part will never be released again to the liquid phase in soil under relevant field conditions in the form of this mother molecule or in the form of another molecule that may possibly raise environmental or human toxicological concerns. This mother molecule may be the parent substance that is applied to the soil but it may also be a metabolite of this parent substance. A consequence of the definition is that the SBPR terminology becomes more precise because the mother molecule of the soil bound residue has to be specified. A further consequence is that very strong but reversible sorption of molecules such as paraquat is not considered soil-bound residue anymore (as may be demonstrated by a self-exchange extraction procedure). Diverse land use activities can elevate risk of microbiological contamination entering stream headwaters. Spatially distributed water quality monitoring carried out across a 17 km(2) agricultural catchment aimed to characterize microbiological contamination reaching surface water and investigate whether winter agricultural land use restrictions proved effective in addressing water quality degradation. Combined flow and concentration data revealed no significant difference in fecal indicator organism (FIO) fluxes in base flow samples collected during the open and prohibited periods for spreading organic fertilizer, while relative concentrations of Escherichia coli, fecal streptococci and sulfite reducing bacteria indicated consistently fresh fecal pollution reached aquatic receptors during both periods. Microbial source tracking, employing Bacteroides 16S rRNA gene markers, demonstrated a dominance of bovine fecal waste in river water samples upstream of a wastewater treatment plant discharge during open periods. This contrasted with responses during prohibited periods where human-derived signatures dominated. Differences in microbiological signature, when viewed with hydrological data, suggested that increasing groundwater levels restricted vertical infiltration of effluent from on-site wastewater treatment systems and diverted it to drains and surface water. Study results reflect seasonality of contaminant inputs, while suggesting winter land use restrictions can be effective in limiting impacts of agricultural wastes to base flow water quality., (Copyright © 2015 Elsevier B.V. This study examines landscape changes in the context of China's national Grain for Green (GFG) policy, one of the world's largest "payment for environmental/ecosystem services" (PES) programs. We explored landscape structures and dynamics between 2000 and 2010 in Shaanxi Province, the Chinese province with the greatest amount of cropland conversion and reforestation in recent decades. We used Landsat Thematic Mapper (TM)-derived data and landscape metrics for six land cover classes to determine (1) the major land cover changes during enforcement of the policy, (2) the spatial and temporal variations in these changes, and (3) the effects of land cover changes on landscape structure and dynamics. The results suggested that provincial-level land cover changes modestly reflected the goals of the GFG. Over the 10-year study period, the forest and grassland coverages expanded from 95,737.9 to 97,017.4 km(2) and from 37,235.9 to 40,613.1 km(2), respectively, while the cropland coverage decreased from 59,222.8 to 54,007.6 km(2). The conversion direction differed regionally: the targeted croplands in Shanbei, namely, types III and IV, were mainly transformed into grassland while those in Shannan were mainly transformed into forestland. Reforestation was associated with increased inter-landscape aggregation and connection. Despite this large-scale reforestation trend, we found notable and significant differences in the land cover changes at the subprovincial level.

The policy implications for success in the next-stage Grain-for-Green Project (GFGP) in China are analyzed from the perspectives of farmers' willingness. The ecological protection belt of the Three Gorges Reservoir Area was chosen as the case study area, where 1207 valid questionnaire surveys based on participatory rural appraisal were collected in 2012. Our study found that farmers with lower levels of education, older age, and higher livelihood dependency on farmland were more prone to reclamation if the compensation ended. Females and non-migrants were more reluctant to participate in the next GFGP than others. Nevertheless, traditional farming was no longer a preferred livelihood by all respondents. The majority of respondents (74.4%) wished to be liberated from the low-income farmland work through the next GFGP, and half of them (50.6%) hoped to get non-cash compensation. The Willingness to Accept (WTA) values of the next GFGP showed significant social heterogeneity and regional difference, with an average of annual RMB¥16,665 ha(-1), about 4.5 times the local compensation standard in 2000. By revealing some limitations of the uniform nationwide compensation standard system and the single payment form in adapting to evolving socioeconomic conditions, our study highlighted the importance of developing a region-based compensation standard system, integrating the next GFGP into regional sustainable development organically by more comprehensive alternative policy, and bonding a vertical partnership between the local community and the nation. Our study revealed some key elements for success in the future design of restoration projects in China.

The new EU strategy on adaptation to climate change suggests flexible and participatory approaches. Face-to-face contact, although it involves time-consuming procedures with a limited audience, has often been considered the most effective participatory approach. In recent years, however, there has been an increase in the visibility of different citizens' initiatives in the online world, which strengthens the possibility of greater citizen agency. This paper investigates whether the Internet can ensure efficient public participation with meaningful engagement in climate change adaptation. In elucidating issues regarding climate change adaptation, we developed an eParticipation framework to explore adaptation capacity of agriculture to climate change in Northern Italy. Farmers were mobilised using a pre-existing online network. First they took part in an online questionnaire for revealing their perceptions of and reactions to the impacts of ongoing changes in agriculture. We used these results to suggest a portfolio of policy measures and to set evaluation criteria. Farmers then evaluated these policy options, using a multi criteria analysis tool with a simple user-friendly interface. Our results showed that eParticipation is efficient: it supports a rapid data collection, while involving high number of participants. Moreover, we demonstrated that the digital divide is decreasingly an obstacle for using online spaces for public engagement. This research does not present eParticipation as a panacea. Rather, eParticipation was implemented with well-established participatory approaches to both validate the results and, consequently, communicate meaningful messages on local agricultural adaptation practices to regional decision-makers. Feedbacks from the regional decision-makers showed their interest in using eParticipation to improve communication with farmers in the future. We expect that, with further Internet proliferation, eParticipation may allow the inclusion of more representative samples, which would contribute to an informed and legitimate decision-making process., (Copyright © 2015 Elsevier Ltd. In recent years, increasing attention has been paid to financial environmental policy instruments that have played important roles in solving agri-environmental problems throughout the world, particularly in the European Union and the United States. The ample and increasing literature on Payments for Ecosystem Services (PES) and agri-environmental measures (AEMs), generally understood as governmental PES, shows that certain single design rules may have an impact on the success of a particular measure. Based on this research, we focused on the interplay of several design rules and conducted a comparative analysis of AEMs' institutional arrangements by examining 49 German cases. We analyzed the effects of the design rules and certain rule combinations on the success of AEMs. Compliance and noncompliance with the hypothesized design rules and the success of the AEMs were surveyed by questioning the responsible agricultural administration and the AEMs' mid-term evaluators. The different rules were evaluated in regard to their necessity and sufficiency for success using Qualitative Comparative Analysis (QCA). Our results show that combinations of certain design rules such as environmental goal targeting and area targeting conditioned the success of the AEMs. Hence, we generalize design principles for AEMs and discuss implications for the general advancement of ecosystem services and the PES approach in agri-environmental policies. In 2012, the United Nations Convention to Combat Desertification has launched a policy strategy called 'Zero Net Land Degradation' (ZNLD), which aims to prevent the degradation of productive land and restore already degraded land. In Europe, and especially in Mediterranean Europe, land degradation is a complex phenomenon affecting both depopulated, marginal agro-forest regions and affluent agricultural areas. In an effort to develop a ZNLD strategy in Italy we identified the socioeconomic variables associated with environmental conditions leading to a long-term (1960-2010) reduction in land sensitivity to degradation. Our results show an increase in ZNLD areas in the last ten years. Rural municipalities classified at ZNLD showed an economy based on services, an agriculture sector oriented towards quality productions and more sustainable cultivation practices, a balanced population structure and the prevalence of a mixed farmland/woodland land-use structure. European Community (EC) legislation has limited the availability of pesticide active substances used in effective plant protection products. The Pesticide Authorisation Directive 91/414/EEC introduced the principle of risk assessment for approval of pesticide active substances. This principle was modified by the introduction of Regulation (EC) 1107/2009, which applies hazard, the intrinsic toxicity of the active substance, rather than risk, the potential for hazard to occur, as the approval criterion. Potential impacts of EC pesticide legislation on agriculture in Ireland are summarised. While these will significantly impact on pesticide availability in the medium to long term, regulations associated with water quality (Water Framework Directive 2000/60/EC and Drinking Water Directive 1998/83/EC) have the potential to restrict pesticide use more immediately, as concerns regarding public health and economic costs associated with removing pesticides from water increase. This rationale will further reduce the availability of effective pesticide active substances, directly affecting crop protection and increasing pesticide resistance within pest and disease populations. In addition, water quality requirements may also impact on important active substances used in plant protection in Ireland. The importance of low intensity farming for the conservation of biodiversity throughout Europe was acknowledged early in the 1990s when the concept of 'High Nature Value farmlands' (HNVf) was devised. HNVf has subsequently been given high priority within the EU Rural Development Programme. This puts a requirement on each EU Member State not only to identify the extent and condition of HNVf within their borders but also to track trends in HNVf over time. However, the diversity of rural landscapes across the EU, the scarcity of (adequate) datasets on biodiversity, land cover and land use, and the lack of a common methodology for HNVf mapping currently represent obstacles to the implementation of the HNVf concept across Europe. This manuscript provides an overview of the characteristics of HNVf across Europe together with a description of the development of the HNVf concept. Current methodological approaches for the identification and mapping of HNVf across EU-27 and Switzerland are then reviewed, the main limitations of these approaches highlighted and recommendations made as to how the identification, mapping and reporting of HNVf state and trends across Europe can potentially be improved and harmonised. In particular, we propose a new framework that is built on the need for strategic HNVf monitoring based on a hierarchical, bottom-up structure of assessment units, coincident with the EU levels of political decision and devised indicators, and which is linked strongly to a collaborative European network that can provide the integration and exchange of data from different sources and scales under common standards. Such an approach is essential if the scale of the issues facing HNVf landscapes are to be identified and monitored properly at the European level. This would then allow relevant agri-environmental measures to be developed, implemented and evaluated at the scale(s) required to maintain the habitats and species of high nature conservation value that are intimately associated with those landscapes., (Copyright © 2014 Elsevier Ltd. China's government is now promoting the Nomad Sedentarization Project (NSP) in large areas of grassland as a solution for ecological restoration and poverty alleviation. To examine the effects of this policy, we conducted in-depth interviews at two of the project's sites and examined the social and ecological systems at village, county, and catchment scales in Jinghe County of Xinjiang. We found that (1) the NSP in one village greatly improved the household standard of living and changed their resource utilization modes; (2) the success in this village can be attributed to resources imported from the social and ecological systems at larger scales, and could not be repeated in a second nearby village with different constraints; and (3) the NSP is poorly adapted to local ecosystem characteristics, and may therefore have negative impacts at larger scales. To avoid these problems, holistic assessments are necessary to judge the NSP's impacts on social and ecological systems at multiple scales, and the program must be implemented cautiously to account for the potential risks in ecologically vulnerable areas.

The aim of this work was to elucidate the socio-cultural and economic value of a number of ecosystem services delivered by mountain agroecosystems (mostly grazing systems) in Euro-Mediterranean regions. We combined deliberative (focus groups) and survey-based stated-preference methods (choice modelling) to, first, identify the perceptions of farmers and other citizens on the most important ecosystem services and, second, to value these in economic terms according to the willingness to pay of the local (residents of the study area) and general (region where the study area is located) populations. Cultural services (particularly the aesthetic and recreational values of the landscape), supporting services (biodiversity maintenance) and some regulating services (particularly fire risk prevention) were clearly recognized by both farmers and citizens, with different degrees of importance according to their particular interests and objectives. The prevention of forest fires (≈50% of total willingness to pay) was valued by the general population as a key ecosystem service delivered by these agroecosystems, followed by the production of specific quality products linked to the territory (≈20%), biodiversity (≈20%) and cultural landscapes (≈10%). The value given by local residents to the last two ecosystem services differed considerably (≈10 and 25% for biodiversity and cultural landscape, respectively). The Total Economic Value of mountain agroecosystems was ≈120 € person(-1) year(-1), three times the current level of support of agro-environmental policies. By targeting and quantifying the environmental objectives of the European agri-environmental policy and compensating farmers for the public goods they deliver, the so-called "green" subsidies may become true Payments for Ecosystems Services.

The "greening" of the European Union's (EU) Common Agricultural Policy (CAP) is meant to protect and enhance biodiversity as well as to make food production more sustainable by encouraging, for example, the responsible use of natural resources. The "greening" process seems to be driven by, first of all, the policy push through various policy and regulatory measures. Farmers have to invest time and resources in maintaining permanent grasslands, practice crop diversification and manage ecological focus areas for which they will receive compensation from the EU. "Greening" is also driven by the consumer or market pull generated by preferences for more sustainably produced food and sustainability initiatives along the agro-food chain. EU investments in research and development activities are required for the successful implementation of greening practices. Professionals from different disciplines are called upon to provide, in the next few years, solutions for all the new requirements in order to realize a sustainable and socially and economically healthy agricultural system. Besides this, farmers need support to implement and manage greening measures, but also to reap the benefits of their investments by networking and engaging with stakeholders higher in the agro-food chain, such as retailers and supermarkets. This is not only to assure sustainability at processing, packaging and storage, but also to increase visibility of farmers' practices to consumers through communication that may help influencing consumers' choices. Conservation policy in agricultural systems in the United States relies primarily on voluntary action by farmers. Federal conservation programs, including the Environmental Quality Incentives Program, offer incentives, both financial and technical, to farmers in exchange for adoption of conservation practices. Understanding motivations for (as well as barriers to) participation in voluntary programs is important for the design of future policy and effective outreach. While a significant literature has explored motivations and barriers to conservation practice adoption and participation in single programs, few studies in the U.S. context have explored general participation by farmers in one place and time. A mixed-methods research approach was utilized to explore farmer participation in all U.S. Farm Bill programs in Indiana. Current and past program engagement was high, with nearly half of survey respondents reporting participation in at least one program. Most participants had experience with the Conservation Reserve Program, with much lower participation rates in other programs. Most interview participants who had experience in programs were motivated by the environmental benefits of practices, with incentives primarily serving to reduce the financial and technical barriers to practice adoption. The current policy arrangement, which offers multiple policy approaches to conservation, offers farmers with different needs and motivations a menu of options. However, evidence suggests that the complexity of the system may be a barrier that prevents participation by farmers with scarce time or resources. Outreach efforts should focus on increasing awareness of program options, while future policy must balance flexibility of programs with complexity.

Substantial declines in farmland biodiversity have been reported in Europe for several decades. Agricultural changes have been identified as a main driver of these declines. Although different agrienvironmental schemes have been implemented, their positive effect on biodiversity is relatively unknown. This raises the question as to how to reconcile farming production and biodiversity conservation to operationalize a sustainable and multifunctional agriculture. We devised a bioeconomic model and conducted an analysis based on coviability of farmland biodiversity and agriculture. The coviability approach extended population viability analyses by including bioeconomic risk. Our model coupled stochastic dynamics of both biodiversity and farming land-uses selected at the microlevel with public policies at the macrolevel on the basis of financial incentives (taxes or subsidies) for land uses. The coviability approach made it possible for us to evaluate bioeconomic risks of these public incentives through the probability of satisfying a mix of biodiversity and economic constraints over time. We calibrated the model and applied it to a community of 34 common birds in metropolitan France at the small agricultural regions scale. We identified different public policies and scenarios with tolerable (0-0%) agroecological risk and modeled their outcomes up to 2050. Budgetary, economic, and ecological (based on Farmland Bird Index) constraints were essential to understanding the set of viable public policies. Our results suggest that some combinations of taxes on cereals and subsidies on grasslands could be relevant to develop a multifunctional agriculture.
