Abstract

Coffee, after petroleum, is the most valuable commodity globally in terms of total value (harvest to coffee cup). Here, our bioeconomic analysis considers the multitude of factors that influence coffee production. The system model used in the analysis incorporates realistic field models based on considerable new field data and models for coffee plant growth and development, the coffee/coffee berry borer (CBB) dynamics in response to coffee berry production and the role of the CBB parasitoids and their interactions in control of CBB. Cultural control of CBB by harvesting, cleanup of abscised fruits, and chemical sprays previously considered are reexamined here to include biopesticides for control of CBB such as entomopathogenic fungi (Beauveria bassiana, Metarhizium anisopliae) and entomopathogenic nematodes (Steinernema sp., Heterorhabditis). The bioeconomic analysis estimates the potential of each control tactic singly and in combination for control of CBB. The analysis explains why frequent intensive harvesting of coffee is by far the most effective and economically viable control practice for reducing CBB infestations in Colombia and Brazil.

2. Overview on Biofuels from a European Perspective

Abstract

In light of the recently developed European Union (EU) Biofuels Strategy, the literature is reviewed to examine (a) the coherency of biofuel production with the EU nonindustrial vision of agriculture, and (b) given its insufficient land base, the implications of a proposed bioenergy pact to grow biofuel crops in the developing world to meet EU biofuel demands. The EU acknowledged that the use of food crops for biofuel production was based on wrong assumptions concerning climate change mitigation, and its support has now shifted to second-generation nonfood crops. The bioenergy pact entails (a) biofuel crops production in developing countries, especially Africa, that in the absence of environmental and social regulations may lead to ethical trade-offs in land use (food vs. fuel) and (b) the use of transgenic technology that conflicts with the EU's own vision of sustainable agriculture. Abstract

International research and development efforts in Africa have brought ecological and social change, but analyzing the consequences of this change and developing policy to manage it for sustainable development has been difficult. This has been largely due to a lack of conceptual and analytical models to access the interacting dynamics of the different components of ecosocial systems. Here, we examine the ecological and social changes resulting from an ongoing suppression of trypanosomiasis disease in cattle in an agropastoral community in southwest Ethiopia to illustrate how such problems may be addressed. The analysis combines physiologically based demographic models of pasture, cattle, and pastoralists and a bioeconomic model that includes the demographic models as dynamic constraints in the economic objective function that maximizes the utility of individual consumption under different level of disease risk in cattle. Field data and model analysis show that suppression of trypanosomiasis leads to increased cattle and human populations and to increased agricultural development. However, in the absence of sound management, these changes will lead to a decline in pasture quality and increase the risk from tick-borne diseases in cattle and malaria in humans that would threaten system sustainability and resilience. The analysis of these conflicting outcomes of trypanosomiasis suppression is used to illustrate the need for and utility of conceptual bioeconomic models to serve as a basis for developing policy for sustainable agropastoral resource management in sub-Saharan Africa. 7. Eco-social analysis of an East African agro-pastoral system: Management of tsetse and bovine trypanosomiasis

Abstract

Abstract: A key constraint for development of many East African agro-pastoral communities is African animal trypanosomiasis or nagana caused by Trypanosoma spp. and vectored by species of tsetse flies (Glossina spp.). Suppression of trypanosomiasis through trapping of tsetse fly populations was conducted from 1995 to 2005 at and near Luke, Southwest Ethiopia. Odor baited mass trapping technology was used to suppress adult fly populations to very low levels while tryponocidal drugs were used to treat trypanosome infections in cattle. Data on ecological, economic and social variables were collected and analyzed in the context of eco-social dynamics in the community. The bio-economic model of Regev et al. [Regev, U., Gutierrez, A.P., Schreiber, S.J., Zilberman, D., 1998. Biological and Economic Foundations of Renewable Resource Exploitation. Ecological Economics 26, 227-242] and Gutierrez and Regev [Gutierrez, A.P., Regev, U., 2005. The bioeconomics of tritrophic systems: applications to invasive species. Ecological Economics 52, 382-396] was used as a methodological framework for qualitative evaluation of the effects of tsetse/trypanosomiasis suppression on ecological, economic and social aspects. An objective function for single farmers was formulated to determine the optimal harvesting level of cattle, exposed to high and low levels of risk from tsetse/trypanosomiasis, as measured by the discount rate (δ) for a given base level pastoral resource (R = pasture or forage for cattle). The socially optimal objective function for resource exploitation by all farmers is that which maximizes the present value of utility of individuals expending revenues (consumption) from the revenue stream in ways that enhance the quality of life and yet assures the persistence of the resource base over an infinite time horizon (i.e., renewable resource sustainability). The bio-economic model predicts that reducing risk (δ) from tsetse and disease increased the cattle populations and their marginal value. The model also predicts that the interaction of decreased δ and increased productivity (θ) can lead to increased human and cattle populations and hence to over-exploitation of base resources (pastures) that lower environmental carrying capacity and reduced sustainability. Trap catches indicated that tsetse populations were reduced to very low levels, while the disease prevalence decreased from 29% to 10%. This led to a substantial increase in cattle including oxen populations, increased calving rates, increased milk production and increased the per-capita income. The availability of oxen allowed an increase in cultivated land from 12 ha in 1995 to 506 ha in 2005. Revenues (consumption) were invested in the purchase of more cattle and the establishment of a school for educating village children. Increases in land allocated to crops and other sources of income were also found. The bioeconomic model predicts the solution of the trypanosomiasis problems so transforms the East African agro-pastoral communities that new social structures will be required to cope with the ecological, economic and social consequences of this technological changes on sustainable development (sensu [Goodland, R., 1995.
