The article argues that the Animal Rule guidelines by the U.S. Food and Drug Administration has significant implications for increased intensive nonhuman primate research but raises serious problems for attribution of moral standing to nonhuman primates. It explains that the Animal Rule may be used in the research to develop medical countermeasures to the most dreaded pathogens. The article also compares the implications of the U.S. regulatory structure with the developments in Europe.
