The article analyzes the theme of social subsidies between 1900 and 1945, with a greater focus on the context of the Vargas Era in Brazil. It highlights the creation of the Caixa de Subvenções as an important institution that reflected the political, energy and social transformations of that period. The state began to play a central role in economic development and social welfare, intervening in markets and regulating social relations. The inclusion of various sectors of society in subsidy policies promoted the representation of interests and strengthened political participation. The article also seeks to emphasize the relationship between authoritarian governments and advances in social legislation, highlighting subsidies as a form of state intervention. The territory has been an increasingly valued concept in public policies, especially in the social protection field. This work aims to analyze the meanings of the territory for workers of medium complexity in the Unified Social Assistance System of the city of Joinville, SC. The research proposal, guided by intervention research, took place through a formative path mediated by aesthetic workshops, whose characteristic is the development of creative activities followed by a discussion group. Five meetings took place over three hours each, and a focus group with the participants at the end of the course. With the territory dimensions as guiding concepts, in the activities proposed for each meeting, we used the map of the municipality in question as a methodological resource, which proved to be a powerful resource for thinking about the territory and its specificities. The information produced by the route was analyzed using the content analysis method, which generated the following categories: senses of the territory and the intervention research path; encounter between conceptual perspectives and experience with the territory; and territory and city: perceptions (un) constructed in social assistance practice. The research became a space of meaning because the path made it possible to produce a reflection on the participants from what emerged between these subjects and the discussion about territory, understanding it as one of the fundamental concepts in public policies. Current paper presents a correct interpretation of Law 14176/2021 and its requirements to comply with the Brazilian Constitution. Discussion on the law of the Continuous Aid Scheme is undertaken to see whether it implements the principle of the dignity of the human person, fundamental rights and the rights of the person, especially within the context of the economic crisis caused by Covid-19 pandemic. Decision-taking on who will implement social aid policies either by the law maker when establishing the judicial norm or by the executive when examining administrative requests should not be exercised within the abstract stance of tutelage of fundamental rights without examining the implementation costs of rights and impact on budget. This is especially true when once takes into account that Brazil is a periphery country with scanty resources and high demand in basic services. However, the democratic, social and lawful State cannot put on a secondary plane economically and socially impaired people. The State has the basic duty to protect vulnerable people, a duty hailing from fundamental rights. The hypothesis-deduction is the method employed in current paper. Hypothesis placed deal with the Continuous Aid Scheme for people with deficiency according to Law 14176/2021 materializes the lawful social State by the tutelage of the dignity of socially and economically impaired people. This study aimed to investigate the belonging process between the Specialized Protection and Care Service for Families and Individuals (PAEFI) and its users, in order to understand the meanings attributed to their insertion and participation in this service. This qualitative research collected information through semi-structured interviews with nine people that were psychosocially cared at PAEFI in a city in the southern region of Brazil. The perspective of Historical-Cultural Psychology guided the methodological and analytical construction of the research. The meaning cores linked to the process of binding with the perception of the interviewees were: a) Context and movements in the access to the service; b) Motivations and affections related to participation in this service. The study pointed out indicators to think about the context, intersubjectivity and contradictions that involve psychosocial practices, envisioning the PAEFI as a powerful space of the construction of belonging with users. The Federal Constitution and the Organic Law of Social Assistance (LOAS) provide that the population will participate in the formulation of social assistance policies and in the control of actions. Thus, this paper analyzes how the social control exercised in the Councils of Social Assistance Public Policies can impact the implementation of these policies. Bibliographic and documentary research was carried out on articles, websites, books, theses and dissertations, legislation, and resolutions. This article begins from the assumptions of Liberation Psychology to support reflections on the role of psychologists in the Unified Social Assistance System (SUAS). At first it outlines, then, it presents the trajectory of Psychology as a profession and Social Assistance as a public policy, to later discuss the role of psychologists in this context, problematizing challenges that present themselves in the current situation and the potential of these professionals' performance. The recovery and analysis of recent historical facts in Brazil evidenced the reduction of the State and the deprivation of historically conquered rights, which have materialized in the dismantling of SUAS, demanding strength of resistance to fight these setbacks from the professionals who work there, which also implies working with the oppressed so that they overcome their alienated identities, with a view of building practices committed to social transformation. The objective of this work is to propose practical strategies to support the homeless population during the COVID-19 pandemic in Brazil. It adopts qualitative research, based on interviews with professionals in the field, analysis of information collected on a national news online portal, and analysis of articles, research reports and information documents from other countries. The findings allow suggesting strategies for local governments, particularly regarding social assistance and equipment to support homeless people in Brazil. The results, although partial, include a comparative panorama that allows strategies that are unprecedented in Brazil. The purpose of this article is to explore the general configuration of the delivery of basic social assistance services in Brazilian municipalities. It is located in the debate on the implementation of social policies in the municipalities, but focusing on major trends in service delivery at the local level. The focus is on the criterion of service delivery at the national level, but taking into account that this criterion is not given by the central Executive, but by local and discretionary actions. In the absence of knowledge about these major trends, the work adopts a grounded theory design and quantitative analysis to test the exploratory hypothesis that the execution of social assistance services in the municipal public network is also due to the expression of demand from the recipient or potential beneficiary. The main results suggest that, given the size of demand, there is a discretionary action that shapes the type of service that is offered, since regions with high demand prioritize collective services while in places with lower potential demand there is a greater presence of individual care. Federalism and social participation are relevant themes in public policy studies. However, there is little dialogue between these themes, a gap that this article aims to minimize when analyzing the effects of fiscal centralization of social assistance on the functioning and results produced by the councils. Would the federative dynamics of this policy also be reproduced in the councils, differentiating national and subnational institutions? To answer this question, the article adopts qualitative analysis to identify the strengthening or the constraint of fiscal centralism in excerpts of 658 minutes and 2,364 resolutions of five cases: CNAS; the state councils of Minas Gerais and Rio Grande do Sul; and the municipalities of Belo Horizonte and Porto Alegre. The results indicate that the strong regulation of social assistance and the concentration of expenditures at the central level have important effects, promoting the strengthening of CNAS and constraints to the work of subnational councils in the definition and control of this policy in their financing. This article discusses the term “qualified listening” in the context of the Sistema Único de Assistência Social (SUAS). In order to broaden the instrumentalization and intervention of Psychology in social protection, a documental and bibliographic research about the concept of listening was made, as it was articulated to the academic productions in the area of Social Work and in the parameterizing materials of public politics. It was possible to identify the presence of a diagnostic listening in the parameters of social work, which we believe that is strongly articulated with the concept of “examination” by Foucault (1999). On the other hand, in dialogue with Mèlich (2001) and Larrosa (2014), we considered other ways to perform the process of listening to the populations served in the referred public policy, subverting the logic of surveillance-punishment. The existing empirical research is insufficient to explain the variation in bureaucratic and managerial capacity at the local level and its consequences for the implementation of social policies. This article analyzes the perception of technicians and municipal managers of social assistance regarding the problematic factors in the implementation of the policy. The research design uses grounded theory to generate knowledge about the field, as well as a survey, in an attempt to analyze how representative the qualitative findings are of the whole. The results show the centrality of budgetary constraints in policy implementation, but put at the center of the discussion technical and administrative factors such as the major stumbling blocks in managing social assistance policy at the local level. The article discusses the rights assurance practices based on the analysis of the National Policy of Social Welfare and social programs related to care practices - Bolsa Família and Paif- Programa de Atendimento Integral à Família, in the light of what Foucault called as technologies of population government. It discusses that the State, in its inability to distribute power, makes operate a game between the guarantee of rights and control over families considered socially vulnerable. Objective: to establish the importance of Mexico's SNDIF social assistance program and to identify its scope and limitations regarding the improvement in the population's quality of life. Methodology: this review study documented and critically analyzed the information issued by the National System for the Integral Development of the Family (SNDIF). Primary documents such as the National Consultation on Basic Information for Municipal Systems 2015 (CNIBSM-DIF), as well as, reports, communiqués, books, articles and journalistic notes were reviewed. Result: the SNDIF maintains different social assistance strategies that include: 1) the advocacy for children's rights; 2) people with disabilities; 3) the Crusade against Hunger; and 4) support for migrants. Although the federal government allocated $ 1, 357,015.61 Mexican pesos to Social Protection in 2017, it was noted that its actions failed to reach the total population in need. Conclusions: social assistance in Mexico is a two-sided process; on the one hand, it is a State obligation on the population's welfare, and on the other, it is a system of control and a subjugation of the people. Aim: to identify, in scientific production, the sources and repercussions of social support for pregnant women with HIV. Method: narrative review in the databases: Latin American and Caribbean Literature in Health Sciences, National Library of Medicine / National Institutes of Health and SciVerse Scopus. The data were collected in February 2016, when 20 studies were submitted to the thematic analysis with the theoretical categorization of social support (instrumental and emotional). Results: The main instrumental support sources were: participation in prevention programs, reception and health education by the team; And emotional support were from the life partner, friends, family and God. The main repercussions were related to the disclosure of diagnosis and to the adherence to prophylaxis of vertical transmission. This article aims at discussing how resistance processes and regulation of life in the Social Assistance Reference Centers (SARC) is carried out, specifically how the notions of vulnerability and hygiene have been instrumented to control things. Michel Foucault's concepts of Resistance and Regulation of Life are the main conceptual tools. In this research, we have deployed two main knowledge production strategies: the analysis of the researcher's notes and memories and the analysis of new individual e group conversations with SARC users, professionals and ex-professionals from Cariacica, in Espírito Santo. We have observed that labeling the population as vulnerable or at risk contributes to their stigmatization and to justify a series of interventions that seek "to hygiene" them. However, it is worth noting many of these people/groups do not accept and tend escape these interventions in an exercise of resistance and affirmation of counter-hegemonic ways of life. The objective of the study is to investigate, through a historical and institutional perspective, the historical development and current configuration of the Institutional Care Service for Children and Adolescents at risk. It is argued that, by favoring the development of certain skills at the expense of others, previous decisions have influenced current decisions, explaining the difficulty of changing the course of policy. The analysis shows that choices made in the Vargas Era undermined the implementation of innovations established by the Código de 1979 and the Estatuto da Criança e do Adolescente (ECA) (1990) up until the mid-2000s when the bureaucracy of state social assistance was strengthened. The empirical data used are found in the Censo Suas 2014 and the regulations that, from the early twentieth century, have been structured in child and adolescent social assistance policies. Purpose: Analyze the motivational types of human values prioritized by representatives of Municipal Social Assistance Councils in the municipalities of State of Minas Gerais, in an attempt to establish the axiological profiles of study participants. Originality/gap/relevance/implications: The study is based on Schwartz's (1992) theory of human values, applying its contributions to understand a reality yet unexplored in research of values, namely the Social Assistance Councils in Brazil, notwithstanding the recent transformations aimed at changing their conception as public policy. Key methodological aspects: Data were collected applying the PQ-21 questionnaire to a sample of 204 respondents. Descriptive analyses, the Anova test and cluster analyses were used. Summary of key results: The motivational types most emphasized by the respondents were Benevolence and Universalism, followed by Self-direction, Tradition and Security, revealing the recognition of interests of social groups and the community, in addition to the need to affirm one's own ideas and preserve traditional and safe practices. Five axiological profiles were identified from cluster analyses, and in four out of these, Self-transcendence was the key characteristic. Key considerations/conclusions: The relevance attributed to Self-transcendence and Conservation, in that order, indicates a certain concern with social well-being and political participation, though with a tendency to accept and maintain traditional practices, which may hinder the transformation processes in the context under study.
