We present the Data Release 12 Quasar catalog (DR12Q) from the Baryon Oscillation Spectroscopic Survey (BOSS) of the SDSS-III. This catalog includes all SDSS-III/BOSS objects that were spectroscopically targeted as quasar candidates during the full survey and that are confirmed as quasars via visual inspection of the spectra, have luminosities Mi[z=2]<-20.5 (in a LCDM cosmology with H_0 = 70 km/s/Mpc, Omega_M = 0.3, and Omega _L=0.7), and either display at least one emission line with a full width at half maximum (FWHM)larger than 500 km/s or, if not, have interesting/complex absorption features. The catalog also includes previously known quasars (mostly from SDSS-I and II) that were reobserved by BOSS. The catalog contains 297,301 quasars detected over 9,376 square degrees with robust identification and redshift measured by a combination of principal component eigenspectra. The number of quasars with z>2.15 is about an order of magnitude greater than the number of z>2.15 quasars known prior to BOSS. Redshifts and FWHMs are provided for the strongest emission lines (CIV, CIII], MgII). The catalog identifies 29,580 broad absorption line quasars and lists their characteristics. For each object, the catalog presents five-band (u, g, r, i, z) CCD-based photometry together with some information on the optical morphology and the selection criteria. When available, the catalog also provides information on the optical variability of quasars using SDSS and PTF multi-epoch photometry. The catalog also contains X-ray, ultraviolet, near-infrared, and radio emission properties of the quasars, when available, from other large-area surveys. The Baryon Oscillation Spectroscopic Survey (BOSS) has collected more than 150,000 $2.1 \leq z \leq 3.5$ quasar spectra since 2009. Using this unprecedented sample, we create a composite spectrum in the rest-frame of 102,150 quasar spectra from 800 \AA\ to 3300 \AA\ at a signal-to-noise ratio close to 1000 per pixel ($\Delta v$ of 69 km~s$^{-1}$). Included in this analysis is a correction to account for flux calibration residuals in the BOSS spectrophotometry. We determine the spectral index as a function of redshift of the full sample, warp the composite spectrum to match the median spectral index, and compare the resulting spectrum to SDSS photometry used in target selection. The quasar composite matches the color of the quasar population to within 0.02 magnitudes in $g-r$, 0.03 magnitudes in $r-i$, and 0.01 magnitudes in $i-z$ over the redshift range $2.2

We report a measurement of the large-scale 3-point correlation function of galaxies using the largest dataset for this purpose to date, 777, 202 Luminous Red Galaxies in the Sloan Digital Sky Survey Baryon Acoustic Oscillation Spectroscopic Survey (SDSS BOSS) DR12 CMASS sample. This work exploits the novel algorithm of Slepian & Eisenstein (2015b) to compute the multipole moments of the 3PCF in $\mathcal{O}(N^2)$ time, with $N$ the number of galaxies. Leading-order perturbation theory models the data well in a compressed basis where one triangle side is integrated out. We also present an accurate and computationally efficient means of estimating the covariance matrix. With these techniques the redshift-space linear and non-linear bias are measured, with 2.6% precision on the former if $\sigma_8$ is fixed. We report the discovery of rapid variations of a high-velocity CIV broad absorption line trough in the quasar SDSS J141007.74+541203.3. This object was intensively observed in 2014 as a part of the Sloan Digital Sky Survey Reverberation Mapping Project, during which 32 epochs of spectroscopy were obtained with the Baryon Oscillation Spectroscopic Survey spectrograph. We observe significant (>4sigma) variability in the equivalent width of the broad (~4000 km/s wide) CIV trough on rest-frame timescales as short as 1.20 days (~29 hours), the shortest broad absorption line variability timescale yet reported. The equivalent width varied by ~10% on these short timescales, and by about a factor of two over the duration of the campaign. We evaluate several potential causes of the variability, concluding that the most likely cause is a rapid response to changes in the incident ionizing continuum. If the outflow is at a radius where the recombination rate is higher than the ionization rate, the timescale of variability places a lower limit on the density of the absorbing gas of n_e > 3.9 x 10^5 cm^-3. The broad absorption line variability characteristics of this quasar are consistent with those observed in previous studies of quasars, indicating that such short-term variability may in fact be common and thus can be used to learn about outflow characteristics and contributions to quasar/host-galaxy feedback scenarios., Comment: 15 pages, 14 figures. From the Sloan Digital Sky Survey (SDSS) Data Release 12, which covers the full Baryonic Oscillation Spectroscopic Survey (BOSS) footprint, we investigate the possible variation of the fine-structure constant over cosmological time-scales. We analyse the largest quasar sample considered so far in the literature, which contains 13175 spectra (10363 from SDSS-III/BOSS DR12 + 2812 from SDSS-II DR7) with redshift $z<\,$1. We apply the emission-line method on the [O III] doublet (4960, 5008 A) and obtain $\Delta\alpha/\alpha= \left(0.9 \pm 1.8\right)\times10^{-5}$ for the relative variation of the fine-structure constant. We also investigate the possible sources of systematics: misidentification of the lines, sky OH lines, H$\,\beta$ and broad line contamination, Gaussian and Voigt fitting profiles, optimal wavelength range for the Gaussian fits, chosen polynomial order for the continuum spectrum, signal-to-noise ratio and good quality of the fits. The uncertainty of the measurement is dominated by the sky subtraction. The results presented in this work, being systematics limited, have sufficient statistics to constrain robustly the variation of the fine-structure constant in redshift bins ($\Delta z\approx$ 0.06) over the last 7.9 Gyr. In addition, we study the [Ne III] doublet (3870, 3969 A) present in 462 quasar spectra and discuss the systematic effects on using these emission lines to constrain the fine-structure constant variation. Better constraints on $\Delta\alpha/\alpha\ $ ($<$10$^{-6}$) using the emission-line method would be possible with high-resolution spectroscopy and large galaxy/qso surveys., Comment: 16 pages, 16 figures. We describe mock data-sets generated to simulate the high-redshift quasar sample in Data Release 11 (DR11) of the SDSS-III Baryon Oscillation Spectroscopic Survey (BOSS). The mock spectra contain Ly{\alpha} forest correlations useful for studying the 3D correlation function including Baryon Acoustic Oscillations (BAO). They also include astrophysical effects such as quasar continuum diversity and high-density absorbers, instrumental effects such as noise and spectral resolution, as well as imperfections introduced by the SDSS pipeline treatment of the raw data. The Ly{\alpha} forest BAO analysis of the BOSS collaboration, described in Delubac et al. 2014, has used these mock data-sets to develop and cross-check analysis procedures prior to performing the BAO analysis on real data, and for continued systematic cross checks. Tests presented here show that the simulations reproduce sufficiently well important characteristics of real spectra. We derive constraints on cosmological parameters and tests of dark energy models from the combination of baryon acoustic oscillation (BAO) measurements with cosmic microwave background (CMB) and Type Ia supernova (SN) data. We take advantage of high-precision BAO measurements from galaxy clustering and the Ly-alpha forest (LyaF) in the BOSS survey of SDSS-III. BAO data alone yield a high confidence detection of dark energy, and in combination with the CMB angular acoustic scale they further imply a nearly flat universe. Combining BAO and SN data into an "inverse distance ladder" yields a 1.7% measurement of $H_0=67.3 \pm1.1$ km/s/Mpc. This measurement assumes standard pre-recombination physics but is insensitive to assumptions about dark energy or space curvature, so agreement with CMB-based estimates that assume a flat LCDM cosmology is an important corroboration of this minimal cosmological model. For open LCDM, our BAO+SN+CMB combination yields $\Omega_m=0.301 \pm 0.008$ and curvature $\Omega_k=-0.003 \pm 0.003$. When we allow more general forms of evolving dark energy, the BAO+SN+CMB parameter constraints remain consistent with flat LCDM. While the overall $\chi^2$ of model fits is satisfactory, the LyaF BAO measurements are in moderate (2-2.5 sigma) tension with model predictions. Models with early dark energy that tracks the dominant energy component at high redshifts remain consistent with our constraints. Expansion history alone yields an upper limit of 0.56 eV on the summed mass of neutrino species, improving to 0.26 eV if we include Planck CMB lensing. Standard dark energy models constrained by our data predict a level of matter clustering that is high compared to most, but not all, observational estimates. We report the discovery of excess broad band absorption near 2250 A (EBBA) in the spectra of seven broad absorption line (BAL) quasars. By comparing with the statistical results from the control quasar sample, the significance for the detections are all above the > 4{\sigma} level, with five above > 5{\sigma}. The detections have also been verified by several other independent methods. The EBBAs present broader and weaker bumps at smaller wavenumbers than the Milky Way, and similar to the Large Magellanic Cloud. The EBBA bump may be related to the 2175 A bump seen in the Local Group and may be a counterpart of the 2175 A bump under different conditions in the early Universe. Furthermore, five objects in this sample show low-ionization broad absorption lines (LoBALs), such as Mg II and Al III, in addition to the high-ionization broad absorption lines (HiBALs) of C IV and Si IV. The fraction of LoBALs in our sample, ~70%, is surprisingly high compared to that of general BAL quasars, ~10%. We present the [OII] luminosity function measured in the redshift range 0.1

We present a measurement of the cross-correlation of MgII absorption and massive galaxies, using the DR11 main galaxy sample of the Baryon Oscillation Spectroscopic Survey of SDSS-III (CMASS galaxies), and the DR7 quasar spectra of SDSS-II. The cross-correlation is measured by stacking quasar absorption spectra shifted to the redshift of galaxies that are within a certain impact parameter bin of the quasar, after dividing by a quasar continuum model. This results in an average MgII equivalent width as a function of impact parameter from a galaxy, ranging from 50 kpc to more than 10 Mpc in proper units, which includes all MgII absorbers. We show that special care needs to be taken to use an unbiased quasar continuum estimator, to avoid systematic errors in the measurement of the mean stacked MgII equivalent width. The measured cross-correlation follows the expected shape of the galaxy correlation function, although measurement errors are large. We use the cross-correlation amplitude to derive the bias factor of MgII absorbers, finding bMgII = 2.33 \pm? 0.19, where the error accounts only for the statistical uncertainty in measuring the mean equivalent width. This bias factor is larger than that obtained in previous studies and may be affected by modeling uncertainties that we discuss, but if correct it suggests that MgII absorbers at redshift z \simeq 0:5 are spatially distributed on large scales similarly to the CMASS galaxies in BOSS. We present the Data Release 10 Quasar (DR10Q) catalog from the Baryon Oscillation Spectroscopic Survey (BOSS) of the Sloan Digital Sky Survey III. The catalog includes all BOSS objects that were targeted as quasar candidates during the first 2.5 years of the survey and that are confirmed as quasars via visual inspection of the spectra. The catalog also includes known quasars (mostly from SDSS-I and II) that were reobserved by BOSS. The catalog contains 166,583 quasars (74,454 are new discoveries since SDSS-DR9) detected over 6,373 deg$^{2}$ with robust identification and redshift measured by a combination of principal component eigenspectra. The number of quasars with $z>2.15$ (117,668) is $\sim$5 times greater than the number of $z>2.15$ quasars known prior to BOSS. Redshifts and FWHMs are provided for the strongest emission lines (CIV, CIII, MgII). The catalog identifies 16,461 broad absorption line quasars and gives their characteristics. For each object, the catalog presents five-band (u, g, r, i, z) CCD-based photometry with typical accuracy of 0.03 mag and information on the optical morphology and selection method. The catalog also contains X-ray, ultraviolet, near-infrared, and radio emission properties of the quasars, when available, from other large-area surveys. The calibrated digital spectra cover the wavelength region 3,600-10,500\AA\ at a spectral resolution in the range 1,300$<$R$<$2,500; the spectra can be retrieved from the SDSS Catalog Archive Server. We measure the large-scale cross-correlation of quasars with the Lyman alpha forest absorption, using over 164,000 quasars from Data Release 11 of the SDSS-III Baryon Oscillation Spectroscopic Survey. We extend the previous study of roughly 60,000 quasars from Data Release 9 to larger separations, allowing a measurement of the Baryonic Acoustic Oscillation (BAO) scale along the line of sight $c/(H(z=2.36) ~ r_s) = 9.0 \pm 0.3$ and across the line of sight $D_A(z=2.36) / ~ r_s = 10.8 \pm 0.4$, consistent with CMB and other BAO data. Using the best fit value of the sound horizon from Planck data ($r_s=147.49 Mpc$), we can translate these results to a measurement of the Hubble parameter of $H(z=2.36) = 226 \pm 8 km/s / Mpc$ and of the angular diameter distance of $D_A(z=2.36) = 1590 \pm 60 Mpc$. We present composite spectra constructed from a sample of 242,150 Lyman-alpha (Lya) forest absorbers at redshifts 2.4

We present the results of a pilot survey to find dust-reddened quasars by matching the FIRST radio catalog to the UKIDSS near-infrared survey, and using optical data from SDSS to select objects with very red colors. The deep K-band limit provided by UKIDSS allows for finding more heavily-reddened quasars at higher redshifts as compared with previous work using FIRST and 2MASS. We selected 87 candidates with K<=17.0 from the UKIDSS Large Area Survey (LAS) First Data Release (DR1) which covers 190 deg2. These candidates reach up to ~1.5 magnitudes below the 2MASS limit and obey the color criteria developed to identify dust-reddened quasars. We have obtained 61 spectroscopic observations in the optical and/or near-infrared as well as classifications in the literature and have identified 14 reddened quasars with E(B-V)>0.1, including three at z>2. We study the infrared properties of the sample using photometry from the WISE Observatory and find that infrared colors improve the efficiency of red quasar selection, removing many contaminants in an infrared-to-optical color-selected sample alone. The highest-redshift quasars (z > 2) are only moderately reddened, with E(B-V) ~ 0.2-0.3. We find that the surface density of red quasars rises sharply with faintness, comprising up to 17% of blue quasars at the same apparent K-band flux limit. We estimate that to reach more heavily reddened quasars (i.e., E(B-V) > 0.5) at z>2 and a depth of K=17 we would need to survey at least ~2.5 times more area., Comment: 21 pages, 9 figures, accepted for publication in the Astrophysical Journal

The Sloan Digital Sky Survey (SDSS) has been in operation since 2000 April. This paper presents the tenth public data release (DR10) from its current incarnation, SDSS-III. This data release includes the first spectroscopic data from the Apache Point Observatory Galaxy Evolution Experiment (APOGEE), along with spectroscopic data from the Baryon Oscillation Spectroscopic Survey (BOSS) taken through 2012 July. The APOGEE instrument is a near-infrared R~22,500 300-fiber spectrograph covering 1.514--1.696 microns. The APOGEE survey is studying the chemical abundances and radial velocities of roughly 100,000 red giant star candidates in the bulge, bar, disk, and halo of the Milky Way. DR10 includes 178,397 spectra of 57,454 stars, each typically observed three or more times, from APOGEE. Derived quantities from these spectra (radial velocities, effective temperatures, surface gravities, and metallicities) are also included.DR10 also roughly doubles the number of BOSS spectra over those included in the ninth data release. DR10 includes a total of 1,507,954 BOSS spectra, comprising 927,844 galaxy spectra; 182,009 quasar spectra; and 159,327 stellar spectra, selected over 6373.2 square degrees., Comment: 15 figures; 1 table. At low redshifts, dust-obscured quasars often have strong yet narrow permitted lines in the rest-frame optical and ultraviolet, excited by the central active nucleus, earning the designation Type II quasars. We present a sample of 145 candidate Type II quasars at redshifts between 2 and 4.3, encompassing the epoch at which quasar activity peaked in the universe. These objects, selected from the quasar sample of the Baryon Oscillation Spectroscopic Survey of the Sloan Digital Sky Survey III, are characterized by weak continuum in the rest-frame ultraviolet (typical continuum magnitude of i \approx 22) and strong lines of CIV and Ly \alpha, with Full Width at Half Maximum less than 2000 kms-1. The continuum magnitudes correspond to an absolute magnitude of -23 or brighter at redshift 3, too bright to be due exclusively to the host galaxies of these objects. Roughly one third of the objects are detected in the shorter-wavelength bands of the WISE survey; the spectral energy distributions (SEDs) of these objects appear to be intermediate between classic Type I and Type II quasars seen at lower redshift. Five objects are detected at rest frame 6\mu m by Spitzer, implying bolometric luminosities of several times 10^46 erg s-1. We have obtained polarization measurements for two objects; they are roughly 3% polarized. We suggest that these objects are luminous quasars, with modest dust extinction (A_V ~ 0.5 mag), whose ultraviolet continuum also includes a substantial scattering contribution. Alternatively, the line of sight to the central engines of these objects may be partially obscured by optically thick material., Comment: 26 pages, 13 figures, 10 tables, 4 machine readable tables. We present a measurement of the Type I quasar luminosity function at z=5 using a large sample of spectroscopically confirmed quasars selected from optical imaging data. We measure the bright end (M_1450<-26) with Sloan Digital Sky Survey (SDSS) data covering ~6000 deg^2, then extend to lower luminosities (M_1450<-24) with newly discovered, faint z~5 quasars selected from 235 deg^2 of deep, coadded imaging in the SDSS Stripe 82 region (the celestial equator in the Southern Galactic Cap). The faint sample includes 14 quasars with spectra obtained as ancillary science targets in the SDSS-III Baryon Oscillation Spectroscopic Survey (BOSS), and 59 quasars observed at the MMT and Magellan telescopes. We present the BOSS Lyman-alpha (Lya) Forest Sample from SDSS Data Release 9, comprising 54,468 quasar spectra with zqso > 2.15 suitable for Lya forest analysis. This data set probes the intergalactic medium with absorption redshifts 2.0 < z_alpha < 5.7 over an area of 3275 square degrees, and encompasses an approximate comoving volume of 20 h^-3 Gpc^3. With each spectrum, we have included several products designed to aid in Lya forest analysis: improved sky masks that flag pixels where data may be unreliable, corrections for known biases in the pipeline estimated noise, masks for the cores of damped Lya systems and corrections for their wings, and estimates of the unabsorbed continua so that the observed flux can be converted to a fractional transmission. The continua are derived using a principal component fit to the quasar spectrum redwards of restframe Lya (lambda > 1216 Ang), extrapolated into the forest region and normalized by a linear function to fit the expected evolution of the Lya forest mean-flux. The estimated continuum errors are ~5% rms. We also discuss possible systematics arising from uncertain spectrophotometry and artifacts in the flux calibration; global corrections for the latter are provided. Our sample provides a convenient starting point for users to analyze clustering in BOSS Lya forest data, and it provides a fiducial data set that can be used to compare results from different analyses of baryon acoustic oscillations in the Lya forest. We present a new measurement of the optical Quasar Luminosity Function (QLF), using data from the Sloan Digital Sky Survey-III: Baryon Oscillation Spectroscopic Survey (SDSS-III: BOSS). We present the Data Release 9 Quasar (DR9Q) catalog from the Baryon Oscillation Spectroscopic Survey (BOSS) of the Sloan Digital Sky Survey III. The catalog includes all BOSS objects that were targeted as quasar candidates during the survey, are spectrocopically confirmed as quasars via visual inspection, have luminosities Mi[z=2]<-20.5 (in a $\Lambda$CDM cosmology with H0 = 70 km/s/Mpc, $\Omega_{\rm M}$ = 0.3, and $\Omega_{\Lambda}$ = 0.7) and either display at least one emission line with full width at half maximum (FWHM) larger than 500 km/s or, if not, have interesting/complex absorption features. It includes as well, known quasars (mostly from SDSS-I and II) that were reobserved by BOSS. This catalog contains 87,822 quasars (78,086 are new discoveries) detected over 3,275 deg$^{2}$ with robust identification and redshift measured by a combination of principal component eigenspectra newly derived from a training set of 8,632 spectra from SDSS-DR7. The number of quasars with $z>2.15$ (61,931) is ~2.8 times larger than the number of z>2.15 quasars previously known. Redshifts and FWHMs are provided for the strongest emission lines (CIV, CIII], MgII). The catalog identifies 7,533 broad absorption line quasars and gives their characteristics. For each object the catalog presents five-band (u,g,r,i,z) CCD-based photometry with typical accuracy of 0.03 mag, and information on the morphology and selection method. The Sloan Digital Sky Survey III (SDSS-III) presents the first spectroscopic data from the Baryon Oscillation Spectroscopic Survey (BOSS). This ninth data release (DR9) of the SDSS project includes 535,995 new galaxy spectra (median z=0.52), 102,100 new quasar spectra (median z=2.32), and 90,897 new stellar spectra, along with the data presented in previous data releases. These spectra were obtained with the new BOSS spectrograph and were taken between 2009 December and 2011 July. In addition, the stellar parameters pipeline, which determines radial velocities, surface temperatures, surface gravities, and metallicities of stars, has been updated and refined with improvements in temperature estimates for stars with T_eff<5000 K and in metallicity estimates for stars with [Fe/H]>-0.5. DR9 includes new stellar parameters for all stars presented in DR8, including stars from SDSS-I and II, as well as those observed as part of the SDSS-III Sloan Extension for Galactic Understanding and Exploration-2 (SEGUE-2). The astrometry error introduced in the DR8 imaging catalogs has been corrected in the DR9 data products. The next data release for SDSS-III will be in Summer 2013, which will present the first data from the Apache Point Observatory Galactic Evolution Experiment (APOGEE) along with another year of data from BOSS, followed by the final SDSS-III data release in December 2014., Comment: 9 figures; 2 tables. We present a sample of 120 dust-reddened quasars identified by matching radio sources detected at 1.4 GHz in the FIRST survey with the near-infrared 2MASS catalog and color-selecting red sources. Optical and/or near-infrared spectroscopy provide broad wavelength sampling of their spectral energy distributions that we use to determine their reddening, characterized by E(B-V). We demonstrate that the reddening in these quasars is best-described by SMC-like dust. This sample spans a wide range in redshift and reddening (0.1 < z < 3, 0.1 < E(B-V) < 1.5), which we use to investigate the possible correlation of luminosity with reddening. At every redshift, dust-reddened quasars are intrinsically the most luminous quasars. We interpret this result in the context of merger-driven quasar/galaxy co-evolution where these reddened quasars are revealing an emergent phase during which the heavily obscured quasar is shedding its cocoon of dust prior to becoming a "normal" blue quasar. When correcting for extinction, we find that, depending on how the parent population is defined, these red quasars make up < 15-20% of the luminous quasar population. We report detections of 39 2175-{\AA} dust extinction bump candidates associated with strong Mg II absorption lines at z$\sim$ 1--1.8 on quasar spectra in Sloan Digital Sky Survey (SDSS) DR3. These strong Mg II absorption line systems are detected among 2,951 strong Mg II absorbers with the rest equivalent width $W_r\lambda2796 >$ 1.0{\AA} at $1.0 < z < 1.86$, which is part of a full sample of 7,421 strong Mg II absorbers compiled by Prochter et al. (2006). The redshift range of the absorbers is chosen to allow the 2175-{\AA} extinction features to be completely covered within the SDSS spectrograph operation wavelength range. An upper limit of the background quasar emission redshift at z$=$2.1 is set to prevent the Ly$\alpha$ forest lines from contaminating the sensitive spectral region for the 2175-{\AA} bump measurements. The FM90 (Fitzpatrick & Massa 1990) parameterization is applied to model the Optical/UV extinction curve in the rest frame of Mg II absorbers of the 2175-{\AA} bump candidates. The simulation technique developed by Jiang et al. (2010a, b) is used to derive the statistical significance of the candidate 2175-{\AA} bumps. A total of 12 absorbers are detected with 2175-{\AA} bumps at a 5$\sigma$ level of statistical significance, 10 are detected at a 4$\sigma$ level and 17 are detected at a 3$\sigma$ level. Most of the candidate bumps in this work are similar to the relatively weak 2175-{\AA} bumps observed in the Large Magellanic Clouds (LMC) LMC2 supershell rather than the strong ones observed in the Milky Way (MW). This sample has greatly increased the total number of 2175-{\AA} extinction bumps measured on SDSS quasar spectra. We present the column densities of heavy-elements and dust depletion studies in twostrong Mg~II absorption systems at $z\sim1.4$ displaying the 2175-{\AA} dust extinction feature. Column densities are measured from low-ionization absorption lines using Apparent Optical Depth Method on the Keck/ESI spectra. We find the dust depletion patterns resemble to that of cold diffuse clouds in the Milky Way (MW). The values, [Fe/Zn]$\approx -1.5$ and [Si/Zn]$<-0.67$, are among the highest dust depletion measured for quasar absorption line systems. In another 2175-{\AA} absorber at $z$=1.64 toward the quasar SDSS J160457.50+220300.5, Noterdaeme et al. (2009) reported a similar dust depletion measurement ([Fe/Zn]=$-1.47$ and [Si/Zn]=$-1.07$) and detected C~I and CO absorption lineson its VLT/UVES spectrum. We conclude that heavy dust depletion (i.e. a characteristic of cold dense clouds in MW) is required to produce a pronounced 2175-{\AA} extinction bump., Comment: 28 Pages, 9 Figures, 5 Tables; Accepted by ApJ
