The article discusses the thesis that the ambition for primacy, rather than the attainment and maintenance of parity with rival states, governed the diplomatic calculations of the major powers throughout the eighteenth century. It examines the shortcomings of balance theory as well as the myth of a status quo during the period. It presents a background of the struggle for commercial hegemony between Great Britain and France. The article explains the reasons for the absence of balance of power theory during the century.
