En estas notas se hará una revisión del impacto de las medidas gubernamentales tales como la estatizaciónde la banca de 1982 y su posterior reprivatización, sobre las actividades bancarias a lo largo del periodo mencionado de 1982 a 2014, así como de su globalización a través de la compra de este sistema bancario por parte de instituciones financieras extranjeras globalizadas. La conclusión principal de este artículo es que el sistema bancario aprovecha en la actualidad las ventajas de un mercado oligopólico con algunos actores dominantes, lo cual limita el rol que debería tener como promotor del desarrollo económico; en este contexto, la intervención gubernamental se hace necesaria para limitar el nivel de las tasas de interés activas vigentes en el mercado y para incentivar una política de tasas de interés pasivas que permitan profundizar el nivel de bancarización en el país. En la primera parte, que cubre de 1982 a 1994, se analiza el comportamiento de la banca nacionalizada en función de las necesidades gubernamentales de financiamiento, cuando el acceso al mercado internacional de capitales se volvió muy limitado y el gobierno debió financiarse con los depósitos de los ahorradores mexicanos. La segunda parte cubre de 1995 a 2002, cuando en el contexto del TLCAN se reprivatizó la banca y al mismo tiempo hubo fusiones y adquisiciones de estas instituciones por parte de la banca internacional; y la tercera sección abarca el análisis de 2002 a 2014, con una banca ya transnacionalizada vía estas adquisiciones. In Mexico, monetary policy has proved effective in achieving price stability, but this has not been reflected in economic growth and job creation. This article studies the bank credit channel, a topic that has stirred up much interest in economic literature, specifically analyzing the credit market in Mexico. It hypothesizes that the existence of a banking oligopoly is a key factor that limits the creation of credit in the Mexican economy, which negatively impacts economic activity. Operating through a coherent and instrumental logic, networks form systems that, allowing the circulation of capital, preside over the geographical space's reproduction and evolution, fracturing to each country in quick and slow men, in luminous and lethargic areas. Finances don't avoid this general law. In this paper, the reorganization of the financial network and bank system in Argentina during the period 1991-2008 is studied to characterize the current rationalization and fragmentation's process of national territory. The analysis of objects, actions and norms that compose that peculiar division of labor and the interpretation of external (international crisis, global regulations, foreign capital accumulation strategies) and internal factors (paper of national State, circuit's technical and political development, relationships with other spatial forms and structures) that govern it -through indicators as bank system's globalization and economic concentration, territorial densities bank tissue, their automation level and money-capital movements- will reveal, to provincial and departmental scale, the fully integrated luminous and excluded lethargic areas. The aim of this article is to evaluate the contribution of the banking sector to the economic growth of 16 Latin American countries, from 1979 to 2006. The econometric procedure is based on a panel data technique with fixed effects, classifying the countries in two samples according to their income level. Findings tend to corroborate the positive effects of banking expansion on growth rates, according to the predictions of endogenous growth models. However, they also indicate that credit activity could have a negative impact on growth while credits are directed essentially to consumers and the public sector, at the expense of the productive sector.
