06.03.2018 tarihli ve 30352 sayılı Resmi Gazetede yayımlanan “Yükseköğretim Kanunu İle Bazı Kanun Ve Kanun Hükmünde Kararnamelerde Değişiklik Yapılması Hakkında Kanun” ile 18.06.2018 tarihli “Lisansüstü Tezlerin Elektronik Ortamda Toplanması, Düzenlenmesi ve Erişime Açılmasına İlişkin Yönerge” gereğince tam metin erişime açılmıştır. Platon?a göre iki dünya vardır. Birincisi değişmeyen, sabit kalan, ezeli ve ebedi olmakla birlikte tek olan gerçek varlıkların bulunduğu idealar dünyası; ikincisi ise değişmenin hüküm sürdüğü, her şeyin gelip geçici olduğu, varlıkla yokluk arasında bulunan duyusal dünyadır. Platon değişmenin hüküm sürdüğü duyusal dünyanın bilgiyi mümkün kılamayacağını söyler. Çünkü ona göre bilgi denilen şeyin değişmez, ezeli ve ebedi, aynı zamanda tek olması gerekir ki böyle bir bilgiyi ancak idealar dünyası mümkün kılabilir. Bu bakımdan Platon?da bilgi ideanın bilgisidir. İdeanın bilgisi ruhta gizli bir şekilde bulunmaktadır. Çünkü ruh duyusal dünyaya gelip bedenle birleşmeden önce ideaları temaşa etmiş ve onların bilgisini kazanmış, fakat bedenle birleştikten sonra bu bilgiyi unutmuştur. Buna göre ruhta gizli bir şekilde bulunan ideanın bilgisini yeniden kazanmak yani anımsamak gerekir. Ancak hemen belirtilmelidir ki belli belirsiz bir anımsamanın sonucunda bilgi hemen kazanılmaz. Çünkü Platon?a göre bilginin yeniden kazanılabilmesi için uzun süren bir eğitim programını bitirmek gerekir. Bu eğitim programının sonuna ulaşabilenler ise filozoflardır. Şimdi, filozof olan kişinin eğitim programının sonunda bilgiyi tam olarak kazanabilmesinin koşulu iyi ideasının temaşasıdır. Çünkü iyi ideası hem diğer ideaları bilinir kılar hem de kafaya bilme gücü verir. Şu halde iyi ideasını temaşa etmeden hakikatin bilgisini kazanmak mümkün değildir.Ne var ki iyi ideasının temaşasıyla kazanıldığı düşünülen bilgi ne olduğu belli olmayan bir bilgidir. Çünkü onu bilen kişinin yani filozofun onu tanımlaması, bir başkasına aktarması mümkün değildir. Bu bakımdan iyi ideasının bilgisi filozofta sır olarak kalır. Bilginin bu sır olma durumu Platon felsefesi bakımından birçok problemin başlangıcıdır. Buna göre Protagoras?ın ?insan her şeyin ölçüsüdür? önermesindeki ?insan? yerine ?filozof?u geçirmeye çalışan Platon?un, filozofun kim olduğunu belirlemek mümkün olmadığı için, başarısız olduğu söylenebilir. Bu aynı zamanda bilginin ölçütünün kim olduğunun belirsiz kalmasının da nedeni olarak anlaşılabilir. Bununla birlikte eğer bilginin ne olduğu ve kimin bilgiye sahip olduğu tespit edilemiyorsa söz konusu bilgiden şüphe etmek mümkün hale gelir. Bu ise hiç de Platon?un kabul edebileceği bir düşünce değildir. Çünkü onun temel amaçlarından biri, içinde yaşadığı toplumda var olan değerler anarşisinden kaynaklanan ahlaki-siyasi çöküşü durdurabilmek için bilgiyi bir değer olarak belirlemektir. Ancak Platon bilgiyi bir değer olarak belirleme girişiminde de, bilginin ne olduğunu açıklayamadığı için, başarısız olmuştur. The first one is the world of Ideas, where there are real beings that are unchanging, stable, eternal, and unique as well; and the second one is the sensible world, where change reigns and everything is ephemeral, and which is between being and non-being. Plato says that the sensible world, where change reigns, cannot enable knowledge; according to to him, what is called `knowledge? has to be unchanging, eternal, and also unique, that only the world of Ideas enables such knowledge. For Plato, the knowledge is the knowledge of Idea in this regard. The knowledge of Idea is invisibly present in soul, for before soul comes to the sensible world and unites with body, it contemplates the Ideas and acquires the knowledge of them, but after its union with body it forgets this knowledge. Accordingly, it is required to regain, i.e. recollect, the knowledge of Idea, which is invisibly present in soul. However, it should be instantly said that the knowledge is not acquired right after a tenuous recollection; according to Plato, it is required to complete a long education programme in order to regain the knowledge; and the people who reach the end of this education programme are philosophers. Now, the condition of philosopher?s being able to acquire in full the knowledge at the end of education programme is the contemplation of the Idea of good, for the Idea of good both makes other Ideas knowable and gives the mind the power of knowing. Therefore it is impossible to acquire the knowledge of truth without contemplating the Idea of good.However, the knowledge that is thought to be acquired by means of the contemplation of the Idea of good is a kind of ambiguous knowledge, for it is not possible for its knower, i.e. philosopher, to define and convey it to someone else. In this regard, the knowledge of Idea resides with philosopher in secret. This mysterious state of knowledge leads to several problems in terms of Plato?s philosophy. Accordingly, since it is not possible to determine who philosopher is, it can be said that Plato who tries to substitute `philosopher? with `man? in Protagoras? proposition `Man is the measure of all things? is unsuccessful. This also can be understood as the reason of the ambiguity of who the measure of knowledge is.On the other hand, if what knowledge is and who possesses it cannot be ascertained, it becomes possible to be sceptical about the knowledge in question; and this is not a thought acceptable by Plato at all, for one of his main purposes is to designate knowledge as a value in order to be able to prevent the moral-political collapse arising from the anarchy of values existing in the society where he lives. However, since Plato is not able to explain what knowledge is, he is unsuccessful in his attempt to designate knowledge as a value, either. Keywords: Idea, Knowledge, Reason, Measure, Authority

Kant Transsendental Felsefe’sinde, bilinen nesneden ziyade, öznenin nesneyi bilme koşullarını inceler. Çünkü Kant’a göre nesne, öznenin sahip olduğu yetiler aracılığıyla kurulan bir tasarımdır. Özne bu yetiler sayesinde, hem nesneyi hem de nesnenin bilgisini kuran varlıktır. Bu nedenle Kant, bilginin nesneye uyması gerektiği varsayımını bir kenara bırakarak; nesnenin, öznenin bilme koşullarına tabi olduğuna dikkat çekmektedir. Kant, Kopernik Devrim’i olarak adlandırdığı bu hipotezini Saf Aklın Eleştirisi’nde, doğrulamaya çalışır. Kant’ın bilgi teorisinde özne, Duyarlık, Hayalgücü ve Düşünme yetilerine sahip olan varlıktır. Özne, bu yetiler vasıtasıyla önce nesneyi sonra da nesnenin bilgisini kuran varlıktır. Duyarlık yetisi, a priori formları olan mekan ve zaman vasıtasıyla nesnenin görüsel karşılığının yani deneyim nesnesinin elde edildiği yetidir. Mekan ve zaman, özneye ait a priori formlar olduğundan, nesne öncelikle bu formlar sayesinde kurulmaktadır. Bu nedenle nesnenin mekan ve zamandan bağımsız varlığı bizim için her zaman bilinmez olarak kalmaktadır. Duyarlık yoluyla edinilen tasarımlar, hayalgücünün sentezleme faaliyeti tarafından kavranılır hale getirilir. Sentez bir diğer tasarımlama edimidir çünkü kendiliğinden birlik göstermeyen parçalara bir birlik kazandırılmaktadır. Sentezlenen bu tasarımlar, anlama yetisinin saf a priori kavramları olan kategorilerin altına konulmasıyla düşünülür hale gelir. Düşünme, görüde verileni görmeden birleştirme faaliyeti olduğundan yine bir tasarımlama, kurma faaliyetidir. Böylece, duyarlık aracılığıyla nesne, öznenin sahip olduğu a priori formlarla biçimlenerek öznenin bir tasarımı olarak kurulur, hayal gücünün sentezleme faaliyeti ile kavranılır hale getirilir ve anlama yetisinin faaliyeti ile düşünülür. Anlama yetisinin düzenlediği ve kurduğu nesneler, ancak aklın kuruluşunu gerçekleştirebildiği bir bütünün içinde birbirleriyle bağıntıya girerek deneyimi mümkün kılar ve doğanın bilgisini sağlayabilirler. Kant’ın bilgi teorisinde özne, bu yetilerle önce fenomenler dünyasını, daha sonra bu dünyaya ilişkin bilgisini kurar. Ben’nin duyarlıktan gelen görü çoklusunu kategoriler altına getirme faaliyeti sırasında “bilinçli algılama” (apperception) gerçekleşir. Bilinçli algılama nesne karşısında bu algılamayı yapan özne olduğunun farkına varmadır ve nesne asıl bu aşamada kurularak özne için bir nesne haline gelir. Özne bu aşamada hem bilgiyi kurmakta hem de bilgiyi kuranın kendisi olduğunun bilincine varmaktadır. Böylece nesne, sırasıyla öznenin şu eylemleri aracılığıyla kurulmaktadır: • Duyarlığın a priori formları olan mekan ve zaman sayesinde bizim için bir duyusal görü haline geldiğinde, • Hayal gücünün sentez eylemi sırasında, • Anlama yetisinin eylemi aracılıyla yargıda • Özne bütün bu eylemleri yapanın kendisi olduğunun bilincine vardığında • Aklın yargılar üzerindeki eylemi ile bir bütünlük içine sokulduğunda kurulmuş ve özne için bir nesne haline gelmiş olur. In Transcendental Philosophy of his, Kant discusses the self’s conditions of knowing of the object rather than the known object because according to Kant object is a design that constituted by the faculties of the self. Self is the being that constitutes both object and the knowledge of object by means of these faculties. Therefore, putting aside the assumption that entails that knowledge suits to object, Kant points out that object is subjected to the self’s conditions of knowing the object. Kant tries to verify this hypothesis which he called Copernican Revolution in the Critique of Pure Reason. In Kant’s theory of knowledge self is the being that possesses the faculties of Sensibility, Imagination, and Thinking. Self is the being that constitutes first the object and next the knowledge of the object via these faculties. Sensibility is the faculty that acquires the correspondent-in-intuition of the object that is the subject of the experience by means of it’s a priori forms namely space and time. As space and time are the a priori forms of the self object primarily constituted through these forms. Accordingly, the actuality of the object which is independent of space and time is always an unknown to us. Envisions which are acquired through sensibility are made graspable by the synthesis act of imagination. Synthesis itself is another act of envisioning because it gives unity to parts that are not in unity in themselves. These synthesized envisions become thinkable by bringing them under the categories which are the pure a priori concepts of understanding. As thinking is the act of synthesizing the given in intuition without seeing it is again an act of envisioning or constructing. Thus, object by means of sensibility is constituted as an envisioning of the self through gaining form by the a priori forms of the self; becomes graspable by means of the synthesizing act of imagination and is thought by the act of thinking. Objects embodied and constituted by understanding can make experience possible and provides the knowledge of the nature only by entering into a relation with each other in a unity that can be realized only by the constitution of the reason. In Kant’s theory of knowledge, with these faculties self constitutes first the phenomenal world and then the knowledge corresponding to this world. During Self’s act of bringing the manifold of intuition under categories apperception takes place. Apperception is the awareness of being the self that perceives the object and in fact object is constituted at this point and becomes an object for the self. At this point, self both constitutes the knowledge and becomes aware that the knowledge is constituted by “self”. Consequently, object is constituted through the following acts of the self respectively; • when it becomes a sensible intuition by means of the a priori forms of sensibility namely space and time, • during the synthesis act of imagination, • in judgment by means of the act of understanding, and • when self becomes aware of that all these are done by itself and • object is constituted when it is given a unity by the act of reason on judgments and becomes an object for the self.

ÖZET Popper'a göre bilgi, bir sorun giderme etkinliğinin sonucudur. Tüm canlılar hayatların: daha iyi şartlara kavuşturmak için çevreyi ve kendi metabolizmalarını yenilerler. Bu yenilemede etkin olan, canlının istekleridir ve değişim bu doğrultuda olur. Bu açıdan bakıldığında da bilgi, aslında bir adaptasyon ve değişim sürecidir. Canlıların çevreyle olan bu ilişkilerinde hangi değişiklerin başarı sağlayacağı hangilerinin ise basan sağlamayacağı, deneme-yanılma süreci ile belirlenir. Bu yolla hatalı yollar elenir, başarılı olanlar ise korunur. İnsanın bilgi serüveni de aynı şekilde ilerler. Bilimsel işleyişi de bu perspektiften ele almak gerekir. Çünkü Popper'a göre bu süreç de aslında doğruların birikmesi ile değil, yanlışların ayıklanması yoluyla ilerlemektedir. Her çözülen problem, eskisinden daha değişik bir ortamda olunmasını sağlayacağından, bu sorun durumu da sürekli değişmektedir. Popper' da bilgi bir tek sürecin, sorun çözme sürecinin ürünüdür ve insan yaratıları olan ister maddi ister manevi ya da soyut ürünler bu süreç içinde değerlendirilmelidir. Siyasi alan olan toplumsal yaşamda da tüm planlamalar bu ilkeye göre yapılmalıdır. Gelecekte sahip olunacağı düşünülen ütopik toplum hedeflerine varmak yerine, mevcut toplumdaki kötülüklerin giderilmesi için çalışılmalıdır. Çünkü bu tutum, bilginin doğal sürecine en uygun olan tutumdur. Onun öngördüğü toplum, sorun çözme için ortaya atılan önerilerin engellenmediği, bilakis teşvik edildiği bir toplumdur ve Popper, toplumun her üyesinin akılcı önerilerde bulunabileceğini iddia eder. Anahtar Kelimeler: Bilgi, problem çözme, problem durumu, hata eleme. m SUMMARY Comparison of Basic Conseptions of Popper's Phylosophy of Science and Politics According to Popper, knowledge is a result of solving of a problem. All living things restores themselves and their environment to achieve better conditions to live in. The wishes and needs of the living thing are the most effective during that restoration and change occurs in that direction. From this point of view, knowledge is a process of change and adaptation. In this relation between the living things and the environment, which changes are to be successful and which ones are not can be decided by a process of try and fail. By this way, successful attempts are kept and the unsuccessful ones are eliminated. And the knowledge acquiring process of human beings goes on like this. Scientific processes must be handled from this point of view, too. Because, according to Popper, this process does not occur by getting the trues together, but by eliminating the wrongs. Since each problem that is solved will provide to be in a different position, it means that the problem also keeps changing. According to Popper, knowledge is a result of only one process which is called problem solving process and everything- absolute or abstract- must be handled in this process. All plannings must be done according to this even in the social life which is a political subject of study. Instead of trying to get to utopic social targets which are thought to be achieved in the future, we must try to overcome the problems of the present society. Because this is the best behaviour that fits the natural process of knowledge. In Popper's society, the proposals to solve a problem are not hindered but on the contrary they are encouraged, and Popper claims that every member of the society can make intelligent proposals.
