Fire has been a source of global biodiversity for millions of years. However, interactions with anthropogenic drivers such as climate change, land use, and invasive species are changing the nature of fire activity and its impacts. We review how such changes are threatening species with extinction and transforming terrestrial ecosystems. Conservation of Earth's biological diversity will be achieved only by recognizing and responding to the critical role of fire. In the Anthropocene, this requires that conservation planning explicitly includes the combined effects of human activities and fire regimes. Improved forecasts for biodiversity must also integrate the connections among people, fire, and ecosystems. In many parts of the world, the combined effects of habitat fragmentation and altered disturbance regimes pose a significant threat to biodiversity. This is particularly true in Mediterranean-type ecosystems (MTEs), which tend to be fire-prone, species rich, and heavily impacted by human land use. Given the spatial complexity of overlapping threats and species' vulnerability along with limited conservation budgets, methods are needed for prioritizing areas for monitoring and management in these regions. We developed a multi-criteria Pareto ranking methodology for prioritizing spatial units for conservation and applied it to fire threat, habitat fragmentation threat, species richness, and genetic biodiversity criteria in San Diego County, California, USA. We summarized the criteria and Pareto ranking results (from west to east) within the maritime, coastal, transitional, inland climate zones within San Diego County. Fire threat increased from the maritime zone eastward to the transitional zone, then decreased in the mountainous inland climate zone. Number of fires and fire return interval departure were strongly negatively correlated. Fragmentation threats, particularly road density and development density, were highest in the maritime climate zone, declined towards the east, and were positively correlated. Species richness criteria showed distributions among climate zones similar to those of the fire threat variables. When using species richness and fire threat criteria, most lower-ranked (higher conservation priority) units occurred in the coastal and transitional zones. When considering genetic biodiversity, lower-ranked units occurred more often in the mountainous inland zone. With Pareto ranking, there is no need to select criteria weights as part of the decision-making process. However, negative correlations and larger numbers of criteria can result in more units assigned to the same rank. Recent studies suggest that species distribution models (SDMs) based on fine-scale climate data may provide markedly different estimates of climate-change impacts than coarse-scale models. However, these studies disagree in their conclusions of how scale influences projected species distributions. In rugged terrain, coarse-scale climate grids may not capture topographically controlled climate variation at the scale that constitutes microhabitat or refugia for some species. Although finer scale data are therefore considered to better reflect climatic conditions experienced by species, there have been few formal analyses of how modeled distributions differ with scale. We modeled distributions for 52 plant species endemic to the California Floristic Province of different life forms and range sizes under recent and future climate across a 2000-fold range of spatial scales (0.008-16 km(2) ). We produced unique current and future climate datasets by separately downscaling 4 km climate models to three finer resolutions based on 800, 270, and 90 m digital elevation models and deriving bioclimatic predictors from them. As climate-data resolution became coarser, SDMs predicted larger habitat area with diminishing spatial congruence between fine- and coarse-scale predictions. These trends were most pronounced at the coarsest resolutions and depended on climate scenario and species' range size. On average, SDMs projected onto 4 km climate data predicted 42% more stable habitat (the amount of spatial overlap between predicted current and future climatically suitable habitat) compared with 800 m data. We found only modest agreement between areas predicted to be stable by 90 m models generalized to 4 km grids compared with areas classified as stable based on 4 km models, suggesting that some climate refugia captured at finer scales may be missed using coarser scale data. These differences in projected locations of habitat change may have more serious implications than net habitat area when predictive maps form the basis of conservation decision making.

Identifying sites with refugial capacity can inform conservation efforts to assess the degradation status of global ecosystems (Keith et al., 2013), and it can guide landscape conservation planning (e.g., Moilanen, 2007). Although climate-change impacts are of mounting concern (e.g., Araújo et al., 2006; Scholze et al., 2006; Halsch et al., 2021), climate change is only one of many anthropogenic stressors contributing to biodiversity declines (Morris et al., 2020). Environmental stability is a key concept often applied when describing refugia for species and ecosystem persistence or resistance to change (Keppel et al., 2015, Morelli et al., 2020) under current and future climate change (McCullough et al., 2016). Aim: In Southern California, native woody shrublands known as chaparral support exceptional biodiversity. However, large‐scale conversion of chaparral into largely exotic herbaceous cover is a major ecological threat and serious conservation concern. Due to substantial uncertainty regarding the causes and extent of this vegetation change, we aimed to quantify the primary drivers of and map potentially vulnerable locations for vegetation type conversion from woody into herbaceous cover. Location: Santa Monica Mountains National Recreational Area, Southern California, USA. Methods: We used air photograph image interpretation to quantify the extent to which chaparral shrublands transitioned to herbaceous cover from 1943 to 2014 across nearly 800 randomly located plots. Comparing plots that remained chaparral to those that converted to herbaceous cover, we performed hierarchical partitioning to quantify the independent contribution of a range of explanatory variables, and then used classification trees to explore variable interactions. We also developed a spatial model to create a seamless map delineating relative probability of type conversion. Results: Of the original plots that were chaparral in 1943, 284 (36%) changed cover by 2014, with 79 completely converting, and 142 mostly converting to herbaceous cover. The primary mechanism behind shrubland decline and replacement was short intervals between fires (<=10 years), and type conversion was most likely to occur in arid parts of the landscape with low topographic heterogeneity and close proximity to trails and roads. Predictive maps delineated several hotspots with environmental conditions similar to those of type‐converted plots. Main conclusions: Chaparral type conversion is a widespread conservation concern, and results here suggest that short‐interval fire and landscape disturbance are the most likely factors to exacerbate it, particularly in water‐limited portions of the landscape where chaparral is subject to greater physiological stress and slower recovery. Aim Conservation efforts in Mediterranean-climate regions are complicated by species' variability in response to multiple threats. Functional type classifications incorporating life history traits with disturbance response strategies provide a framework for predicting groups of species' response to fire, but it is unclear whether these classifications will be useful when species are exposed to multiple threats or differ in spatial context. We evaluate whether species of the same fire-response functional type exhibit similar responses to disturbance relative to, and in combination with, climate and land-use change and whether the dominant threat depends on spatial context. Location Mediterranean southern California. Methods We developed species distribution models under current and future climate conditions for two fire-obligate seeding native shrub species that differ in geographical location and area of occupancy. Dynamic habitat maps representing alternative scenarios of climate change and urban growth were coupled with population models and simulated stochastic fire regimes. Results The disturbance that defines their classification, fire, is projected to be the most serious threat to both species when fire frequency is high. At longer fire return intervals, however, the projected ranking of threats differed between the species, and spatial context played an important role in defining vulnerability. Main conclusions Considering ongoing increases in fire frequency in Mediterranean-climate regions worldwide, functional type classification based on disturbance response may continue to provide a useful framework for biodiversity conservation efforts, but spatial context should also be accounted for. It may be most useful to consider the distribution of vulnerable species with regard to urban development patterns, areas of 'high-velocity' climate shifts, and places where altered fire regimes are likely to interact with other threats. As a clear consensus is emerging that habitat for many species will dramatically reduce or shift with climate change, attention is turning to adaptation strategies to address these impacts. Assisted colonization is one such strategy that has been predominantly discussed in terms of the costs of introducing potential competitors into new communities and the benefits of reducing extinction risk. However, the success or failure of assisted colonization will depend on a range of population-level factors that have not yet been quantitatively evaluated - the quality of the recipient habitat, the number and life stages of translocated individuals, the establishment of translocated individuals in their new habitat and whether the recipient habitat is subject to ongoing threats all will play an important role in population persistence. In this article, we do not take one side or the other in the debate over whether assisted colonization is worthwhile. Rather, we focus on the likelihood that assisted colonization will promote population persistence in the face of climate-induced distribution changes and altered fire regimes for a rare endemic species. We link a population model with species distribution models to investigate expected changes in populations with climate change, the impact of altered fire regimes on population persistence and how much assisted colonization is necessary to minimize risk of decline in populations of Tecate cypress, a rare endemic tree in the California Floristic Province, a biodiversity hotspot. We show that assisted colonization may be a risk-minimizing adaptation strategy when there are large source populations that are declining dramatically due to habitat contractions, multiple nearby sites predicted to contain suitable habitat, minimal natural dispersal, high rates of establishment of translocated populations and the absence of nonclimatic threats such as altered disturbance regimes. The article predicts the effects of frequent fire on the distribution of dominant plant functional types in a study area administered by the National Park Service through the use of a spatially explicit simulation model of landscape disturbance and succession (LANDIS). Fire disturbance is considered the primary agent of change in the Mediterranean-climate chaparral shrublands of southern California. California shrublands support high levels of biological diversity, including many endangered and endemic species.
