This article examines the impact of central government transfers and other sources of regional budget revenues (income tax and property tax) on per capita GRP growth in Russian regions. Analysis is based on official data of 78 regions for the period 2005-2014. The results indicate that transfers, while intending to be an instrument of regional incomes equalization, are negatively associated with economic growth of Russian regions, which contrasts with other estimates of federal transfers’ impact on regional economic growth in Russia. This phenomenon can be explained by high rate of social expenditures in regional governments’ spending. At the same time there is positive relationship between regional budget’s investment and economic growth that indicates significant role of public goods for regional economic development. This study can be considered as confirmation of those conclusions concerning impact of fiscal decentralization on economic growth of Russian regions which claim that current system of intergovernmental relations on sub-national level cannot embody the benefits of fiscal federalism as a principle of effective regional development. Significant factors of regional per capita GRP growth are own sources of region’s budget revenues which reflect costs of doing business. So the rise in property taxes retards economic growth in a region. For the regional authorities it makes sense to operate more flexibly with this tool, especially in periods of economic recession when inflow of corporate income tax to budget tends to decrease

Derivatives have become common instruments for a wide range of users, including financial institutions, companies that manage assets, corporations, hedge funds. These instruments allow for speculative, arbitrage and hedging operations, which defines them as useful instruments to stimulate the growth of the efficiency of financial markets and the real economy. In this article based on 21 macroeconomic and financial indexes of the USA by test of Granger’s relation of cause and effect have been investigated influences of the exchange market of derivatives on indicators of economic growth of the USA. In this article is used a large amount of statistical data of time series and variables of macroeconomic and financial indices. The results of a research have confirmed positive correlation and causality of indicators of economic growth from use of exchange derivatives in real economy. It is received for the studied period of 2000-2015 proofs that the exchange market of derivatives of the USA positively influences the economic. The results obtained during the study can be used to substantiate the necessary measures aimed on the development of the derivatives market in Ukraine. Деривативи стали звичайними інструментами для широкого кола користувачів, включаючи фінансові установи, компанії, що управляють активами, корпорації, хедж-фонди. Ці інструменти дозволяють проводити спекулятивні, арбітражні операції та операції хеджування, що визначає їх як корисні інструменти для стимулювання зростання ефективності фінансових ринків і реальної економіки. У цій статті на основі 21 макроекономічного та фінансового індексу США за допомогою тесту причинно-наслідкового зв’язку Грейнджера досліджено вплив біржового ринку деривативів на показники економічного зростання США. У статті використано велику кількість статистичних даних часових рядів і змінних макроекономічних і фінансових показників. Результати дослідження підтвердили позитивну кореляцію та причинно-наслідковий зв'язок показників економічного зростання від використання валютних деривативів у реальній економіці. Отримано за досліджуваний період 2000-2015 рр. докази того, що біржовий ринок деривативів США позитивно впливає на економіку. Отримані в ході дослідження результати можуть бути використані для обґрунтування необхідних заходів, спрямованих на розвиток ринку деривативів в Україні.
