The article is aimed at presenting the results of research to improve the instruments for formation of supply for organic aquaculture products in the context of the modernization of the data collection system in Ukraine, taking into account the experience of the European Union countries. Measures to improve reporting in the sphere of domestic fisheries using world experience are substantiated. The statistics provided by the European Union Member States on aquaculture are taken into account when creating a system for collecting, managing information on the fisheries sector – aquaculture and its use, and the functioning of mechanism for presenting statistics on the unloading of fish products in European countries in the face of global food shortages. It is proved that unreasonable spurt in individual indicators of the formation of fish supply call into question the quality of statistics provided by aquaculture subjects (as part of filling out the form No. 1A-fish (annual)) on the results of activities in the inland waters of Ukraine. It is proposed to distribute sheatfishes to separate species, which will allow to correctly analyze the production figures in the very production of organic products. In order to solve the problems related to statistical accounting, the need to improve the form No. 1A-fish (annual) «Production of aquaculture products for the year 20__» is urgent. It is proposed to carry out a PestEL analysis as a conceptual basis for the development of appropriate measures to improve the reporting form No. 1A-fish (annual) and to facilitate the exchange of information on the collection of data on organic fish, occupying a niche in the market of organic aquaculture products.

The article is aimed at researching the organizational and economic bases for the development of fishing and aquaculture industry in Ukraine. The current status of commercial fish cultivation is analyzed according to the information contained in the form 1A-fish (annual). It is determined that there has been a decrease in the volume of sales of aquaculture products according to the data of business entities in the fisheries sector. The procedure for carrying out a systemic analysis of problems in Ukrainian aquaculture is researched. The paramount problem in Ukrainian aquaculture is the lack of reliable information on the status of the sector, the real volumes of seizure of water bioresources, the volume of commercial fish cultivation in aquaculture, the number of workers, the number of economic entities, the volume of fish release and fish products, the economic indicators of the industry. Relevance of collection of reliable information on the status of the fishing and aquaculture industry sector, the real volumes of seizure of water bioresources, the volume of commercial fish cultivation, the number of workers, the number of economic entities, the volume of fish release and fish production, the economic indicators of the fisheries industry is substantiated. It is proposed to define approaches to the development of a comprehensive program for the development of sustainable and competitive aquaculture in Ukraine. The results of the study allocate new approaches to the development of a comprehensive program for the development of sustainable and competitive aquaculture in Ukraine. It is proposed to make supplements and changes to the Budget and Tax Codes of Ukraine, the Law of Ukraine on the State Budget of Ukraine, which clearly should specify the costs for each year and according to each direction of development. The article proposes to develop a program or algorithm to assist fish farmers, taking into account the organizational and economic mechanisms adopted in the European Union, in view of the conditions of global transformation.

The article is aimed at analyzing the current status of fishing industry in Ukraine in general and Rivne region in particular, as well as determining prospects for the development of fishing industry in the coming years. The economic performance indicators of Ukrainian enterprises, which carried out fishery activities, is provided, and the enterprises of Rivne region are paid special attention. The dynamics of water resources extraction during the last ten years (2008-2018) are analyzed, which shows a significant decrease in catches in the country (almost three times). Besides, starting from 2018, changes to the list of the fishing industry regions are made. It is examined that the extraction of water bioresources in the inland water facilities during the same period has a clear upward trend, which indicates the development of fisheries, fish farming and aquaculture in the inland natural water reservoirs. The product structure of exports and imports of goods in general is analyzed; fish and crustaceans are allocated among others, and their proportion in the overall structure of exports/imports is assessed. It is recommended to increase domestic volumes of growing fish and other water living resources to reduce their imports to Ukraine. A comparative analysis of the catches of water living resources in each region of Ukraine is carried out and the proportion of each region carrying out catches is determined. The main categories of natural water reservoirs in which fish farming operates are artificial ponds, water storages, lakes; aquaculture also operates in the aquariums of industrial volumes. The available water capacities for fish farming and aquaculture development of Rivne region are covered. The powerful fishery enterprises of Rivne region are characterized and the most popular fish species bred there are provided. The main prospects of the fishing industry in the implementation of the fishing industry development strategy for the period up to 2023 are presented together with a negative scenario of the fishing industry development, if the strategy is not adopted and implemented.

The purpose of this paper was to identify the challenges and opportunities in the aquaculture industry in the southern regions of Iran. We used statistics and information published by the Iranian Fisheries Organization and interviews with aquaculture industry owners and their challenges with focusing on their impact on rural poverty and development. The results showed six challenges including the weakness in the management and the lack of competence and politicization of specialized activities at high levels, the mismatch of organizations that operate in protecting aquaculture, and the weakness of education and promotion of aquaculture. In addition, other challenges are the traditional markets and lack of marketing, the lack of infrastructure required by the government with a national perspective and regional development, and the lack of integration of university-organizations related and manufacturers. In addition, there were eight opportunities including the young age of the fisheries industry in Iran, the increased demand for fisheries products, the abundance of coastal waters for aquaculture in southern Iran, the possibility of using knowledge of aquatic abroad, the importance of the Persian Gulf as the main area located on the east-west corridor, human and specialist's resources, strategic characteristics, creation of export-based employment and regional development. Today, aquaculture is very beneficial in terms of not only employment and livelihood, but in addition to other comparative advantages for which it is fully justified as an enterprise and unit of production that can produce commercially available goods to the consumer market. This issue, especially in the southern provinces of the country and especially Hormozgan province, which has considerable potential in this field, is in the absence and justification of industrial activities as a prospect of development of the province.

The natural and geographical, resource, economic and environmental conditions, global motivations, key trends, specific features of formation and prospects for aquaculture development are researched. It is emphasized that fishing and aquaculture have a special place in solving the global food problem, while significantly affecting the aquatic environment. The interdisciplinary nature of scientific research in the conceptual format of fisheries economics, management of marine ecosystems, aquaculture, green and blue technologies are illustrated. The positioning of fisheries and aquaculture in the format of global problems of mankind and sustainable development in terms of environmentally irresponsible use of bioresources, especially the World Ocean is made, attention is focused on the potentially catastrophic consequences of its pollution, the problem of restoring fish stocks based on climate change is emphasized. The economic, ecological and social expediency of accelerated development of aquaculture, its institutional, functional and organizational-regulatory separation in the structure of global fisheries is substantiated, considering its complexity and inter-sectoral diversification, the author's model of aquaculture is proposed with classification identification of its categories (internal natural, artificial and combined reservoirs and marine, coastal and combined areas), types (with and without feed), species (bony fish, crustaceans, mollusks, other aquatic animals, algae), and consumer products (food, non-food, dual use). The scale, structure and dynamics of aquaculture development have been identified and assessed, and its growing importance in global fisheries has been confirmed. The analysis of the regional structure of aquaculture production by continents is carried out, its distribution by categories and species in Asia, North and South America, Europe, Africa and Oceania is characterized. The special leadership status of China in the global production of aquaculture products is illustrated. It is confirmed that aquaculture is becoming the main source of human fish consumption. The key trends in the development of aquaculture in the European Union have been identified and assessed. The special features of the formation of the relevant market are described. In addition, it has been demonstrated that the scale of aquaculture production only in Norway is comparable to the aggregate indicator of the EU countries. The volumes and structure of aquaculture financing from the budget of the European Maritime and Fisheries Fund are analyzed. Using Spearman's correlation ranks, the peculiarities of aquaculture consumption in terms of volume and price characteristics are studied. The conclusions of the research are substantiated, which confirm the hypothesis of perspective prospects of aquaculture advanced development using the modern innovative technologies and the effective system of its global regulation.
