This study seeks to identify if this developing country fulfills the obligations of respecting the Food and Nutritional Security when producing and commercializing transgenic foods. A bibliographic research was carried. The objective was to respond to the fulfillment of Food and Nutrition Security and the use of transgenics, based on the concept of Food and Nutritional Security, its interface with the Human Right to Adequate Food and the food and nutritional dimensions of the theme. Regarding the environment, the technology of transgenics, when used in a massive way for protection against insects and weeds, is not always safe. The use of certain herbicides, linked to production control, can also be deleterious. Epidemiological studies on the nutritional advantages are insufficient and the possibility of allergenicity exists, if the protocols for seed release are not considered. Lack of enforcement in these protocols and in labeling threaten Food Safety, since the population is vulnerable to the consumption of foods whose origin are not well known. Even with the transgenic food, a bigger amount of food is not available for everybody. The importance of food and nutritional education is emphasized in this study. Since the concept of Food and Nutritional Security is indivisible, we come to the conclusion that Food and Nutritional Security in a developing country is not fulfilled. Una de las cuestiones de mayor preocupación a nivel mundial es la superpoblación del planeta. En los últimos años la población ha crecido de manera exponencial y se espera que en un futuro el número de personas que habitan el planeta siga aumentando. Esta situación supone una amenaza a la hora de garantizar la seguridad alimentaria; según organismos oficiales, será necesario incrementar la producción de alimentos al menos en un 50% para el año 2050. Para conseguirlo existen diversas posibilidades, aumentar la superficie dedicada a los cultivos, aumentar su intensidad o aumentar el rendimiento de los mismos. Este artículo pretende investigar sobre si los transgénicos pueden ser la solución a la hora de garantizar la seguridad alimentaria. Para ello se analizan las ventajas que tienen estos productos en diferentes ámbitos, pero sobre todo en agricultura y ganadería. Sin embargo, existe un fuerte rechazo hacia estos alimentos por varias causas. Entre ellas, su posible riesgo para la salud, la pérdida de biodiversidad y sobre todo, el monopolio las de grandes empresas que controlan el sector agrario. Una vez analizadas diversas fuentes de información y la legislación existente en torno a los organismos genéticamente modificados, se llega a la conclusión de que estos no son buenos o malos en sí mismos, sino que la ingeniería genética es un instrumento, que correctamente regulado y usado, puede contribuir a reducir la inseguridad alimentaria presente y futura One of the issues of greatest concern at the global level is the overpopulation of the planet. In recent years the population has grown exponentially and it is expected that in future the number of people inhabiting the planet will continue to increase. This situation poses a threat to food security; according to official agencies, it will be necessary to increase food production by at least 50% by 2050. To achieve this there are several possibilities: increase the area devoted to crops, increase their intensity or increase yield. The objective of this article is to investigate whether transgenic can be the solution to guarantee the Food Security. For this, the advantages of these products are analyzed in different areas, but especially in agriculture and livestock. However, there is a strong rejection of these foods for several reasons. These include the potential risk to health, loss of biodiversity and, above all, the monopoly of large companies that control the agricultural sector. After analyzing various sources of information and existing legislation on genetically modified organisms, it is concluded that genetically modified organisms are not good or bad in themselves; genetic engineering is an instrument that, properly regulated and used, it can contribute to reducing food insecurity, present and future. L'un des problèmes les plus préoccupants dans le monde est la surpopulation de la planète. Au cours des dernières années, la population a augmenté de façon exponentielle et on s'attend à ce qu'à l'avenir, le nombre de personnes vivant sur la planète continuera d'augmenter. Cette situation constitue une menace lorsqu'il s'agit de garantir la sécurité alimentaire; Selon les organismes officiels, il faudra augmenter la production alimentaire d'au moins 50% d'ici 2050. Pour y parvenir, il existe plusieurs possibilités, augmenter la superficie consacrée aux cultures, augmenter leur intensité ou augmenter leur rendement. Cet article vise à déterminer si la transgénèse peut être la solution pour garantir la sécurité alimentaire. À cette fin, les avantages de ces produits dans différents domaines, mais surtout dans l'agriculture et l'élevage, sont analysés. Cependant, il existe un fort rejet de ces aliments pour plusieurs raisons. Parmi eux, son risque potentiel pour la santé, la perte de biodiversité et surtout, le monopole des grandes entreprises qui contrôlent le secteur agricole. Après avoir analysé diverses sources d'information et la législation existante sur les organismes génétiquement modifiés, nous concluons que ceux-ci ne sont pas bons ou mauvais en eux-mêmes, mais que le génie génétique est un instrument correctement réglementé et utilisé , peut aider à réduire l'insécurité alimentaire actuelle et future

Resumen Introducción. Los cultivos genéticamente modificados (CGM) son de particular interés, debido al impacto en la economía global. Por lo tanto, como preocupación general, muchos países han establecido regulaciones con respecto a estos organismos. En Costa Rica, el cultivo de OGM se realiza desde 1991; sin embargo, existe un faltante de estudios que monitoreen la ejecución y el cumplimiento de las regulaciones de bioseguridad. Objetivo. El objetivo del presente estudio fue identificar la presencia o ausencia de transgenicidad en alimentos procesados para consumo humano y animal, así como en semillas provenientes de algodón. Materiales y métodos. Se utilizó la técnica de PCR tiempo real dirigida a la secuencia promotora 35S, derivada del virus del mosaico de la coliflor (CaMV, siglas en inglés), como marcador para detectar presencia de transgenes en alimentos procesados para consumo humano y animal y en semillas de algodón, silvestre o cultivado, recolectadas en áreas aledañas a una finca de algodón GM en mayo de 2017. Resultados. En las muestras analizadas hubo una alta incidencia de fragmentos de 82 pb, correspondientes a la secuencia promotora 35S, que estuvo ausente solo en cultivos de maíz orgánico y sus derivados (tortillas y harina de maíz). Los resultados sugieren la presencia de trazas de OGM en el mercado alimentario costarricense; adicionalmente, revela la urgencia de implementar un adecuado etiquetado para trazabilidad alimentaria. Se identificó, además, la presencia de algodón transgénico en las cercanías de una finca de algodón GM, lo que sugiere la pertinencia de vigilancia en aspectos de bioseguridad y manipulación genética de cultivos. Conclusiones. La presencia de trazas de OGM en alimentos procesados muestra la importancia de continuar este monitoreo para proveer elementos de discusión en cuanto a trazabilidad alimentaria y potencial flujo de transgenes en material vegetal silvestre. Abstract Introduction. Genetically modified crops (GMC) are of particular interest due to their impact on the global economy. Therefore, as a general concern, many countries have established some regulations in regards to genetically modified organisms (GMOs). In Costa Rica, the cultivation of GMOs has been practiced since 1991; however, there´s a lack of studies that monitor the execution and compliance with the biosafety regulations. Objective. The objective of the present study was to identify the presence or absence of transgenicity in processed foods for human and animal consumption, as well as in cotton seeds. Material and methods. The real-time PCR technique was used to target the 35S promoter sequence, derived from the cauliflower mosaic virus (CaMV), as a marker to detect the presence of transgenes in processed foods for human and animal consumption as well as in wild or cultivated cotton seeds collected nearby a GM cotton farm in May 2017. Results. In the analyzed samples there was a high incidence of an 82 bp fragment, corresponding to the 35S promoter sequence, being absent only in organic corn crops and their derivatives (tortillas, corn powder). Results suggest the presence of GMO traces in the Costa Rican food market, additionally it reveals the urgency of implementing adequate labeling for food traceability. Furthermore, the presence of transgenic cotton in the vicinity of a GM cotton farm was identified, suggesting the relevance of surveillance in aspects of biosafety and genetic manipulation of crops. Conclusion. The presence of traces for GMOs in Costa Rican processed food, demonstrates the importance of continuing this monitoring to provide enough elements for a critic discussion about food traceability and potential transgene flow into wild plant material.

Considering the great impact of genetic modification in food production, it is important for food companies, policy makers and regulators to understand how consumers make sense of this technology, especially in developing countries, which are intensive producers. This study aimed to explore public opinions, beliefs, attitudes and behavior towards genetically modified food (GMF). Forty-eight consumers were interviewed and data analysis was performed through the Collective Subjective Discourse, a method based on the Social Representations Theory. Results showed that GMF are seen as unnatural and artificial. Positive attitudes and willingness to purchase are associated to personal and social benefits, while risk and fear of side effects underlie negative attitude. Genetically modified (GM) plants and microorganisms are seen more favorably then GM animals (clearly rejected). This work contributes to deepen the debate about GMF through the structural approach of social representation. The findings might be useful to direct more efficient communication strategies.

Resumen La biotecnología de alimentos es un arma de mejora milenaria en la agroalimentación. Buena parte de lo que comemos ha sufrido mejora biotecnológica, aunque muchas veces lo desconozcamos. La última generación de esta mejora son los alimentos transgénicos, sujetos a una gran controversia social, fundamentalmente en la Unión Europea. En la actualidad, su uso implica un menor impacto ambiental y una mayor ganancia para el agricultor, por lo que, gusten o no, muy probablemente se impondrán. Aún así, no es la única posibilidad de uso de la biotecnología en la agroalimentación. En este sentido, el empleo de la genómica abre posibilidades excitantes. La secuenciación de genomas está permitiendo adquirir un mayor conocimiento molecular de las materias primas de los alimentos, lo que sin duda favorecerá el diseño futuro de nuevos alimentos más seguros y eficaces. Pero, además, la genómica permite estudiar los microrganismos presentes en el cuerpo humano. Aquellos que pueblan el tracto digestivo, el llamado microbioma digestivo, son particularmente interesantes para nuestra alimentación. Estamos empezando a entender su papel en la salud y en la enfermedad. Con ello se abren posibilidades de intervención nutricional con probióticos y prebióticos que marcarán en buena medida el futuro de la alimentación y la salud.

Este artículo analiza todos los aspectos referentes a la seguridad alimentaria relacionados con la introducción de los organismos modificados genéticamente en la agricultura y la alimentación. Se discuten las incertidumbres asociadas a la inserción de genes extra- ños en organismos, facilitando ejemplos de efectos imprevistos e indeseados y de inestabilidades de los organismos así fabricados artificialmente. Luego se aportan datos tanto de agencias oficiales como de la literatura existente, que cuestionan la seriedad y fiabilidad de los análisis de riesgo sobre la inocuidad para la salud de estos organismos y se discute la falta casi absoluta de estudios científicos que analicen la seguridad/peligrosidad de los alimentos transgénicos para la salud. Dadas todas estas incógnitas, se tienen que tomar en cuenta otros factores, en particular la contaminación genética de los cultivos no modificados genéticamente, que empieza a ser generalizada en algunas partes del mundo. No poder dar marcha atrás en caso de problemas resulta irresponsable. Otros elementos importantes son los impactos sobre el medio ambiente (como la aparición de resistencias en insectos, la pérdida de biodiversidad, el aumento de los productos químicos empleados) con repercusiones indirectas sobre la salud y/o la futura producción de alimentos. Por último se introducen elementos de discusión sobre la seguridad alimentaria en términos de disponibilidad de alimentos y soberanía alimentaria, dado que el mercado de las semillas transgénicas y los agroquímicos asociados está copado por cinco grandes empresas transnacionales. La conclusi ón hace un análisis de la contribución de la agricultura biotecnoló- gica a la sostenibilidad.

O objetivo desta comunicação é discutir a relação entre a segurança alimentar e os alimentos geneticamente modificados. A biotecnologia e a engenharia genética têm sido encaradas como parte da segunda revolução verde, justificando-se, entre outras prerrogativas, o uso de alimentos transgênicos como solução do problema da fome no mundo, sem risco à saúde da população e ao meio ambiente. Face a essa premissa, discute-se a segurança alimentar sob os enfoques qualitativos e quantitativos, destacando as atribuições dos órgãos responsáveis e suas interfaces com alimentos geneticamente modificados. Acredita-se que os alimentos transgênicos não sejam a solução para o problema da fome no mundo. The objective of this communication is to discuss the relationship between food safety and genetically modified foods. Biotechnology and genetic engineering are being considered as part of the second green revolution, showing that the use of transgenic foods is the solution for the world's hunger problem, without risk to the population's health and the environment. Because of this matter, food safety is being discussed, not only in qualitative but also in quantitative aspects, emphasizing the attributions of the responsible institutions and their interfaces with genetically modified foods. The transgenic foods are believed not to be the solution of the hunger problem in the world.

Vivemos em uma época marcada pela hegemonia da ciência e da tecnologia, carregada de questões à espera de respostas, para que o futuro da humanidade seja alcançado de forma segura e sustentável. O desenvolvimento de processos agroindustriais - especificamente, a produção de alimentos - com tecnologia de DNA recombinante tem trazido perspectivas de bons lucros apenas para os grandes conglomerados da biotecnologia e para produtores rurais com alto grau de desenvolvimento tecnológico. Discordamos de uma moratória para a tecnologia do DNA recombinante. Além disso, afirmações de ausência de risco podem levar a conclusões precipitadas, pois pouquíssimos testes foram realizados até hoje. É premente que se estabeleça uma política nacional de biossegurança, que envolva a sociedade civil organizada e todos os órgãos de governo (federal e estaduais) responsáveis pela fiscalização, e que se implantem um programa de biovigilância e um código de ética de manipulações genéticas. We live in an era characterized by the hegemony of science and technology, an era fraught with questions awaiting answers which would enable a safe and sustainable future for humankind. The development of agro-industrial processes - food products in particular - through recombinant DNA technology has enhanced the profit prospects of the few big biotechnology companies and of large-scale farmers who have access to the latest technological developments. We thus oppose a moratorium on recombinant DNA technology. Moreover, hasty statements about risk-free transgenics may be misleading in the absence of extensive safety tests. There is a pressing need for the establishment of a biosafety policy in this country involving the organized civil society and every government agency responsible for monitoring such matters. There is also the need to put in place a bio-surveillance and a code of ethics regarding genetic manipulation.
