The study examines the universal voucher and nonsectarian private-school voucher programs in the Chicago Metropolitan Area. Findings show that both programs increased enrollment in private schools and affected choice of residency, but nonsectarian vouchers caused less expansion in private school enrollment and decline in religious school enrollment.
