Seed systems research is central to achieving the United Nations Sustainable Development Goals. Improved varieties with promise for ending hunger, improving nutrition, and increasing livelihood security may be released, but how do they reach and benefit different types of farmers? Without widespread adoption the genetic gains achieved with improved crop varieties can never be actualized. Progress has been made toward demand responsive breeding, however the draft CGIAR 2030 Research and Innovation Strategy fails to recognize the complexity of seed systems and thus presents a narrow vision for the future of seed systems research. This points to the lack of evidence-based dialogue between seed systems researchers and breeders. This perspective paper presents findings from an interdisciplinary group of more than 50 CGIAR scientists who used a suite of seed systems tools to identify four knowledge gaps and associated insights from work on the seed systems for vegetatively propagated crops (VPCs), focusing on bananas (especially cooking bananas and plantains), cassava, potato, sweetpotato, and yam. We discuss the implications for thinking about and intervening in seed systems using a combined biophysical and socioeconomic perspective and how this can contribute to increased varietal adoption and benefits to farmers. The tools merit wider use, not only for the seed systems of VPCs, but for the seed of crops facing similar adoption challenges. We argue for deeper collaboration between seed systems researchers, breeders and national seed system stakeholders to address these and other knowledge gaps and generate the evidence and innovations needed to break through the 40% adoption ceiling for modern varieties, and ensure good quality seed once the new varieties have been adopted. Without this, the achievements of breeders may remain stuck in the seed delivery pipeline.

Context Climate change is projected to negatively impact food systems in Sub-Saharan Africa. The magnitude of these impacts is expected to be amplified by the extensive reliance on rainfed agriculture and the prevalence of subsistence farming. In the Great Lakes Region of Central Africa, smallholder farming households are largely dependent on root, tuber and banana crops. However, the potential impacts of various climate change scenarios on these crops are not well reported. Yet, data-rich insights about the future impacts of climate change on these crops and the adaptive capacity of food systems in the Great Lakes Region is critical to inform research and development investments towards regional climate change adaptation. Objectives We aimed to gain insights of potential impacts of climate change on root, tuber, and banana crops in the Great Lakes Region, specifically investigating changes to localised crop suitability, planting dates, and identifying potential ‘climate-proof’ variety types of each crop for specific geographies. Methods We developed a modified version of the EcoCrop model to analyse the suitability of future climates for four key root, tuber, and banana crops (banana, cassava, potato, and sweetpotato) and a suite of varieties for each (typical, heat-tolerant, drought-tolerant, and early maturing). The model considers only the direct impacts of climate change on crop suitability. It does not consider how climate change impacts crop suitability by affecting the occurrence of extreme weather events or indirect effects on incidence and severity of pest and disease outbreaks. Results and conclusions Our results demonstrate that climate change will be somewhat favourable to root, tuber, and banana-based systems, with only widespread negative impacts seen for potato. These changes should be qualified by the observation that in most cases the environmental suitability for banana, cassava, and sweetpotato will remain constant or improve if farmers shift planting schedules. Location- and crop-dependent shifts to different variety types were found to be effective in improving suitability under future climates. Significance Data driven insights generated from this work can be used as a first step in developing spatially explicit recommendations for both farmers and decision-makers on how to adapt to climate change and plan investment in the research needed to adapt root, tuber, and banana-based livelihoods and systems to those long-term changes.

The recent shift towards agricultural innovation systems recognizes that agricultural development is complex and must involve multiple actors. This makes innovation through a project framework inherently challenging. This paper draws lessons from a project that fostered postharvest innovations in Uganda. First, a two-stage design allowed scoping out business cases with partners to identify potential innovations. Second, stakeholders used the Participatory Market Chain Approach (PMCA) to flexibly develop the innovations. Third, flexible funding made it possible to seize new opportunities along the way. Fourth, the project was attentive to surprises in implementation and encouraged reflection.

Vegetatively propagated crop (VPC) seed tends to remain true to varietal type but is bulky, often carries disease, and is slow to produce. So VPC seed needs to be handled differently than that of other crops, e.g., it tends to be sourced locally, often must be fresh, and it is less often sold on the market. Hence, a framework was adapted to describe and support interventions in such seed systems. The framework was used with 13 case studies to understand VPC seed systems for roots, tubers, and bananas, including differing roles and sometimes conflicting goals of stakeholders, and to identify potential coordination breakdowns when actors fail to develop a shared understanding and vision. In this article, we review those case studies. The framework is a critical tool to (a) document VPC seed systems and build evidence; (b) diagnose and treat coordination breakdown and (c) guide decision-makers and donors on the design of more sustainable seed system interventions for VPCs. The framework can be used to analyze past interventions and will be useful for planning future VPC seed programs.

Participatory Research (PR) at the International Potato Center (CIP) included seven major experiences. (1) Farmer-back-to-farmer in the 1970s pioneered the idea of working with farmers to identify their needs, propose solutions, and explain the underlying scientific concepts. The ideas were of great influence at CIP and beyond. (2) With integrated pest management (IPM) pilot areas in the early 1990s, entomologists and social scientists developed technologies with farmers in Peru and other countries to control insect pests. Households that adopted just some of the techniques enjoyed high economic returns, and this showed the importance of IPM specialists, social scientists, and farmers working together. (3) Farmer field school (FFS) was adapted for participatory research in the 2000s. Farmers learned that late blight was caused by a microorganism, while testing resistant varieties and fungicides, and researchers took into account more specifically farmer knowledge for training and PR purposes. (4) CIP used participatory varietal selection (PVS) after 2004 to form consortia of farmers, local government, NGOs, and research. Farmers’ preferences were disaggregated by gender. Selection criteria of other market actors were included, and new varieties were released, showing the importance of combining farmer and researcher knowledge in this process. (5) Participatory approaches to develop native potato variety value chains. After 2000, CIP used the PMCA (participatory market chain analysis) and stakeholder platforms to improve smallholders’ access to markets. PMCA brought farmers and other market actors together to form stakeholder platforms which created market innovations, including new potato-based products, expanding the inclusion of diverse actors in the PR processes. (6) Advocacy for PR and policy change with the Andean Change Alliance tested PR methods including PVS and PMCA from 2007 to 2010, providing evidence to influence policies to include smallholders in research and development. (7) After 2010, nutrition-related PR documented anemia among children in the high Andes, which could be mitigated by eating native potatoes rich in zinc and iron. CIP partnered with 20 organizations to improve household incomes and nutrition. Over four decades, CIP continues evolving in using PR, showing that combining social and biological scientists’ input and keeping farmers’ views upfront was key for PR. The experience also showed that the participation of other actors related to the value chains was needed in order to create successful agronomic, market, and social innovations. Future participatory research at CIP may be improved by using ICT to enrich diversity and richness of information sharing among PR actors.

Multi-stakeholder platforms have become mainstream in projects, programmes and policy interventions aiming to improve innovation and livelihoods systems, i.e. research for development interventions in low- and middle-income contexts. However, the evidence for multi-stakeholder platforms' contribution to the performance of research for development interventions and their added value is not compelling. This paper focuses on stakeholder participation as one of the channels for multi-stakeholder platforms' contribution to the performance of research for development interventions, i.e. stakeholder participation. It uses a quantitative approach and utilizes descriptive statistics and ARIMA models. It shows that, in three Ugandan multi-stakeholder platform cases studied, participation increased both in nominal and in unique terms. Moreover, participation was rather cyclical and fluctuated during the implementation of the research for development interventions. The study also shows that, in addition to locational and intervention factors such as type of the area along a rural-urban gradient targeted by the intervention and human resources provided for multi-stakeholder platform implementation, temporal elements such as phases of research for development intervention objectives and the innovation development process play significant roles in influencing participation. The study concludes that contribution of multi-stakeholder platforms to the performance of research for development projects, programs, policies and other initiatives is constrained by locational and temporal context and conditional on the participation requirements of the objectives pursued by research for development intervention.

In the 1990s, the integrated pest management (IPM) team for potato late blight (IPM-late blight) at the International Potato Center (CIP) began to address the management of this complex potato disease by combining crop protection with social and behavioral sciences. Since the early 2000s, the team has worked with research and development organizations in countries in Asia, sub-Saharan Africa, and South America to develop farmer discovery-based learning methods using farmer field schools (FFS). The principles of late blight control were more visible and understood by farmers when they could test options for managing late blight, particularly new potato clones with resistance to the disease, for themselves. CIP and partners have since adapted an approach combining FFS and participatory research to facilitate farmers’ access to information, knowledge, and technologies. Several manuals to implement FFS-IPM-late blight with farmers were subsequently developed. Results indicated that farmers using this approach learned new knowledge, assessed new potato clones, and changed crop management practices. Hence farmers realized a 32% average increase in potato productivity and income in Peru; similar changes occurred in other countries. The participatory research and training approach had a significant impact beyond IPM-late blight. In Peru and Bolivia, for example, more than 2,000 FFS were implemented between 2005 and 2012 on IPM for potato, other crops (coffee, cocoa, fruit trees), and livestock. In Uganda and Ethiopia, the experience expanded to potato seed management with the formation of seed cooperatives. Lessons have been drawn from this experience.

The development and scaling of orange-fleshed sweetpotato (OFSP) during the past 25 years is a case study of a disruptive innovation to address a pressing need – the high levels of vitamin A deficiency among children under five years of age in sub-Saharan Africa. When the innovation was introduced consumers strongly preferred white or yellow-fleshed sweetpotato, so it was necessary to create a demand to respond to that need. This was at odds with the breeding strategy of responding to consumers’ demands. Additional elements of the innovation package include seed systems and nutrition education to create the awareness amongst consumers of the significant health benefits of OFSP. Complementary innovation is required in promotion and advocacy to ensure a supportive institutional environment. Four dimensions-- technical, organizational, leadership, and institutional environment-- are explored across five distinct phases of the innovation process, from the emergence of the innovative idea (1991–1996) through scaling phase in 15 countries under a major institutional innovation (2015-mid-2019), the Sweetpotato for Profit and Health Initiative (SPHI). Systematically gathering evidence of nutritional impact and ability to scale cost-effectively was requisite for obtaining support for further development and diffusion of the crop. Positive findings from a major study coincided with a major change in the institutional environment which placed agriculture and nutrition at the forefront of the development agenda, resulting in an inflection point in both research and diffusion investment. The role of committed leadership during all phases was critical for success, but particularly during the first decade of limited support in a challenging institutional environment. The most critical technical achievement underpinning scaling was moving from 2 to 13 African countries having local breeding programs. Evidence is presented that adapted, well performing varieties which consumers prefer is the foundation for successful scaling to occur. Building a cadre of within country and regional advocates was critical for getting sustained commitment and local buy-in to the concept of biofortification by regional bodies and governments, which in turn built within country ownership and the willingness of donors to invest. The SPHI united diverse organizations under a common vision with a simple metric--- the number of households reached with improved varieties of sweetpotato. Since 2009, 6.2 million households were reached by July 2019 in 15 SSA countries. Much more remains to be done. Advocacy efforts led to the integration of nutritious foods into many national and regional policies, setting the stage for further investment., Highlights • Vitamin A-rich, orange-fleshed sweetpotato is the lead biofortified crop in Africa. • OFSP was a disruptive innovation as non-OFSP types were demanded before. • Committed leadership for innovation for over 20 years was critical for scaling. • A strong evidence base was requisite for obtaining donor support for scaling. • Partner initiative for scaling united diverse organizations with a common vision.

Papa Andina began as a regional research program focusing on the Andean potato sectors of Bolivia, Ecuador and Peru, but later shifted its focus to facilitating pro-poor innovation. To accomplish this shift, a number of approaches were developed to foster innovation, by facilitating mutual learning and collective action among individuals and groups with differing, often conflicting, interests. This paper explains why and how Papa Andina shifted its focus from conducting research to facilitating innovation, and describes two approaches that Papa Andina developed to facilitate mutual learning and innovation: the ‘participatory market chain approach’ and ‘horizontal evaluation’. Differing local circumstances and beliefs shaped the work of local teams, and rivalry among the teams stimulated creativity and innovation. Participatory Impact Pathways Analysis (PIPA) is a practical approach to planning, monitoring and evaluation, developed for use with complex research-for-development projects. PIPA begins with a participatory workshop where stakeholders make explicit their assumptions about how their project will make an impact, and produce an ‘Outcomes logic model’ and an ‘Impact logic model’. These two logic models provide an ex-ante framework of predictions of impact that can also be used in priority setting and ex-post impact assessment. PIPA engages stakeholders in a structured participatory process, promoting learning and providing a framework for ‘action research’ on processes of change.

Agricultural research in developing countries has increasingly focused on meeting nutritional objectives. Biofortified varieties and increased use of fertilizers have been studied to improve the nutrient profile of staple foods and thereby reduce micronutrient malnutrition. To understand where and for which crops this is appropriate, a better understanding of population-level consumption patterns is needed. In this paper, we demonstrate an approach to understanding the role of the potato in the Peruvian diet, and how it varies by geographic and socio-economic group. We combine readily available data on household expenditures from a Peruvian living conditions survey (ENAHO) with food composition data to derive estimates on the amount of potatoes consumed per adult equivalent, and the contribution of potatoes to meeting the energy, protein, calcium, iron, and vitamin C needs of Peruvians. Households in the highlands, where potatoes are often the basis of cropping systems, consume the greatest quantities of potatoes, averaging 421 g/adult equivalent/day (g/ae/d). In this region, potatoes contribute 18%, 16%, 17%, and 97% of the recommended needs for energy, protein, iron, and vitamin C, respectively. Sensitivity testing using different cultivars previously examined from the Peruvian highlands shows that potatoes could supply a range from 7–31% of the recommended intakes for iron in this population. This work gives support for continuing agricultural research to reduce micronutrient malnutrition and provides guidance for where and with whom such research might have the greatest impact.

The Papa Andina network employs collective action in two novel approaches for fostering market chain innovation. The participatory market chain approach (PMCA) and stakeholder platforms engage small potato producers together with market agents and agricultural service providers in group activities to identify common interests, share market knowledge and develop new business opportunities. These forms of collective action have generated commercial, technological and institutional innovations, and created new market niches for Andean native potatoes grown by poor farmers in remote highland areas. These innovations have benefited small farmers as well as other market chain actors. This paper describes Papa Andina’s experiences with collective action for market chain innovation. It then discusses the implications of these experiences for the understanding of collective action and the policy implications for research and development organizations.

The International Potato Center (CIP) and collaborating institutions implemented an intensive research programme over a period of 25–30 years on the use of botanical seed of potato as an alternative way of growing a potato crop. The use of botanical or ‘true’ potato seed (TPS) had many advantages over the use of seed tubers. Potentially, the use of TPS was especially attractive for small-scale farmers in developing countries. The difference of using TPS as compared to using seed tubers meant in many respects the development of a new crop–commodity chain, requiring research on breeding, seed production, agronomy and marketing aspects. This research made it possible to produce potatoes from TPS at commercial scale: it removed a number of important constraints in the uniformity and earliness of the TPS varieties and in seed physiology. Experimentation and adoption by farmers in a wide range of countries showed that the technological advantages of using TPS were only translating in economical benefits as compared to tuber seed when the last one was costly or not available. Since the economic performance of seed tubers is likely to continue to fluctuate, TPS remains an interesting alternative. Study of the use of TPS in various countries could contribute to better understanding of factors that promote or inhibit crop technology innovation. The article gives an overview of the various areas of TPS research in CIP and presents information on the application of TPS technology in several developing countries.

SUMMARYScores of assessments of the impacts of agricultural research have been carried out over the years. However, few appear to have been used to improve decision making and the effectiveness of research programmes. The Institutional Learning and Change (ILAC) Initiative emerged within the Consultative Group on International Agricultural Research (CGIAR), with the goal of strengthening learning from experience and using lessons to improve pro-poor innovation. It is testing approaches for expanding the contributions of impact assessment and evaluation to learning, decision making and improvement.

Horizontal evaluation combines self-assessment and external evaluation by peers. Papa Andina, a regional network that works to reduce rural poverty in the Andean region by fostering innovation in potato production and marketing, has used horizontal evaluations to improve the work of local project teams and to share knowledge within the network. In a horizontal evaluation workshop, a project team and peers from other organizations independently assess the strengths and weaknesses of a research and development (R&D) approach being developed and then compare the assessments. Project team members formulate recommendations for improving the R&D approach, and peers consider ways to apply it back home. Practical results of horizontal evaluation have included strengthening the R&D approaches being developed, experimenting with their use at new sites, improvements in other areas of work, and strengthened interpersonal relations among network members.

Seed provision for small-scale farmers deals with multiple constraints. These include, on the supply side, high seed production costs and poor adaptedness of the cultivars, and on the demand side, anticyclical demand and low and variable sales. Approaches to improve seed provision to this sector of farmers have so far not been very successful. This paper discusses how well-adapted cultivars developed through participatory plant breeding (PPB) initiatives create new opportunities for production and distribution of quality seed. It reviews supply and demand-side issues, based on research and experiences with seed production. Given better adaptation of PPB-cultivars, the diffusion of seed of PPB initiatives should not be a major bottleneck. But constraints in the provision of quality seed from cultivars that are commonly used remain and need to be addressed. Major points of attention are cost-effective seed production and distribution, high information linked transaction costs, and appropriate seed production technology. Research on these issues is needed to understand farmers’ seed demand. At the same time, these issues need to be taken into account in new seed production initiatives that apply integrated approaches. Long term commitment by farmers to produce, distribute and use seeds is a condition. Even if seed production is not economically sustainable at household or organization level, farmer-based seed systems generate benefits to society as a whole that justify long term public investment to maintain them.

Bolivia's structural adjustment policies, initiated in 1985, increased poverty among certain groups, but this did not lead to widespread migration to the agricultural frontier. Nor did adjustment greatly affect the average area planted in annual crops by small lowland farmers. Structural adjustment contributed to large-scale forest clearing for soybean production for export and, to a lesser extent, forest degradation by lumber companies. The economic benefits generated by soybean and timber expansion may have outweighed the environmental costs, but alternative policies might have reduced those costs and improved the distribution of the benefits.

In Bolivia, Peru and Ecuador informal potato seed systems are much more important than formal systems. National seed projects recognize complementarities between the two systems and are seeking to link them. Arguments used to underpin linkages are assessed in the light of available evidence and accepted with some reservations. Project strategies have ranged from seed injection with minimum intervention to extensive reform ofthe informal system. All of the projects have met with some success. A number of general lessons are drawn for trapping the potential of informal seed systems.

Nearly all contemporary people subsist on cultivated plants, most of which are vulnerable to diseases. Yet, there have been few studies of what traditional people know – and do not know – about crop disease. Agricultural scientists in general are becoming aware of the potential contribution of social scientists and farmers in developing integrated management of crop diseases. The International Potato Center (CIP) has focused on stimulating farmer-scientist collaboration in developing management of late blight, a major fungal disease of potatoes and other plants. Understanding farmers' knowledge of this and other plant diseases is an important element in furthering such collaboration. Although not all agricultural scientists recognize the value of social science, this literature search shows that some agricultural scientists now actively collaborate with farmers, in ways that cross the boundary into social science research. During this search, much of the work we found was written by plant pathologists and entomologists. We found over fifty publications on farmer knowledge of crop disease, and we have annotated the material that we thought most relevant to farmer- scientist collaboration for research of crop diseases, especially late blight.

The strengths and weaknesses of the evolving techniques used by researchers in Bolivia to evaluate potato germplasm with farmers are assessed. When detailed knowledge of farmers' criteria is required, questionnaires or forms are most appropriate; otherwise techniques from participatory rural appraisal could be used. Initially, when evaluating large numbers of clones, scientists' and farmers' choices tended to coincide, although subsequently they diverged. This suggested that it may be more efficient to involve farmers later in the selection process, ensuring that an interesting amount of diversity still exists, and work to improve breeders' knowledge of farmers' criteria. Integration between social scientists and breeders was less than ideal at the start of the study, reducing the impact of farmer evaluations on the breeding programme.

International audience; This paper examines the challenges of linking smallholders to high-value food markets by looking at the experience of the Plataformas program in the Ecuadorian Sierra. Multiple evaluation methods are employed to ensure identification of program impact. The findings suggest that the program successfully improved the welfare of beneficiary farmers, as measured by yields and gross margins. These benefits are achieved through improving the efficiency of agricultural production and through selling at higher prices. No significant secondary health or environmental effects were found. Overall, the program provides clear evidence that combining production support with facilitating market access can be successful.

The Barbecho Crisis Model (BCM) specifies developmental dynamics for farms at the frontier in Santa Cruz, Bolivia. According to the BCM, farming is profitable whilst forest exists but yields drop and costs increase when cultivation begins in bush fallow and the farm enters the barbecho or fallow crisis. Some farmers than innovate and escape to a consolidated stage with markedly higher incomes. New evidence suggests a number of mis-specifications in the original model. A modified version is presented in which entry into crisis is a progressive effect, related to increased intensity of land use, and includes the role of better access, labour to product price ratios, weed build-up and socioeconomic factors.

SUMMARYThis paper uses survey results to show how one group of small scale farmers in Santa Cruz, Bolivia, were able to mechanize annual cropping despite a farming systems diagnosis which indicated that this was not a viable development path. It attempts to identify the underlying causes of farmer success and diagnosis failure.

This paper analyzes the impact of participation in multi-stakeholder platforms (Plataformas) aimed at linking smallholder potato farmers to the market in the mountain region of Ecuador. It describes and evaluates the Plataformas’ program to determine whether it has been successful in linking farmers to higher-value markets and the effects that such connections have brought, particularly with regard to farmers’ welfare and to the environment. The analysis is run comparing a set of different and carefully constructed control groups to beneficiaries and using various specifications. Results are strongly consistent across the different specifications and are sound across the counterfactuals, suggesting impacts are adequately identified. Findings suggest that the program was successful in improving the welfare of beneficiaries, while potential negative environmental impacts, particularly with relation to agrobiodiversity and use of agrochemicals seem not to be a concern. Mechanisms through which impacts have been achieved are analyzed. Little spillover effects are found.

BACKGROUND According to the Food and Agriculture Organization (FAO) statistics annual sweetpotato production in Africa has increased moderately from 11.6 million tonnes in 2002 to 12.9 million tonnes in 2006. In 2006 the FAO estimated that West-, East-, Centraland Southern Africa had an annual production of 4.2, 7.2, 1.2, and 0.5 million tonnes, respectively. These figures might be underestimated. Sweetpotato is mainly produced by smallholders (the majority of whom are women) and for home consumption. Typically less than 20% of production is traded and reaches rural and urban markets. Data on piecemeal harvested crops such as sweetpotato are difficult to collect. FAO data often do not reflect the true situation. Extreme examples of biased sweetpotato production estimates are Malawi and Mozambique. Nationally representative sample survey data for Mozambique report a production of nearly 500 thousand tonnes and Donor funded Early Warning System Statistics indicate Malawi has a production of 1444 thousand tonnes of sweetpotato, whereas the FAO Statistical Database (FAOSTAT) reports no production in Malawi and only 60,000 tonnes in Mozambique. The yield estimations over the past decades are equally dubious. The FAO statistics indicate that there has been nearly no sweetpotato yield progress in Africa over the past two decades (yield estimations were in the range of 4.0 and 4.5 tonnes per hectare from 1987 to 2006). This implies that there has been no breeding progress, which is unlikely, and reflects the lack of quality statistics for Sub-Saharan Africa (SSA). However, breeding progress has been concentrated in a few countries and there is need for improvement across SSA.

Bacterial wilt (Ralstonia solanacearum) is a serious disease of potato. It can be managed with cultural practices, but only if farmers understand the technologies, and the reasons behind them. Face-to-face extension methods, like farmer field school (FFS), can teach these messages to smallholders, but other methods may also be useful. This paper compares FFS with two lesscostly methods: “community workshops” and radio, and presents follow up surveys of these three extension methods. Community workshops were almost as effective as FFS for teaching most ideas; radio spots were less effective, especially for ideas that require demonstration, but they reach a much larger audience. The three extension methods gave the most different results for time-consuming technologies, where a more compelling demonstration may convince farmers to adopt a task that adds work to an already busy day. Extension methods should be chosen for the particular context. The more complicated, tedious, and counter-intuitive a new technology is, the more important it may be to use a more intensive extension method and the less likely that a mass media will be successful.

Pachyrhizus erosus is a legume plant that produces tubers rich in nutrients (protein, iron, zinc, etc.) that are used in various kinds of food processing. The objective of this study was to analyse producers’ and processors’ perception regarding processing P. erosus tubers into gari in on-farm conditions and its financial profitability. Kendall’s concordance test was used to classify perceptions, and cost analysis was used to analyse the profitability of the product. The results showed that the mixed gari with 50% P. erosus was highly appreciated because of its greater fermentation ability than cassava gari. The price at which processors broke even was FCFA 340 (~ $ 0.57) per kilogram and the sensitivity analysis revealed that when the yield of P. erosus -based gari increased by 30%, processors made a profit of 25% of the investment cost. So, processing of P. erosus is beneficial for the processors and consumers appreciate it more than cassava gari. A new paradigm for agricultural research based upon the innovation system is emerging. New types of organisation are required to fit the new paradigm. The evolution of PROINPA from NARI programme to foundation is analysed as a case study in organisational innovation in Bolivia, where a comprehensive competitive funding system is being established. The value added and difficulties faced by the PROINPA Foundation are described. The Foundation, as a new type of organisation, widened and deepened linkages with other key actors, added value to the research and development process and appears to fit well with the innovation system approach. The article ends by sharing lessons learned for developing foundations under similar conditions.

Highlights • Complex, integrated development programs present planning and evaluation challenges and opportunities. • Multiple evaluation components are needed to respond to different disciplinary cultures of evidence in cross-sectoral programs. • Delineating impact pathways helps visualize cross-sectoral outcomes and guides implementation monitoring. • Feedback meetings are critical to build understanding across sectors and problem-solve in real time., Multi-sectoral programs that involve stakeholders in agriculture, nutrition and health care are essential for responding to nutrition problems such as vitamin A deficiency among pregnant and lactating women and their infants in many poor areas of lower income countries. Yet planning such multi-sectoral programs and designing appropriate evaluations, to respond to different disciplinary cultures of evidence, remain a challenge. We describe the context, program development process, and evaluation design of the Mama SASHA project (Sweetpotato Action for Security and Health in Africa) which promoted production and consumption of a bio-fortified, orange-fleshed sweetpotato (OFSP). In planning the program we drew upon information from needs assessments, stakeholder consultations, and a first round of the implementation evaluation of a pilot project. The multi-disciplinary team worked with partner organizations to develop a program theory of change and an impact pathway which identified aspects of the program that would be monitored and established evaluation methods. Responding to the growing demand for greater rigour in impact evaluations, we carried out quasi-experimental allocation by health facility catchment area, repeat village surveys for assessment of change in intervention and control areas, and longitudinal tracking of individual mother-child pairs. Mid-course corrections in program implementation were informed by program monitoring, regular feedback from implementers and partners’ meetings. To assess economic efficiency and provide evidence for scaling we collected data on resources used and project expenses. Managing the multi-sectoral program and the mixed methods evaluation involved bargaining and trade-offs that were deemed essential to respond to the array of stakeholders, program funders and disciplines involved.
