Analyzing the sustainable development of a given region can provide an important reference and guide for future orientation. The study selects Turpan (including Gaochang District, Shanshan County, and Toksun County) in Xinjiang Uygur Autonomous Region of Northwest China as the study area and first investigates the essence of regional sustainable development. Based on the relevant data of the population, economy, and environment of Turpan from 2002 to 2018, we constructed an evaluation index system for three dimensions, namely, the population, economy, and environment, and analyzed them systematically. Specifically, we quantitatively calculated the comprehensive evaluation index, coupling degree, and coupling coordination degree of the sustainable development system of the study area. The study finds that Turpan has on some dimensions become increasingly sustainable, especially the economic development level has improved. The results show that the coupling coordination degree has increased from 0.3692 to 0.8894 during the period 2002–2018, which reflects the actual situation of Turpan and indicates that the proposed analysis method can effectively measure and evaluate the level of sustainable development in this region. Moreover, the study also puts forward main functional zoning of Turpan (i.e., Gaochang District as an optimized development zone, Shanshan County as a major agricultural production zone, and Toksun County as a key ecological function zone) and regional planning principles based on the population, economic, and environmental coupling analysis for the three jurisdictions in Turpan.

Understanding the balance between supply and demand of ecosystem services (ESs) is helpful for sustainable urban management. However, the interactions among multiple ESs supplies and demands remain under-researched, and ESs supply and demand spatial heterogeneity and correlation characteristics at the city level are rarely studied, especially in arid areas. To fill this gap, we established a comprehensive assessment framework of ESs supply and demand through integrating multi-source remote sensing data, social economy, and policy objectives, for the oasis city of Urumqi, China. The ESs supply-demand mismatches were revealed at the city level, and the spatial relationship between the ESs supply and demand was analyzed using spatial statistics. The results demonstrated that: (1) The total quantity of supply and demand of food provision, carbon sequestration, PM10 removal, and recreation services in Urumqi revealed that the demand was greater than the supply, the deficits being 16.10 × 107 kcal/ha, 6.88 × 104 t/ha, 155.86 kg/ha, and 697.26, respectively. (2) The supply and demand assessment of ESs revealed spatial differences from the city center to the suburbs, which further indicated that there are neighborhood similarities between the supply and demand of ESs. (3) The matching types of ESs supply and demand present obvious spatial heterogeneity, which can be divided into four types: High-high, high-low, low-high, and low-low. Owing to rapid urban development in the inner city, the city center is dominated by low-high, whereas the urban-rural ecotone is characterized by high-low, owing to the higher elevation and water resource advantages in the suburbs. Based on the analysis of the supply, demand, and matching of ESs, economic development and sustainable management policies are proposed for different ecological spaces. Climate change and other sustainability challenges represent a foundational contest to traditional urban development concepts and practices. Reducing greenhouse gas emissions from urban infrastructure and leading cities towards climate resilience requires a transformation of city structures, its organisation and its resident’s lifestyles. To anchor such a transformative course of action, a wider societal consensus building with an active and earnest engagement with all relevant actors and interest groups in the city is required. With stakeholder dialogues being a suitable and proven instrument for stimulating engagement, this paper explores dynamics of stakeholder dialogues and how they can advance a city’s work on climate change. For this purpose, a number of stakeholder dialogues with key actors in the field of climate change were organised in four cities across India, Indonesia and the Philippines. Studying them, the authors identified four dimensions that seem to shape the effectiveness and success of such dialogues: the level of interaction between the participants during the events, the diversity of perspectives represented by the stakeholders, their level of capacities in dealing with urban climate issues and, ultimately their political competence that allows them to take decisions based on workshop outcomes.

The city of Aksu, situated at the northern fringe of the Taklimakan Desert in northwest China, is exposed to severe periodic dust and sand storms. In 1986, local authorities decided to establish a peri-urban shelterbelt plantation, the so-called Kökyar Protection Forest, with the aim of reducing dust and sand storm impacts on Aksu City by the regulating ecosystem services provided by the plantation. It was realised as a patchwork of poplar shelterbelts and orchards. The total area of the plantation reached 3800 ha in 2005. The Kökyar Protection Forest is used as a case study to answer the following question: under which institutional frameworks and to which financial conditions can peri-urban shelterbelts be established and maintained? The endeavour of planting the shelterbelt was made possible by the annual mass mobilisation of Aksu citizens, based on the Chinese regulation of the "National Compulsory Afforestation Campaigns". Establishment costs amounted to ca. CNY 60 000 ha−1 (ca. USD 10 000 ha−1). Permanent maintenance of the plantation is facilitated by leasing orchard plots to private fruit farmers. From the perspective of the local economy, annual farming net benefits generated by Kökyar fruit farmers more than compensate for annual government grants for maintenance, resulting in an average overall monetary net benefit of at least CNY 10 500 ha−1 (ca. USD 1600 ha−1) in the long term. For a more complete understanding of Kökyar Protection Forest, future research should be directed towards quantifying the effect of its regulating ecosystem services and on investigating the negative downstream consequences of its water consumption.

This study explores a paradigm of sustainable land use in the oases along the Tarim River of northwest China, where a fragile, semi-arid riparian ecosystem is being damaged by excessive land and water use for agriculture, especially for the growing of cotton. The reliance of agriculture on water-demanding cash crops in this region poses a grave threat to survival of the natural Tugai vegetation in the area and to the long-term sustainability of the region. We explored the hypothesis that the species Apocynum pictum (A. pictum), known as Lop-Kendir by locals, and the Chinese red date (Zyzyphus jujube) may act as sustainable crop substitutes for the region, thereby replacing the widely distributed cash crop of cotton that has high water demands. Therefore, we investigated current utilization and cost-revenue structure of these two alternative plants and compared the results to cotton. Three natural resource management types of A. pictum were both identified in the wild and cultivation, with cost-revenue analysis carried out for each. The results show that all three types of institutional arrangements of natural resources, which are namely open access, ranching and farming, were present in our study and at various levels for A. pictum. A. pictum farming costs 16,250.25 yuan/ha, generates 49,014.45 yuan/ha of revenue from raw materials and brings a profit of 32,764.2 yuan/ha, which is the highest of all three cash crops compared. The Chinese government encourages Chinese red date plantations with a “Grain for green” campaign in the Tarim Basin with this plant being more profitable than cotton, which could serve to diversify the region’s agriculture. We conclude that A. pictum offers opportunities for the restoration of vegetation in riparian ecosystems on salinized sites under the arid conditions of the Tarim Basin. Furthermore, it can serve as a viable land-use alternative to cotton for cash crop agriculture, as it may generate a certain income in the form of tea and fibers as well as fodder for livestock.

The reestablishment of agroforestry systems in Central Asia, combining crop production with protective tree shelterbelts, provides significant potential to improve farming systems. This includes increasing crop yields, additional income from timber, as well as reducing soil degradation and wind erosion. Thus, adopting shelterbelts as a form of pro-environmental behavior provides a number of socio-economic benefits, although some trade-offs need to be considered as well. This paper investigates factors that shape the perception of&mdash, and attitude towards&mdash, the establishment of tree shelterbelts by farmers in two case study regions in Kyrgyzstan. Applying a conceptual framework distinguishing between extrinsic and intrinsic factors, research methods included semi-structured interviews with farmers and local policy makers. The results show spatial differences in the perception of shelterbelts, both on the regional and on the village scale. In general, shelterbelts were negatively perceived by more than half of the farmers. The main concern raised by farmers was the shading of crops by shelterbelts, resulting in a decrease of yield. In addition, small field sizes and potential conflicts with neighbors were key concerns. Furthermore, rules set by local self-government bodies were inconsistent with the legislative framework, posing significant restrictions to the adoption of sustainable land use practices.

Located in a relatively dry region and characterized by mainly sandy soils, the German Federal State of Brandenburg (surrounding the capital city of Berlin) is especially vulnerable to climate change impacts (e.g., summer droughts) and cascading effects on ecological systems (e.g., decreasing ground water tables, water stress, fire risk, productivity losses) with socioeconomic implications. Furthermore, a complex interplay of unemployment, rural exodus, and an aging population challenges this structurally weak region. We discuss adaptation measures that are either implemented or planned, as well as research into adaptation strategies to climate change for the sectors forestry, agriculture, and water management as well as in nature conservation in light of socioeconomic and ecological challenges and benefits. In doing so, we adopt a systemic view of Brandenburg where the sectors discussed are seen as subsystems embedded in a larger regional system. This at least partially holarchical approach enables the identification of conflicts between adaptation measures, but also of synergies among the sectors that pertain to successful adaptation to climate change. The insights gained ultimately highlight the need for cross-sectoral, adaptive management practices that jointly target a sustainable regional development.

Kyrgyzstan is home to one of the largest areas of natural walnut forest in the world. These forests support significant genetic diversity of many important ancestral strains of fruit and nut tree species. The walnuts from those forests are a major source of cash income for many households in that region. Most of the walnut forests are overgrazed, which effectively hinders natural rejuvenation. This has resulted in overaged and degraded forests. Currently, tree cutting for timber is forbidden under a moratorium. In some instances, walnut trees grow in agroforestry systems together with potato and corn as annual crops or apples and berries, alongside hay. Reforestation and afforestation in the walnut forest region is imperative to secure walnut harvests and associated incomes once the existing trees start bearing fewer nuts. The objective of this study was to analyze the economic performance of a range of representative combinations of annual crops, berries, and fast-bearing fruit trees in reforestation and afforestation plots. This included hypothetical timber utilization in order to be able to bridge the income gap until newly planted walnut trees bear nuts. Data were based on semistructured household and expert interviews. In all plots there was grassy vegetation, which was harvested for hay. In some of the plots, corn and potatoes were grown as annual crops. Additionally, in part of the plots apple and berries were grown next to walnuts. The net present value of the farming systems for a 20-year period was highest for the 2 systems that included hypothetical timber utilization. Walnut and haymaking performed worst, with a negative net present value. All non-timber systems yielded an income gap until around year 10, when walnut trees begin to fruit.

This article investigates if the recommendations provided in the statutory documents of the UNESCO MAB (Man and Biosphere) Programme introducing the World Network of Biosphere Reserves to follow a participatory management approach are implemented in practice. We discuss the results of two different empirical data sets: First, in a global setting we show how and why conservation professionals and managers of biosphere reserves regard participation as one of the most important success factors for management. Second, these findings are amplified by results from a comparative case study analysis of three biosphere reserves in Finland, Estonia, and Germany. Biosphere reserve centres have the potential of becoming parallel learning organisations fostering participatory management across all relevant sectors at the specific sites. Training and capacity building are necessary pre requisites for the successful application of participatory methods. Several innovative tools can be applied to involve even larger numbers of people.

Science-based stakeholder dialogues are structured communication processes linking scientists with societal actors, such as representatives of companies, NGOs, governments, and the wider public. Stakeholders possess knowledge needed by scientists to better comprehend, represent and analyse global change problems as well as decision-makers’, managers’ and other stakeholders’ mental models. We will examine the relevance of three theoretical frameworks for science-based stakeholder dialogues in the context of sustainability science. These are Rational Actor Paradigm, Bayesian Learning and Organisational Learning. All three contribute to a better theoretical framework for dialogue practice and the understanding of stakeholders as actors in society and in research in particular. Furthermore, these theories are important for tool development. A combination of analytical and communication tools is recommended to facilitate stakeholder dialogues. The paper refers to examples of dialogue practice gained in the European Climate Forum (ECF).

There are growing demands for effective public participation in river basin management. These are posed among others by the proposed EU Water Framework Directive as well as international conventions and policy documents. The demands will raise a need for guidance on exactly how the public is to be involved. In public participation ‘decision support tools’ (DST) and integrated modelling can have a role to play. Many computer tools not only can serve as tools for analysis for experts, but also as vehicles for communication, training, forecasting and experimentation. Illustrated by selected examples of software a range of tools and their potential applications are presented. Essential for the added-value of computer tools in stakeholder participation, in comparison to other methods like expert presentations, fact sheets, etc., is the way they are used. Lessons can be drawn from projects where computer tools were used in other policy areas. Within an European research project on energy and climate policy (ULYSSES) integrated models on global climate change were used in integrated assessment (IA) focus groups. A web-based tutorial for the use of computer models was developed. It gives guidelines for the design and setup of participatory arrangements in conjunction with computer models. Besides procedural recommendations lessons can be drawn concerning the kind of output the tools should provide and the early involvement of users is modelling and software development.

Coasts around the world are subject to intense and increasing pressures, with environmental and economic implications for present and future generations. Housing, tourism, industry, marine transport, fishing and aquaculture are some examples of competing coastal resource uses. In the Baltic Sea region environmental problems related to these human activities include water pollution, loss of biodiversity and negative impacts on the aesthetic qualities of coastal landscapes. The deterioration of the quality of the environment and natural resources in many coastal regions has been recently noted e.g. by the European Commission (1995: 5).
