Türkiye'de sermaye birikim süreci belirli bir aşamaya gelmiştir ve gelinen bu aşama toplumsal alanda birçok değişimin açığa çıkmasına neden olmuştur. Bu değişimler toplumsal alanın birçok kademesinde yaşanmasına karşın bu çalışma eğitim ve emek gücü ilişkisinin beşeri sermaye biçiminde yeniden tanımlanmasına odaklanacaktır. Bu yeniden tanımlama elbette tarihsel bir sürecin ürünüdür ve bu anlamda literatürde beşeri sermaye kavramına yönelik teorik tartışmalar mevcuttur. Fakat beşeri sermaye kavramının Türkiye gerçekliği açısından önem kazanması özellikle 2000'li yıllardan sonra olmuştur. Çünkü Türkiye'de birikim süreci içerisinde emek yoğun üretim alanından sermaye yoğun üretim alanına yönelik yapı içi farklılaşma söz konusudur. Bu farklılaşma Türkiye'de mutlak artı değerden görece artı değere geçişin ağırlık kazanmasıyla ilişkilidir. Görece artı değer üretiminin yapısal koşulları günümüz kapitalizminde emek gücünün beşeri sermaye biçiminde dönüşmesini bir zorunluluk olarak açığa çıkarmaktadır. Bu zorunluluk eğitim sisteminin de beşeri sermayeyi yetiştirecek şekilde yeniden yapılandırılmasını gündeme getirmektedir. Bu anlamda Türkiye'de özellikle TÜSİAD, TOBB, TİSK gibi sermaye örgütleri, ekonomik büyüme ve uluslararası rekabet gibi hedeflerin gerçekleştirilebilmesi için beşeri sermaye potansiyelinin geliştirilmesine vurgu yapmaktadırlar. Söz konusu sermaye örgütlerinin düşüncesine göre beşeri sermayenin geliştirilmesi, eğitim sisteminin sanayinin ihtiyaçlarıyla uyumlu olacak şekilde yeniden düzenlenmesiyle gerçekleşebilecektir. Bu sebeple eğitim ve emek gücü ilişkisi, beşeri sermaye üzerinden yeniden biçimlenmekte ve eğitim sistemi beşeri sermaye biçimindeki emek gücünün yeniden üretimine yönelmektedir.Bu bağlamda çalışma, Türkiye'de sermaye birikim sürecinde değişen üretim yapısının eğitim ve emek gücü ilişkisini nasıl biçimlendirdiğini beşeri sermaye kavramı üzerinden analiz etmeyi amaçlamaktadır.Anahtar Kelimeler: Beşeri Sermaye, Sermaye Birikimi, Kapitalizm, Eğitim, Emek Gücü, Türkiye, Görece Artı Değer Üretimi. The accumulation process of capital in Turkey has reached to a certain stage and this stage has caused to emerge several changes in social field. Although these changes appear in several stages of society, this study will focus on redefining in the form `human capital` of the relationship between education and labour force. This redefining is clearly the product of the historical process and in this sense there are theoretical debates oriented to human capital concept. However, gaining an importance of human capital in Turkey actuality has dramatically been after 2000s since the accumulation process of capital tends to from labour intensive to capital intensive production field in Turkey. This differentiation is related to with gaining importance of relative surplus value rather than absolute surplus value. The structural conditions of production of relative surplus value have necessarily emerged caused by the transformation in the form human capital of labour force. This necessary revives the reconstruction in educating human capital of education system. In this sense, the capital groups such as TÜSİAD, TOBB and TİSK emphasize to be developing of human capital potential in order to realize the targets such as economic growth and international competition. According to ideas of these capital groups being developing of human capital will be able to realize with the reconstruction of education system in keeping with industrial needs. In this reason, the relationship between education and labour force reconfigure via human capital and education system tends to the reproduction of labour force in the form of human capital. The study in this context aims to analyse via human capital how the relationship between labor force and education reconfigures the changing production structure in the accumulation process of capital in Turkey.
