This paper seeks to better understand the possible paradox of frontrunners in experimental climate governance. This paradox refers to the situation where frontrunners are required to push boundaries in terms of developing governance innovations and to experiment with these, but where, at the same time, a too strong focus on frontrunners may result in a situation where lessons from these experiments and the innovations developed do not resonate with the majority. In such a situation, an innovation may not be capable of being scaled up or of being transferred to another context. This paper draws lessons from a series of nine experimental and innovative governance instruments for low-carbon building development and transformation in Australia. It points out that for these instruments the frontrunners paradox provides a partial explanation as to why they have not yet been able to scale up from a small group of industry leaders to the large majority. Aims: Organic carbon has been reported in deep regolithic profiles to depths of tens of metres, but the composition of the carbon compounds is unknown. Methods: Residual carbon in the form of non-volatile low molecular weight compounds (LMWC) was characterised in three deep soil profiles to a depth of 19 m under farmland in south-western Australia following extraction with ethyl acetate and analysis by GC/MS. Pyrolysis and off-line thermochemolysis were used to characterise macromolecular organic carbon (MOC) to a depth of 29 m at a fourth site. Results: Three compound classes occurred across the three different field locations: (1) terpenes, (2) fatty acids, amides and alcohols, and (3) plant steroids; indicating the influence of input of the past and present vegetation. Compounds related to fatty acids were the predominant residual carbon species in deep soils, and may be derived from plants and microorganisms. Biomarkers such as lignin, polysaccharides, proteins and terpenes at 0–0.1 m implied influences of vegetation, fire events and microorganisms. Pyrolysis found that polysaccharides were distributed mainly from 0 to 0.1 m, while aromatic compounds were consistently detected down to 29 m. Conclusions : Carbon was stabilised in the form of aromatic compounds in deep soil, whereas other carbon sources such as cellulose, chitin, and N-containing compounds were confined to the surface soil. LMWC (Z)-docos-13-enamide and bis(6-methylheptyl) phthalate, were the main components throughout the soil profiles representing 53–81% of the LMWC, and were a greater proportion of the organic matter at depths of 18–19 m. Abstract: Spontaneous combustion and low-temperature oxidation of waste coal in open-cut coal mines represents a potentially large source of greenhouse gas emissions. In this paper, emission fluxes of CO2 and CH4 from spoil piles and waste coal dumps measured at 11 mines in the Hunter Valley and Bowen Basin in Australia are presented. The data displayed considerable scatter, which is consistent with the inhomogeneous nature of spoil pile material and permeability of surfaces. Despite the scatter, emissions were able to be classified into three broad categories according to the intensity of the spontaneous combustion present in the material. Average emissions ranged from about 12 kg CO2-e yr−1 m−2 to 8200 kg CO2-e yr−1 m−2, depending on the intensity of the spontaneous combustion. There was also, within the scatter of the data, an approximately linear trend of increasing emission flux with increasing surface temperature. A key finding of the research is that the emission rates of greenhouse gases from spoil piles where there is no spontaneous combustion, but only low-temperature oxidation of coal and coal waste, are similar to the emission rates due to biological activity from vegetated surfaces. However, further research is required to quantify the degree to which spoil piles that have no spontaneous combustion contribute to the anthropogenic atmospheric CO2 burden. [Copyright &y& Elsevier]

This study investigates the use of polarimetric AirSAR (TopSAR) data for estimating biomass and carbon storage of Eucalyptus miniata (Darwin Woolly Butt) and E. tetrodonta (Stringybark) dominated open-forest savannah in the Northern Territory, Australia. Radar backscatter intensity was correlated with basal area for 30 plots within the Wildman River Reserve, Northern Territory. Published allometric relationships were used to convert tree basal area to estimates of above-ground biomass for each of the measured plots. Below-ground biomass was also estimated for these plots, using additional published allometric relationships between below-ground and above-ground biomass. Backscatter of the L-HV channel had the highest regression co-efficient (r2 = 0.92) with ground-based tree basal area measurements. Using a linear regression equation of backscatter intensity for the L-HV channel versus above-ground biomass gave a mean above-ground biomass of 94 t DM (dry mass) ha-1 for the eucalypt dominated vegetation in the Wildman River Reserve, equivalent to 47 t C ha-1 stored in this biomass pool. Estimated below-ground biomass was 28 t C ha-1, giving a total carbon biomass storage for this savannah ecosystem of 75 t C ha-1. The results of this study indicate that the L-HV channel of polarimetric SAR is best suited to model biomass of the tropical savannahs of northern Australia. Given the vast spatial extent of savannah woodlands across north Australia, SAR has the potential to be a major tool in carbon stock assessment, critical for carbon accounting, as well as to contribute to gaining a better understanding of the role the tropical savannahs of northern Australia play in the biochemical cycles of Australia. The FeCycle experiment provided an SF6 labeled mesoscale patch of high-nitrate low-chlorophyll (HNLC) water in austral summer 2003. These labeled waters enabled a comparison of the inventory of particulate iron (PFe) in the 45-m-deep surface mixed layer with the concurrent downward export flux of PFe at depths of 80 and 120 m. The partitioning of PFe between four size fractions (0.2-2, 2-5, 5-20, and >20 μm) was assessed, and PFe was mainly found in the >20-μm size fraction throughout FeCycle. Estimates of the relative contribution of the biogenic and lithogenic components to PFe were based on an A1:Fe molar ratio (0.18) derived following analysis of dust/soil from the nearest source of aerosol Fe: the semi-arid regions of Australia. The lithogenic component dominated each of the four PFe size fractions, with medians ranging from 68 to 97% of PFe during the 10-day experiment. The Fe:C ratios for mixed-layer particles were ∼40 μmol/mol. PFe export was ∼300 nmol m-2 d-1 at 80 m depth representing a daily loss of ∼1% from the mixed-layer PFe inventory. There were pronounced increases in the Fe:C particulate ratios with depth, with a five-fold increase from the surface mixed layer to 80 m depth, consistent with scavenging of the remineralized Fe by sinking particles and concurrent solubilization and loss of particulate organic carbon. Significantly, the lithogenic fraction of the sinking PFe intercepted at both 80 m and 120 m was >40%; that is, there was an approximately twofold decrease in the proportion of lithogenic iron exported relative to that in the mixed-layer lithogenic iron inventory. This indicates that the transformation of lithogenic to biogenic PFe takes place in the mixed layer, prior to particles settling to depth. Moreover, the magnitude of lithogenic Fe supply from dust deposition into the waters southeast of New Zealand is comparable to that of the export of PFe from the mixed layer, suggesting that a large proportion of the deposited dust eventually exits the surface mixed layer as biogenic PFe in this HNLC region.
