To achieve carbon peak targets, realize carbon neutrality vision, and tackle global climate change, China must improve the carbon emission performance at the city level. Based on the carbon emission performance of 191 prefecture-level cities in China from 1997 to 2017, this paper analyses the evolution characteristics of urban carbon emission performance from three aspects: the overall spatial and temporal evolution, the differences according to both region and city size, and the differences among clusters categorized by carbon emission performance at the city level. This paper also reveals the impact of the social and economic transition on China's carbon emission performance. The results show that: (1) The overall level of carbon emission performance of Chinese cities is low, and there is a downward trend during the study period. The differences in carbon emission performance among cities are convergent, but there is a wide gap between high and low values. (2) The carbon emission performance of cities in eastern coastal areas is higher than that in non-coastal areas cities. Large urban agglomerations and economically developed regions, such as provincial capitals, are the agglomeration areas of high urban carbon emission performance values. (3) The carbon emission performance level of cities with similar sizes will converge. At the same time, such changes will enhance the differences among carbon emission performances at the city level within the same region. (4) Cities that belong to high urban carbon emission performance clusters are mainly distributed in the eastern region. Such cities are classified into large cities, supercities, and megacities. Compared with low urban carbon emission performance clusters, cities in high urban carbon emission performance clusters show a higher proportion in the medium-high level and high level of carbon emission performance. Moreover, cities in high urban carbon emission performance clusters are more likely to improve theirurban carbon emission performance. (5) The economic agglomeration effect, industrial structure adjustment and carbon intensity reduction have a significant impact on improving urban carbon emission performance. Population agglomeration has an incremental effect, and the anticipated benefits of environmental regulation have yet to be fully realized. Abstract Cities do play significant roles in tackling global environmental changes. Decoupling economic growth from environmental pressures is critical for global sustainable development, however, few studies pay attention to the decoupling analysis at city level. This paper conducts a comparative study of the decoupling performance of economic output from CO 2 emissions between Beijing and Shanghai, the top two cities in China. In this paper, the decoupling trends and the decoupling effects are explored from a sectoral perspective, by combining the Tapio decoupling elasticity and the logarithmic mean Divisia index (LMDI) model. The results show that Beijing and Shanghai both experienced weak decoupling in construction, expansive negative decoupling in transport, expansive coupling in trade, and weak decoupling in others over the period 2000–2015. Moreover, agriculture appeared strong decoupling in Beijing, and recessive decoupling in Shanghai; industry showed strong decoupling in Beijing, and weak decoupling in Shanghai. The decoupling effects showed different magnitudes and patterns in industrial sectors between Beijing and Shanghai. Overall, per-capita GDP and population growth inhibited the decoupling, while energy intensity, industrial share, energy mix accelerated the decoupling process. Abstract Global climate change is a significant environmental problem. A major trigger of climate change is the excess carbon emissions. Based on 44 scenarios in the second generation of new dry cement technology systems, this paper establishes IPSO-BP model to forecast the carbon emissions peak of China's cement industry for 2016–2050 years. The results indicate that China's cement industry only implements capacity reduction plans and the second generation of new dry cement technology systems, so that carbon emissions can reach the peak before 2030. It is up to 19 years ahead of the carbon emissions peak of the basic scenario and the carbon emissions peak is reduced by 38 Mt. Moreover, this paper analyzes the technical combination of the earliest carbon emissions and the lowest carbon emissions. As for the earliest carbon emissions technical combination, China's cement industry carbon emissions will peak at 789.95 Mt in 2021. According to the lowest carbon emissions technical combination, China's cement industry carbon emissions will peak at 742.37 Mt in 2025. Accordingly, the conclusions will be helpful for making carbon emissions reduction policies for China's cement industry. As the world's largest carbon emitter, China is under great pressure to cut down carbon emissions. Understanding the evolution of carbon emissions across Chinese cities is important for policymakers when allocating carbon emission quota among these cities. This paper draws upon the Open-source Data Inventory for Anthropogenic CO2 to calculate city-level per capita carbon emissions in China from 2001 to 2016. Overall, we find that per capita carbon emissions of Chinese cities have been generally on the rise during the 2001–2016 period. However, there has been on average a modest decline in per capita carbon emissions of cities in China's Yangtze River Delta region and Pearl River Delta region from 2011 to 2016, after a remarkable increase during the 2001–2011 period. A reduction in the CO2 emission intensity (ton per gross domestic product) from a base year to a target year with different rates of reduction in each individual year can yield different cumulative CO2 emissions over time, which could have different effects on the climate. In this paper, an indicator is proposed to measure the extent to which the cumulative CO2 emissions are generated by a specific reduction trajectory of CO2 emission intensity, especially for emerging economies with a relatively higher economic growth rate. The proposed indicator is important for less-developed countries and regions in which economic growth is heavily reliant on energy and in which significant potential exists for improvement of energy efficiency. The indicator is applied to evaluate the CO2 emission reduction performance in China's 12th Five-Year Plan period, and the result is not encouraging, especially when the likely gap between the energy conservation goals and temperature goals is further examined. The Chinese government committed to reduce its national CO 2 emissions intensity by 40–45% until 2020 in response to climate change. This paper quantitatively evaluates the performance of CO 2 emissions reduction over the period 2005–2020 from the historical and prospective perspectives by using a combination of decomposition analysis and scenario analysis, aiming to provide suggestions about how to achieve the target in key emissions reduction fields. Unlike traditional index decomposition methods, this paper incorporates the total energy conversion efficiency effect into the model, and further decomposes it into a final energy mix effect and a final energy conversion efficiency effect by a multilevel decomposition procedure, allowing to measure the contributions of primary energy structure low-carbonization, the final energy mix electrification, and the energy conversion efficiency improvement. The results show that the carbon intensity could decline over the period 2005–2020 by 47.8%, 50.9%, 48.0%, 44.5% and 47.5% in the Business as Usual, S1, S2, S3 and S4 scenarios, respectively. This shows that the 40–45% target is very likely to be achieved. The final energy intensity effect is always the most important driving factor, causing carbon intensity to decrease by 24.0% and 22.1%, again respectively, from 2005–2012 to 2012–2020. Moreover, the energy conversion effect was another major driver during 2005–2012. The Chinese government needs to make more efforts to adjust the industrial structure, which could cause carbon intensity to decrease by 3.6% during 2012–2020, and to adjust the primary energy mix, which could cause carbon intensity to decrease by 7.1% during 2012–2020. In an effort to address climate change, in 2013 China launched the world’s largest government-driven carbon emission reduction programme, the National Low Carbon Industrial Parks Pilot Programme (LCIPPP). This paper analyses this newly developed pilot program. To deepen our understanding of the causes and the impact of industrial park CO 2 emissions, we use the STIRPAT (Stochastic Impacts by Regression on Population, Affluence and Technology) model and data from 20 pilot industrial parks involved in the LCIPPP for the period 2012–2016. This study quantitatively evaluates the effect of CO 2 emissions on output, energy structure, energy intensity, industrial structure, R&D intensity, and population change in different regions and nationally through an elasticity coefficient method. The results confirm that an increase in output and energy intensity is a dominant contributor to the growth of CO 2 emissions whereas an increase of the share of tertiary industry and R&D intensity has significant effects on reducing CO 2 emissions. The elasticity of energy intensity and renewable energy consumption on CO 2 emissions in the eastern region of China is the highest, indicating that using renewable energy to reduce CO 2 emissions for the industrial parks is more effective in the eastern region as compared to the central and western regions of the country. The elasticity of population is significantly negative in both the central and western areas while it is positive in eastern part of China, thereby illustrating that promoting labour intensive industries will be an effective way to reduce CO 2 emissions for the industrial parks in China’s central and western regions. Accurately understanding the real situation of China’s carbon emissions at the provincial level is not only crucial for realizing carbon mitigation in China, but also of great importance for tackling climate change on a global scale. This paper uses detailed energy consumption data subdivided within each fuel type and sector-specific emission factors, to calculate both direct and indirect energy-related CO 2 emissions for China’s provinces, and offers provincially-targeted policy proposals on emission reductions. The results uncover large divergences in calculation of provincial CO 2 emissions between production-based and consumption-based accounting approaches. Considering the large amount of interprovincial CO 2 emission transfers embodied in secondary energy deployment, the consumption-based accounting performs better in reflecting the actual features and responsibilities of carbon emissions in the provinces of China. From the consumption perspective, Shandong, Hebei, Jiangsu, Inner Mongolia, Guangdong, Henan, Liaoning and Shanxi contributed to the majority of China’s carbon emission growth during the period of 1996–2013, while Xinjiang, Sichuan, Anhui, Tianjin and Hunan were playing an increasingly important role. These two groups of provinces should be regarded as the key regions for national emissions abatement. Meanwhile, the energy industry was the top sectoral contributor to CO 2 emissions growth in most provinces, while service and household sectors made increasingly significant impacts on driving up provincial emissions. Together with ongoing efforts in the energy sector, the mitigation of CO 2 emissions in service and household sectors deserves much more attention, especially in the transportation and urban household sectors. Furthermore, the temporal trends of carbon emissions in various provinces, as well as their factor and sectoral driving forces, varied greatly with each other. Therefore, each of the provinces should formulate emission reduction policies according to their own situation, and target the key driving factors and sectors of carbon emissions at the current stage or in the near future. Alleviating global climate change requires the development and adoption of green innovation. This study compares the impact of cooperative and independent green innovation on carbon reduction based on the panel data covering 252 cities in China from 2003 to 2019. We examine the heterogeneous impacts of cooperative green innovation across units, and explain the transmission mechanism. The two-way fixed effects model and interaction model are adopted. Results show that: (1) Cooperative green innovation can reduce carbon emissions more effectively than independent green innovation. A 1% increase in cooperative green patents (inventions) will reduce carbon emissions by 0.023% (0.037%), while independent green patents or inventions play a weak role. (2) For research and development (R&D) partners, firms' cooperative green innovation has a stronger positive effect on carbon reduction than research organizations. The carbon reduction effect of cooperative green innovation is better for listed firms and universities. (3) Mechanism analysis shows cooperative green innovation can reduce carbon emissions by improving the industrial structure and decreasing energy intensity. These effects are stronger when cities have more talent, funds and higher marketability. (4) We also find that listed firms' cooperative green inventions with a ten-year lag can still reduce carbon emissions effectively. Considering the significance and importance of urban sustainability in China and China's history of rapid urbanisation and industrialisation, this paper aims to incorporate the investigation of climate change and air pollution in urban sustainability research in China through a driver-pressure-state-impact-response model. The model has 12 indices: population, enterprise, registered vehicles, energy consumption, emissions and concentrations of carbon dioxide and sulfur dioxide, land use change, annual temperature, tropical nights and reforestation were selected. It was used in the analysis of 14 cities in the Liaoning Province. The results show that the model is an effective tool for urban sustainability research, allowing for the investigation of interactions of climate change and air pollution and contributing to the body of knowledge by aiding generation of realistic and practical measures. Rapid urbanization has exerted substantial pressure on China’s energy system and contributed to climate change. To find the key drivers of urban residential energy consumption and CO 2 emissions, this paper uses an extended Stochastic Impacts by Regression on Population, Affluence and Technology (STIRPAT) model that employs city-level data to examine the influences of population scale, income level, population compactness and price on house-based residential energy consumption, energy-related CO 2 emissions and private vehicle ownership. The empirical results indicate that factors such as population scale, affluence, and population compactness can lead to increases in residential energy consumption and CO 2 emissions. In terms of transportation, income and population scale positively drive the growth of private vehicle ownership, while the fuel price negatively influences private vehicle ownership. Moreover, population scale is the most important factor in residential energy consumption and CO 2 emissions. Finally, policy recommendations are suggested for China’s urban development strategy and urban design and to encourage technology innovations that reduce residential energy consumption and CO 2 emissions. Climate change which is induced from energy consumption and CO 2 emissions has got people's attention; hence, many strategies and ways are being adopted to mitigate CO 2 emissions. Energy substitution is crucial to the promotion of energy conservation and CO 2 emissions reduction. The purpose of this paper is to estimate both inter-factor and inter-fuel substitution in China's iron & steel industry during the period 1985–2011. Empirical results show several conclusions for China's iron & steel industry: (1) own-price elasticity of energy is negative, so increase in energy price will reduce energy input; (2) energy and capital, and energy and labor are substitutes, and the substitution in energy/capital is relatively stronger; (3) though coal, oil and electricity are also substitutes, the substitution effect is not so obvious because of pricing distortions in China. The driving forces of energy efficiency change are further discussed and the results show that technology progress is the key factor determining energy intensity. Therefore, market-oriented reforms in terms of energy prices, improvement in energy substitution (including inter-factor and inter-fuel substation) and promotion of energy saving technologies are important means for ensuring future energy conservation and CO 2 emissions reduction practices in China's iron & steel sector. The 2015 Paris climate change negotiations represents the most ambitious worldwide effort to date to combat climate change. As the largest energy consumer and carbon emitter, China pledges 60–65% cut in carbon intensity below 2005 levels by 2030. To accelerate China's climate efforts, China has also committed to cap its primary energy use at 4.8 billion tons of coal equivalent in 2020. This paper proposes an equitable and efficient scheme to disaggregate this national goal among provinces. A three-step disaggregation procedure is proposed which takes into account the initial allocation, national redistribution and inter-provincial adjustment. First, this study allocates the incremental energy quota, taking 2010 as the base year. Second, part of the energy quota is set aside by the central government for redistribution purposes, while an incremental energy quota index comprising equity and efficiency criteria is used for initial allocation among provinces. Finally, historical efforts and inter-provincial energy flows are considered for inter-provincial adjustment. This disaggregation scheme is flexible and can be easily extended to allocation and management of other resource and environmental targets. The empirical findings can assist decision-makers in identifying which provinces are likely to over-consume the energy quota relative to the proposed allocation and which provinces are likely to perform better in energy conservation. Moreover, the results show that the energy cap set for 2020 is unachievable without further action. With rapid economic development, higher income levels, urbanization and other socio-economic drivers, people's lifestyles in China have changed remarkably over the last 50 years. This paper uses the IPAT model (where I =Impact representing CO2 emissions, P =Population, A =Affluence, and T =emission intensity) to analyze how these main drivers contributed to the growth of CO2 emissions over this time period. Affluence or lifestyle change has been variously recognized as one of the key factors contributing to CO2 emissions. Through comparative analysis of the development of five regions in China, we trace lifestyle changes since the foundation of the People's Republic of China (PRC) in 1949 until 2002. We find that household consumption across the five regions follows similar trajectories, driven by changes in income and the increasing availability of goods and services, although significant differences still exist between and within regions due to differential policies in China and different possibilities for social mobility. There are considerable differences between the southeast and northwest and between urban and rural areas. We also found that technological improvements have not been able to fully compensate for the increase of emissions due to population growth and increasing wealth, which is also in line with results from other studies. Finally, this paper emphasizes that developing countries such as China, which is home to 22% of the world population and a growing middle class, and which is on a fast track to modernization, need to ensure that people's lifestyles are changing towards more sustainable ways of living. China has been investing heavily in infrastructure and thus creating the emissions of tomorrow. In a joint U.S.–China statement on climate change , the Chinese government declared to peak CO 2 emissions around 2030. This demonstrates the government's determination to deal with carbon emission and climate change. Although the food industry is not a carbon emission-intensive industry, its large scale makes the emission reduction in the industry very important. Based on the input–output structural decomposition method, this paper calculates the CO 2 emissions of China's food industry from 1991 to 2012, and decomposes the change in CO 2 emissions of the industry during 1992–1997, 1997–2002, 2002–2007 and 2007–2010 into four main effects: emission factor, energy structure, energy intensity, and total output (including four sub-effects: intermediate use, domestic final demand, import substitution and export extension). The results show that changes in CO 2 emissions in the food industry mainly depends on total output effect and energy intensity effect. Energy intensity effect is the most important factor reducing CO 2 emissions, as it reduced cumulative 213 million tons (Mt) CO 2 emissions of the industry. Among total output effect, the effects of intermediate use and domestic final demand are the two biggest contributors to carbon emissions. Finally, we provide some policy advices for constraining and reducing CO 2 emissions of China's food industry. The advices include increasing R&D investment and the substitution of energy with other input factors to decrease energy intensity, increasing the added value of the food industry, optimizing the energy structure with more clean and low-carbon energy, and maintaining the prices of raw materials of the food industry (i.e. agricultural products) with taxes or subsidies. Abstract: Climate change has become the most globally concerned environmental issue. As the world's largest carbon dioxide emitter and primary energy consumer, China has strong incentives to change its coal-dominated electricity structure. Various renewable powers such as wind and solar are suitable and necessary options for carbon emission reduction. The 12th Five-Year (2011–2015) and the mid-term until 2020 are critical periods for the development of Chinese renewable powers. In this paper individual renewable electricity sources were introduced based on their characteristics. Based on the introduction, the targets as well as their effects in the medium and long-term were presented and explained; challenges China has to face in the periods were discussed in detail, and emphasis was put on hydro, solar and wind power, which is highlighted in the plans. High-precision (±0.1 ppm) and high-frequency (hourly averaged) in situ measurements of atmospheric carbon dioxide (CO) were made for the first time from August 2005 to July 2007 at Yanbian, China using a non-dispersive Infrared (NDIR) analyzer with National Oceanic and Atmospheric Administration/Earth System Research Laboratory (NOAA/ESRL) standards. The results of these measurements are presented in this paper and are used to investigate the regional representativeness of regional background data at Yanbian and determine the CO emission source regions in Northeast Asia. The phase of the monthly variations at Yanbian reflects the special regional characteristics, which were overall in excellent agreement with other observatories in the middle-to-high latitudes in the Northern Hemisphere. Applying a hybrid receptor model to the regional emission source events in cold period (November-April), we estimated the distribution of the major CO emissions in the northeast Asia. The results indicated that the strongest potential emission areas contributing to Yanbian are the Beijing & Tianjin metropolitan areas, southwestern part of Shandong Province including Jinan, and Vladivostok. The results of this study reveal the usefulness of in situ CO measurements at Yanbian in establishing the scientific foundation for monitoring the large CO emission areas in northern China and Russia. Continued monitoring of CO at Yanbian within a regional network should provide significant contributions to both understanding the global/regional carbon cycle and constraining 'top-down' emissions in Northeast Asia. Abstract: Characterizing the carbon footprint (CF) of agricultural production offers key information for pursuing low carbon agriculture and food consumption. While China has long strived for increasing food production capacity for its large and still growing population, the high emissions cost, especially from the over use of agro-chemicals, has been widely debated for the last decade. However, the CF of China''s crop production has not yet been assessed. This paper reports a basic estimate of CF of crop production using national statistical data available for the period of 1993–2007. The dataset includes the amount of individual agricultural inputs (fertilizer, pesticide, diesel, plastic film, etc.), cultivation area and total of production whole crops. Using the emission factors estimated for China''s agricultural features and available abroad, the mean overall CF of China''s crop production was estimated to be 0.78±0.08tCEha−1 yr−1 and 0.11±0.01tCEt−1 yr−1, for land use and bulk production respectively. For the duration the data covered, the carbon intensity under cultivation land use was seen to increase since 1993. Among the total, fertilizer induced emissions exerted the largest contribution of ∼60%, being 0.45±0.04tCE per ha and 0.07±0.01tCE per ton of production, on average. Compared to the UK, the estimated overall CF of China''s crop production was higher in terms of cultivation land use. While there was a significant positive correlation of carbon intensity with total production, carbon efficiency was shown in a decreasing trend during 2003-2007. Therefore, low carbon agriculture should be pursued, and the priority should be given to reducing fertilizer application in agriculture of China. However, for developing best management practices for climate change mitigation in crop production of China, further studies of crop and regional specific CFs and the variation with climate conditions and agricultural managements are needed. Abstract: This paper identifies the main features of CO2 emission from fossil energy combustion in China. Then it estimates China''s future energy requirements and projects its CO2 emission from 2010 to 2020 based on the scenario analysis approach. China''s rate of carbon productivity growth is estimated to be 5.4% in the period 2005–2020, while the CO2 intensity of GDP will reduce by about 50% but CO2 emission in 2020 will still be about 40% higher than prevailing in 2005 because of rapid growth of GDP. This estimation is based on the assumption that China will implement a sustainable development strategy in consideration of climate change issues. The main objectives of the strategy are to implement an “energy conservation first” strategy, to develop renewable energy and advanced nuclear technology actively, to readjust the country''s economic structure, and to formulate and legislate laws and regulations, and to build institutions for energy conservation and development of renewable energy. It concludes that international measures to mitigate CO2 emission will limit world fossil fuel consumption. China is not placed to replicate the modernization model adopted by developed countries and has to coordinate economic development and carbon dioxide emission control while still in the process of industrialization and modernization. Global warming tends to be the major characteristics of the dramatic global climate change. To deal with these changes, the impact of reducing greenhouse gas (GHG) emission on Chinese future economic and social development has to be assessed. In this paper, a Regional Integrated model of Climate and the Economy (RICE), which is well known and accepted widely, has been used for Chinese economic assessment of climate change after introduction, assimilation and verification. Based on a sensitivity analysis of technical parameters in the RICE model and constrained targets proposed for energy saving and emissions reduction technological advance programs of China from 2000 to 2050, the economic impact of the programs is examined. The results indicate that when technology advances, Chinese CO2 emission, climate loss, and the growth rate of atmospheric CO2 concentration and temperature will all decrease. It is assumed that in 2010, the CO2 emission is 20% lower than in 2005, CO2 emission in 2050 would only double the level in 2000, the accumulative CO2 emission would be decreased by 12.4 GtC, and the atmospheric CO2 concentration and temperature in 2050 would reduce by 35 GtC and 0.04°C respectively from 2000 to 2050. The accumulative climate loss from 2000 to 2050 will drop down by 4.6 billion dollar, which only accounts for 6% of the global total benefits. However, the economic benefit the developed countries will obtain is 10 times that for China under such a technological advance scenario. The decrease of the CO2 emission control rate is 1% in cooperation policy while 4.6% in non-cooperation policy, which would relieve China's burden in the control of CO2 total emission and thereby benefit China in participation of the international cooperation for CO2 emission reduction. The increased demand for energy in China has generated concomitant increase of carbon emissions, which poses an unprecedented challenge to China's, and even global, sustainable development. In this paper, from the perspective of provincial carbon emissions, we analyze China's carbon emissions changes during 1997-2007 based on the index decomposition analysis method. We find that: (1) China's CO2 emissions from end-use energy consumption mainly originated from such major industrial provinces as Hebei, Jiangsu, Zhejiang, Shandong, Henan and Guangdong. (2) Economic growth and decline in energy intensity will have the greatest impact on CO2 emissions from end-use energy consumption. Economic growth is the key factor driving the increase of CO2 emissions. Change in energy intensity can more or less decrease CO2 emissions. In the future, China's carbon emissions mitigation policies should be developed to address these differences in provincial carbon emissions. [ABSTRACT FROM AUTHOR]

Preparatory talks to the next round of negotiations seem to indicate that a comprehensive agreement to mitigate climate change will not be easily attainable, despite the intentions of the US administration and the high expectations surrounding the Copenhagen meeting. One key reason is to what extent fast growing economies, and especially China, should take actions to reduce their growth of emissions. This paper argues that a turning point for international negotiations on climate change could be achieved if China were to agree on carbon obligations in the future. Results from modelling work suggest that the optimal investment behaviour is to anticipate the implementation of a climate policy by roughly 10 years, and that thus future commitments—if credible—could lead to significantly earlier steps towards carbon mitigation. If fast growing economies, and foremost China, believe in the long term objective of global stabilization of carbon concentrations, it might be economically rationale to sign on future targets, provided developed countries take on immediate action.
