The process of carbon neutrality does have economic costs; however, few studies have measured the cost and the economic neutral opportunities. This paper uses a dynamic computable general equilibrium (CGE) model to simulate China's carbon neutrality path from 2020 to 2060 and analyzes its economic impact. This paper innovatively adjusts the CGE modeling technology and simulates the boundary of the Porter hypothesis on the premise of economic neutrality. The results show that the carbon neutrality target may reduce the annual GDP growth rate by about 0.8% in 2020–2060. To make the carbon pricing method under the carbon neutrality framework meet the strong version of the Porter hypothesis (or economic neutrality), China must increase its annual total factor productivity by 0.56–0.57% in 2020–2060; this is hard to achieve. In addition, the study finds that China's 2030 carbon target has little impact on the economy, but the achievement of the 2060 carbon neutrality target will have a significant effect. Therefore, the paper believes that the key to carbon neutrality lies in the coexistence of technological innovation and carbon pricing to ensure that we can cope with global warming with the lowest cost and resistance. The essential to achieving the 2060 carbon neutrality target in China lies in the performance of the construction industry. Decoupling economic development from CO2 emissions is the main strategy for reducing emissions in the construction industry. This paper is based on panel data for China and its 30 provinces during 2009–2019. A Tapio decoupling model is constructed to analyze the decoupling state of economic development and CO2 emissions in the construction industry. The logarithmic mean Divisia index model is constructed to continue the decomposition of the drivers of the decoupling state and CO2 emissions. The results show that (1) the economic development level of most provinces is positively correlated with their CO2 emissions; (2) Beijing and Jiangsu reach the ideal strong decoupling state, and Heilongjiang has the worst decoupling state. The same type of decoupling state shows a certain aggregation phenomenon in space; (3) economic output plays a critical role in promoting CO2 emissions and decoupling of the construction industry in China and the provinces. The main driver of decoupling is indirect carbon intensity; (4) energy intensity has a greater impact on CO2 emissions reduction in regions with more developed economic levels. Understanding the drivers of the decoupling state in China's construction industry provides a valuable basis for energy efficiency and emission reduction efforts in China and other countries. Global warming is a critical crisis threatening human survival and development. International organizations and countries worldwide are introducing policies and practices to achieve carbon neutrality. In China, numerous carbon neutrality policies have been established; however, a systematic understanding of the underlying policy logic is lacking. Using the institutional analysis and development (IAD) framework, this paper analyzes selected carbon neutrality policies in China. We conducted a bibliometric visualization analysis of the texts of 20 policies and matched their logic to the elements of the IAD framework. We established 90 keywords with occurrences of no less than 10 times in China's carbon neutrality policies. The network visualization analysis identified six clusters. We discuss implementation challenges of China's carbon neutrality policies, address the policy implementation, and finally outline impacts on China's carbon neutrality governance. This study responds to the global concern over China's carbon neutrality commitments by clarifying the institutional logic of China's policies and actions. Carbon neutrality is an important policy in the current global response to climate change and has been widely recognized by various industries. In the process of promoting carbon neutrality, new energy plays a pivotal role. In this study, the definition and connotation of new energy and its role and specific operation in the energy transition of carbon neutrality are firstly explained. Promoting new energy development requires significant green and low-carbon investments. Taking China as an example, this paper analyzes the opportunities brought by the carbon neutral process to the field of green finance and analyzes the main features and development trends of green finance in China at present. Then this paper proposes policy recommendations to strengthen the development of green finance in China in terms of improving the green financial policy system, enhancing the supply capacity of green financial services, and optimizing the supporting environment for green financial development. Finally, this paper analyzes the measures and experiences of the United States in promoting low-carbon development and proposes countermeasures for China's low-carbon development on the basis of the five major relationships that need attention in China's carbon-neutral process. That is, strengthen the top-level design and improve the regulatory policy system; optimize the energy structure and increase the proportion of clean energy; optimize the industrial structure and reduce energy consumption in key industries; build a complete low-carbon technology system and promote low-carbon technology research and development and demonstration applications, and encourage local conditions to explore low-carbon development paths. The United States (U.S.) and China are key to meeting the goals of the Paris Agreement and reaching carbon neutrality by around mid-century. Despite differences, carbon neutrality will be met more rapidly if the two countries coordinate and facilitate synergies in carbon-neutral technologies and policy development and implementation. Building on long-term pathway models in the U.S. and China, current emissions trends and sources, and a policy analysis, this paper puts forward a novel framework for U.S.-China coordination on carbon neutrality. The analysis reveals similar technology and policy pathways, policy gaps, and shared milestones for decarbonization in 2030, 2040, and 2050-2060. The main technological pathways focus on reductions in energy demand and non-energy-related CO2 emissions, decarbonization of electricity and fuels, and increases in electrification rates and CO2 sequestration. Given existing domestic policies and opportunities for further action, areas for coordination on carbon neutrality include common policy milestones; dialogue and technical exchange; research, development, and demonstration (RD&D); and international climate leadership. Despite escalated tensions between the U.S. and China, and challenges for climate cooperation, coordination between both countries on carbon neutrality is both possible and necessary. Carbon neutrality will be met more swiftly if the U.S. and China coordinate and facilitate synergies in carbon-neutral technologies and policy. Even though China has mapped out different policies targeting the mitigation of its environmental degradation, the country still occupies the 1st position in the ranking of carbon emissions due to excessive utilization of non-renewable energy sources in its domestic economic activities. From a theoretical and empirical point of view, factors like economic growth, financial development, export diversification, technological innovation, and renewable energy can be considered to play a vital role in environmental quality. Therefore, this study exposes the environmental performance of China amidst export diversification, financial development, innovation, and clean energy use. Due to the non-availability of data, the annual data of China are converted to quarterly data from 1995Q1 to 2018Q4, and autoregressive distributed lag-(ARDL) and Granger causality approaches are adopted in this study for quantitative and insightful analysis. The findings from both approaches expose the environmental implications of the selected variables (renewable energy, financial development, technological innovation, and export diversification) to China's sustainable development. ARDL approach has confirmed the inverted U-shaped link between financial development and emissions of carbon for China, a negative link between renewables, technologies, and carbon emissions, and a direct association exists between the diversification of export, economic growth, and emissions of carbon. This pattern points toward mitigating environmental dilapidation with renewable energy, technology, and financial development. The Granger causality output lends support to the ARDL findings; hence, a policy initiative that will promote the renewable energy sector and technological innovation through financial programs is advised. The Chinese government announced the clear goal of attaining carbon neutrality by 2060, in order to gradually achieve net-zero carbon dioxide (CO2) emissions, whose impact on global warming needs to be reduced while also a sustainable industry needs to be promoted. Recognizing the critical role of Green Human Resource Management (GHRM) in supporting green innovation and achieving the carbon neutrality agenda, this study aims to fill a research gap by emphasizing this overlooked nexus. The former examines the influence of GHRM, green innovation, and carbon neutrality on environmental performance by carefully analyzing the current literature on China's achievement of carbon neutrality and its implications for environmentally friendly performances. China has committed to achieve net carbon neutrality by 2060 to combat global climate change, which will require unprecedented deployment of negative emissions technologies, renewable energies (RE), and complementary infrastructure. At terawatt-scale deployment, land use limitations interact with operational and economic features of power systems. To address this, we developed a spatially resolved resource assessment and power systems planning optimization that models a full year of power system operations, sub-provincial RE siting criteria, and transmission connections. Our modeling results show that wind and solar must be expanded to 2,000 to 3,900 GW each, with one plausible pathway leading to 300 GW/yr combined annual additions in 2046 to 2060, a three-fold increase from today. Over 80% of solar and 55% of wind is constructed within 100 km of major load centers when accounting for current policies regarding land use. Large-scale low-carbon systems must balance key trade-offs in land use, RE resource quality, grid integration, and costs. Under more restrictive RE siting policies, at least 740 GW of distributed solar would become economically feasible in regions with high demand, where utility-scale deployment is limited by competition with agricultural land. Using panel data for Chinese prefecture-level and above cities from 2003 to 2017, we employed the difference-in-differences (DID) method to explore whether innovative city constructions reduced carbon emissions. The results show that innovative city constructions significantly curb carbon emissions in Chinese cities, which is supported by a series of robustness tests. Specifically, we found that innovative city constructions could reduce carbon emissions by 5.21%, which is equivalent to a total of about 5.46 million tons. In addition, we provided evidence that innovative city constructions curb carbon emissions by promoting technological innovation, industrial upgrading and industrial green development, ecological improvement, and government intervention. Furthermore, heterogeneous results indicate that the carbon reduction effect of innovative city constructions is mainly found in eastern cities and cities with better industrial development and human capital base. Our findings further enrich the study on the environmental benefits of national innovation incentives and public policies and provide important insights in carbon neutrality and achieving sustainable development, especially for developing and emerging market countries. China's wide-ranging circular economy (CE) efforts have been studied multiple times from a range of perspectives. Synthesizing the relevant literature, this paper provides a critical reflection on the transition to a CE in China. Key factors for China's success in shifting towards a CE are seen in multi-level indicators and upscaling niches. This paper makes a novel contribution on limitations to progress, based on emerging evidence on CE projects that fail to sustain. Enriched by experts feedback, this paper critically addresses future challenges to a deep transition resulting from implementation gaps between early majorities and mass markets and coordination challenges arising through regional and sectoral differences. In light of China's commitments to climate neutrality by 2060, such challenges are considered serious. Based on feasible policy learning, the paper however proposes synergies between the CE and decarbonisation driven by efficiency improvements, comprehensive core indicators, upscaling and urban policies as trigger for deeper transformations. Carbon neutrality is a key human endeavor to deal with global climate while China is the country producing the most publications on carbon neutrality. However, what are the focuses of carbon-neutrality research in China? To answer such an important question, this study adopts a bibliometric approach to analyze carbon-neutrality journal publications from China-based researchers during the period of 2008–2022 using CNKI and Scopus. Results showed that carbon-neutrality publications in Chinese and English journals by Chinese-based researchers increased from 4 in 2008 to 2879 in 2022. In Chinese journals, X.D. Hao was the most productive author with 10 publications. In English journals, Y.K. Zhou was the most productive author with 14 publications. As a whole, the Chinese Academy of Sciences was the most productive institution with 376 publications. Co-occurrence of keywords analysis revealed seven themes in Chinese journal articles, namely, "carbon neutrality and climate change", "energy transformation", "peak carbon emission", "carbon emission and low carbon economy", "realization path in China", "hydrogen energy and clean energy", and "green finance and sustainable development". In English journals, three major clusters were formed—"carbon, carbon neutralities, emission control, and energy utilization", "carbon dioxide, carbon neutrals, biomass, and electrocatalysts", and "China, carbon neutrality, sustainable development, and economic development." Most extant publications focused on policy and technological development. To explore the role of forest carbon sinks in achieving carbon neutrality, the cointegration regression method and scenario analysis are utilized to forecast the long-term development trend of China's forest carbon sinks up to the year 2100 and their impact on carbon neutrality. The results show that: (1) Under routine, accelerated, and strengthened ecological civilization scenarios (or RECS, AECS, and SECS, respectively), China's forests are projected to absorb 531–645 million tons of carbon by 2050 and 2.32–4.69 billion tons of carbon by 2100, respectively, and the value of the strengthened scenario will be markedly higher than that of the routine scenario. (2) Driven by slower growth in forestry investment, China's forest carbon sinks growth in all three scenarios peak by 2050 and then slow in a U-trend, with the growth rate in the SECS 0.45 percentage points higher than that of AECS, and the growth rate in the AECS 0.44 percentage points higher than that of RECS. (3) Under SECS, forest carbon sinks can help China achieve its carbon neutrality goal in 2054 (before the target date of 2060) with cumulative forestry investment of 53.3 trillion yuan and an annual investment growth rate of about 6.3%. Many countries have adopted carbon regulatory policies in pursuit of carbon neutrality, which pose great transition risks for energy-intensive sectors. Using the panel data of 186 Chinese listed enterprises in the energy-intensive sector from 2007 to 2019, this study investigates the impact of green technology innovation on corporate operation risks. Empirical evidence shows that energy-intensive enterprises can effectively reduce their operational risks by participating in green technology innovation activities. This study also proves the mechanism of obtaining the support of public policies and enhancing investor confidence in the capital market, while the mechanism of improving recognition in the consumer market is insignificant. Climate policy uncertainty weakens the stabilizing effect of green technology innovation on operational risks. In addition, green technology innovation has a weak stabilizing effect on the operational risks of state-owned enterprises, while government subsidy can strengthen the stabilizing effect. Finally, the stabilizing effect of green technology innovation on operational risks varies by region, period, scale and ownership. This study and its findings provide theoretical insights for corporate risk management in energy-intensive industries and theoretical analysis for the realization mechanism of the market value of corporate green behavior. China is making a challenging effort to achieve its ambitious goal of becoming carbon–neutral by 2060. Therefore, the Chinese government should develop effective policy tools to improve its carbon neutrality plan. Due to this importance, an empirical study is required to examine the comprehensive effect of the carbon neutrality policy on CO2 emissions in China. Also, the role of economic development on the environment, the environmental Kuznets curve (EKC) hypothesis in the carbon neutrality-CO2 emissions nexus, has yet to be examined. Considering this gap, the present study investigates the impacts of carbon neutrality policy and the economy on CO2 emissions at China's provincial and regional levels from 2006 to 2017. We use a comprehensive approach to measure the carbon neutrality policy through the source control and sink increase perspectives. This study performs the panel-corrected standard errors (PCSE) and the feasible generalised least squares (FGLS) regression techniques to control the heteroscedasticity and cross-sectional correlation issues. The results show that an improvement in energy efficiency and renewable energy power generation decreases the per capita CO2 emissions at the provincial level from the source control perspective. From the sink increase perspective, only green space development affects CO2 emissions reduction; the development of carbon capture, utilisation, and storage (CCUS) does not. Also, this study shows that the EKC hypothesis holds true in China nationally and in the central region. Due to differing regional development patterns, the impact of carbon neutrality policy on CO2 emissions varies across regions. In recent decades, large-scale deployment of photovoltaic (PV) power leads to management challenges for recycling PV module waste in China. With the growth of waste PV volumes, it is necessary to figure out the spatio-temporal distribution of PV waste at the provincial level. Based on China's carbon neutrality goal by 2060, six development pathways of PV installed capacity are proposed to identify in-use stocks of PV capacity. In particular, we develop the retired flow estimation model for PV modules that is constructed by three PV module degradation scenarios. The results show that a relatively large scale of PV waste will be started to emerge in China by 2030 and the cumulative waste is expected to reach 1100 ∼ 1450 GW by 2060. Our findings also indicate an unequal distribution of PV waste across regions and the highest PV waste volumes by 2060 is the East China region at 31.4%, with Shandong (8.99%) and Hebei(8.65%) ranking as the top provinces. This prospective research will help the PV industry plan the location and capacity of recovery facilities at an appropriate time to advance toward a more resource efficient and circular economy. Achieving the carbon neutrality in China has great impact on alleviating global warming. Compost application, an important measure to promote soil organic carbon (SOC) sequestration, has been practiced in China since 2015. However, it is still unclear how much carbon can be fixed by cropland soil under compost application in the whole China. China has pledged to strive for the goal of carbon neutrality by 2060, which brought two issues: whether compost application can consistently promote SOC sequestration until 2060, and how much contribution it can make to the carbon neutrality. In the present study, we analyzed the results from 93 literatures to determine the SOC sequestration under compost application in the different agricultural divisions of China. Results showed that there were regional differences in the effect of compost application on SOC sequestration. The annual SOC sequestration in Northern China (NC) and Gansu + Xinjiang (GX) was significantly high than other regions. In addition, the annual SOC sequestration was negatively related to the duration of the experiment, while the accumulative SOC sequestration during the experimental period increased with the increase of the duration. According to our results, the total SOC sequestration in topsoil of Chinese cropland was 85 Tg C year−1 under compost application, which will make a 4.4% contribution to carbon neutrality during 2021–2060. In conclusion, cropland soil in China can still sequester carbon for more than 35 years under compost application. Thus, abidingly promoting compost application in China is crucial to accomplishing the carbon neutrality goal. [ABSTRACT FROM AUTHOR]

This study evaluates China's forestry green technology innovation efficiency (FGTIE) using slack-based Data Envelopment Analysis (DEA) based on Chinese provincial panel data from 2011 to 2020. This research endeavours to explore the spatiotemporal dynamics of FGTIE in China and identify its influencing factors. The results demonstrate obvious spatial distribution differences among Chinese FGTIEs, with the southwestern region being relatively stable and the central and southeastern regions being more variable, revealing a general state of clustered development. FGTIE demonstrates a significant spatial correlation. The correlation intensity reveals a 'W'-shaped, 'down–up–down' trend, suggesting that a universal spatial pattern of FGTIE has not yet developed a steady state and that stable spatial aggregation characteristics among provinces are evident. The influencing factors of FGTIE are confirmed to have significant spillover effects. Increases in social security, foreign direct investment and environmental policy stringency will promote efficiency improvements in neighbouring provinces through positive spillover effects, and the economic development level and forestry scale will inhibit efficiency improvements in neighbouring provinces through negative spillover effects. In this paper, we identify the causal effects of the industrial transfer policy (ITP) on carbon emissions. Specifically, we treat the demonstration zones of undertaking industrial transfer in China as a quasi-natural experiment and evaluation its carbon mitigation effects using the difference-in-differences (DID) and matching DID strategies. Our findings suggest that the ITP exerts a significant negative impact on carbon emissions. In particular, both the DID and matching DID estimates indicate that the ITP leads to mitigate carbon emissions by approximately 4.9 and 4.7 million tons, respectively. We also investigate the heterogeneous carbon mitigation effects of the ITP. Moreover, various checks and falsification tests are also presented to confirm the causal effects, including the placebo test, concurrent events test, alternative measures of the ITP and carbon emissions, alternative estimation method and matching technique. The results indicate that our key conclusion, the carbon mitigation effect of the ITP is robust. These results indicate that policymakers should seize the carbon mitigation dividend of the ITP to achieve the goal of carbon neutrality. Policymakers should also reduce the regional development differences, improve the level of opening to the outside world, strengthen the construction of green demonstration zones for industrial transfer to mitigate carbon emissions. • The carbon mitigation effects of the demonstration zones of undertaking industrial transfer in China are investigated. • The industrial transfer policy leads to mitigate carbon emissions by approximately 4.7 million tons. • The heterogeneous carbon mitigation effects of the industrial transfer policy are examined. • The results are supported by robustness and falsification checks. China announced its national goal to reach the peak of carbon emission by 2030 and achieve carbon neutrality by 2060, during the General Assembly of the United Nations in September 2020. In this context, the potential of the carbon sink in China's terrestrial ecosystems to mitigate anthropogenic carbon emissions has attracted unprecedented attention from scientific communities, policy makers and the public. Here, we reviewed the assessments on China's terrestrial ecosystem carbon sink, with focus on the principles, frameworks and methods of terrestrial ecosystem carbon sink estimates, as well as the recent progress and existing problems. Looking forward, we identified critical issues for improving the accuracy and precision of China's terrestrial ecosystem carbon sink, in order to serve the more realistic policy making in pathways to achieve carbon neutrality for China. Emissions trading system (ETS) is a cost-effective way towards achieving the carbon neutrality goal. Based on the gaps in the research on carbon allowance allocation vis-à-vis the carbon neutrality target, this study examines how to allocate carbon allowances equitably and effectively among Chinese provinces. Different from the previous research that mainly considers responsibility, ability, and potential of equity dimensions, this paper proposes a composite indicator allocation approach based on the equity of history, demand, contribution, and guarantee, and it also employs the entropy method and expert survey method to obtain the indicator weight values in different scenarios. Results show that the carbon allowances of some provinces, such as the forest-rich province of Yunnan, vary significantly in five scenarios, but little differences are observed for some provinces, such as the high historical emissions province of Shanxi. More provinces achieve data envelopment analysis efficiency in the preferred scenario. Compared with the objective scenario, the required emission reduction in the preferred gross domestic product (GDP) scenario is 231 million tonnes less, and the emission reduction cost is 190 billion yuan less. The spatial characteristics of carbon emissions form the basis for exploring carbon neutrality measures for different regions. As the second largest carbon emission source globally, agricultural carbon emissions should not be ignored. This paper used panel data from 2009 to 2019 to calculate the agricultural carbon emissions of 30 provinces in China, and used the ML index, spatial Morans'I index and three convergence indices to analyze the dynamic changes and spatial pattern of China's agricultural carbon emission performance (ACEP). The results showed that: (i), China's ACEP has increased by 1.5% from 2009 to 2019, following a spatial pattern of eastern (1.041) > western (1.020) > central (0.974);(ii) the contribution of technological progress to China's ACEP was 1.035, exceeding 1, and thus indicating that technological progress can improve ACEP, while the contribution of efficiency changes was only 0.991; (iii) China's ACEP has exhibited a spatial aggregation effect over the last 10 years (P < 0.05), but the value of Moran's I index dropped from 0.265 in 2009 to 0.202 in 2019, which indicates that the spatial aggregation of ACEP is weakening; and (iv) the ML index for 30 provinces in China showed σ convergence, which indicates that the ACEP is improving, while there is absolute β convergence and conditional β convergence, which indicates a "catch-up effect" among regions. How have 30 years of development in energy and climate policies influenced long-term trends in China and what does this imply for future climate policies? To answer the question, this article examines three decades of energy and climate policies in China. By providing an overarching review, it contributes new and updated research on drivers behind long-term climate policies and whether China's long-term emissions trend can be broken by placing greater emphasis on innovation, technology and low-carbon development. Importantly, it analyses the most recent policy developments in China, such as the likely effects of China's recent 2060 carbon neutrality goal. We conclude that after the Paris Agreement, the biggest policy change has been technological innovation in the power and transport sector. China has prioritized measures, laws and policies for developing renewable energy, especially solar and wind.
