Solid-state hydrogen storage technology has emerged as a disruptive solution to the "last mile" challenge in large-scale hydrogen energy applications, garnering significant global research attention. This paper systematically reviews the Chinese research progress in solid-state hydrogen storage material systems, thermodynamic mechanisms, and system integration. It also quantitatively assesses the market potential of solid-state hydrogen storage across four major application scenarios: on-board hydrogen storage, hydrogen refueling stations, backup power supplies, and power grid peak shaving. Furthermore, it analyzes the bottlenecks and challenges in industrialization related to key materials, testing standards, and innovation platforms. While acknowledging that the cost and performance of solid-state hydrogen storage are not yet fully competitive, the paper highlights its unique advantages of high safety, energy density, and potentially lower costs, showing promise in new energy vehicles and distributed energy fields. Breakthroughs in new hydrogen storage materials like magnesium-based and vanadium-based materials, coupled with improved standards, specifications, and innovation mechanisms, are expected to propel solid-state hydrogen storage into a mainstream technology within 10–15 years, with a market scale exceeding USD 14.3 billion. To accelerate the leapfrog development of China's solid-state hydrogen storage industry, increased investment in basic research, focused efforts on key core technologies, and streamlining the industry chain from materials to systems are recommended. This includes addressing challenges in passenger vehicles, commercial vehicles, and hydrogen refueling stations, and building a collaborative innovation ecosystem involving government, industry, academia, research, finance, and intermediary entities to support the achievement of carbon peak and neutrality goals and foster a clean, low-carbon, safe, and efficient modern energy system. Carbon neutrality is the only way for green low-carbon development. Technological progress is an important starting point for improving energy efficiency. Through scientific and technological innovation, improving energy efficiency is a practical way to achieve the goal of carbon neutralization. Due to the limitation of data and index selection, there is no qualitative analysis of carbon neutrality in this paper. Compared with previous studies, the paper has the following contributions: Firstly, the energy efficiency score of China's provincial level is measured with the DEA method and it is found that the average energy efficiency score of the eastern region is the highest, followed by the western region, and finally the central region. The results also show that the energy efficiency is not in accordance with the economic growth. The regions with higher energy efficiency scores are not always economically developed because of huge energy consumption supporting the economic development. Secondly, the Tobit method is used to study the impact of the reverse technology spillover effect of OFDI on China's energy efficiency. The results show that the spillover effect has a significant positive effect on the improvement of China's energy efficiency, and has a positive impact on the eastern and western regions, but has no significant impact on the western region. Finally, we put forward some policy recommendations to increase energy efficiency to approach carbon neutrality and thus promote green economic development. The core of low-carbon development lies in reducing carbon sources and increasing carbon sinks, and the construction of free trade zones (FTZs), as an experimental field for China' s comprehensively deepening reforms, is of great significance to urban lowcarbon development. Based on the panel data from 288 cities in China from 2007 to 2020, this paper first comprehensively evaluated the carbon neutrality levels of cities from two aspects: carbon emission and sequestration. Then, it used the multi-period difference-indifferences method and the spatial Durbin model to explore the 'low carbon effect' of the establishment of FTZs. The results showed that: the establishment of FTZs had a significant impact on the low-carbon development of the cities where they were located. Specifically, the establishment of FTZs could drive urban low-carbon development from within the cities by improving their digitization and resource allocation efficiency. At the same time, increased government attention to green development enhanced the carbon emission disincentive and boosted carbon uptake facilitation, fostering a more robust urban low-carbon development. Moreover, the carbon emission suppression effect, carbon absorption promotion effect, and carbon neutral effect of establishing the FTZs varied according to the batches of the establishment, city location, and city characteristics. The 'low-carbon effect' of the first two batches of FTZs, the region south of the Qinling-Huaihe River, and the cities with a higher degree of openness were more pronounced overall. Furthermore, the establishment of the FTZs also had a certain spatial spillover effect on urban low-carbon development. Based on these findings, the paper suggests prioritizing top-level design, exerting comparative advantages, and promoting the low-carbon development benchmark area in a gradient manner. Acceleration of trade facilitation and digital financial reform, promotion of the digital transformation of traditional industries with advantages, and encouragement of digital and low-carbon deep integration are also recommended. The introduction of highquality foreign investment should be combined with the improvement of the effectiveness of supervision and services to improve the efficiency of resource allocation. The study proposes leveraging digital platforms and free trade alliances to maximize the FTZs' catalytic effects. Overall, this study offers significant theoretical and practical insights for enhancing the construction of the FTZs, promoting urban low-carbon development, and advancing towards the goal of carbon neutrality. Assuming responsibility for emission reduction is an important part of participating in the global governance of climate change. Countries with a carbon neutrality target now cover about 75% of global greenhouse gas emissions. Carrying out fairness evaluations of their carbon neutrality targets provide a strong basis for the global carbon inventory. In this paper, the target years of carbon neutrality for major countries and regions under the global target of 2 °C and 1.5 °C are studied using the burden sharing model. On this basis, this paper simulates the possible pathways of carbon neutrality and evaluates the ambition of emission reduction targets in terms of annual emission reduction, per capita emission, and cumulative per capita emission. The results show that, from the perspective of equity, most of the developing countries cannot meet the global goal of 1.5 °C. The United States and the European Union nations could achieve carbon neutrality by 2050 by continuing their annual emission reductions under their existing NDC targets. However, to achieve carbon neutrality by 2060, China's annual emission reduction rate from 2030 to 2050 will be 6.7%, and the annual amount of emission reduction accounts for 51% of the global amount under the 1.5 °C target. Meanwhile, China would become the main force behind global cumulative emissions in the following decades. Thus, the emission reduction pathways China chooses will have an important impact on global climate mitigation progress. Based on the above research conclusions, this paper proposes that developed countries and developing countries should explore bilateral or multilateral cooperation in technology and finance in the field of climate change. After the carbon peaking and carbon neutrality goals were proposed, different institutions and scholars carried out research on China's medium- and long-term mitigation pathways. Through the literature review of China's research on carbon neutrality, this paper finds that the zero-carbon energy transition is the key to achieving carbon neutrality. The main driving factors of reducing energy-related carbon emissions include the cleanliness of primary and secondary energy supply systems, the electrification of energy consumption and the development of hydrogen energy, energy efficiency improvement, carbon capture and storage (CCS), and negative emissions. Furthermore, based on the literature, this paper conducts a quantitative comparative analysis, and selects key indicators for comparative analysis and summary from seven dimensions, including economic and social development, carbon emission pathways, primary energy consumption, final energy consumption, final hydrogen energy consumption, electricity demand and supply, and installed capacity and structure of power generation. Main conclusions are as follows: (i) In terms of carbon emission pathways, the institutions generally believed that China will peak carbon emissions around 2028 and achieve carbon neutrality between 2050 and 2060. Achieving net-zero or near-zero emissions first in the power sector is the key to carbon neutrality across the society; (ii) In terms of energy supply, it is a consensus to increase the proportion of clean energy and reduce carbon emissions from the source. The proportion of clean energy in primary energy will increase to more than 85%, and the proportion of clean energy power generation and installed capacity will reach more than 90%; (iii) In terms of energy use, electricity will become the core of final energy consumption in the future. Deep decarbonization aims to achieve the profound transformation of energy systems through steeply reducing carbon intensity in all sectors of the economy, which is the only way to achieve the goals of reaching peak carbon emissions and carbon neutrality. It is of great practical significance for China to clarify the research themes and identify the research evolution trend of deep decarbonization. We first analyzed the connotation and characteristics of deep decarbonization, based on which we deeply read the related academic literature and the frontier reports issued by international organizations and research institutions to make a systematic review of relevant research themes. Moreover, based on the identification results of research hotspots and research frontiers of deep decarbonization obtained by bibliometric analysis, we analyzed the evolution trend of deep decarbonization research. The research found that: ① Deep decarbonization is essentially to promote the deployment of carbon reduction, zero carbon, and negative carbon technologies to achieve the transition of the entire energy system from a high carbon emission type to a net-zero emission type through technological, social, and economic policy paths. Compared with normal decarbonization, the characteristics of coverage and path planning determine that deep decarbonization is a more advanced decarbonizing process. ② The research themes of deep decarbonization mainly fall into four categories: challenges faced by deep decarbonization, technological paths of deep decarbonization, policy research oriented to deep decarbonization, and cost and benefit evaluation of deep decarbonization. ③ The evolutionary trend of deep decarbonization research can be divided into two stages. In the initial stage (2015-2018), the framework, including subdivided research fields and research frontiers of deep decarbonization research, was initially formed. In the rapid development stage (2019-2021), more detailed emerging research topics were emerging in the field of deep decarbonization research, and scholars began to turn to new research perspectives. Finally, the implications of deep decarbonization research for China were proposed: In terms of research perspective, deep decarbonization research should be expanded to the micro-subject level and to research on issues such as decarbonization of the corporate value chain and corporate decarbonization potential assessment with an interdisciplinary perspective. In terms of research methods and paradigms, multidisciplinary research methods should be used to better develop comprehensive models supporting accurate decision-making. New paradigms such as big data, machine learning, and simulation can be explored in deep decarbonization research. In terms of research content, this paper suggests the expansion of the current research boundary of deep decarbonization through studying the incentive mechanisms, investment and financing mechanisms, identification of emerging technologies, construction of technology systems, and establishment of cost-benefit evaluation frameworks, models and methods. The Chinese government's use of fiscal policy, which includes fiscal income and spending, is crucial in its fight against environmental pollution and climate change. Innovation‐driven has arisen as a new alternative to reconcile economic success with environmental conservation in light of tighter resource restrictions and the suggestion of the Chinese High‐quality Development policy. The paper uses an econometric model to examine the connection between institutional resource consumption efficiency and carbon neutrality, using a data set consisting of Chinese inter‐provincial panel data from 2007 to 2020 as a research sample; fiscal decentralization is also discussed as a potential moderating factor. Collaborative innovation positively boosts ecological efficiency and produces geographical spillovers, and the findings suggest so long as the economic distance is considered. When it comes to increasing ecological efficiency, collaborative innovation plays a more important role than financial decentralization alone. Among these is the improvement of carbon neutrality, which is best achieved via the joint promotion of ecological efficiency and industrial organizations. By reducing the intensity of the positive effect of innovative cooperation on ecological efficiency, the moderating effect suggests that fiscal decentralization is a critical factor in this relationship. Promoting China's ecological efficiency necessitates a fair distribution of local budgetary spending. The United States (U.S.) and China are key to meeting the goals of the Paris Agreement and reaching carbon neutrality by around mid-century. Despite differences, carbon neutrality will be met more rapidly if the two countries coordinate and facilitate synergies in carbon-neutral technologies and policy development and implementation. Building on long-term pathway models in the U.S. and China, current emissions trends and sources, and a policy analysis, this paper puts forward a novel framework for U.S.-China coordination on carbon neutrality. The analysis reveals similar technology and policy pathways, policy gaps, and shared milestones for decarbonization in 2030, 2040, and 2050-2060. The main technological pathways focus on reductions in energy demand and non-energy-related CO2 emissions, decarbonization of electricity and fuels, and increases in electrification rates and CO2 sequestration. Given existing domestic policies and opportunities for further action, areas for coordination on carbon neutrality include common policy milestones; dialogue and technical exchange; research, development, and demonstration (RD&D); and international climate leadership. Despite escalated tensions between the U.S. and China, and challenges for climate cooperation, coordination between both countries on carbon neutrality is both possible and necessary. Carbon neutrality will be met more swiftly if the U.S. and China coordinate and facilitate synergies in carbon-neutral technologies and policy. China's coalbed methane (CBM) industry is in an extremely important "climbing period" and "strategic opportunity period", which can be generally characterized by "three low and one small": low degree of exploration and development, low adaptability of main technology, low return on investment and small development scale. Under the "carbon peak and neutrality" background, the development status of CBM industry is systematically combed. The resources, technology, management problems and reasons are analyzed. Strategies and countermeasures to accelerate the industrial development are put forward according to the factors such as efficient development of resources, major technical breakthrough, talent team training, policy formulation and implementation, return on investment and so on. The existing problems are as follows: (a) The overall occurrence conditions in China are complicated and the development is difficult compared with the other countries. (b) The research precision accuracy of CBM resource conditions is not enough. (c) The adaptability of technology is poor. (d) The management mode is not suitable. In view of these problems, this paper puts forward the "two steps" development strategy and the technical and management countermeasures of "five in one". The corresponding "five in one" technology and management countermeasures are the formulation and implementation of relevant safeguard measures in accordance with the principle of collaborative innovation in five aspects: resources, technology, talents, policies and investment. China’s marine environment has enormous volumes of oil and gas (O＆G) resources and immense “blue carbon” potential. In the 14th Five-Year Plan, developing the marine economy, using marine resources, and protecting the marine ecological environment are one of China’s important socioeconomic development goals. However, the relationship between the exploitation of offshore O＆G resources, the protection of the marine ecosystem, and the goal of carbon peak and carbon neutrality has not been fully elucidated. This study expounds on the importance and vulnerability of marine ecosystems. Then it combines the status of offshore O＆G exploration and exploitation to present a conceptual model of offshore O＆G-ecology carbon feedback cycle, the pathway of deep connection, and the necessity of synergic development in carbon neutrality process. This paper advocates strategies such as closer combination of marine protection with offshore O＆G design and development, evaluating the carbon budget in the regional ecological assessment and developing low-carbon green oilfield materials to improve the sustainable development and utilization scheme of marine resources. Achieving tourism carbon neutrality is essential for sustainable tourism development. This paper uses the coupled coordination distance model, modified gravity model and social network analysis to attempt to construct a nationwide tourism carbon neutral spatial network to clarify the role of each province in the process of achieving China's tourism carbon neutrality. The results show that: (1) only seven provinces will achieve tourism carbon neutrality in the target year of carbon neutrality in China (2060). (2) From 2001 to 2060, most provinces are at the stage of coordinated development of tourism carbon emissions and tourism carbon sinks, but the degree of coordinated development is low. (3) The structure of China's tourism carbon-neutral spatial network tends to be looser from 2001 to 2060. As the time series progresses, the role of each province in the spatial network will be gradually clarified. (4) In the process of achieving the goal of China's tourism carbon neutrality, the number of tourism carbon sink input areas is much larger than that of tourism carbon sink output areas. Accordingly, this paper proposes countermeasures from three aspects: government-led, market system and voluntary mechanisms, in order to promote the achievement of China's tourism carbon neutrality goal. Using the new growth theory and the dissipative structure theory, the restricting effect of the depletion of basic energy on economic development and the influence on the alternation of industrial structure are discussed. The experimental results of this paper show that the building energy consumption intensity will reach 1.43tC/10,000 yuan, 1.25tC/10,000 yuan in the ideal scenario, and 1.1tC/10,000 yuan in the low-carbon scenario. The process of carbon neutrality does have economic costs; however, few studies have measured the cost and the economic neutral opportunities. This paper uses a dynamic computable general equilibrium (CGE) model to simulate China's carbon neutrality path from 2020 to 2060 and analyzes its economic impact. This paper innovatively adjusts the CGE modeling technology and simulates the boundary of the Porter hypothesis on the premise of economic neutrality. The results show that the carbon neutrality target may reduce the annual GDP growth rate by about 0.8% in 2020–2060. To make the carbon pricing method under the carbon neutrality framework meet the strong version of the Porter hypothesis (or economic neutrality), China must increase its annual total factor productivity by 0.56–0.57% in 2020–2060; this is hard to achieve. In addition, the study finds that China's 2030 carbon target has little impact on the economy, but the achievement of the 2060 carbon neutrality target will have a significant effect. Therefore, the paper believes that the key to carbon neutrality lies in the coexistence of technological innovation and carbon pricing to ensure that we can cope with global warming with the lowest cost and resistance. Now, China has made it clear that it will strive to have CO2 emissions peak before 2030 and achieve carbon neutrality before 2060 (the "dual carbon" goals), based on the logic that carbon peaking is a prerequisite for carbon neutrality. The year 2021 is the first year of China's 14th Five-Year Plan period. As the main battlefields to achieve the "dual carbon" goals, cities are also required to build on their pathways towards such goals under new conditions. Based on the progress China has made with pilot cities for low-carbon development and the discussion on 60 cities by category, this paper identifies the commonalities and differences between Chinese cities' pathways towards carbon peaking, and concludes that Chinese cities need to peak their carbon emissions in an organized and step-wise way on the basis of classification and according to their own development level and emission characteristics. The core of the energy transformation under the carbon-neutral vision is the gradual replacement of high-carbon energy by zero-carbon and low-carbon energy. However, the large-scale deployment of clean energy technology in turn relies on key minerals such as copper, aluminum, zinc, and nickel. Based on this, this paper conducts research on the demand for key minerals in clean energy transition and the role of key minerals in clean energy transition. In particular, this paper calculated the demand for mineral supply for China's carbon neutrality target, and the impact of some mineral resource constraints on the carbon neutrality path. China has made remarkable achievements in reducing carbon emissions in recent years. However, there is still much reduction room before achieving carbon neutrality. In Beijing, the capital of China, it is a strategic choice to respond to global climate change by promoting green and low-carbon development. This paper calculates the carbon dioxide emissions of key industries in Beijing and analyzes the temporal evolution trend of carbon emissions. Carbon dioxide emissions in Beijing before 2030 are predicted based on the grey prediction GM (1,1) and BP neural network model. The effects of factors of carbon dioxide emissions are discussed using the threshold regression model under different economic conditions. The results show that energy consumption intensity, GDP per capita, and the ownership of civil cars have a positive impact on carbon dioxide emissions, while the number of permanent residents and urban green space areas have a negative impact on carbon dioxide emissions. These findings of carbon emission prediction and influencing factors contribute to carbon reduction path design. Related policy implications on carbon emission reduction are put forward from the aspects of promoting industrial upgrading, accelerating the construction of advanced economic structures, optimizing transportation structures, and strengthening green building development. This paper summarizes the new progress in building China's national carbon market since 2020, and analyzes the connotation of China's carbon peaking and carbon neutrality goals ("dual carbon" goals) and its significance to socio-economic development in China. Through case analysis, this paper expounds the role of China's recent carbon trading activities in promoting the transition toward green and low-carbon socio-economic development. On that basis, this paper conceives a top-level design for building the national carbon market that serves the "dual carbon" goals: building and improving the national carbon market that fundamentally serves as an emission reduction tool, developing the institutions and systems of the national carbon market with a focus on emission cap, creating a multilevel and diversified carbon trading scheme centered on the national carbon market, exploring a mechanism that takes carbon emission reduction as the core and promotes the synergistic effect of the carbon market with other environmental rights trading markets, and pursuing the healthy and orderly development of carbon finance that aims to serve carbon emission reduction. The income gap and global warming have always been topics of common concern to scholars worldwide. Internationally, there is no consensus yet about the impact of the income gap on carbon emissions, and there are few studies about that in China. To explore the effect of the income gap on carbon emissions at the provincial level in China, this paper first theoretically and qualitatively analyzes the non-linear impact of the income gap on carbon emissions. Then, the Gini coefficient of the resident income of different regions in China from 2010 to 2019 is calculated. Finally, a threshold regression model is used to quantitatively test the existence of a threshold effect between the income gap and carbon emission intensity in China. The threshold value is the per capita disposable income of residents. The results show that the income gap is positively related to carbon emission intensity in poor regions. In high-income areas, the widening income gap inhibits the increase in carbon emission intensity. Carbon neutrality is an important policy in the current global response to climate change and has been widely recognized by various industries. In the process of promoting carbon neutrality, new energy plays a pivotal role. In this study, the definition and connotation of new energy and its role and specific operation in the energy transition of carbon neutrality are firstly explained. Promoting new energy development requires significant green and low-carbon investments. Taking China as an example, this paper analyzes the opportunities brought by the carbon neutral process to the field of green finance and analyzes the main features and development trends of green finance in China at present. Then this paper proposes policy recommendations to strengthen the development of green finance in China in terms of improving the green financial policy system, enhancing the supply capacity of green financial services, and optimizing the supporting environment for green financial development. Finally, this paper analyzes the measures and experiences of the United States in promoting low-carbon development and proposes countermeasures for China's low-carbon development on the basis of the five major relationships that need attention in China's carbon-neutral process. That is, strengthen the top-level design and improve the regulatory policy system; optimize the energy structure and increase the proportion of clean energy; optimize the industrial structure and reduce energy consumption in key industries; build a complete low-carbon technology system and promote low-carbon technology research and development and demonstration applications, and encourage local conditions to explore low-carbon development paths. It sorts out the new energy development policy of the Xiong' an New Area and its history of new energy development and then points out that the current development of new energy in this area lies in power project construction, power grid construction, green energy consumption, energy storage development, and new energy equipment. This study believes that the Xiong' an New Area will experience three development stages of carbon neutrality: initial carbon neutrality, fluctuating carbon neutrality, and stable carbon neutrality, because this area has carried out green power planning simultaneously in the initial construction stage and has more green power supply. With the expansion of population and economic scale, the rapid increase in energy demand would lead to the decline in green power supply ratio, causing carbon neutrality to fluctuate and change over time. With the population and economic structure in a stable development stage, the proportion of high-value-added and high-tech industries would increase, and energy utilization technologies such as green electricity would make progress, resulting in the arrival of the stable carbon neutrality development stage. On the other hand, from the perspective of carbon sink potential corresponding to carbon sources, the planned proportion of the blue-green space and the construction land in the Xiong' an New Area would keep its carbon sink capacity in a relatively stable state for a long period of time. China has committed to peak carbon emissions by 2030 and become carbon neutral by 2060. Hebei, as a major energy province in China, has more challenging carbon peaking and carbon neutrality targets. Based on the extended STIRPAT model, this paper evaluates the time to peak carbon and post-peak carbon trend changes in Hebei province under different scenarios from 2020 to 2060. Based on the support vector machine model with particle swarm optimization, this paper evaluates the carbon neutral pathways under different scenarios in Hebei province from 2020 to 2060 in terms of forests, croplands, wetlands, grasslands and Carbon Capture, Utilization and Storage (CCUS). The results show that a monotonically flat trend without inflection point, a single-inflection-point plateau-period trend and a multi-inflection-point inverted U-wave trend occur after carbon peaks. Hebei Province can achieve carbon neutrality by 2060 under the policy scenario and the enhanced scenario, and the enhanced scenario is better. Comparing with existing studies, the innovation of this paper is to design different trends of changes after carbon peak, combining carbon absorption and carbon emission, and providing more diversified development paths for carbon neutral strategies through a more integrated perspective and multi-scenario comprehensive analysis. Therefore, In the future, Hebei Province should establish a platform for carbon emissions monitoring and carbon footprint assessment, and set up an early warning and assessment mechanism for carbon peaking, so as to prevent a rebound trend in carbon emissions after peaking. At the same time, it should introduce and develop carbon capture and conversion technologies and promote the low-carbon transformation of the industrial and energy sectors, thereby forcing the early realization of peak carbon. Enhancing carbon emission mitigation and carbon utilization have become necessary for the world to respond to climate change caused by the increase of greenhouse gas concentrations. As a result, carbon capture, utilization, and storage (CCUS) technologies have attracted considerable attention worldwide, especially in China, which plans to achieve a carbon peak before 2030 and carbon neutrality before 2060. This paper proposed six priorities for China, the current world's largest carbon emitter, to achieve its dual carbon strategy in the green energy transition process. We analyzed and summarized the challenges and potentialities of conventional carbon utilization (CU), carbon capture utilization (CCU), and CCUS. Based on the current development trend, carbon dioxide capture, circular utilization, and storage (CCCUS) technology that integrates carbon circular utilization and partial sequestration, with large-scale underground energy storage were proposed, namely biomethanation. Technically and economically, biomethanation was believed to have an essential contribution to China's renewable energy utilization and storage, as well as the carbon circular economy. The preliminary investigation reveals significant potential, with a corresponding carbon storage capacity of 5.94 × 108 t~7.98 × 108 t and energy storage of 3.29 × 1012 kWh~4.42 × 1012 kWh. Therefore, we believe that in addition to vigorously developing classical CCUS technology, technical research and pilot projects of CCCUS technology that combined large-scale underground energy storage also need to be carried out to complete the technical reserve and the dual-carbon target. As the world' s largest energy consumer and carbon emitter, China faces a serious situation in energy conservation and emission reduction. However, China' s digital economy is still developing rapidly. In order to explore how the development of the digital economy affects energy consumption and CO2 emissions, this paper took the panel data of 30 provinces in China from 2011 to 2019 as a sample, used the entropy method to analyze the digital economy level of each province, and built a double fixed effect model to empirically analyze the 'positive U-shaped' or 'inverted U-shaped' relationship between the digital economy and energy or between the digital economy and CO2 emissions. The results showed that: (1) There were inter-provincial and regional differences in the level of digital economy in China. Guangdong Province and China' s eastern region had the highest level of digital economy, while Qinghai Province and the western region had the lowest level of digital economy. (2) Both the digital economy and ECSC and the digital economy and CESC had significant ' positive U-shaped' relationships, while the digital economy and ECST, the digital economy and ECEF, and the digital economy and CEEF all had significant 'inverted U-shaped' relationships. The energy-saving effect of the development of the digital economy was greater than the carbon emission reduction effect. (3) There was heterogeneity in the nonlinear relationship between the digital economy and ECSC, ECST, and ECEF, the digital economy and CESC, and CEEF in the eastern, central, western, and northeastern regions. (4) Digital infrastructure, digital innovation environment, digital user scale, and digital industry scale had different nonlinear effects on ECSC, ECST, and ECEF, as well as on CESC and CEEF. Accordingly, to provide empirical support and a theoretical basis for China's development of the digital economy while taking into account the effects of energy conservation and carbon emission reduction, this study puts forward relevant policy suggestions from three aspects: narrowing the gap in the level of digital economy, formulating digital economy development policies, and focusing on key points for the development of the digital economy. Global warming is evolving into a crisis affecting the future of humanity. As the world' s second largest economy, China is actively involved in global climate governance, proposing to achieve the goals of reaching peak carbon emissions by 2030 and achieving carbon neutrality by 2060, and has successively introduced the corresponding ' 1+N' policy system. This paper attempts to interpret and analyze 23 policy texts relevant to the achievement of the goals with over 160 000 characters from the CPC Central Committee, the State Council, and relevant ministries and provinces through two typical qualitative research methods-ground theory and institutional grammar tool, to outline the elemental structure and functional profile of the pathways of China' s carbon peak and carbon neutrality policies, and to clarify the group structure and regulation intensity of different policy pathways. Based on grounded theory, it is found that these pathways are already very comprehensive and complete. Among them, the policy pathways under the administrative mechanism include: high energy consumption and high emission industrial control; regulations and standards systems; carbon reduction governance in key industries; control over the amount and intensity of energy consumption; and carbon absorption capacity of ecosystems. The policy pathways under the market mechanism include circular economy development; energy transformation development; cap-and-trade system for carbon emissions; green finance development; and green transformation development. The results of institutional grammar tool research show that relevant policy pathways are dominated by ADIC normative condition statements (177, accounting for 52%), followed by AIC strategy statements (130, accounting for 38%), while ADICO rule-based statements are the least, with only 33, accounting for 10%. Given the pressure of time constraints and heavy tasks to achieve the goals, ADICO' s institutional grammar structure is the most desirable policy statement paradigm because it is more intense in its policy regulation, and it is easier to achieve its governance effectiveness. Undoubtedly, policy regulation is an important tool to effectively alleviate the pressure of the governance of the goals and to ensure the effectiveness of such governance. Policy regulation mainly focuses on the industrial sector with high energy consumption and high emissions, relying on top-down hierarchical organization and using political mobilization and administrative decrees as means to promote governance in the high carbon emission sector. By further constructing a theoretical framework of regulation mechanisms, relevant governance paradigms are classified as ' mandatory governance' and ' flexible governance' according to the intensity of regulation. It is found that the underlying logic behind these two paradigms is precisely the mobilization of the administrative mechanism and the allocation of resources under the market mechanism. Simultaneously, with the gradual achievement of the goals and the gradual decoupling of carbon emissions from economic development, the governance logic should gradually shift from ' mandatory governance' to ' flexible governance,' and from ' administrative hierarchical mobilization' to ' balanced allocation of market resources.' Recently, due to the growth in machine learning and data mining, for scheduling applications in China's industrial intelligence, we are quite fortunate to witness a paradigm of evolutionary scheduling via learning, which includes a new tool of evolutionary transfer optimization (ETO). As a new subset in ETO, single-objective to multi-objective/many-objective optimization (SMO) acts as a powerful, abstract and general framework with wide industrial applications like shop scheduling and vehicle routing. In this paper, we focus on the general mechanism of selection that selects or gathers elite and high potential solutions towards gathering/transferring strength from single-objective problems, or gathering/transferring storms of knowledge from solved tasks. Extensive studies in vehicle routing problems with time windows (VRPTW) on well-studied benchmarks validate the great universality of the SMO framework. This study delves into the nexus between the efficiency of carbon emission allocation and the efficiency of green development within the context of innovative city construction. Leveraging data from 283 prefecture-level cities and corresponding provincial-level panel data spanning the period from 2005 to 2019 in mainland China, the research employs the zero-sum gain DEA model to compute provincial carbon emission allocation efficiency and allocate allowances. Furthermore, it utilizes the all-factor non-radial directional distance function and the SBM-DEA model to gauge the green development efficiency of prefecture-level cities. The double-difference method is applied to evaluate the impact of innovative city construction on regional green development efficiency. The results indicate that an imbalance between carbon emission allocation efficiency and emission quotas detrimentally affects urban green development. However, technological progress, factor accumulation, and the institutional environment associated with innovative city building mitigate this negative impact. Heterogeneity analysis reveals a differentiated effect of innovative city building on regional green development efficiency. This paper not only explores the concept of achieving an equitable distribution of carbon emission allowances but also examines how innovative city building influences regional green development. China's energy transformation has been accompanied by potential energy security issues. However, the influence degree and driving mechanism behind this phenomenon remain unclear. In this paper, we developed a complex network-based technical resilience assessment framework and quantified both the historical trajectory and the prospective pathway of energy technical resilience in China. We proposed to reveal the relationship between cleaner energy supply and technical resilience by defining three energy technology resilience indicators: energy robustness, energy recovery rate, and energy performance loss. The results showed a consistent decline in energy technical resilience within China, predominantly characterized by an average diminution of 6.83% in energy robustness from 2010 to 2018. Taking carbon neutrality as a target, China's energy system transformation, characterized by increasing clean energy supply, leads to a significant improvement of 7.73% in energy robustness from 2020 to 2060. Conversely, the nationally determined contribution scenario exhibited negligible changes (±0.57%) in energy robustness, while a decline of 2.21% was noted under the business as usual scenario. Furthermore, energy robustness exhibited increments of 12.07%, 2.3%, and 4.17% for every 10% rise in the share of clean energy supply during 2020–2060, demonstrating greater resilience for cleaner energy systems against disruptions, including energy import interruptions, malicious attacks, and random failures. The intensification of global climate change has led to a widespread consensus on carbon reduction, with the power industry being the principal contributor to carbon emissions necessitating an inevitable transition of its energy structure. Concomitantly, the escalating frequency of natural disasters caused by extreme weather presents formidable challenges to both secure power supply and the low-carbon transition of the power system. To fulfill the developmental requirements of a low-carbon power system and address the carbon emission risks imposed by natural disasters, this paper proposes a bi-level model for generation expansion planning (GEP) that incorporates constraints on the carbon emission trajectory and the influence of natural disasters. The planning-level model optimizes investment costs of various generation technologies and energy storage (ES), as well as the overall operational expenses over the planning period, with an objective to minimize them. It incorporates carbon emission trajectory constraints and policy constraints, such as carbon peaking, carbon neutrality and renewable energy (RE) penetration rates, in order to optimize the planning installed capacity of power sources. The operational-level model aims to minimize typical daily operating costs while also simulating power unit outputs in routine and disaster scenarios. A case study is conducted in a disaster-prone province in southern China to analyze the power generation expansion planning and the trajectory of carbon emissions from 2020 to 2060 under different scenarios. The simulation results show that compared to thermal power, the planning scheme mainly focused on RE with ES is better suited to achieve the goal of a low-carbon transition of the power grid. This paper investigates the impact of China's environmental regulations, with a focus on the green credit policy, on green innovation in pursuit of the "carbon peak and carbon neutrality" goal. Given the implementation of the 2012 Green Credit Guidelines, this paper employs the Difference-in-Difference Method (DID) and conducts a quasi-natural experiment to empirically examine the interactions among the central government, local governments, and high-pollution and high-emission enterprises by exploring the impact of green credit policies on green innovation of these enterprises. Relying on 4503 samples of 237 high-pollution and high-emission enterprises listed in the main board in China from 2003 to 2021, this study reveals that the green credit policy can improve green innovation of these enterprises. Specifically, this study explores the detailed mechanism through which the green credit policy enables these enterprises to increase their market concentration and then the monopoly profits, which in turn promotes their green innovative productivity. In addition, this paper also reveals how local governments' political and financial incentives may serve as positive and negative moderating factors, respectively, within the impact mechanism. This study has valuable implications for how to effectively formulate and implement environmental regulations by balancing the interests of the central government, local governments and enterprises. Global warming is a critical crisis threatening human survival and development. International organizations and countries worldwide are introducing policies and practices to achieve carbon neutrality. In China, numerous carbon neutrality policies have been established; however, a systematic understanding of the underlying policy logic is lacking. Using the institutional analysis and development (IAD) framework, this paper analyzes selected carbon neutrality policies in China. We conducted a bibliometric visualization analysis of the texts of 20 policies and matched their logic to the elements of the IAD framework. We established 90 keywords with occurrences of no less than 10 times in China's carbon neutrality policies. The network visualization analysis identified six clusters. We discuss implementation challenges of China's carbon neutrality policies, address the policy implementation, and finally outline impacts on China's carbon neutrality governance. This study responds to the global concern over China's carbon neutrality commitments by clarifying the institutional logic of China's policies and actions. The greenhouse gas emissions from China's transport sector, which account for a large proportion of China's total greenhouse gas emissions, are still increasing rapidly. Therefore, low-carbon transformation is urgently needed in China's transport sector. This paper provides an overview of the situation and features of greenhouse gas emissions from China's transport sector, and proposes carbon-neutral development paths for the transport sector based on current national policies, goals and previous research. China needs to work on many aspects, including transport restructuring, alternative fuel technologies and energy efficiency improvement, to achieve near-zero emission goals by 2060. In a speech at the UN General Assembly on September 22, 2020, President Xi Jinping announced that China would peak carbon dioxide emissions before 2030 and achieve carbon neutrality before 2060. China has issued a series of documents on the carbon peaking and neutrality goals, which have become hot issues in society. The concept of carbon peaking is relatively easy to understand, but for that of carbon neutrality, there are some misunderstandings, such as mixed use of different terms and ambiguous scope, classification, and relationships between related concepts, which not only directly affect the implementation of the 'dual carbon' goals in China, but also impede China􀆳s participation in global climate governance and international climate cooperation towards the goal of carbon neutrality. This paper attempts to trace the origin and evolution of the concept of carbon neutrality. It sorts out the different expressions of the carbon neutrality goal, compares the differences and correlations between related concepts, and discusses the key elements and implications of the concept of carbon neutrality. The discussion leads to the following conclusions: ① The concept of carbon neutrality was introduced to the field of global climate governance after carbon trading and carbon offsetting had been proposed in the Kyoto Protocol in 1997. ② The concept of carbon neutrality has both narrow and broad senses. Narrowly speaking, it refers to carbon dioxide neutrality, while in a broad sense, it is a collective term for related concepts such as carbon dioxide neutrality, greenhouse gas neutrality, climate neutrality, net zero carbon dioxide emissions, and net zero greenhouse gas emissions. In the international community, the expression 'net zero' is more widely used. ③ To understand the concept of carbon neutrality, four elements need to be grasped: the balance between the source and removal of anthropogenic emissions; multiple implementation entities and their carbon accounting boundaries; the scope of emissions (covering merely carbon dioxide or all greenhouse gases); and carbon neutralization paths including carbon emission reduction, carbon removal, carbon offsets, etc. ④ Clarifying the concept of carbon neutrality is the basis for efficiently implementing the 'dual carbon' goals and promoting international cooperation. The terms used in the legal documents and IPCC guidelines and reports approved in the UNFCCC negotiations are internationally accepted concepts and norms. As major strategic development areas in China, the provinces around the Yangtze River are facing the pressure of large aggregate CO 2 emissions and high per capita CO 2 emissions. The study on the pathway of reducing CO 2 emissions and increasing carbon sequestration will help China better clarify the ways realize the goals of carbon peak and carbon neutrality as soon as possible. In this paper, the extended STIRPAT model and OLS regression were used to establish a prediction model to estimate the CO 2 emissions during 2010–2060 under different scenarios. Meanwhile, the InVEST model was used to estimate the carbon sequestration, and the comparison with the CO 2 emissions was analyzed. The results show that Qinghai and Yunnan have achieved the goal of carbon neutrality in 2010. Under the low-carbon and energy-saving scenario and the baseline scenario, all provinces within the study area are anticipated to attain their emissions peak by 2030 or earlier, and the CO 2 emissions peak value of the whole study area is 3111 Mt and 3199 Mt, respectively. While under the high emissions scenario, only Chongqing and Qinghai will reach the emissions peak in 2030, and the whole study area will reach the emissions peak in 2040, with peak value of 3470 Mt. Under the three scenarios, the whole study area cannot achieve carbon neutrality before 2060. Only Sichuan and Hubei can achieve carbon neutrality in 2050 and 2060 under the low-carbon and energy-saving scenario. All provinces and municipalities in the lower reaches of the Yangtze River are facing huge pressure of emissions reduction. As the world's largest producer and consumer of coal, coal phaseout is critical for China to achieve carbon neutrality and contribute to global decarbonization. Here, utilizing the Global Change Assessment Model, this paper simulates China's coal phaseout pathways at the sectoral level between 2015 and 2060, considering the deployment of carbon capture and storage (CCS). The results show that China's coal consumption peaks at 96.4 Exajoules (EJ) in approximately 2020 and needs to decrease to 10.9 EJ by 2060 to achieve carbon neutrality. Specifically, the power sector bears the most significant proportion of responsibility, as its coal consumption must fall to 1.4 EJ by 2060, which is approximately 97.2% lower than the peak in 2020. The industrial sector is next and needs to decrease consumption to 9.2 EJ of coal in 2060, which is a reduction of 32.3 EJ below the 2020 level. Electricity will replace coal as the dominant energy source in the industrial sector after 2040. However, a portion of feed coal will remain in the industry for a long time. Among the industrial subsectors, the steel sector needs to put significant pressure on efforts to phase out coal, followed by the cement and nitrogen fertilizer sectors. In 2060, these three sectors will consume 5.7 EJ of coal, accounting for 64.1% of the total coal consumption in the industrial sector. The deployment of coal-CCS is one of the alternatives to achieve carbon neutrality and ensure smooth coal phaseout. Integrated energy system (IES) is affected by climate change during his operation, in order to study the impact of climate change on IES and achieve the "double carbon" goal in energy systems, this paper proposes an integrated machine learning(IML) to forecast the long-term load, then investigates IES costs and carbon emissions in relation to climate, followed by the establishment of carbon peak energy system(CPES) and carbon neutral energy system(CNES), finally the honey badger algorithm is used to optimize the configuration of CPES and CNES. The results show that: IML can accurately make load forecasts. Under climate change, changes in load reduce the cost and carbon emissions of IES, and changes in equipment efficiency increase the cost and carbon emissions of IES. When both are considered, the cost and carbon emissions of IES increase by 1.18% and 0.92% per decade respectively. The costs of CPES and CNES increase by 0.93% and 1% respectively for every 10 years earlier than the year of achievement. To support high-quality carbon peaking, a scenario analysis of carbon peaking pathways according to an industrial chain perspective considering both material and part production needs exploring. As a critical segment in the aluminum industrial chain, aluminum casting industry was focused on in this paper. A bottom-up scenario analysis approach was proposed for the carbon emission simulation of China's aluminum casting industry, including: (1) a carbon emission assessment model based on material flow analysis and life-cycle assessment, (2) key influence factor selection and variation scenario prediction, (3) static and dynamic scenario analysis, and (4) driving factor decomposition analysis. Key findings are as follows: (1) China's aluminum casting industry accounted for about 1.1% of the national carbon emissions in 2020; (2) the production stage accounted for around 15% of the total carbon emissions of China's aluminum casting industry in 2020; (3) carbon peaking probabilities before 2030 for the static and dynamic scenario analysis are around 60% and 35%, respectively; and (4) the carbon peaking result differences in whether considering the production stage are about 20% for the static simulation and average 40% for the dynamic simulation. Process-related carbon emissions, which cannot be completely eliminated by the improvement of processes and energy structure, are recognized as an enormous challenge for in-depth decarbonization. To accelerate the achievement of carbon neutrality, the concept of 'artificial carbon cycle' is proposed based on the integrated system of process-related carbon emissions from high-emitting industries and CCU technology as a potential pathway towards a sustainable future. This paper conducts a systematic review on the integrated system with the case of China, which is the largest carbon-emitting and manufacturing country, to provide a clearer and more meaningful analysis. Multi-index assessment was used to organize the literature and draw the useful conclusion. Based on literature review, the high-quality carbon sources, reasonable carbon capture approaches and promising chemical products were identified and analyzed. Then the potential and practicability of the integrated system was further summarized and analyzed. The carbon trading market is an effective way to mitigate the threat of climate warming. In the context of carbon neutrality, what is the carbon emission trading scheme's carbon reduction effect? This paper answers the question by examining the carbon efficiency of China's iron and steel industry. This study first constructs CO 2 emission efficiency by employing the data envelopment approach. It then uses the synthetic control method to identify the impact of the carbon emission trading scheme on the CO 2 efficiency of the iron and steel industry. The results show that CO 2 emission efficiency in pilot provinces increased at a 5% significance level compared with the counterfactual scenario. The carbon trading market plays a vital role in industrial CO 2 emission efficiency improvement in Guangdong, Shanghai, Tianjin, Hubei, and Chongqing. From a dynamic perspective, the policy effect of enhancing CO 2 efficiency becomes more prominent over time. Moreover, the effectiveness degree of the carbon emission trading scheme varies across pilot provinces, caused of regional policy differences. The results show that the target may increase the demand for labor and capital to cope with increasing energy costs, and the reform may reduce GDP. However, power reform can significantly optimize the energy and economic structures and alleviate the fiscal deficit. With the proposal to achieve carbon neutrality by the mid-21st century, carbon capture, utilization, and storage (CCUS) as a critical negative carbon technology is receiving extensive attention and concerns around the world. Under this context, the development of CCUS and relevant literature both have been experiencing an upsurge. However, the actual scale of CCUS is still far behind our expectations, especially, the various risks and uncertainties associated with its deployment planning have not yet been addressed clearly. Therefore, this paper provides an overview of model-based CCUS deployment pathways toward carbon neutrality, as well as the associated risks of financial, technical, environmental, health and safety (EHS) aspects. On this basis, we scrutinize the potential challenges that could lead to the pace of CCUS deployment inconsistent with the need to achieve a carbon-neutral target. The results suggest that the "Golden Age" of CCUS deployment lies from 2040 to 2060 in the world, while 2030–2050 for China. Furthermore, we found that inadequate exploration in geologic storage capacity also creates a critical conundrum for CCUS deployment and optimization, apart from typical challenges including high failure rate of projects, the lack of financial support and market stimulus, as well as incomplete regulation framework and risk-sharing mechanism. Carbon emission trading, a market-incentive environmental regulation, plays a critical role in leading China towards the carbon peaking and carbon neutrality. To improve the national carbon emission trading in China, we analyze the effects of the policy in pilot provinces and pilot A-share listed firms from 2008 to 2016. Particularly, to explore the pilot policy's environmental and financial impacts, this paper applies a difference-in-difference method. After the robustness check, the results confirm the carbon emission trading pilot's significantly positive impact at both firm- and province-level regarding carbon emission reduction. Meanwhile, corporate innovation seems to partially mediate the relationship between the policy and corporate carbon emission reduction. Plus, the policy promotes firms' market-based financial performance but such impact on accounting-based financial performance is insignificant. Ultimately, the operational mechanism of the policy is proved to be effective. In this paper, industry- and firm-level carbon emissions databases are established via environmental extended input-output table, which fill the research gap of China's firm-level carbon emissions. To ensure the reliability of results, the list of covered firms is sorted out manually in accordance with the disclosed data of seven carbon trading markets. Our results are meaningful for avoid productivity reduction and mechanism re-design in the context of the national carbon emission trading launched in 2021. Specifically, encouraging firms to further improve their productivity and competitiveness by innovation could eventually achieve a win-win situation between economic performance and environmental merits in the long run. The Yangtze River Delta region is one of the key areas of energy transition for China's carbon neutrality. The pathways to carbon neutrality are diverse in the regional level due to the different conditions on the energy supply and demand side. How to construct comprehensive assessment index system and evaluate regional pathways to carbon neutrality is an urgent problem to be solved. To fill this gap, this paper evaluates the carbon neutrality pathways of supply-side and demand-side coordination in the Yangtze River Delta region using the Low Emissions Analysis Platform with five scenarios (64 sub-scenarios): Business as usual, energy intensity decrease, energy structure reform, power supply technology innovation and policies mix. The simulation results indicate that: (1) 22 of the 64 sub-scenarios can achieve carbon neutrality by 2060. (2) In energy intensity decrease scenario, an annual 6% reduction in energy intensity could achieve carbon neutrality before 2060. (3) The policies mix scenario can lead to 21 sub-scenarios with pathways to achieve carbon neutrality when the average annual energy intensity decreases by 4% or more. Additionally, the end-use sectors electrification level should reach 64.19% at least by 2060. (4) There can be 14 sub-scenarios to achieve zero carbon emissions in the power plant sector, but annual energy intensity should be reduced by at least 4%. Applying Analytic Hierarchy Process analysis, the article evaluated the 22 sub-scenarios with the index of regional pathways to carbon neutrality. The result shows that the mixed policies of energy intensity reduction, energy structure reformation and power technology innovation can promote the coordination of supply-side and demand-side. Promoting low-carbon development in the iron and steel industry (ISI) is essential for China to achieve the carbon neutrality targets. This paper separately adopts the Logarithmic Mean Divisia Index (LMDI) technique and the Mean Impact Value (MIV) method to analyze the impact of driving factors on the CO 2 emissions of ISI in the historical and future dimensions. Furthermore, this paper establishes the extreme learning machine model optimized by the bat algorithm (BA-BP) to explore the carbon emission reduction pathways of ISI in the business-as-usual (BAU) scenario, the low-speed, medium-speed and high-speed development scenarios considering the constraints of carbon neutrality targets. The results reveal that: (1) Production capacity and energy efficiency are important drivers of CO 2 emissions in ISI; (2) The emission reduction situation is not optimistic under the BAU scenario, and it is difficult to accomplish the carbon neutrality goals by 2060; (3) Under the most ideal emission reduction pathway (corresponding to the high-speed development scenario), ISI will reach its peak in 2022 with the peak value of 2143.42 MtCO 2. Compared to the peak year, the CO 2 emissions will be reduced by 654.69 MtCO 2 and 1558.61 MtCO 2 in 2030 and 2050, respectively. Moreover, the achievement of short-term and long-term emission reduction targets depends on production capacity decline and technological progress, respectively. The realization of carbon neutral goal is inseparable from the development of new energy industry, and scientific and effective policy support can accelerate the progress of the goal. In this paper, the policy driven ability of China's photovoltaic industry in the background of carbon neutral is evaluated. Firstly, the evaluation system is established by the improved diamond model. Then, the policy evaluation standard is formulated according to the Interval Type-2 Fuzzy sets (IT2FS). Finally, the weight of each index is determined by using the fuzzy OWA operator weighting method (F-OWA). Then, the policy driving ability of China's photovoltaic industry is evaluated by fuzzy matter-element extension method (F-MEEM), and the effectiveness of the evaluation results is further verified by weight sensitivity analysis. According to the evaluation results, policy support plays an important role in the development of photovoltaic industry. The carbon trading policy seeks to control carbon emissions by putting a price on carbon emissions and establishing a corresponding carbon market for trading. It is a significant move by China to address climate issues and achieve its Carbon Neutrality target. Therefore, assessing the policy effects of carbon trading is fundamental to its implementation nationwide. Based on the panel data of 30 provinces and cities in China from 2008 to 2018, this paper uses the Synthetic Control Method and Differences-in-Differences method to assess the effects of carbon trading policy on achieving Carbon Neutrality. By measuring the net carbon emissions, this research explores the level of Carbon Neutrality in each region. Based on the Five-sphere Integrated Plan (which covers the economy, politics, culture, social and ecological civilization), this research further verifies the impact paths of carbon trading policy on Carbon Neutrality. The results show that: First, carbon trading policy has a significant and sustainable effect on Carbon Neutrality. Second, from the perspective of the Five-sphere Integrated Plan, the carbon trading policy can help to reduce carbon sources and increase carbon sinks by adjusting the industrial structure, coordinating low-carbon policies, promoting cultural dissemination, increasing green space construction, and reducing energy intensity to achieve Carbon Neutrality. China has played an active and constructive role in the global combat against climate change. Municipalities play a leading role in tackling global climate change. However, despite the global efforts to push for carbon neutrality, the pathway is not yet clear. Using the municipality of Bengbu as a case, this paper explores pathways for achieving carbon emission peak and carbon neutrality in order to reach a CO 2 emission peak before 2030 in four Scenarios and develops a low emission framework taking into consideration the local economy, population, renewable resources, as well as the transport and energy sectors based on the Low Emissions Analysis Platform (LEAP) model. Meanwhile, the energy demand, the structure of the electric power generation, the CO 2 emission, and the total cost in different Scenarios are simulated respectively. The result of this study provides insight on options for energy transformation for the period of 2020–2060. The results show that the industrial sector is the largest energy consumer. The growth rate of energy demand in the primary industry and industrial sector shows downward trends. The increasement of industrial electrification rate and coal generation phasing out are crucial to CO 2 emission reduction. The large-scale deployment of renewable energy and the deployment of thermal power generation with CCUS are important for the electric power industry to achieve carbon reduction goals. As the climate is warming up and climate disasters occur more frequently, China's carbon peak and carbon neutrality targets are gaining attention, with provinces starting to set carbon peak targets and constantly exploring low carbon economic development opportunities. However, the existing evaluation index system mainly focuses on low carbon cities and green cities, and there is no evaluation index system for carbon peak and carbon neutrality. This study adopts a combination of theoretical and empirical research and draws on domestic and international research results to construct the first index system for evaluating China's provincial carbon peak and carbon neutrality. The evaluation index system includes 18 indicators from three dimensions: climate ambition, low carbon status, and emissions trends. Using this index system, we calculated the carbon peak and carbon neutrality indices of 30 Chinese provinces. Further, the 30 provinces were classified into six categories, and corresponding policy recommendations for achieving the "Dual carbon" targets were put forward. The evaluation index system constructed in this paper can provide a reference for future carbon peak and carbon neutrality assessments. By disclosing the integrated index of each province, we hope to effectively curb the increasing local carbon emissions; avert inaction in areas with good natural endowments; and motivate the advancement of the latter, to boost the implementation of the "Dual carbon" targets coherently for the whole country.
