This paper constructs a unique dataset of clean energy and collects firm-level green innovation data that matches it with provinces and cities. Then, this paper executes quasi-natural experiments on green innovation to examine the effects of China's emission trading policy on green innovation. Further, this paper introduces the interactive terms of the pilot time and pilot area dummy variables into the spatial Durbin model (SDM) and spatial dynamic panel model (SDPM) to construct quasi-natural experiments to examine the spatial effect. The findings confirm a negative association between the 'policy treatment effect' and green innovation. The results also indicate a significant negative association between the emissions trading policy and clean energy. Besides, the empirical results reveal a positive correlation between clean energy and green innovation; clean energy promotes green innovation in the region and the surrounding areas. This paper complements existing research and provides empirical evidence and policy implications for developing clean energy, promoting green innovation, and improving the emission trading policy. Coordinating policies is an essential guarantee for carbon emission reduction and sustainable development. Based on the theoretical framework of the policy paradigm, we quantitatively analyze 266 policy documents on promoting carbon emission trading and green financial policies from 2011 to 2022 using the content analysis research method. Based on the matching network of "policy objectives-policy tools," we analyze the synergistic characteristics of carbon emission trading policies and green financial policies in promoting carbon emission reduction targets and reveal the matching mode of "objectives-tools" of green financial policies by using social network analysis. It is found that, first, from the perspective of policy objectives, the main policy objectives of carbon emissions trading are to promote green innovation of enterprises, and the main policy objectives of green finance are to promote green development, which reflects the consistency and endogenous motivation of policy objectives. Secondly, command-control and market incentive policy tools are the main policy tools in the structure of policy tools. The proportion of public participation policy tools is small, and there is a structural asymmetry. Third, carbon emissions trading tools focus on supervision, adjustment, and platform construction. The green financial policy tools have the characteristics of guidance, public welfare, and externality. The two constitute a complementary, embedded, and integrated ' double synergy ' carbon emission reduction policy. Although our knowledge of national carbon emission trading system and green certificate trading system are powerful incentive instruments that can deliver on increasingly ambitious climate targets in China, there remains an uncertainty of systems' structural reforms. This study builds on and extends a well-established dynamic computable general equilibrium (CGE) model to incorporate carbon trading system and green certificate trading system into the modeling framework, simulating a diverse of system development pathways further allows an exploration of the many possible policy effect. Then, using total factor productivity as a comprehensive indicator to asses policy effectiveness, the evolutionary trend of comprehensive effects under different paths are separately evaluated to discover the reforms' optimal range. Our work offers main results: First, these instruments provide a price signal. The introduction of a carbon allowance auction drive up carbon prices, while the implementation of a green certificate punishment and the expansion of the trading scope promote an increase in green certificate prices. Second, all policy scenarios that help reduce carbon emission intensity and optimize the power supply structure. However, in achieving the net-zero goal, the green certificate policy incurs more economic costs than the carbon trading policy. Indeed, the combination of multiple policy tools alleviates the decline of social welfare levels. Third, synergism design among policy tools: the focus should be on carbon trading policy from 2021 to 2030, green certificate trading policy from 2030 to 2050, and strengthened policy from 2050 to 2060. Reform measures within policies may need to be introduced in a timely manner. As the climate crisis intensifies, there is growing interest in policies that might supplement emissions reduction and adaptation, such as carbon removal systems and solar radiation modification. One newly prominent class of proposed interventions, which we call "radical adaptation," would aim to stabilize Antarctic ice sheets, the loss of which threatens significant sea-level rise worldwide. Ice-sheet stabilization does not fit neatly within the conventional taxonomy of climate responses. Like adaptation, it would target the consequences of climate change, not the causes. But it would do so through spatially concentrated, high-leverage developments to reduce harms worldwide, rather than by separate actions in thousands of threatened coastal regions. Furthermore, these interventions would have to be researched, assessed, and executed in the unique geopolitical, legal, and administrative context of Antarctica. This Article examines how radical adaptation might interact with the governance and geopolitics of the Antarctic Treaty System. It argues that early research into ice-sheet stabilization could readily proceed under the present system. Operational deployment would require substantial governance changes, but these may be less extreme than they initially appear and may even benefit Antarctic governance more broadly. Researching and developing ice-sheet stabilization could provide an avenue to sustain the System's core values of peace, science, and environmental protection, while also strengthening its global legitimacy. With the development of ecological paradigm coupled with the relentless implementation of myriad environmental policies in China, the rapid development of carbon emission trading and carbon trading market has had a vital impact on the financial performance of enterprises at the microlevel. This study has sampled the A-share listed companies in China, from 2009 to 2018, and adopted the difference-in-difference (DID) method to investigate the effect of the carbon emission trading on corporate financial performance from the microlevel. Evidence showed that the implementation of carbon emission trading effectively improved the total asset-liability ratio of enterprises, though it reduced the value of the current capital market. Moreover, in the regions under strict legal environment, the enhancement effect of the total asset-liability ratio was more obvious, whereas in the regions under loose legal environment, the reduction effect of the value of the capital market was more obvious. Further analysis showed that the implementation of carbon emission trading could not promote Chinese enterprises to increase R&D investment. Hence the implementation of carbon emission trading has improved the level of non-business income of enterprises incorporated into the trading system, but its impact on the investment income of enterprises was not significant. Despite concerns on their effectiveness and legitimacy, carbon markets are often presented as the main tool of climate policy. Developing countries are particularly eager to establish and interlink their carbon markets to benefit from global climate investment flows. Turkey is a belated but willing player in this endeavor. In tracing the ambivalent politics of establishing a carbon market in Turkey, we focus on the perceptions of different actors vis-à-vis carbon marketization attempts. Using policy documents, 22 expert interviews, and process tracing, we question the underlying assumptions on carbon markets in a country with unambitious climate targets. Our findings suggest that the making of carbon market in Turkey is not necessarily a rational, national interest-driven process but instead one promoted by the international organizations including World Bank and the EU. Abstract Carbon dioxide emissions trading systems (ETS) are an important market-based mitigation strategy and have been applied in many regions. This study evaluates the potential for a national ETS in China. Using a dynamic computable general equilibrium (CGE) model with detailed representations of economic activity, emissions, and income distribution, we examine alternative mitigation policies from now until 2050. Based on statistical and survey data, we disaggregate the labor and household sectors and simulate the impacts of ETS policies on the incomes of different household groups. We find that ETS has the potential to reconcile China's goals for sustained, inclusive, and low-carbon economic growth. Results show some key findings. First, the number of unemployed people in energy-intensive industries such as coal and construction will continue to increase; by 2050, employment in the coal industry will decline by 75%. Second, if the scope of the carbon market extends to all industries in China, carbon market revenues will continue to increase, reaching a maximum of 2278 billion yuan ($336 billion) in 2042 to become the world's largest carbon market. Third, the distribution of benefits from the national ETS can help achieve greater social equity. By comparing different distribution policies, we find that the combination of targeted subsidies for unemployed coal workers and direct household subsidies based on proportional per capita will reduce the social income gap to the greatest extent compared with other scenarios. To better establish a unified carbon market in China, this study evaluates the effect of current carbon trading policy and further investigates the relationship between such policy that is published during the second phase of Shanghai Environment and Energy Exchange (SEEE) and Shanghai Emission Allowance (SHEA) price. We aim to analyze whether these policies can improve the operation efficiency of current carbon market. By the Mean Reversion Test, Cox-Ingersoll-Ross (CIR) Model, and Event Study Method, we first analyze the potential price discovery function of SHEA products, thereby describing the transmission channel of current policy to SHEA price. Then we examine the effect of carbon policies published in different periods on their corresponding SHEA price. By the Auto-correlation Test and CIR simulation, we find that 3/4 of all auto-correlation values are less than 0 after Apr. 2017, and the minimum cumulative error is 31.3792 under the supply and demand channel. These findings imply that SHEA price has the discovery function at the middle and end of trading period, and the current policy affects SHEA price through its effect on the fundamentals of supply and demand. Further, more than 60% of all r-values (r-value that reflects the response of price to policy) are less than 1, which implies that the published policy will improves future SHEA price. Accordingly, we argue that SEEE belongs to a policy-oriented market, and the change of carbon price is closely related to emission allocation policies. To derive the supply and demand issues during the first phase of the Korea Emission Trading Scheme (KETS), we investigated the excess or shortage, and the carry-over inflow of carbon emission permits for all of the domestic industries and major corporations. In particular, this study explored the supply and future prospects of offset credits, as well as the allocated permits, by forecasting the inflows of offset credits using the amount of certified reduction in domestic boundaries and overseas sources. We observed both the supply and demand of permits and changes in carbon dioxide (CO2) emission levels during the first phase (2015-2017) by comparing the estimated emission levels and the total permit supply. The results showed that permits were either in surplus or insufficient, depending on the sub-sector, and that a surplus in the supply of permits would occur if companies do not carry over more than 70 million tons of permits to the next period. The intention of this paper is to (i) introduce a multi-regional dynamic emissions trading model and (ii) examine the potential impact of an emissions trading scheme (ETS) on the long-term evolution of energy technologies from national and regional perspectives in China. The establishment of this model is a salutary attempt to Sinicize the global integrated assessment model that combines economy, energy, and environment systems. The simulation results indicate that: (1) for majority of regions, ETS is more effective in cutting CO2 emissions than a harmonized carbon tax (HCT), but this might not be true for the entire country, which means that these two options have little difference in overall carbon reduction; (2) carbon tax policy is a more cost-effective option in curbing CO2 with respect to ETS in the long run; (3) neither ETS nor pure carbon tax provide enough incentives for the breakthrough of carbon-free energy technologies, which illustrates that matching with some other support policies, such as subsidies and R&D investment, is essential to extend the niche market; and (4) In the context of ETS, the diffusion of non-fossil technologies in regions that act as sellers performs much better than this diffusion in the buyer regions. As the number of instruments applied in the area of energy and climate policy is rising, the issue of policy interaction needs to be explored further. This article analyses the interdependencies between the EU Emissions Trading Scheme (EU ETS) and the German feed-in tariffs (FITs) for renewable electricity in a quantitative manner using a bottom-up energy system model. Flexible modelling approaches are presented for both instruments, with which all impacts on the energy system can be evaluated endogenously. It is shown that national climate policy measures can have an effect on the supranational emissions trading system by increasing emission reduction in the German electricity sector by up to 79 MtCO2in 2030. As a result, emission certificate prices decline by between 1.9 €/tCO2and 6.1 €/tCO2and the burden sharing between participating countries changes, but no additional emission reduction is achieved at the European level. This also implies, however, that the cost efficiency of such a cap-and-trade system is distorted, with additional costs of the FIT system of up to €320 billion compared with lower costs for ETS emission certificates of between €44 billion and €57 billion (cumulated over the period 2013–2020). Policy relevance In order to fulfil ambitious emission reduction targets a large variety of climate policy instruments are being implemented in Europe. While some, like the EU ETS, directly address CO2emissions, others aim to promote specific low-carbon technologies. The quantitative analysis of the interactions between the EU ETS and the German FIT scheme for renewable sources in electricity generation presented in this article helps to understand the importance of such interaction effects. Even though justifications can be found for the implementation of both types of instrument, the impact of the widespread use of support mechanisms for renewable electricity in Europe needs to be taken into account when fixing the reduction targets for the EU ETS in order to ensure a credible long-term investment signal. This article explores the incentives and challenges for Chinese business companies in participating in carbon emissions trading schemes (ETSs). Based on extensive interviews with the business managers and government officers who are currently involved in the ongoing policy experiments of pilot ETS programmes across China, the article identifies factors that either motivate or discourage companies in participating in carbon trading activities. It argues that different business groups, i.e. capped enterprises, uncapped enterprises, and carbon intermediaries, are affected by these factors to significantly different extents in terms of formulating their specific carbon strategies. It also illustrates some factors, such as a lack of stakeholder pressure and fragmented political interests, which have a distinctive Chinese character and are believed will have a fundamental impact on the quality and efficiency of Chinese ETSs in the future. Policy relevance At the outset, the successful implementation of any ETS depends critically on the active involvement of business actors across various industries. Hence, having an understanding of the business incentives and obstacles in participating in carbon trading is crucial, as these factors will ultimately determine the size and quality of the carbon market, and the total volume and integrity of the GHG emissions to be traded. This article also illustrates the common factors that affect business appetite for carbon trading throughout the world, as well as the factors that are unique to the Chinese political and economic context to constrain business in the market. Finally, a presentation of the business attitude towards the ETS experiment indicates the most worrying aspects of the policy design regarding carbon trading in China. • Data on the impact of economic instruments on pollution are still insufficient. • Aviation emissions trading contributes to reducing transport CO 2 emissions. • Higher transport tax revenues result in lower GHG production. • A coordinated EU policy has confirmed its strong impact on greenhouse gas emissions. The main objective of this article is to examine how individual policy instruments contribute to reducing transport carbon emissions from transport in groups of EU countries. Multiple panel regression analysis was chosen as the research method, the impact of transport tax revenues on GHG emissions being expected to be negative. The results suggest that the influence of particular tax revenues on emissions varies between countries, differences being partly due to national legislations. Focusing on the explanatory variable of the price of aviation emissions allowances, the analysis supports our research hypothesis. The findings indicate that rising allowance prices contribute to the reduction of emissions, an increase in the EUAA price by €1 typically partially corresponding to a decrease in GHG emissions by 7.9 kg of CO 2 per capita. Abstract: Following the introduction of the European Union Emissions Trading Scheme in 2005, the size of the carbon market has been growing at a tremendous rate. To meet the emissions reduction targets, the regulated parties can choose to participate in the allowance-based market by purchasing the spot allowances. Commencing in 2008, the regulated parties are also allowed to purchase the offset credits to meet their allowance limit. Given the risky nature of the offset credits, this paper evaluates the hedging performance of dynamic hedge ratios for the carbon offset credit (certified emissions reduction) market in the EU-ETS. To the best of our knowledge, this paper is the first attempt to evaluate the hedging performance of dynamic and constant hedge ratios in the carbon offset credit market. Based on the variance reduction and utility improvement measurements, the findings generally support the use of static hedge ratios over the more sophisticated, dynamic hedge ratios. Greenhouse gas (GHG) reduction projects implemented at European Union Member States in non-Emissions Trading Scheme (ETS) sectors are referred to as domestic offset (DO) projects. The aim of this article is the presentation of DO projects implementation modalities, their interactions with subsidy programs and the analysis of impacts on their financial profile. This article argues that although DOs would not bring EU Member States closer to their Kyoto Protocol targets, they could enhance the roll-out of new low-carbon technologies which would result in extra energy and GHG reduction gains on top of the carbon credits that link DOs to the EU ETS. Abstract: Carbon accounting has evolved rapidly over the past twenty years and now encompasses a wide range of activities with significant financial implications. This paper examines how competence in carbon accounting is being defined and claimed by different actors and communities. Specifically, it focuses on the role of the accountancy profession in carbon accounting, charting its engagement over time and its relationship with other communities involved in carbon accounting. The paper builds on recent work showing that multiple framings and activities are associated with carbon accounting, leading to conflicting views on what it means, how it should be done, and who should be involved. It draws on the concepts of epistemic communities and boundary-work to help explain the role of professions and the emergence of new institutions that mediate between different communities to achieve policy change. We find that, while accountants have undisputed authority in the field of financial reporting of rights and liabilities created under emissions trading schemes (’financial carbon accounting’), their claims to competence in other aspects of organisational carbon accounting overlap with those made by several other communities. Although the accountancy profession’s interest in organisational carbon accounting can be traced back at least as far as 2001, the introduction of emissions trading in Europe in 2005 coincided with the start of a new, as yet largely un-scrutinised, initiative to extend its claims of relevant expertise, through a variety of methods including the promotion of standards for disclosure of physical and strategic climate-related information. The Climate Disclosure Standards Board provides an example of a boundary organisation that has been established by different communities with an interest in carbon accounting, with mutually beneficial results, which has nevertheless resulted in the production of a new Climate Change Reporting Framework that is heavily aligned towards the existing competence of accountancy professionals. Using panel data, we find evidence for significant direct and indirect effects of trade on carbon emissions. Trade tends to increase the emissions burden, especially in those less industrialized countries. We also find evidence for a U-shaped relationship between income per capita and carbon emissions. In April 2010, Prime Minister Kevin Rudd announced the deferral of his flagship climate-change policy, the Carbon Pollution Reduction Scheme, after it twice failed to gain the support of the Australian Senate. The decision contributed to the curtailment of Rudd's premiership and confirmed climate change as one of the most toxic issues in Australian politics. Although deficits in policy design and structural obstacles caused by Australia's carbon-intensive economy were major obstacles for the Carbon Pollution Reduction Scheme, it could have passed into legislation had more effective political strategies been used to counter political opposition. A policy network framework is used to explore these political obstacles and how alternative political strategies may help to counter political obstacles to and public concern about new climate policies. Successive New Zealand governments have failed to adopt effective climate change policies. A positive, albeit limited, step was taken with the New Zealand Emissions Trading Scheme in 2008, a scheme founded on a framework of comprehensive coverage, applying to all sectors of the economy and all Kyoto gases, addressing the challenge of creating an emissions trading scheme tailored for a country characterised by large forest sinks and substantial agricultural emissions. Amendments in 2009 created significant changes in the way the scheme operates. These included delaying the entry of key sectors, moving to an ‘intensity' based approach, to the free allocation of emissions units and implementing a ‘transition period’. The development of New Zealand's climate change policy highlights the difficulties of a unique emissions profile and strong political interests, particularly the influence of a powerful agriculture sector. In this article, I analyze a difficult and surprisingly under-examined issue about how to reduce greenhouse gas emissions most effectively at the lowest cost. If policy-makers commit to using cap-and-trade as a central regulatory mechanism--the dominant policy choice to date--to what extent should they also adopt regulatory programs that contain more traditional direct regulation? Cap-and-trade is by definition designed to harness market forces to allow polluters to make choices about whether and how they will reduce their own emissions or trade for a right to emit more while another polluter cuts emissions more dramatically. Complementary policies, by contrast, designate in advance how greenhouse gases ("GHGs") must be reduced and the sources from which these reductions must come. While complementary policies can effectively reduce emissions, they also constrain the market options available under cap-and-trade by limiting the choices emitters have about how to reduce their emissions. That constraint can lead to higher compliance costs. Though policymakers may enact complementary policies for reasons other than greenhouse gas emissions reduction, if the goal is solely to reduce greenhouse gases most cost-effectively, cap-and-trade alone is a better choice in a well-functioning market. However, if systematic market failures prevent emitters subject to a cap-and-trade system from choosing the lowest cost compliance options, then, from a climate policy perspective, complementary policies to correct the market failure make sense. Energy efficiency measures are one example of a complementary policy that corrects such a market failure. If no market failure exists, policymakers should recognize the trade-off inherent in limiting the market mechanisms cap-and-trade is designed to promote and evaluate whether ancillary benefits justify the reduction in market flexibility and the potentially higher costs. Linking a cap-and-trade with an offset mechanism has many theoretical advantages: it reduces compliance costs, extends the price signal outside the cap-and-trade, and triggers technology transfer. However, it is feared that such linking will induce outsourcing of emissions reduction at a low price and undermine the price incentive in the cap-and-trade. The EU Emissions Trading Scheme (EU ETS) is the first full-scale example of a cap-and-trade system linked to project-based mechanisms such that offsets have effectively been used by industrial installations. This article is an ex post analysis of EU ETS data for the years 2008 and 2009, and the characteristics of the link and its efficiency are evaluated. Although offsets have been much used, their use is concentrated and not very intense or frequent, which allays the fear that offsets will flood the market. Although the majority of surrendered CERs effectively come from the largest and oldest projects, the credits surrendered are similar to those available on the market. Possible factors that contribute towards inefficiency are the rules for using offsets, transaction costs affecting the participation of small installations, awareness and openness to market-based instruments, and uncertainties regarding CERs offer and demand from other markets. The article discusses an innovative policy approach to climate change mitigation in Great Britain, called personal carbon trading (PCT), in which emission rights are allocated to individuals. According to the authors, despite the many variations of the PCT scheme, there are two main components they all share, including the lack of an option to opt out once an individual becomes part of a scheme and the distribution of an annual, equal per capita carbon emissions allowance for personal use without a fee. Topic include a discussion of the rationale behind a cap-and-trade policy approach in the context of climate mitigation policies, a summary of the status of PCT policy and research in Great Britain, and implications of the personal carbon allowances (PCA) scheme on individuals.

Recent debates have drawn attention to the legitimacy challenges faced by new forms of global governance. Privatised governance in particular has come under considerable scrutiny. This paper attempts to contribute to this debate through an analysis of the widespread critiques of climate governance that focus on its 'marketized' or 'privatized' character. Such critiques fundamentally attempt to delegitimise dominant governance mechanisms which can be collectively known as the 'global carbon market'. The paper argues that to understand the political dynamics of legitimacy surrounding these forms of governance we need to take into account the recurrent tension within capitalism between accumulation and legitimation. This focus enables us to understand the legitimacy problems surrounding climate governance. First, it draws attention to the character of the discourses which are critical of marketized climate governance, which attack it precisely because of the forms of accumulation it enables. Second, many of these governance projects have themselves been developed in part precisely in order to overcome legitimacy crises inherent in capital accumulation, and specifically in the current context in relation to the dominance of finance within contemporary capitalism. Finally, it suggests that one of the strategies of firms involved in such governance is to attempt to overcome this legitimacy-accumulation tension in the way that automobility did in the Fordist era. Climate governance practices should be understood as a pursuit of this sort of coherence which might give rise to an 'ecological regime of accumulation' that aims to forestall more radical critiques that argue that capitalism and sustainability are inimical. An upstream trading scheme is described that could operate alongside the EU Emissions Trading Scheme (EU ETS). In this proposed scheme, fossil fuel producers (or suppliers) surrender allowances for the carbon contained in their fuel sales. Since the administrative costs are relatively low, such a scheme could provide a simpler, cheaper and more practical alternative to personal carbon trading, while at the same time delivering comparable economic and environmental benefits. The incentive effect for downstream consumers would be similar to a carbon tax. However, instead of a fixed and visible tax rate, the carbon price would be variable and largely hidden within the price of fuel. Consideration is given to the distributional impacts of the scheme and the potential benefits of linking to the EU ETS - including improved liquidity, reduced price volatility and reduced scope for exercising market power. It is argued that an upstream scheme is likely to have greater political acceptability, while at the same time delivering comparable performance in terms of economic efficiency, environmental effectiveness and social equity. Emissions trading has created new forms of exchangeable property which become commodities when traded in markets designed to reduce greenhouse-gas emissions and mitigate climate change. This paper analyzes a set of social processes which influence who benefits from reductions in emissions generated by primary production from forest ecosystems. Informed by commodification literature, and property and access theory, we suggest that farmers and rural communities cannot derive full benefits from carbon sequestration because they lack key structural and relational mechanisms, such as capital, knowledge, expertise, technology, and, in some cases, even labour. We illustrate this argument by examining three ongoing carbon-forestry projects in China, Ecuador, and Mexico and we highlight its implications for future forestry mitigation projects and programmes. This article explores whether emissions trading is morally defensible To do so it examines three different kinds of moral consideration Which might be used to judge emissions trading. The first kind makes what I term an 'ethical' objection, and holds that utilising market instruments to combat climate change is inherently objectionable. I examine three versions if this 'ethical' argument but find none persuasive. The remainder of the article considers two additional moral considerations, both of which appeal to principles of justice. Drawing on these it argues that emissions trading can be morally defensible but only it it meets these two demanding moral criteria. First, the costs of emissions trading should be shared equitably. The paper examines what this might mean and criticises the leading account of what constitutes a just distribution of emissions Second, emissions trading must make an appropriate contribution to climate mitigation. A number of ways in which current emissions trading schemes signally fail to meet this second criterion are then noted. The article concludes that emissions trading schemes could in principle be morally defensible but only if new schemes are introduced or existing schemes are radically redesigned in line with the principles outlined in the article. The challenge of creating a global low-carbon society is examined from the perspectives of a slow-growing but highly developed economy (Canada) and a fast-growing developing economy (China). Both countries' responses are compared to a similar carbon price schedule (US$10/tCO2e in 2013 rising exponentially to $100 by 2050) using a hybrid technologically explicit and behaviourally realistic model with macroeconomic feedbacks (CIMS). Then additional measures are imposed based on the national circumstances of each country; for Canada we simulate a 50% reduction by 2050, and stabilization for China. The scale of the challenge in all cases requires that every available option be vigorously pursued, including energy efficiency, fuel switching, carbon capture and storage, and accelerated development of renewables; to compensate, there are significant co-reductions of local air pollutants such as SOx and NOx. Finally, the abatement cost schedules of China and Canada are compared, and implications considered for carbon permit flows if the cost schedule of the rest of the developed world is assumed to be similar to that of Canada. We found that the developed world and China could collectively reduce emissions by 50% in 2050 at a price of $175/ tCO2e, with permits flowing from the developed countries to China; while abatement costs are lower in China up to $75/t, at higher prices reductions are less costly in the developed world. Our results indicate that a global low-carbon society is feasible, on condition that policy makers are willing and able to impose long-term, credible policy packages with carbon pricing policy as the core element, coupled with supplementary regulations to address market failures. Under the Japan-UK research project `Low-Carbon Society (LCS) Scenarios Towards 2050', an international modelling comparison was undertaken by nine national teams, with a strong developing-country focus. Core model runs were a Base case, a Carbon price case (rising to $100/tCO2 by 2050) and a Carbon-plus case to investigate an LCS scenario with a 50% reduction in global CO2 emissions by 2050. The comparison emphasis was to focus on individual model strengths (notably technological change, international emissions trading, non-price (sustainable development) mechanisms and behavioural change) rather than a common integrated assumption set. A complex picture of long-term LCS scenarios comes from the range of model types and geographical scale (global vs. national); however, common themes for policy makers do emerge. A core finding is that LCS scenarios are technologically feasible. However, preferred pathways require clear and early target setting and incprporation of emissions targets across all economic activities. This will probably entail significant socio-economic changes. To realize major LCS transitions requires sustained progress in R&D and deployment of a broad range of technologies, with carbon capture and storage (CCS) a key technology in most low-carbon portfolios. Developing countries, in particular, face an immense challenge to achieve LCS in light of their economic growth requirements. This article assesses the feasibility of a 50% reduction in CO2 emissions by 2050 using a large-scale Post Keynesian simulation model of the global energy-environment-economy system. The main policy to achieve the target is a carbon price rising to $100/tCO2 by 2050, attained through auctioned CO2 permits for the energy sector, and carbon taxes for the rest of the economy. This policy induces technological change. However, this price is insufficient, and global CO2 would be only about 15% below 2000 levels by 2050. In order to achieve the target, additional policies have been modelled in a portfolio, with the auction and tax revenues partly recycled to support investment in low-GHG technologies in energy, manufacturing and transportation, and `no-regrets' options for buildings. This direct support supplements the effects of the increases in carbon prices, so that the accelerated adoption of new technologies leads to lower unit costs. In addition the $100/tCO2 price is reached earlier, by 2030, strengthening the price signal. In a low-carbon society, as modelled, GDP is slightly above the baseline as a consequence of more rapid development induced by more investment and increased technological change. This article examines the governance of international carbon offsets, analyzing the political economy of the origins and governance of offsets. We examine how the governance structures of the Kyoto Protocol's Clean Development Mechanism and unregulated voluntary carbon offsets differ in regulation and in complexity of the chain that links consumers and reducers of carbon, with specific consequences for carbon reductions, development, and the ability to provide "accumulation by decarbonization." This article examines the viability of a cap-and-trade system to control carbon emissions in the United States. A similar system had great success in reducing acid rain. There is also debate over instituting individual restrictions on emissions. Everyone would be issued the same amount of credits, which could then be sold if the person were able to restrict their carbon footprint. As a result, the system would provide an incentive for every individual to take steps to reduce his or her personal emissions.

The three Kyoto flexible mechanisms-emissions trading, the clean development mechanism (CDM), and Joint Implementation (JI)-have always been controversial. Proponents saw the mechanisms as clever tools to ensure environmental outcomes were achieved at least cost. Reducing the costs of compliance, they argued, would make righter environmental targets possible, and certainly more politically feasible. Detractors have argued that the flexible mechanisms commoditize Earth's atmosphere in a manner that will allow dubious projects and the exchange of ‘hot air’ to substitute for serious engagement on climate change. This chapter reviews the Kyoto flexible mechanisms, which will become fully operative during the period 2008 to 2012. The climate change issue faces a big challenge, perhaps the biggest challenge of all ç politics. Pakistan has taken many noticeable steps in relation to climate change: (1) it is the only country in which the Prime Minister is heading an inter-ministerial task force on climate change, (2) it is the first developing country to establish a specialized, self-financed scientific centre to research the impact of climate change, and (3) it is the lead country to earmark budgetary funds for a national carbon sequestration programme. Pakistan, together with many developing countries, has much to offer the climate change issues. The author proposes five approaches to build consensus among climate policy negotiators: (1) reinforcing the polluter pays principle and ‘common but differentiated responsibility’, (2) active partnership by developing countries, (3) recognizing the voluntary actions taken by developing countries, (4) reinforcing the issue of adaptation, and (5) considering the option of equal per capita entitlements. Although many economic studies suggest that China would reap significant benefits from participating in a global cap-and-trade regime, China has consistently refused to participate in international negotiations on this issue. Understanding China's underlying concerns is a key to explaining why China has not embraced an international greenhouse gas emissions trading scheme. This is explored as a potential basis for including China in future negotiations and schemes. This issue is considered from the following perspectives that impact upon China: (a) fairness: how do developing countries perceive emissions caps? (b) why have China and India been sceptical about international emissions trading? (c) what would China's political perceptions be of an inflow of CDM investment in comparison with the exports of emissions permits to the USA? (d) what are the implications of 'lock in' to an emissions cap, particularly when no rules and principles exist for setting emissions targets for post-2012? With the gradual strengthening of environmental supervision, how to coordinate the relationship between environmental protection and full employment has become an urgent problem. This paper takes China's carbon emission trading policy as the research subject, and evaluates the employment effect of carbon emission trading policy from the perspective of micro enterprises under the premise of considering the spatial spillover effect. This paper aims to verify and evaluate the spatial spillover effect of China's carbon emission trading pilot policy on labor demand of enterprises, and study the effect of environmental policies on the employment market in China. Firstly, from the theoretical point of view, comparisons among the differences of the average employment effect, spillover effect and total effect coefficient of carbon trading right policy are conducted under the condition of spillover effect or not. Secondly, from the empirical perspective and relaxing the STUVA conditions, a Triple Difference Model is constructed to evaluate the impact of carbon emission trading policy on the labor demand of enterprises by using the panel data of China A-share listed companies in Shanghai and Shenzhen from 2008 to 2017. Thirdly, this paper further uses the synthetic control method to analyze the employment effect differences of carbon emission trading policies in different pilot areas of China. The results show that the carbon emission trading policy in China has an about 10 percent positive spillover effect on the neighboring provinces in pilot areas. Moreover, the results indicate that China's carbon emission trading policy has generated some employment dividend, and the total effect is about 11.5 percent when the ratio of individual sample is considered. In addition, the impact of carbon emission trading policy on employment is gradually increasing, and the employment effect of carbon trading policies in different pilot areas of China is quite dissimilar. The findings of this paper confirm the positive employment effect of China's carbon emission trading policy, and have important policy implications for the further promotion of the national carbon emission trading market.
