Text mining is an active field of statistical research. In this paper we use two methods from text mining: the Poisson Reduced Rank Model (PRR, see Jentsch et al. 2020; Jentsch et al. 2021) and the Latent Dirichlet Allocation model (LDA, see Blei et al. 2003) for the statistical analysis of party manifesto texts from Germany. For the nine federal elections in Germany from 1990 to 2021, we analyze party manifestos that have been written by the parties to present their political positions and goals for the next legislative period of the German federal parliament (Bundestag). We use the models to quantify distances in the language of the manifestos and in the weight of importance the parties attribute to several political topics. The statistical analysis is purely data driven. No outside information, e.g., on the position of the parties, on the meaning of words, or on currently hot political topics, is used in fitting the statistical models. Outside information is only used when we interpret the statistical results.

According to Peter Mair and Richard Katz, dominant political parties are characterized by a phenomenon of cartelization. They would tend to cooperate together to exclude new competitors and to monopolize state resources. We question this hypothesis by focusing of the evolution of the German political system between 2005 and 2020. We note a constant decline of the traditional social circles supporting the CDU/CSU and the SPD. The number of Christians, farmers on the one hand and unionized workers on the other – respectively supporters of the Christian-Democrats and the Social-Democrats – is steadily declining. However, the established parties do not have privileged access to state resources, which are also accessible to the new political parties – Alternative für Deutschland, PDS/Die Linke, Green. On the other hand, there is another form of cartelization that we call cartelizationrecomposition. It is based on a rapprochement between the established parties with eachother and with certain new parties. Cartelization-exclusion concerns only certain parties and it is part of a logic of "cordon sanitaire" and not of monopolization of public resources., Selon Peter Mair et de Richard Katz, les partis politiques dominants se caractérisent par un phénomène de cartellisation. Nous questionnons cette hypothèse à l’exemple de l’évolution du système politique allemand entre 2005 et 2020. Nous constatons un déclin constant des milieux sociaux traditionnels soutenant la CDU/CSU et le SPD. Le nombre de chrétiens, d’agriculteurs d’une part et de salariés syndiqués d’autre part – soutien respectif des démocrates-chrétiens et des sociaux-démocrates – baisse de manière tendancielle. Néanmoins, les partis établis n’ont d’accès privilégié aux ressources de l’Etat lesquelles sont accessibles aussi aux nouveaux partis politiques – Alternative für Deutschland, PDS/Die Linke, Verts. On constate, en revanche, une autre forme de cartellisation que nous appelons cartellisation-recomposition. Elle repose sur un rapprochement entre les partis établis entre eux et avec certains nouveaux partis. La cartellisation-exclusion concerne uniquement certains partis et elle s’inscrit dans une logique de « cordon sanitaire » et non de monopolisation des ressources publiques.

Handelt es sich bei dem Mitgliederschwund deutscher Volksparteien um ein unaufhaltsames Niedergangsszenario oder um ein umkehrbares Phänomen? In einer ersten systematischen Untersuchung der Strategien der CDU und SPD bei der Anwerbung neuer Parteimitglieder zeigt der Band, dass es lohnt, in ein völlig neues Forschungsfeld vorzudringen. Die vergleichende Analyse macht deutlich, dass der Mitgliederverlust in deutschen Parteien zwar gestoppt werden kann, aber die weitere Professionalisierung der Parteimitglieder notwendig macht. Auf Basis der Ergebnisse der Studie handelt es sich bei dem Mitgliederschwund deutscher Parteien nicht um ein unaufhaltsames Niedergangsszenario, sondern um ein umkehrbares Phänomen. Zugleich ist klar geworden, dass Mitgliederwerbung äußerst voraussetzungsreich ist. Die Studie zeigt, dass die Parteien in Deutschland zum Teil stark auf die Arbeit ihrer - unbezahlten - Mitglieder angewiesen sind. Diese ehrenamtlichen Mitarbeiter*innen sind nicht angemessen darauf vorbereitet, neue Parteimitglieder strategisch oder systematisch zu rekrutieren. Um Mitglieder in die Lage zu versetzen, selbst neue Mitglieder zu werben, bedarf es nicht nur hoher Motivation und hohen Commitments, sondern auch der sozialen Identifikation mit der Partei sowie Respekt und Wertschätzung vonseiten übergeordneter Ebenen. Mehrwerte entstehen vor allem dann, wenn bestehende Mitglieder in der Nutzung verschiedener Strategien geschult werden. Zwar steht Material zur Lektüre vonseiten der Parteien bereit, doch wird dieses - auch aufgrund des teilweise großen Umfangs - nur selten konsultiert. Als einer der Hauptfaktoren gelingender Mitgliederwerbung hat sich das Setzen eines ‚Triggers‘, der direkten Ansprache, als erfolgversprechend erwiesen. Auf Basis des Civic Voluntarism Models füllt diese direkte Ansprache den im Modell angelegten Netzwerkfaktor und ist bei Vorhandensein von Ressourcen und Motivation als letzter Schritt zur Mitgliedschaft zu betrachten. Zugleich werden Werber*innen der Parteien aber nur allzu selten so gefördert, wie es die äußerst frustrationsbeladene Aufgabe der Mitgliederwerbung erfordern würde. Die Parteien sind damit nicht in der aussichtslosen Lage, ihrem eigenen Mitgliederschwund tatenlos zusehen zu müssen, sondern könnten bereits mit geringen Mitteln behutsam, aber wirkungsvoll intervenieren.
