Welfare states in Europe and around the world are experiencing growing numbers of people with limited or unclear rights to public welfare within their borders. These are refugees, undocumented migrants, EU-migrants and other groups of displaced or deprived people seeking a better life. In Sweden, this situation is trying the highly held principles of social and human rights, as charities are becoming an increasingly important complement to rights-based public welfare services. This article will show how eight different City Missions in Sweden are seeing a new role for themselves in an emerging social landscape. The reasons people have to give money to charities varies between different societal settings. This article explores the interaction between individual and social reasons to give in Sweden, a country representing a distinct type of such settings. The purpose of the article is to addresses not only the question of how much that is donated and to what, but to also provide an interpretation of why people give and what it means to give in this national context. Social origins theory is used to analyse results gathered from a national survey on civic participation in Sweden. The results show that giving in Sweden is widespread, small-scale and relatively uniform across different groups of givers. It is concluded from this that giving is mainly a civil act performed for personal reasons and to a lesser degree a civic act with significance for the social standing of the donor. The aim of this article is to explore how charitable giving is structured in a universal welfare state. The article presents new data based on more than 200 national fundraising campaigns in Sweden during the past 60 years. The varying success of these campaigns for different causes creates a historical pattern of charitable giving under a social democratic welfare regime. Which causes are still considered urgent and appropriate for donations in a country where welfare is considered to be a social right, and how have these attitudes developed over time? More specifically, the article analyses differences in the success of campaigns for domestic and for international causes, including several subcategories of campaigns. The results not only show that Swedes give considerably more money to causes not addressed by the state but also that charitable giving in Sweden is increasing for all types of causes.
