Abstract This paper sets out to give a rounded view of the Irish foster care system as currently constituted. It will cover areas such as the law and policy framework, key data, key institutional actors, views of the system from the perspective of key stakeholders (care experienced adults and young people, foster carers and their children and the biological parents of children in foster care), and distinctive features of the Irish system. It will also offer a brief review of key influences that have helped shape the current system and Ireland's move from high use of institutional care to high rates of family placement. It will also consider challenges that still face policy and practice in the Irish foster care system. The paper takes a multi-disciplinary approach drawing on evidence from various perspectives including law, history and social policy. Offering the Irish case in this paper is not to claim or imply that the Irish system is fully developed or has resolved all its challenges. As will become clear, the argument here is that Ireland is an interesting case not because of any (erroneous) claim that it is the finished article as a foster care system. It is interesting because it is both a system that is still in development, and is also one that has already made the transition from a system dominated by residential care to one heavily reliant on family placement. This is a pilot study on the sensitive issue of how children and young people experience family contact in foster care, and the views of key adults in their lives on the same issue. There is a special focus on the children's experiences, opinions, and feelings. The study is a response to the relative scarcity of literature on family contact based on the experiences of children and adults in caring roles. This is a qualitative and exploratory study, with a sample of 10 children and young people in care in the district of Porto, aiming to identify key issues and areas for further examination. The results allow us to conclude that the possibility of maintaining contact is positively evaluated. However, perspectives on the relationships involved, and on the reactions to and difficulties associated with visits, revealed considerable disagreement among the actors. A possible set of implications drawn from the findings pointed out to the importance of developing a monitored cooperation that improves communication processes in order to take into account the children's and young people's views in the decision‐making process; and to develop more attentive and open working relationships with parents throughout the foster care placement. There has been a significant growth in the use of formal kinship care in the UK and Ireland in the last 20 years. The paper charts some of the reasons for the 'organic growth' of kinship care and the multiple dynamics that have shaped this. It shows that kinship care has grown relatively slowly in the more regulated care system of England, compared to the less regulated system in Ireland. Examination of these different trajectories suggests that: where the tendency to regulation is strong the choices of individual family members may also have an impact in response to state provision; cultural differences in the importance of family ties may play a part in decision-making processes; and that variations in levels of regulation and support may impact on the profile of the care system. It also serves to highlight that relationships may be the glue that brings formal kinship placements together and they may also be the glue that holds them together. Regulation (and how it is interpreted on the ground) can influence the climate of choices of the carer to start or keep going, but it cannot determine those choices. Clearly, regulation is required, but it seems wise not to see regulation as all-conquering in terms of influence. 'Culture' in a range of senses seems also to play a part. Further comparative study may reveal more about this 'dance' of kinship care and its balancing of regulatory and 'cultural' factors. [ABSTRACT FROM AUTHOR]

This essay discusses policies of the Irish government regarding public child care. The author notes public opinion regarding public child care following reports of child abuse in reformatory schools and orphanages and the management of institutional care by the Catholic Church. The Reformatory and Industrial Schools Systems Report, known as the Kennedy Report, promoted child care reform and deinstitutionalization. The promotion of foster care and adoption in Ireland is noted.

This paper considers the concept of resilience and how the natural qualities supportive of resilience in children and families can best be nurtured. It argues that there is an emerging crisis in bureaucratised child protection systems that alienates and undermines both social workers and clients, and that runs counter to the spirit of resilience-led practice. Responding to this crisis requires a new emphasis on relationships, strengths and the clients' social context in child and family social work. It also requires practitioners and students to reflect carefully on the nature of helping. The paper explores some of the implications of these ideas for social work practice, education and policy. The article begins by challenging what is considered to be the relative neglect by child and family social work of the importance for children of school and teachers. Key roles of school in children’s lives are conceptualized. School is argued to have potential as an ally for children, a guarantor of basic protection, a capacity builder, a secure base from which to explore the self and the world, an integrator into community and culture, a gateway to adult opportunities and a resource for parents and communities. It is suggested that school can have a special supportive value for children experiencing adversity, including those in state care or under supervision, those whose parents have divorced, and those recovering from abuse or neglect. The implications of the central importance of schools and teachers for child and family social work are discussed with reference to the child as client, work with teachers, work with the wider school and community, and policies in social work agencies and in education and training programmes for social workers and teachers. A notable development in child welfare provision in recent decades has been growth in certain jurisdictions of formal kinship care as a type of placement for children needing 'out of home' care. This trend raises the question of why formal kinship care has emerged in such a marked way in this period in some contexts. This paper sets out to explore this issue by investigating the emergence and development of formal kinship care in two neighboring jurisdictions in Europe where it now accounts for a substantial proportion of all care placements in Scotland and Ireland. The paper sets out a conceptual framework that considers the emergence of formal kinship care against the backdrop of the overall care systems in both jurisdictions and the wider set of societal kinship care practices relating to children. It traces key policy developments in the evolution of formal kinship care in both systems. It reviews policy challenges and influences that may help to account for the emergence and current relative importance of formal kinship care.
