The article focuses on the New Jersey's child welfare system. According to the author, few changes have been made to the system since an effort to reform its inadequacies began more than 18 months ago. It is the author's view that the difficulty New Jersey officials have had in providing promised medical exams to children offers a glimpse into some of the obstacles that the state has faced in trying to repair the system. It is suggested that the system is still suffering from staff shortages, poor financing and poor communication. United States.
