Background: Previous research has identified a relationship between income inequality and child abuse and neglect in the USA. This association has received limited exploration outside the USA., Methods: Administrative data on child protection (CP) in 172 English and Welsh local authorities between 2013 and 2018 were combined with data on deprivation, ethnic density and education from publicly available data sources. Commercial income data were used for Gini coefficient estimation. We tested whether similar evidence for three key findings from a US study could be found in England and Wales. These included whether there was evidence of a relationship between income inequality and child maltreatment, whether this relationship was non-linear and whether this relationship varied dependent on the level of poverty., Results: There was a significant non-linear relationship between income inequality and state care rates in England and Wales. Predicted state care rates were higher as income inequality increased, up until around average levels where the effect flattens. However, there was no significant relationship for models predicting CP plan/register rates. Income inequality, income deprivation, ethnic density and higher education were able to explain around 75% of the variance in English and Welsh state care rates., Conclusions: There is some evidence to support the claim of a relationship between income inequality and child maltreatment beyond the USA in England and Wales, and a case for further comparative research, but there are significant limitations in the comparability of data., Competing Interests: Competing interests: None declared., (© Author(s) (or their employer(s)) 2021. This study explored how day-to-day social work practice with children and families in Wales responds to poverty, building on case studies already published in the other three UK nations. A case study design was used. The sites were locality teams in two local authorities, differing in their children looked after rates and trajectories of these over time. Qualitative research methods included practice observations; interviews with staff; focus groups; mapping of decision-making processes; and a sample of family case narratives. In one local authority, the range of data was similar to the other UK nation case studies. However, in the second, data collection was adapted to the coronavirus disease-19 (COVID-19) lockdown context. Some evidence was found of narratives that emphasised the cultural, rather than material, aspect of poverty, and blamed parents for making inappropriate spending choices. Poverty alleviation was generally seen as outside of social workers' control and requiring earlier help before social services involvement. In one of the local authorities, there was some awareness shown of the impact of poverty on parenting. In the other, that took part in the study during 2020, the exacerbating effects of families in lockdown were described, including the lack of family support due to pandemic restrictions. Purpose: Using a mixed methodology comprising interviews, case file analysis and descriptive statistics, this study aims to examine the experiences of all 43 young people in Wales subject to secure accommodation orders between 1st April 2016 and 31st March 2018. Design/methodology/approach: Children in the UK aged 10–17 years who are deemed to be at a significant level of risk to themselves or others may be subject to a secure accommodation order, leading to time spent in a secure children's home (SCH) on welfare grounds. Following a rise in the number of children in Wales referred to SCHs for welfare reasons, this paper describes these young people's journeys into, through and out of SCHs, giving insight into their experiences and highlighting areas for policy and practice improvements. Findings: Findings indicate that improvements in mental health support and placement availability are key in improving the experiences of this particularly vulnerable group of young people throughout their childhood. Practical implications: Other practical implications of the study's findings, such as improvements in secure transport arrangements, are also discussed. Originality/value: While the findings are limited by the reliance on self-report methods and the size of the study, namely, the small number of young people with experience of SCHs who were able to participate, the findings build on the existing knowledge base around children's residential accommodation and provide new insights into how best to support these children. Summary: Two fast-track child and family social work training programs have been established in England — Step Up to Social Work and Frontline. Trainees' financial support is far higher than for mainstream social work degrees. One of the reasons claimed for setting up these programs is addressing retention, although critics (of Frontline) predicted graduates would not stay in social work. A 4-year study assessed retention and reasons for leaving social work. Attrition rates from statutory social work were calculated from responses (n = 2543) to annual surveys, plus looking up non-respondents in the professional register. Interviews were conducted with fast-track graduates (n = 80) and employers (n = 29). Findings: The overall rate of social work graduates not in statutory social work at 18 months post-qualification was 12% for fast-track programs, and Higher Education Statistics Agency survey data show attrition at 15 months post-qualification as 18% for all social work routes. Frontline's original national recruitment approach was less successful for retention than Step Up to Social Work's regional approach. Perceived local authority support and intrinsic job satisfaction were associated with attrition in longitudinal bivariate analysis. Fast-track graduates leaving statutory social work typically moved to work in social care (including policy roles), health, or education. Applications: Early-career attrition appears to be somewhat lower from fast-track programs than from all social work graduates. Longer-term comparison is not yet possible. In promoting retention, employers should be aware of the importance of staff perceptions of the local authority as supportive, and of their intrinsic job satisfaction. [ABSTRACT FROM AUTHOR]

Flying Start is an enhanced early years programme in Wales which is targeted at areas where a high proportion of households with children are recipients of income‐related benefits or tax credits. Child protection interventions are known to be concentrated in more deprived areas. Flying Start could have the effect of reducing risk to children or, conversely, it could result in more children coming to the attention of social services. Administrative data were used to identify children in public care and on child protection registers in Wales on 31 March 2015 and to identify lower super output areas covered by Flying Start services. Child welfare intervention rates were examined, and a comparison was made between areas within deprivation quintiles where Flying Start was operating and areas where it was not. In areas where Flying Start services are provided, child welfare intervention rates are higher than in areas where they are not, after controlling for multiple deprivation. Further work is needed to establish why child welfare intervention rates are higher in Flying Start areas and what effect there might be longer term. Comparative international data on patterns of inequality in child welfare interventions, for example, the proportion of children about whom there are substantiated child protection concerns or who are in out-of-home care, are far less developed than data about inequalities in health. Few countries collect reliable, comprehensive information and definitions, methods of data collection and analysis are rarely consistent. The four UK countries (England, Northern Ireland, Scotland and Wales) provide a potential 'natural experiment' for comparing intervention patterns. This study reports on a large quantitative, descriptive study focusing on children in contact with children's services on a single date in 2015. It found that children's chances of receiving a child protection intervention were related to family socio-economic circumstances, measured by neighbourhood deprivation, within all four countries. There was a strong social gradient which was significantly steeper in some countries than others. Ethnicity was another important factor underlying inequalities. While inequalities in patterns of intervention between the four countries were considerable, they did not mirror relative levels of deprivation in the child population. Inequalities in intervention rates result from a combination of demand and supply factors. The level and extent of inequity raise profound ethical, economic and practical challenges to those involved in child protection, the wider society and the state. [ABSTRACT FROM AUTHOR]

The relationship between poverty and child maltreatment and by extension of being placed in out-of-home care is a well-established one. However, this study goes beyond recent UK studies on the scale of child welfare inequalities in the likelihood of being placed in out-of-home care by considering such inequalities over time. The study is an analysis of longitudinal administrative data on children 'looked after' with a specific focus on children entering care in the two years that followed the death of Peter Connelly in 2007, a period that saw a rapid increase in numbers of children entering care. The analysis considers these increases using a child welfare inequalities lens. There is a 'social gradient' present within the overall rates of children entering care, with children in the most deprived neighbourhoods almost twelve times more likely to enter care than those in the least deprived. Such inequalities are compounded further in times of rapidly increasing entries to care with children entering care being disproportionately drawn from the poorest neighbourhoods, illustrated by a 42-per cent increase in rates between the two years in the most deprived neighbourhoods whilst rates in the least deprived neighbourhoods fell or remained the same. The practice of extended family and friends helping to care for children when their parents are unable to is an enduring tradition in many cultures. Kinship care provides the largest proportion of out of home care in Western society but many of these carers experience poverty and deprivation, and do not receive comparable levels of support, financial or professional, to other placement types. This study provides UK evidence for the relationship between kinship care and deprivation and examines how the welfare state frames kinship care in policy and practice. [ABSTRACT FROM AUTHOR]

Comparative child welfare administrative data from each of the four jurisdictions of the UK (Scotland, England, Northern Ireland (NI) and Wales) were analysed over a ten-year period to examine rates and patterns of public care. Scotland followed by Wales has the highest rates of children in out-of-home care, followed by England and NI with similar lower proportions. Despite strong links between deprivation and higher chances of becoming looked after, this national variation appears more a reflection of differing legal and operational practice than higher levels of need for public care. Notwithstanding differing devolution settlements, a convergence in the direction of policy across the UK towards early intervention, extensive use of kinship care and adoption as an exit route from public care is apparent. This convergence is most apparent in the increased entry of very young children to public care in Scotland, NI and Wales. The lack of any systematic collection of data by governments on the social and economic conditions of children reflects a missed opportunity to examine separately their influence on rates of children in public care.
