This study examines the effects of child welfare, mental health, and drug/alcohol system experiences on jail involvement, as mediated by juvenile justice placement, for Black and White youth/young adults. The sample was comprised of individuals born between 1985 and 1994 with child welfare involvement in an urban Pennsylvania county ( N = 37,079) and an out-of-home placement (OOHP) subsample ( n = 8,317). Four path models were estimated (two full samples, two subsamples; separate models for Black and White youth). For all models, juvenile justice placement was positively related to jail involvement. For the full samples, out-of-home child welfare placement was associated with an increase in juvenile justice placement. Within the Black placement sample, child welfare placement experiences had complex relationships with juvenile justice placement. Providing drug/alcohol services may be a protective factor for Black youth prior to juvenile justice contact. Articulating these relationships helps identify youth most at risk of justice system involvement and better targets services, especially mental health and drug/alcohol services.

Social workers are critical to promoting racial and social justice. "Crossover youth," a term used to describe youths who have contact with both the child welfare and juvenile justice systems, are an especially vulnerable but often overlooked population with whom social workers engage. A disproportionate number of crossover youth are African American. Empirical research on crossover youth is growing, but such scholarship rarely engages with a human rights and social justice perspective. African American children and youths have a distinct place within the history and current context of the child welfare and juvenile justice systems. These systems have historically excluded them or treated them differently; now, African American youths are overrepresented in each of them, and evidence suggests they are more likely to cross over. The purpose of this article is to describe the historical and current context of crossover youth, with a particular focus on African American youths, to provide the foundation for a discussion of what social workers can do to promote racial and social justice for crossover youth, including specific implications for practice and policy, as well as broader implications for human and civil rights., (© 2017 National Association of Social Workers.)

Although research on youth aging out of the child welfare system has increased, there has been limited focus on how their experiences vary. In particular, there is a need to examine patterns in the involvement of these youth in other systems, which indicate constellations of challenges facing these young people as they transition out of care and into adulthood. Using administrative data from a large birth cohort of individuals born between 1985 and 1994 whose families have been involved in the child welfare system, this article presents an analysis of the mental health, substance abuse, juvenile justice, and criminal justice system involvement of youth who have aged out of child welfare. Using a 2-step cluster analysis, we identify 5 subgroups of youth. Two of these groups, accounting for almost half of the youth, have little other system involvement and have child welfare care careers of relative stability. The other 3 groups, consisting of just over half of the youth, have much more extensive other system involvement, as well as care careers marked by instability and a greater proportion of time spent in congregate care., (© 2011 American Orthopsychiatric Association.)

Background: Legal socialization is the process through which young people develop beliefs in the legitimacy of the law and legal system. Research has examined how perceptions of interactions with authority figures influence beliefs regarding the legitimacy of laws and legal system, thereby shaping compliance with the law (Fagan and Tyler in "Soc Justice Res" 18:217-242, 2005). Child welfare caseworkers play an integral role in children and youths' experiences in the child welfare system. However, limited research exists examining the relationship between youths' perceptions of caseworkers and outcomes such as delinquency. Objective: The goal of this study is to address how perceptions of a youth's child welfare caseworker influence legal socialization and whether it is related to self-reports of delinquency. Methods: The sample (n = 113) is from youth in two juvenile justice residential facilities. Least trimmed square regressions examine the relationship between perceptions of child welfare caseworkers and legal socialization as a composite measure and its components. The overall measure and individual components are then regressed on self-reports of delinquency. Results: Results indicate youth with more negative perceptions of caseworkers view the legal system as less legitimate and exhibit lower overall legal socialization. Legal socialization is significantly related to delinquency. Conclusion: Findings suggest that, similar to other authority figures, perceptions of child welfare caseworkers are linked to young people's legal socialization and that legal socialization is related to delinquent behavior. Thus, professionals should be aware of the important role of their relationships when working with children and youth.

Out-of-home placement in the child welfare system is related to justice system involvement. Yet, few studies address the similarities and differences of child welfare placement types in relation to justice system involvement within the same sample of youth, which can provide a more nuanced understanding of the relationship between the two. Utilizing a sample of child welfare youth with substantial out-of-home placements (N = 794), we investigate trajectory group experiences on each of three child welfare placement types, and cross-tabulate each with justice system trajectory groups to examine subgroups. The five-group model fits best for foster homes and group homes; four groups for residential facilities. Relationships between justice system groups and placement types were significant. Youth with chronic justice system involvement had more experiences in group homes and residential facilities; youth with less justice system contact tended to have foster home experiences. At least one third of youth involved with juvenile justice experienced child maltreatment. Child welfare samples thus provide a means to examine how child welfare services moderate the relationship between maltreatment and delinquency, producing information essential for tailoring services to disrupt this link. This article contributes to understandings of which youth are likely to become involved with juvenile justice by examining its relationships with child welfare experiences and mental health and substance abuse service receipt, with particular attention to racial and gender differences. In multivariate analyses of a birth cohort of child welfare-involved youth, mental health services are associated with juvenile justice, and substance abuse services are predictive for White boys and out-of-home placement for girls. For youth experiencing out-of-home placement, mental health services are associated with increased likelihood of juvenile justice and substance abuse services with decreased likelihood, while congregate care predicts juvenile justice for girls and White youth. Abstract: This paper adds to the growing body of research examining the experiences of youth aging out of the child welfare system. Through a comparison of youth aging out with two other groups of child welfare-involved youth—those whose families received child welfare services but were never placed out of home and those who were in out-of-home placement but did not age out—it presents a profile of their care careers and other system involvement (e.g., mental health, justice system). Analyses indicate that young people aging out of care have experienced significant amounts of time in out-of-home placement, a great deal of placement instability, and high levels of other system involvement. In general, their involvement is more extensive than that of the two comparison groups. However, the justice system involvement of youth who experienced out-of-home placement but did not age out is just as high as that of youth who have aged out. This finding highlights the importance of devoting resources not only to youth aging out of care but also to similarly-aged young people with prior child welfare involvement. Abstract: This article introduces the work of an interdisciplinary group of scholars and activists who critically examine the nature and boundaries of social work with children and youth. Their works explore the institutional and social spaces shaping young people's lives; deconstruct discourses, policies, and practices that shape meanings and experiences of childhood; and consider challenges for social work and possibilities for transformative action. In this essay the editors address the social construction of childhood; outline a framework for analysis informed by an understanding of the cultural politics of childhood; consider the relationship between neoliberal globalization and contemporary thought and practice regarding children and youth; and introduce cutting-edge scholarship addressing place, power, and possibility and the remaking of social work with children and youth. Abstract: Child welfare policies and practices are changing to allow more youth to remain in care beyond age 18. Yet, the majority of youth do not stay. Given recent evidence suggesting that remaining in care may be beneficial, there is a need to understand why youth leave. Using data gathered from in-depth interviews with young people aging out of care, this paper explores this question, relating it to youths'' understandings of adulthood and the successes and challenges they face during their transitions. We find that youth leave care because of misunderstanding and misinformation about the requirements for remaining in care, as well as because of a desire for autonomy and independence. Specifically, many youth equated adulthood with independence, and thus felt that they needed to leave care to achieve adulthood. Unfortunately, these efforts to be independent often hinder youths'' development of supportive relationships, which they reported to be one of the greatest challenges in their transitions. Based on these findings, we conclude by challenging the conflation of adulthood and independence, as well as of childhood and dependence, calling for connected autonomy as a goal for child welfare involved young people of all ages.
