Since the reform and opening up, China's urbanization level has rapidly increased. However, urban civilization construction lags behind, creating a series of problems, such as environmental pollution, further restricting the healthy and sustainable development of cities. Therefore, China has carried out top-down civilized city construction led by the government. This paper regards the "national civilized city" selection implemented by the Chinese government as a quasi-natural experiment and empirically tests the impact of government-led civilized city construction on urban green innovation and the mechanism of this impact by using the progressive difference-in-differences (DID) model based on panel data of 281 Chinese cities from 2003 to 2018. The results show that civilized city construction contributes to increasing the level of urban green innovation, which is supported by a series of robustness tests conducted through variable substitution and sample adjustment. The quantile regression results show that the higher the level of green innovation, the stronger the green innovation effect of civilized city construction. This finding indicates that the marginal effect of green innovation in civilized city construction is gradually enhanced with the gradual increase in the level of green innovation in cities. The mediating effect analysis shows that civilized city construction can provide financial support for green innovation activities by promoting the expansion of the urban investment scale, which, in turn, increases the level of urban green innovation. In addition, environmental regulation can strengthen the promoting effect of civilized city construction on green innovation. These findings hold important theoretical and practical significance for understanding the green innovation effect of government-led civilized city construction and further leveraging the important role of government in the construction of the urban business environment as a means to promote urban investment clustering, lay the factor foundation for green innovation and strengthen the synergy between environmental regulation policies and civilized city construction policies. Environmental externalities of place‐based policy have generally been overlooked despite their welfare consequences. This paper studies the air‐pollution effect of development zones in urban China using a geo‐coded data set of 2720 counties from 1998 to 2016. By adopting the generalized difference‐in‐difference framework to resolve the problem of endogenous locational selection for place‐based policies, we find that development zones reduce ambient PM2.5 concentration by around 1.8%, leading to a total social gain of $7.75 billion USD. The environmental benefit varies by the zone's dominant industry, geographical region, administrative affiliation and time of establishment. We further show that development zones are comparably cleaner due to the incentives of central and local governments, manifested by the desire to administratively promote development zones, the attempt to satisfy residential demands for higher quality‐of‐life cities, and the employment of the national environmental monitoring system. Based on the β-convergence method, this paper studies whether there is innovation convergence in Chinese cities as a whole, and analyzes the reasons why cities within urban agglomerations show significant innovation convergence. We find that:(i) Empirical regression based on β convergence theory indicates that there is significant innovation convergence at the city level in China. The analysis based on σ convergence theory also supports this result. (ii) The speed of innovation convergence of cities within urban agglomerations is significantly higher than that of cities outside urban agglomerations. (iii) Human capital spillover and market interaction can significantly affect the level of urban innovation growth, which is the main reason for the innovation convergence difference inside and outside the urban agglomeration. A deeper understanding of the regional differences and driving factors behind ecosystem health (EH) is of vital for ecosystem management and restoration. Although a considerable number of studies have focused on this topic, few studies have explored the spatial relationship and scale effect between urban forms and EH from the perspective of urban scale, agglomeration and irregularity. Therefore, this study first constructed an improved evaluation framework by integrating vigor, organization, resilience and ecosystem services supply–demand ratio to measure the EH level in China at the county scale during 1995–2015, and then evaluated and compared the spatial relationships between five urban form metrics and EH based on the spatial regression model at the national, regional, urban agglomeration and city scales. The results showed that the level of EH in China spatially decreased from the southeast to the northwest, and displaying significant spatial agglomeration. At the national scale, the fragmentation and complexity of urban form exerted the greater negative influence on EH than urban expansion scale. At the regional scale, controlling urban expansion scale and enhancing landscape connectivity were conducive to the improving of EH in the central and eastern regions. At the urban agglomeration scale, the regularity and compactness of urban form played a key role in the sustainable development of regional and national urban agglomerations. At the city scale, large cities can improve environmental quality by limiting the size of core patches and reducing the complexity of urban shape. Green innovation is an important way to realize the "double carbon" target, but financial support is necessary and important. This paper uses the multi-period difference-in-difference method to estimate the impact of city commercial banks on city green innovation. The data sample is the panel data of 285 prefecture-level cities in China from 2003 to 2019. Based on the empirical results, it can be concluded that city commercial banks can significantly promote green innovation, but have no significant contribution to the unbiased technological progress expressed by total factor productivity, i.e., overall innovation, while indicating that they are more efficient in promoting green innovation than overall innovation. This finding is still valid after a series of robustness, placebo, and parallel trend tests. After considering the moderating effect of environmental regulations, we find that market-incentive environmental regulation has a significant moderating effect on green innovation promotion, whereas command-control environmental regulation does not. On this basis, we propose policy recommendations to promote the development of city commercial banks; strengthen green innovation in central and western China, be both rigid and flexible in their approach to environmental regulation; and improve legal regulations. China has witnessed 556 million people migrating to urban areas over the past three decades with the process of urbanization, which has brought enormous pressure on electricity consumption and urban sustainable development. This paper establishes the generalized Divisia Index Decomposition Method (GDIM) model, and aims to reveal the electricity consumption mechanism of urban residents in China between 2000 and 2018. The results show that residential income, per capita electricity consumption and residential appliances are the main driving factors for the growth of urban residential electricity consumption, while the energy-saving willingness and expenditure structure have the inhibiting effect. With the expansion of urban residential income, the increase in income and air-conditioning numbers will continue to promote the growth of urban residential electricity consumption. Then, this paper puts forward relevant suggestions to alleviate the pressure of electricity demand and sustainable development from urban residents in China. China's higher education expansion policy implemented in 1999 has substantially increased higher education opportunities. This paper investigates whether rural students do benefit more from the expansion policy and achieve educational equity between urban and rural areas. Based on the four waves of nationwide micro survey data, collected in 2000, 2005, 2010 and 2015, we find that the expansion policy increases the rural-urban gap in higher education participation in the short- and medium-term, but reduces the educational inequality in the long-term. However, when we examine the impact of the expansion policy on access to elite higher education, the results show that the expansion policy is not conducive to reducing the rural-urban gap in elite higher education participation. China's rapid urbanization has been accompanied by serious urban sprawl. Instead of measuring the physical urban boundaries (PUBs), most of existing studies in China rely on yearbook statistics to describe the growth of urbanized area; therefore, the understanding of the actual form and quantity of urban sprawl are restrained. As the statistical unit is generally at or above the county level, these studies tend to omit the lower-level "larger towns". This paper discusses the measurement of urban sprawl and compactness using multi-source data on the GIS platform through the case study of the Wen-Tai region in China. GlobeLand30 remote sensing image data, vector road network data, NPP/VIIRS nighttime light data, and points of interest (POIs) data are adopted. The new method enhances the identification of built-up areas in larger towns. Besides, the 2020s' PUBs of this region, data for 2010 and 2000 are retraced to assess the urban expansion rate, and two approaches are used to discuss the urban growth pattern. Additionally, a compactness model is constructed from four dimensions, i.e., the compactness of external contour, accessibility of road network, land-use intensity, and functional diversity, by which a high-resolution visual analysis tool is created for the provincial government to monitor urban sprawl. Nowadays, cities meet numerous sustainable development challenges in facing growing urban populations and expanding urban areas. The monitoring and simulation of land use and land-cover change have become essential tools for understanding and managing urbanization. This paper interprets and predicts the expansion of seven different land use types in the study area, using the PLUS model, which combines the Land use Expansion Analysis Strategy (LEAS) and the CA model, based on the multi-class random patch seed (CARS) model. By choosing a variety of driving factors, the PLUS model simulates urban expansion in the metropolitan area of Hangzhou. The accuracy of the simulation, manifested as the kappa coefficient of urban land, increased to more than 84%, and the kappa coefficient of other land use types was more than 90%. To a certain extent, the PLUS model used in this study solves the CA model's deficiencies in conversion rule mining strategy and landscape dynamic change simulation strategy. The results show that various types of land use changes obtained using this method have a high degree of accuracy and can be used to simulate urban expansion, especially over short periods. Against the background of the international dialogue and action agendas regarding climate change and the protection of biodiversity, China has embarked during the past years on a new urbanisation approach, gradually advancing from an era of high-speed sprawl to one of more high-quality, green and low-carbon city development. Several national policies and strategies have been put in place, which are consequently rolled out at the sub-national level in provinces and cities. Energy efficiency in urban areas, nature-based solutions and new green ecological site developments are particularly important planning priorities fuelling the national government's ambition to transform cities to be more liveable and sustainable. Further priorities are digitalisation and smart city approaches, as well as responding to COVID-19 implications in the sense of 'green recovery'. The State Council of the People's Republic of China issued the National Territory Spatial Planning Outline (2016--2030), which is a fundamental guide and blueprint for China to achieve its Sustainable Development Goals (SDGs). Based on its sustainable-city initiatives, this paper establishes a "four-space (4S)" assessment framework, and measured the urban development quality (UDQ) of 336 cities in China. Then we analyzed the spatial patterns of UDQ, and identified the main obstacles. Our results show that there is considerable room for improvement in UDQ in China. The spatial pattern of UDQ shows that the eastern economic zone score is higher than the western score and the northern lower than the southern. The spatial efficiency, structure, and quality in Chinese cities have significant hierarchical structure, while the form pattern is complicated. The most important obstacle to China's high-quality development is spatial efficiency. The most significant limiting indicator is the industrial structure, followed by land output level and land consumption per unit GDP. Our findings help enhance the effectiveness of National Territory Spatial Planning policy implementation and guide China's urban planning and management to achieve sustainability. This paper investigates how land redevelopment is associated with a city's potential to attract migrants. Based on empirical analysis conducted by using over one million records of land transaction data between 2008 and 2018 in Chinese cities, we observe that cities with a larger ratio of redevelopment land in the total area of land supply on average have attracted more of the migrant population. Moreover, a high proportion of redevelopment area for public services and infrastructure in the total land redevelopment area can further attract migrants. We also find a larger effect of land redevelopment in attracting migrant inflows in less developed regions than developed regions. These findings suggest the advantages of intensive urban strategy ('compact urban') compared with extensive urban strategy ('urban sprawl') in attracting migrant population. China's urbanization in the late twentieth and early twenty-first centuries is a crucial process in transforming the country. Taking advantage of the de facto counts of city population in the last four censuses since 1982, this paper examines the city-size distribution and growth pattern of large cities in China in recent three decades. Combined with earlier data and work on the Mao era, the paper also presents some long-term trends and helps answer an important question: was China successful in controlling the growth of large cities? In addition, the paper analyzes the main features of China's urbanization policy in relation to the political economy and development strategy, and concludes with a discussion of the relevance of this study to the latest urbanization policy and the household registration system or hukou reforms in large cities. The future of cities in China is becoming increasingly important, not just within China but globally. China's urban population has grown from about 200 million in 1980 to about 800 million or 59% in 2018: that is about twice the total population of the USA and 1.5 times the total population of the EU. China has over 100 cities with over a million people. There are also more and more papers being written about urbanisation in China. However, urban development in China is very unlike urban development in the west or in many other developing countries. Despite the growth of a large, dynamic market sector, China is still a Communist country in terms of the pervasive and leading role of the party and the state. The question posed in this commentary is whether urbanisation in China is unique; or, to be more precise, whether the post-reform Chinese experience of urbanisation since around 1980 is so unusual that it constitutes an entirely unique case which lies outside conventional generalisations about urban change processes. This question links to recent discussions of comparative urbanism in which various scholars have grappled with questions about the generalisability of urban theory and experience. The development of a city's green infrastructure is increasingly being driven by low-carbon innovation (LCI). However, knowledge of how LCI affects green economic efficiency (GEE) in China is largely unknown. This study investigates the spatial effects of LCI on GEE in 285 Chinese prefecture-level cities. The empirical findings show that LCI exerts significant beneficial effects on its GEE but negative effects on its neighbors. The positive direct effects on GEE are offset by negative indirect effects due to the lack of spatial linkage effect and the existence of the siphon and crowding-out effects among cities. Using a mediating effect model, we have identified three channels of LCI that affect GEE: industrial structure, energy consumption structure, and human capital. A further heterogeneity analysis indicates that the impacts of LCI on GEE differ by region and city development level. Furthermore, LCI in the building, greenhouse gas treatment, transportation, and sewage and pollutant treatment categories could greatly enhance local GEE. The findings herein provide an empirical experience for accurately accessing the spatial effect of LCI on GEE, and offer a critical decision-making reference for implementing a cross-city green linkage development mechanism. As an important carrier of expanded urban spatial growth, new towns have been a "policy tool" for spatial production in the new era and have received long-term and constant attention from circles such as geography, planning, and economics. National new districts constitute a new regional space for China to implement the national strategy and promote the transformation of urban development mode. They are mutually reinforcing with their mother cities and hinterland provinces. Based on the geodetector method, this paper reveals the key factors driving the development of national new districts by mother cities and hinterland provinces and their interaction effects, which provides a basis for municipal and provincial governments to accurately formulate policies to promote the development of new towns by classification. The study shows that, firstly, there are five types of driving factors, that is, all-round driving factors, scale-increasing factors, expansion and quality-improving factors, expertise driving factors, and non-driving factors. The strength and dimension of the driving factors are characterized by prominent heterogeneity; R&D personnel, export and import trade are the key factors to expand the increment, optimize the inventory, and improve the quality; the overall development driving forces are in the order of innovation > opening > industry > investment > population. Secondly, the pairwise interaction between different factors exhibits two-factor enhancement, and the population shows a nonlinear increase in the driving force of investment, openness, and innovation on a provincial scale. Thirdly, according to the driving force of the factors and the interaction between them, suggestions are put forward based on the development stage and key demands for city and provincial governments to make policies for the development of national new districts, to support the establishment of scientific competition and cooperation between new towns and mother cities or regions, and to build a long-term collaborative development mechanism. Despite increasing academic interest focused on Chinese cities, there has been relatively little sustained theoretical and empirical engagement with critical approaches that have enlivened urban geography over the past 30 years. In this paper we seek to advance this research agenda by focusing on embodied urban geographies. More specifically, we consider case studies of dance and massage in order to show how critical engagement with everyday social and cultural forms and practices has much to offer understanding of urban life in China. Discussing theoretical terrain relating to dance and massage with reference to public/private space, individual/collective practices and experiences, and comfort/discomfort, we also signpost important contributions that critical research into Chinese urbanism can make to broader debates within and beyond urban geography. The relationship between urban spatial structure, economic activities, and the environment is complex and interdependent, yet there is a paucity of literature that examines green innovation from a macro perspective of the urban development mode. To fill this gap, this study employs panel data from 268 Chinese cities between 2008 and 2018 to investigate how a city's capacity for green innovation is influenced by its urban spatial structure, specifically in terms of urban compactness. Our results demonstrate a significant inverted U-shaped relationship between the compactness of urban spatial structure and green innovation, which remains robust even when using instrumental variable estimation. We find that an increase in urban compactness promotes green innovation when the compactness index value is less than 4.49 (3.74–4.10 with instrumental variable estimate). However, beyond this threshold, agglomeration diseconomies begin to outweigh agglomeration economies, and a decentralized growth pattern becomes more conducive to green innovation. These findings suggest that indiscriminate deployment of urban polycentric development plans may hinder a city's green innovation capacity. With the growth of urban population, the importance of urban environmental protection becomes more prominent. Therefore, should we stick with the compact urban development paradigm or transition to polycentric development to achieve sustainable urban growth? Using data from 238 Chinese cities from 2008 to 2018, we discover that adopting a compact spatial structure is more conducive to green innovation when the city population concentration has not yet reached a critical value, and that the latter structure is more effective when cities are overcrowded. Furthermore, we underline that for cities with difficult-to-extend metropolitan limits and excessive agglomeration, increasing institutional regulation might minimize the detrimental consequences of excessive agglomeration on city sustainability. This study examines the relationship between urbanization, economic growth, industrial transformation, technological change, public services, demographical change, urban and natural environmental changes, and carbon emissions using a dataset of 182 prefecture-level cities in China between 2001 and 2010. Specifically, this paper differs from previous studies in two aspects. First, the extant literature has focused on how economic processes accompanying rapid urbanization affect carbon emissions in urban areas but gives little attention to the other dimensions of urbanization, including social and environmental changes, which may have important effects on carbon emissions. We assessed the effects of 17 key processes accompanying urbanization in a full range of economic, social, and environmental dimensions on carbon dioxide emissions in urban areas. The results showed that social processes accompanied with rapid urbanization had distinct effects on carbon emissions, compared to economic and environmental processes. Specifically, improvement in public services, indicated by education and cultural developments, reduces the increase in carbon emissions during urbanization, while economic growth and urban construction reinforces the growth in carbon emissions. Second, we examined the impact of various urbanization processes on carbon dioxide emissions using a unique dataset of 182 prefecture-level cities that covers a wide span of regions in China. The results of our analyses on the city level have important implications for the formulation of comprehensive policies aimed at reducing carbon dioxide emission in urban areas, focusing on different urbanization processes in economic, social, and environmental phases. Urban expansion is the result of the comprehensive action of various social and economic factors, among which variation in land prices is regarded as the leading factor affecting the direction and intensity of urban expansion. However, few of existing studies have explored the interaction relationship between urban expansion and variations in residential land prices, which needs to be looked at urgently in both theoretical research and decision-making practice. In this study, based on theoretical analysis, a panel vector autoregression model was constructed using the data of 104 cities in China from 2001 to 2017. The results show that there is a long-term two-way causality and mutual promotion between urban expansion and increases in residential land prices. The increase in the residential land supply caused by urban expansion will restrain the rise of residential land prices, but this effect is not sustained over the long run. Both urban expansion and residential land price rises are subject to inertia, the latter to a greater extent than the former. The results also reveal that the interaction differs for cities at different stages of economic development. Based on the analysis, policy suggestions for guiding urban expansion and further exerting macrocontrol over land market are proposed. It is very necessary to study the land price of urban housing, because this issue is related to the increase in people's happiness in life. Land price change is considered the dominant factor affecting the direction and intensity of urban expansion. Therefore, studying the relationship between urban expansion and residential land price is helpful to guide the orderly and reasonable urban expansion. The purpose of this study is to clarify the detailed process of urban expansion and residential land price, so as to help policymakers to formulate corresponding policies in different links, and to combine the research conclusions with the process of making policy recommendations, in order to provide beneficial help for urban planners and decision-makers in urban planning and land price regulation policies. Effective land use contributes to sustainable urban development. However, there are various reports suggesting that urban land resources used mismatch to different extents in many Chinese cities. This study measures the degree of the mismatch phenomenon in utilizing urban land resources from a supply–demand perspective, and a mismatching coefficient, namely land resource mismatch (LRM), is adopted as the measurement. The data used for the empirical analysis are from a sample of 35 cities in China. The empirical study shows the effectiveness of employing the mismatching coefficient LRM model in evaluating the degree of the mismatch phenomenon in utilizing urban land resources. The research findings suggest the following: (1) Overall, the mismatch phenomenon in utilizing urban land resources is significant in China in the form of either supply shortage or over-supply. (2) The degree of the mismatch phenomenon is different between different types of land, with the land for administration and public services showing more serious mismatching and the land for commercial and business facilities showing less mismatching. (3) There are significant differences both in the type and the degree of land use mismatch among different cities, which are contributed largely by the intensity of local government's controlling and planning role on land resources and the maturity of applying market mechanisms. The results from this study can inform the government of the importance and necessity of adopting effective policy measures for mitigating the mismatch phenomenon in utilizing urban land resources. Under the threat of global climate change, China has proposed a dual carbon goal of peak carbon and carbon neutrality. As the vital carrier for territorial spatial planning, production–living–ecological (PLE) spaces drive carbon emissions and are important to the dual carbon goals. In this study, carbon emissions and sinks of PLE spaces in cities in Heilongjiang Province from 2005 to 2020 were calculated and spatial–temporal changes were analyzed. The carbon emission structure was analyzed in segmentation sectors. The land use changes and socioeconomic factors on carbon emissions were analyzed, and emission reduction strategies were implemented. The results show the following: (1) Carbon emissions from production and living spaces increased yearly. Carbon sinks were smaller than emissions, but capacity was stable. (2) Higher-emission cities were concentrated in southwest Heilongjiang, and carbon emission differences between regions gradually increased. (3) Among carbon emission sectors, agricultural and household made up smaller proportions, while animal husbandry, industrial, transportation, and traffic travel contributed most. Carbon emission structures were transformed by adjusting urban development and industrial structure. (4) For most cities, industrial space was the main emission space, but agricultural production and urban–rural living spaces dominated in some cities. (5) GDP, urbanization rate, and area of city paved roads suppressed emissions in cities with decreased carbon emission grades. The energy consumed by urban transportation systems has implications for local environmental protection and greenhouse gas emission reductions. It is widely claimed that in growing cities, individuals' transport energy use could be made more efficient by planning to control urban sprawl and create polycentric urban structures. However, existing conclusions are mixed. This paper contributes to this issue with an in-depth analysis of China's cities. Interestingly, polycentric cities demonstrated lower travel energy efficiency than monocentric ones. This is mainly because urban sub-center developments have failed to combine employment and residential land use. In these planned sub-centers, land use is usually dominated by either housing or industrial park developments, requiring people to commute long distances between home and work, and use cars at high rates. Increasing fragmentation of development management due to political decentralization has apparently worsened the job-housing imbalance. Though a significant effect of urban structure on transport energy consumption was observed, car use control policies had no effect, while a high level of metro services was associated with lower energy consumption. Accessibility is an effective variable for identifying mobility needs and evaluating transport inequalities. In recent years, the construction of transport facilities has been often considered to have a significant effect on the accessibility of cities. This study focused on the regional inequalities of transport accessibility in China and the influence of transport mode disparity. A novel approach integrating intercity and intracity transport networks is modeled for detailed calculations of travel time using open-source massive path data. The proposed approach provides further improvement in the accuracy, and it can reflect realistic patterns of multiscale accessibility. Four indicators based on travel time estimation were employed to evaluate transport accessibility and inequality: weighted average travel time (WATT), potential value (PV), daily accessibility (DA), and coefficient of variation (CV). Results show that transport accessibility is the highest in the eastern region, followed by the midland, northeastern, and western regions; this trend is consistent with the level of urban development and transport facilities construction. The inequality of transport accessibility between cities is obvious, and the western region has a considerably greater inequality than other areas. With regard to transport facilities, the car driving mode has higher accessibility and lower discrepancy than the public transit mode at the national level; however, the construction of public transit infrastructure, especially the high-speed railway, should considerably improve the daily accessibility of cities. Several policy suggestions are provided for transport departments and decision makers that can effectively improve the level and equality of transport accessibility of cities in China. Previous studies have frequently taken urban density as a surrogate for economic efficiency and applied composite scores such as urban intensity to assess the existing physical forms of towns. However, measures of intensity might nuance crude calculations of density while considering how such measures relate to future plans and the process of transformations. This paper used open source geospatial data and regulatory detailed planning to measure urban intensity of the existing and the planned. Spatial analytical techniques were applied to compute accessibility to destinations, building density, compactness of development, and diversity of land use function of sixteen specialty towns in China. The results showed that the regulatory detailed planning of these cases might not improve town planning measured by intensity in terms of spatial arrangement in the time horizon of 15–20 years. We found that well-integrated monocentric forms with the finer street network could potentially provide a more suitable spatial distribution for mid-sized towns measured by urban intensity, no matter whether the urban form is linear or center-spreading. Moreover, the comparison between the existing and the planned implies that the poly-centric urban form for mid-sized towns in China could end up with a lower score of urban intensity. The expansion of urban built-up areas is one of the most prominent characteristics of land use change in China. A growing body of literature has emphasized the triple spatial effects of the administrative hierarchy on urban built-up areas expansion, including heterogeneity, radiation, and segmentation. However, the existing studies have mainly focused on the administrative hierarchy at the prefectural level and above and have primarily concentrated on one single effect; few have integrated the triple effects as a whole. Based on high-resolution land use data and taking Fujian province as a study case, this study proposes an integrated theoretical framework and modeling approach and investigates the triple spatial effects of administrative hierarchy on built-up areas at the prefectural level and below. Descriptive statistics show the following: (1) Built-up areas of municipal districts are significantly larger than those of county-level units, showing the heterogeneity characteristics of urban land distribution across different levels of administrative hierarchy; (2) The county-level units adjacent to municipal districts exploit more built-up areas than other county-level units, indicating the radiation effects of municipal districts; (3) The radiation effects tend to be reduced if a municipal district and its adjacent county-level units are not located in the same prefectural city, revealing the segmentation effects among the different prefectural cities. Using the spatial econometric model with regimes, we further find the following: (1) The strengths of driving forces of built-up areas are heterogeneous between municipal districts and county-level units, and there are significant spatial interactions among administrative units; (2) The spatial interactions between municipal districts and county-level units are stronger than those between two county-level units, but the strength is restricted by the prefectural boundary, reflecting the radiation effects of municipal districts and the segmentation effects of the prefectural boundary, respectively. By investigating the triple spatial effects of the administrative hierarchy on urban built-up areas, we conclude that comprehensively considering these triple effects as a whole will result in a fuller understanding of the rapid built-up areas expansion in China, especially at the prefectural level and below. With accelerated urbanization and rapid expansion of the urban population, there is an increasing demand among urban residents for urban green spaces (UGS) and the ecosystem services (ES) they provide. The existing research mostly focuses on the spatial pattern of UGS types and ES provided by different UGS but ignores that residents' preferences for UGS types and their ecological and social services should also be incorporated into the spatial planning decision-making of UGS. A web-based questionnaire was distributed randomly in urban areas of China and 1050 valid samples were collected in this study. Descriptive statistical analysis methods, structural equation modeling, and Pearson correlation were used to parse the residents' preference for both UGS types, ecological–social services, and the relevant impact factors. The results showed that: (1) the strongest preference of residents for UGS and their ecological and social services are the attached green space, "beautifying the city", and "physical and mental relaxation", respectively; (2) the leading factors for residents' access to UGS are "age" and "sufficient time", except for attached green space. The most significant effect on both ecological and social services is the "season" factor. Further, "social gathering" and "exercise" are the services most and least likely to be affected. (3) Future planning of UGS should reinforce construction of attached green space and improve the aesthetics-related ES they provide. Construction of park green space and plaza green space should be enhanced to deal with the aging trend in society. Further, maintaining the existing construction of attached green space and building regional green space are crucial to the sustainability of UGS and its ecological–social services. • This paper explores urban system in China and its deviations from Zipf's law. • The size distributions of Chinese cities did not follow Zipf's law until recently. • Both large and small cities were under-sized relative to the Zipf's law. • Excluding the top 10% large cities, the data fit the Zipf's law better. • The deviations rises with government interferences and decreases with market forces. How are urban residents distributed and agglomerated across different-sized cities? This question can be addressed by studying urban system or Zipf's law. Using Chinese data for the period of 1990–2017, this paper contributes to the literature by exploring the evolution of urban system, and more importantly deviations from Zipf's law. It is found that (1) The size distribution of Chinese cities, as expected, did not follow Zipf's law until very recently. Both large cities and small towns were under-sized relative to the Zipf's law, implying possible loss of agglomeration economies; (2) When the top 10% large cities are excluded, the Chinese data fit the Zipf's law better, demonstrating the adverse role of government interference in containing the growth of mega-cities; (3) By and large, the distribution has been moving closer or further away from Zipf's law, corroborating with policy directions in the relevant five-year plans of the central government; and (4) Government interferences helped enlarge while market forces helped reduce the numerical deviations of individual cities from Zipf's law. The last three analytical findings are the first in the literature since no previous studies have focused on the issue of why urban system in China does not follow Zipf's law. In particular, no earlier efforts have been made to model numerical deviations from Zipf's law, as attempted in this paper. Developing countries tend to exhibit evident urban–rural income divergence as urban areas rapidly expand into adjoining land. However, Western-centric urban theories and studies of spatial inequality have not paid sufficient attention to the connection between income divergence and urban expansion. This paper employed a panel quantile regression model to investigate this relationship in 220 prefecture-level Chinese cities in 2006–2014. To identify potential spatiotemporal effects, we conducted additional robustness checks using the spatial Durbin model and geographical and temporal weighted regression. The results show that a 1 % expansion of urban land decreases the urban–rural income gap by 0.005 % to 0.011 %. This narrowing effect is particularly prominent in the eastern and central regions and in areas that are less urbanized overall. It also varies within regions that have a more pronounced difference between the lowest and highest quantiles in northeastern China and cities with urbanization rates of >50 %. Finally, we find evidence for an inverted U-shaped relationship between urban expansion and the urban–rural income gap. China has been witnessing profound changes in the consumption behaviors of its population during the last several decades. To better gauge the current consumption structure of Chinese households and investigate the burden exerted by consumption on resources, we calculated the household material footprint (HMF) in China within the individual consumption classification framework developed by the United Nations. HMF is the only life‐cycle‐based indicator adopted into the 2030 Agenda for Sustainable Development. Four types of raw materials and 15 representative consumption divisions were analyzed in this research. The total HMF in China increased by 103% from 1992 to 2017, although the per capita HMF remains lower than the global average. The per capita HMF growth in rural and urban areas differs, with urban citizens consuming 2.8 more metric tons of resources than rural residents as of 2017. The HMF of all materials studied shows a rising trend, especially for metal ores, which underpins the real estate and auto industries. Food‐related consumption is the main contributor to the HMF in China, while consumption of housing and transportation has less proportion yet more growth potential compared with developed countries. This study adds to the literature of studies on the consumption behaviors and domestic demands of China and has further methodologically significant meaning for similar studies in other countries and practical value for policymakers. Overall, this study demonstrates that despite an upsurge in consumption behaviors and gratifying economic records, the incurred resource and environmental burden may fuel risks for sustainable development. In recent decades, the trade-off between urbanization and vegetation dynamics has broken the balance between human activities and social-economic dimensions. Our understanding towards the complex human–nature interactions, particularly the gradient of vegetation growth pattern across different city size, is still limited. Here, we selected 35 typical cities in China and classified them into five categories according to their resident population (e.g., megacities, megapolis, big cities, medium cities, and small cities). The spatial-temporal dynamics of vegetation growth for all 35 cities were inferred from the Moderate Resolution Imaging Spectroradiometer (MODIS) normalized difference vegetation index (NDVI). We found that averaged NDVI for all cities slightly decreased during 2000 and 2020, at a rate of 1.6 × 10−4 per year. Most cities were characterized with relatively lower NDVI in urban areas than its surrounding area (determined by a series of buffer zones, i.e., 1–25 km outside of the city boundary). The percentage of greening pixels increased from urban area to the 25 km buffer zone at a rate of 4.7 × 10−4 per km. We noticed that negative impact of urbanization on vegetation growth reduced as the distance to urban area increased, with an exception for megacities (e.g., Shanghai, Beijing, and Shenzhen). In megacities and megapolis, greening pixels were more concentrated at core urban area, implying that the positive urbanization effect on vegetation growth is much more apparent. We argue that urbanization in China might facilitate vegetation growth to a certain extent, for which an appropriate urban planning such as purposeful selection of city sizes could be a scientific guidance while targeting the city's sustainable development goals in future. Intensive urban land use has been proposed as a method to promote sustainable development in the context of rapid urban sprawl. However, a consensus has not been reached on whether this approach is beneficial for ecology and compatible with suitable living conditions. Exploring this issue in China will help promote high-quality development. Extant research has mainly explored the effects of intensive urban land use on quality of life, ecology, and urban-land-use scale separately, while a synthesized analysis in this regard is lacking. In the light of this, we establish an analysis framework by which to verify the effects of intensive urban land use on the three aspects, using data from China spanning 2005–2019, subjected to structural equation modeling. The results show that intensive urban land use has varying degrees of positive effects on quality of life, ecology, and urban-land-use scale. It had no strong effect on the three items initially, while quality of life was significantly optimized by 2010, and ecology was markedly improved from 2015. However, there was a trend toward shrinking living space and sprawling urban areas. The corresponding suggestions are formulated for policy makers to improve intensive urban-land-use policy. In the last three decades the percentage of China's population living in cities has nearly tripled and this massive urbanization is continuing. This paper examines three aspects of recent and projected Chinese urban development: scale, tempo, and form in relation to urban visions. Issues Western urban theorists like Ebenezer Howard, Albert Soria y Mata, Frank Lloyd Wright, LeCorbusier, and Clarence Perry addressed in the late 19th and early 20th centuries are fundamental: city size, the relationship of cities to peri-urban areas, the impact of the built environment on the natural environment, transportation infrastructure and land use, urban governance and finance, property rights, aesthetics, and community. As China struggles to plan cities with Chinese characteristics it must work at scales ranging from small towns to megacities, decide how rapidly to urbanize under enormous pressure, and determine the physical forms urbanization will take. Abstract: China is motorizing rapidly, with associated urban road development and extensive construction of motorways. Speeding accounts for about 10% of fatalities, which represents a large decrease from a peak of 17.2% in 2004. Speeding has been addressed at a national level through the introduction of laws and procedural requirements in 2004, in provinces either across all road types or on motorways, and at city level. Typically, documentation of speed enforcement programmes has taken place when new technology (i.e. speed cameras) is introduced, and it is likely that many programmes have not been documented or widely reported. In particular, the national legislation of 2004 and its implementation was associated with a large reduction in fatalities attributed to speeding. In Guangdong Province, after using speed detection equipment, motorway fatalities due to speeding in 2005 decreased by 32.5% comparing with 2004. In Beijing, the number of traffic monitoring units which were used to photograph illegal traffic activities such as traffic light violations, speeding and using bus lanes illegally increased to 1958 by April 1, 2009, and in the future such automated enforcement will become the main means of enforcement, expected to account for 60% of all traffic enforcement in Beijing. Abstract: China’s rapid growth over the last three decades has attracted much academic attention. In the post-reform era, economic growth has been paralleled by rapid urbanization. China’s urbanization experience has been shaped heavily by the state through national urban policies as well as through local administrative means. Much has been written about large Chinese cities in the more developed coastal regions, such as Beijing, Shanghai and Guangzhou, but little is known about the process of city-making in medium-sized and small Chinese cities, especially those in the less developed central and western regions of the country. This paper sheds light on the processes of urban transformation in Hebi, a medium-sized inland city in Henan Province, emphasizing the critical role that the local state has played in city-making, the mechanisms and processes of change, and the resultant impacts on the city. As a mining city, Hebi has been threatened by depleting natural resources. To invigorate the city, a new city center has been built to attract new enterprises. Through intensive interviews and fieldwork conducted in 2007 and 2008, we examine what the city government of Hebi has done to turn the newly constructed urban space into a new administrative and economic center of the city. With the establishment of new enterprises, the local economy has been diversified, although coal continues to be a major component of Hebi’s economy. The role of the local state in the production and development of the new urban space is direct and forceful. As local state policies on urban development have been implemented by strong administrative means, we conceptualize the contemporary Chinese model of urbanization as “administrative urbanization”. One problem with this kind of state-dominated urbanization and city-making is that the needs of the people are not fully considered, and it is unclear who the major beneficiaries are. More case studies are needed to determine how economic and political forces are driving China’s land-based urban development, the extent to which local states are understood as entrepreneurial, profit-seeking and pro-growth, the relationship between the local state and other stake-holders in local urban development, and who has benefited from administrative urbanization. This article reflects on how UK cities are very slowly adapting themselves to the changing world where growth economies, and particularly China, the world’s second largest economy, have become the focus of global policy attention. Most UK cities, accustomed to a highly centralized state, are poor at any consistent international targeting, and especially poor out of their traditional US and Western European comfort zone, where the great majority of their exports still go. However, the China challenge—whether a city can hitch its particular supply to their particular demand—is probably the single most important economic challenge of the decade, and will determine whether a city experiences genteel decline or spurred growth. Abstract: Previous studies have understood urban competitiveness mainly from an economic perspective. Drawing on insights from recent debates on urban governance that argue for sustainable development, this study employs a more balanced view that takes into account the economic, social, and environmental dimensions of urban competitiveness. A four-level hierarchical indicator system is used to examine the competitiveness of 253 Chinese cities at the prefecture level or above in the year 2000. The results show that most of the top 20 cities are in the eastern part of China and have populations over 0.5 million. The bottom 20 cities are located primarily in the western part of China and have smaller populations that range from 0.2 to 0.5 million. In 2000 the city with the top economic competitiveness was Shanghai, the top social competitiveness was Beijing, and the top environmental competitiveness was Zhuhai. A given city does not necessarily rank the same in economic, social, and environmental competitiveness, but may perform well in different ways. The paper argues that, in order to sustain urban competitiveness, a city should achieve not only good economic performance, but also satisfactory social and environmental development. In this paper, long time series NDVI data (1998–2018) are used to evaluate the ecological environment change and spatiotemporal change that has taken place in China over the last 20 years, at different scales (regional, provincial, county, and grid scales). Combined with typical areas, the causes of ecological environment change are revealed. The results show that in about one-third of China, the ecological environment improved, and in 10%, the ecological environment deteriorated. Ningxia, Shaanxi, Shanxi, Guizhou, and Guangxi are the provinces in which the improvement of the ecological environment is most pronounced. However, the ecological environments with vegetation as the core in Shanghai and Jiangsu Province have deteriorated significantly. The areas with the fastest improvement in their ecological environment are those with precipitation of 200–600 mm. The Yellow River Basin is an area where the ecological environment has significantly improved. Forestry projects and the development of oasis agriculture effectively promote the improvement of the ecological environment. In the past 20 years, the main reason for the degradation of the ecological environment in eastern coastal areas is urban expansion. China should continue to strengthen its overall layout of forestry projects and improve its ecological environment. When planning its ecological construction, China should fully consider the associated physical and geographical conditions, and adjust measures to local conditions accordingly. Small towns, the nodes connecting cities and villages, play an important role in urbanization and rural development. However, it is generally believed that small towns lack economic efficiency therefore are excluded from main-stream urbanization of China. Based on the socio-economic statistics of 109 towns in 7 counties of Jiangsu province, this paper evaluates the DEA efficiency of small towns with different classifications, and compares the DEA efficiency of small towns with 21 county-towns, then analyzes the economic density of small towns and 283 prefecture-level cities with different scales. The results show that: (1) There are significant differences in the efficiency characteristics of different types of towns. Approximately 80% of the sampled towns could improve their efficiency by intensive resource-use and production scale expansion; (2) Although county-towns obtained more resources, their efficiency is not significantly superior than other types of towns (P > 0.05); (3) Small towns perform well in terms of economic density, which is not significantly different from small and medium-sized cities, but significantly lower than large cities with population of municipal district > 1 million. These findings challenge the stereotypes of towns in driving urbanization. Is rapid urban sprawl increasing environmental pollution while boosting economic development? This study uses panel data of 30 Chinese provinces during 2002–2018 to investigate the impact of urban sprawl on haze pollution with the use of a spatial lag model. Urban built-up area (ba) and urban public facilities occupation (upfo) are used to measure the differential impact of urban sprawl on haze pollution. The main highlights of the results are as follows: (1) there is a nonlinear relationship between urban sprawl and haze pollution. An inverted U-shaped relationship was found between built-up area and haze pollution, while urban public facility occupation and haze pollution have a U-shaped correlation. (2) The impact of urban sprawl on haze pollution shows a significant time-based difference. The relationship between the two was not significant in 2002–2010, but become significant in 2011–2018. (3) Significant regional differences in the impact of urban sprawl on haze pollution were found. This article examines the impact of the concentration of human capital on individual happiness in Chinese cities. In contrast to findings in the literature based on the US context, we report lower individual happiness for residents living in cities with higher levels of human capital. A further investigation shows that the housing price underpins such negative human capital externalities in well-being. The results are robust to different model specifications. While human capital is often considered the key factor for the economic success of cities, this research informs subnational policy-makers of the potential negative consequence of attracting talent and possible solutions. The increasing inequality in spatial accessibility to hospitals in developing countries has been attracting attention from researchers and politicians. The situation seems to be worse in growing megacities where more than 10 million people live and rapid urban sprawl has caused serious problems with the supply of health and public transport services. The recent global COVID-19 pandemic calls for particular attention to be afforded to the matter of equal access to basic medical facilities and services for people across different neighborhoods. Although some studies have already been undertaken into the subject of health-focused inequality in the cities of developing countries, the spatial inequity in hospital accessibility has rarely been discussed to date. In this paper, I aim to provide new evidence by considering Beijing as a case study. With the results of my analysis, I show that low-income neighborhoods have experienced lower levels of accessibility not only to high-tier hospitals (secondary and tertiary hospitals) but also to primary healthcare services (primary hospital and neighborhood clinics). The rate at which high-income neighborhoods access secondary and tertiary hospitals is approximately 4 times and 1.5 times as high as that of low-income neighborhoods. Low-income face nearly twice the travel time of those from high-income neighborhoods to reach the nearest primary hospital or neighborhood clinics. Suburban neighborhoods have less access to medical services than neighborhoods that are located in the central urban areas. It seems that the rapid urban sprawl has been worsening spatial inequality in the context of access to medical services in the growing megacity of Beijing. Equal access to healthcare services should be prioritized in future policy discussions, especially in relation to the urban growth management of megacities in developing countries in order to ensure that fair and inclusive urbanization processes are undertaken. Urban developments steered by major events have a long history. Already from the second half of the nineteenth century, World Expositions were mobilized as opportunities for urban upgrading. This article highlights the spatial effects of three Chinese major expositions on their host cities in the early twentieth century (1906–1929). It will in particular highlight the impact on urban development and planning, such as the construction of modern public complexes, the promotion of new urban districts, and the catalysis of structural urban transitions. Considering the significant historical, political, and social analogies, we argue in this article that expositions were adopted under the influence of foreign examples as a model of planning interventions to prompt the modernization of the host cities in China. However, while there was an important transfer of spatial concepts and models, we contend that Chinese authorities played a leading role in importing and exploiting these expositions as strategic instruments. They did so by actively and consciously mobilizing multiple urban actors such as social elites, but also civil society leaders and merchants. Cities with great government capacity are expected to become more effective in mobilizing resources and promoting urban economic development than other cities. While urban government capacity is important in its own right, its size structure across nearby cities is crucial because multiple channels wherein local governments generate externalities beyond their jurisdictions are present. By quantifying urban government capacity and regional size structure across Chinese cities in 2010, I examine the direct effect of a city's government capacity on its economic performance and the indirect effect of the urban government capacity's size structure among neighboring cities. Our analysis confirms that urban government capacity has a positive and significant effect on urban economic performance, and cities exhibit better economic performance in regions that have a leading city in urban government capacity than in regions where urban government capacity is relatively evenly distributed. Nowhere has the scale and scope of urbanization been larger than in China over the last few decades. We analyze Chinese city development between the years 1996 and 2014 using data for the urbanized components of prefecture-level cities. We show that, despite much variability and fast economic and demographic change, China is undergoing transformations similar to the historical trajectory of other urban systems. We also show that the distinguishing signs of urban economies—superlinear scaling of agglomeration effects in economic productivity and economies of scale in land use—also characterize Chinese cities. We then analyze the structure of economic change in Chinese cities using a variety of metrics, characterizing employment, firms and households. Population size estimates remain a major challenge for Chinese cities, as official numbers are often reported based on the Hukou registration system. We use the information in the residuals to scaling relations for economic quantities to predict actual resident population and show that these estimates agree well with data for a subset of cities for which counts of total resident population exist. This econometric study contributes to the ongoing debate about the costs and benefits of urban form by employing interdisciplinary means-urban planning, econometrics and public administration--to explore the relationship between urban form and urban public services expenditure. In China, particularly, rapid urbanization is accompanied by an increase of urban public services expenditure and a difference in efficiency, which undermines the promotion of urban public service development. The Chinese government has paid great attention to urban sustainable development and promoting urban public services performance; however, until recently there has been a lack of empirical studies exploring the relationship between urban public services expenditure and urban form. Thus, the present research aims to analyze this issue by using relevant indicators based on an econometric model. The results provide a promising basis for improving urban public services expenditure efficiency. Based on the urban area interpreted by remote sensing data and geographic information system, two urban form metrics, the compactness ratio and the elongation ratio, are selected and quantified to describe urban compactness and urban sprawl accurately. Panel data analyses are performed using a cross-sectional dataset of the 30 cities for the years 2007, 2010 and 2013 to assess the likelihood of association between indicators of urban form and urban public services expenditure, while controlling for other determinants, such as educational level, income per capita, degree of industrialization, and unemployment rate. The results indicate that urban elongation is positively correlated to per capita urban public services expenditure and urban compactness is insignificantly correlated to it. Thus, it is recommended that policymakers consider the relationship between urban form and public services expenditure as part of urban planning and on-going strategies to promote public service efficiency. We analyse the geographies of urban networks created by leading producer services (PS) firms in China. Because of the national regulation of the Chinese state-led economy and the location strategies of global advanced producer services (APS) firms, the geography of global APS in China as examined by the Globalization and World Cities Research Network (GaWC) cannot be studied as a subnetwork of GaWC’s global network, but needs an empirical study based on a wide range of leading PS in the Chinese market. We explore the spatial differentiation in the connectivity of Chinese cities based on the location strategies of 323 APS firms in 287 Chinese cities. Beijing, Shanghai, Guangzhou and Shenzhen emerge as the primary nodes. The spatial distribution of banking, securities, and insurance services networks appears to be more even than those of non-financial PS firms. Regional disparity exists in terms of polycentric urban development in coastal China, as well as in the centralisation model in central and western areas. We suggest that owing to the continued tight regulation of China’s state-led economy and the nature of the location strategies of ‘globalised’ PS firms, the urban networks created by Chinese PS firms are not only an extension of urban networks at a global scale but also an embodiment of economic activities at other scales. With the pursuit for global competitiveness and economic growth, Chinese cities have recorded massive urban land expansion. This article examines the effects of development policies and economic restructuring on urban land expansion in China through a case study of Nanjing, representing the rapidly growing and globalizing coastal cities in China. Wei investigate the development process and changing contents of government policies, and analyze development zones and key projects as privileged, trait making, and even path-breaking elements of the development process. We highlight the transition and paradox of the Chinese state in the urban development process, and the broad contexts underlying urban land expansion in Chinese cities. We see urban expansion in China as a process largely responding to top-down policy change and economic transition initiated by the central government. We hold that the role of the state has to be analyzed to understand urban transformation and land expansion, moving beyond local factors of accessibility and feasibility. Development-zone and project fevers, and lagging administrative reforms, however, have made Chinese cities heavy with debt and led to wasteful development, corruption, and social unrest in China. Characteristic towns have emerged along with China's economic and social development. As a new model of small-town development, they have played an essential role in promoting industrial transformation and upgrade, improving the living environment, and promoting regional innovation and development. Accurate identification of the expansion characteristics of National Characteristic Towns (NCTs) is vital for optimizing the spatial layout of characteristic towns and adjusting the policies of characteristic towns. This study used a dataset on nighttime light to identify expanding NCTs and measure their expansion from 2000 to 2020. In total, 233 expanding NCTs were identified, accounting for 58.25% of the NCTs in China. The areas with the most significant intensity of expansion are primarily located in the East, South, and North economic regions. The critical period of NCTs expansion primarily occurred in the periods 2008–2011 and 2011–2014. Our results show that NCTs are highly consistent with the spatial distribution of urban agglomerations, and the development of NCTs is inherently related to the development of urban agglomerations in the region. The implementation of NCT policies has significantly promoted the development of NCTs in the Central and Western economic regions, which face challenging development issues and differ from those in the Eastern region. The method proposed in this study can effectively identify the 'hot spots' of expanding NCTs and the critical periods of their expansion. [ABSTRACT FROM AUTHOR]
