Carbon neutrality is an important policy in the current global response to climate change and has been widely recognized by various industries. In the process of promoting carbon neutrality, new energy plays a pivotal role. In this study, the definition and connotation of new energy and its role and specific operation in the energy transition of carbon neutrality are firstly explained. Promoting new energy development requires significant green and low-carbon investments. Taking China as an example, this paper analyzes the opportunities brought by the carbon neutral process to the field of green finance and analyzes the main features and development trends of green finance in China at present. Then this paper proposes policy recommendations to strengthen the development of green finance in China in terms of improving the green financial policy system, enhancing the supply capacity of green financial services, and optimizing the supporting environment for green financial development. Finally, this paper analyzes the measures and experiences of the United States in promoting low-carbon development and proposes countermeasures for China's low-carbon development on the basis of the five major relationships that need attention in China's carbon-neutral process. That is, strengthen the top-level design and improve the regulatory policy system; optimize the energy structure and increase the proportion of clean energy; optimize the industrial structure and reduce energy consumption in key industries; build a complete low-carbon technology system and promote low-carbon technology research and development and demonstration applications, and encourage local conditions to explore low-carbon development paths. The balance between agricultural development and maintenance of agro-ecological environment becomes a huge challenge because of global climate changes. Existing literature on the low-carbon pilot policy proposed by the government of China and whether the problems of agricultural development and agricultural environmental protection can be solved or not have not been reviewed. This paper analyzes the impact of low-carbon pilot policies on agricultural eco-efficiency by using SARAR model based on the data of 281 cities in China. Results show the spatial spillover effects between low-carbon pilot policies and agricultural eco-efficiency. The implementation of low-carbon pilot policy can improve agricultural eco-efficiency. Although restrained by agricultural economic development, this policy has disequilibrium effect on agricultural eco-efficiency, has a relatively large impact on agricultural eco-efficiency in western China and other poor areas, and promotes the reduction of agricultural carbon emission. The effect of the implementation of low-carbon pilot policy is affected by the initial agricultural economic development and urban economic conditions. Over the past two decades, China has become a global economic force. However, this economic growth has led to significant increases in carbon-intense energy consumption, with potentially disastrous impacts on the global environment. Fueling this energy explosion is an increased demand for automobiles in China, which has been met by an expanding auto production industry. This paper reviews China's current and projected energy and environmental milieu, with particular emphasis on automobile market development. The paper links China's sustainability potential to its technologies, policies, markets, and automobile industry structure. Since climatic condition is the important foundation for human subsistence and development and the key factor in sustainable development of economy and society, climate change has been a global issue attracting great attentions of politicians, scientists, governments, and the public alike throughout the world. Existing climate regionalization in China aims to characterize the regional differences in climate based on years of the mean value of different climate indexes. However, with the accelerating climate change nowadays, existing climate regionalization cannot represent the regional difference of climate change, nor can it reflect the disasters and environmental risks incurred from climate changes. This paper utilizes the tendency value and fluctuation value of temperature and precipitation from 1961 to 2010 to identify the climate change quantitatively, and completes the climate change regionalization in China (1961-2010) with county administrative regionalization as the unit in combination with China's terrain feature. Level-I regionalization divides China's climate change (1961-2010) into five tendency zones based on the tendency of temperature and precipitation, which are respectively Northeast China-North China warm-dry trend zone, East China-Central China wet-warm trend zone, Southwest China-South China dry-warm trend zone, Southeast Tibet-Southwest China wet-warm trend zone, and Northwest China-Qinghai-Tibet Plateau warm-wet trend zone; level-II regionalization refers to fourteen fluctuation regions based on level-I regionalization according to the fluctuation of temperature and precipitation. Abstract: This paper identifies the main features of CO2 emission from fossil energy combustion in China. Then it estimates China''s future energy requirements and projects its CO2 emission from 2010 to 2020 based on the scenario analysis approach. China''s rate of carbon productivity growth is estimated to be 5.4% in the period 2005–2020, while the CO2 intensity of GDP will reduce by about 50% but CO2 emission in 2020 will still be about 40% higher than prevailing in 2005 because of rapid growth of GDP. This estimation is based on the assumption that China will implement a sustainable development strategy in consideration of climate change issues. The main objectives of the strategy are to implement an “energy conservation first” strategy, to develop renewable energy and advanced nuclear technology actively, to readjust the country''s economic structure, and to formulate and legislate laws and regulations, and to build institutions for energy conservation and development of renewable energy. It concludes that international measures to mitigate CO2 emission will limit world fossil fuel consumption. China is not placed to replicate the modernization model adopted by developed countries and has to coordinate economic development and carbon dioxide emission control while still in the process of industrialization and modernization. Under the pressures of climate change, many countries are trying to adapt to a low-carbon economy. In this paper, we review the development pattern of the low-carbon economy of major countries and its impact on the world economy. We then argue that economic development and abatement of greenhouse gas (GHG) emissions in China should be balanced. The challenges that China faces should also be considered carefully. It is necessary for China to find an approach to solve the issues of climate change, which should include new technologies and establishing incentive mechanisms and reform-oriented policies. These guidelines can adjust the structure of the economy and energy use, improve energy efficiency, promote the development of alternative and renewable energy, enhance the potential of carbon sinks, and develop advanced technology to perfect a 'Clean Development Mechanism' and sustainable development through international cooperation. Green bonds have increasingly been utilized around the world as a source of financing for renewable energy development, designed with compliance requirements and measurable economic returns to investors, while mitigating climate change. However, the efficacy of green bond arranged in the emerging economies for financing renewable energy assets and how the underlying risks are managed have remained to be explored. The paper aims to examine the evolving green financial system sponsored by both public and private institutions in managing such risks within China's emerging economy. A case study of green financing for a bundle of wind power assets led by a state-owned enterprise (SOE) reveals an alternative approach by structuring public–private collaboration while stipulating market-based financial incentives to institutional stakeholders under a political economy. This institutional consortium is composed of a state development bank, a commercial bank, credit rating agencies, institutional and private investors, regional power purchasers, and carbon trading entities. Financial stakeholders' risk in such emerging sustainable investment is moderated by these participating institutions and structured "upsides" from carbon trading aligned with the framework of green finance and standards for green bond development. The results reveal the potentials of scaling up the development of renewable energy by adequately managing and sharing key risks, while allocating substantial funding into renewable energy projects under such a green financial system that is to be complementary with a scalable post COVID-19 economic recovery.
